In the West Bank, unidentified gunmen opened fire at an Israeli settler vehicle near Qalqilya. Israeli settlers attacked Palestinians with batons, pepper spray, and stone at a spring near Tubas. Israeli forces shot and injured 1 Palestinian during a raid in Jericho. Israeli forces also leveled land and uprooted olive trees in Kafl Haris and razed an agricultural road in Zanuta. Elsewhere, Israeli forces violently dispersed Palestinian protesters during a raid in Dheisheh refugee camp, causing tear-gas related injuries. Israeli forces also demolished a water cistern serving 6 Palestinian families in al-Baqa’a. 16 Palestinians were arrested during late-night raids in Qalqilya, Bethlehem, Jericho, Tulkarm, Hebron, Ramallah, and Nablus. In East Jerusalem, Israeli forces raided the home of Islamic Waqf Department deputy director Najeh Bkeirat in Sur Bahir, detaining him. Israeli forces also demolished a retaining wall in al-Tur and a pergola in Wadi al-Juz. Elsewhere, Israeli forces raided Silwan, damaging a house and causing tear-gas related injuries. PA president Mahmoud Abbas visited Jenin for the first time in 12 years, giving a speech in Jenin refugee camp. Abbas praised the steadfastness of the Jenin residents in light of Israel’s attacks. The visit followed Israel’s large-scale attack on Jenin refugee camp on 7/3 and 7/4. Around 1,000 PA troops secured the area for Abbas. 2 Israeli settlers, including an off-duty soldier, were charged with terrorism, 1 for vandalizing a mosque in ‘Urif and the other for placing a chair in front of the door of a Palestinian home in Umm Safa and setting the chair on fire. Both incidents occurred in June. (AJ, HA, REU, TOI 7/12)

Congresswoman Ilhan Omar (D-MN) said she would not attend Israeli president Isaac Herzog’s address to Congress, citing Israel’s ban on Omar and representative Rashida Tlaib (D-MI) from entering Israel and Palestine in 2019, Israel’s increase in its killing of Palestinians in the West Bank, and Prime Minister Benjamin Netanyahu’s statement that he wants to crush Palestinians’ hope of statehood. Later on 7/13 and 7/14, Omar was joined in her boycott by Jamaal Bowman (D-NY), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). A U.S. national security council spokesperson said that “[t]here is no talk of some kind of formal reassessment. The United States and Israel share a special bond, and our enduring commitment to Israel’s security is ironclad.” The statement followed a New York Times column by Thomas Friedman, who said a U.S. reassessment of its ties to Israel was inevitable. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. Early in the morning in the West Bank, Israeli forces demolish 3 Palestinian homes under construction in a village nr. Bethlehem and a playground in a village nr. Nablus. They also reopen a road e. of Hebron that they closed on 3/14, following a formal request from the PA. IDF troops patrol in a village nr. Ramallah, sparking clashes with stonethrowing Palestinians; 2 Palestinians are arrested and there are no serious injuries. They conduct further raids and house searches nr. Nablus, Jericho, and in Tulkarm, arresting 4 Palestinians; patrol nr. Qalqilya, Jericho, Ramallah, and Hebron. In East Jerusalem, the Jerusalem Municipality prepares to demolish a Palestinian home in Wadi al-Juz, but Israeli PM Netanyahu’s office intervenes, canceling the demolition to avoid increasing tensions in the city ahead of Passover. Meanwhile, the extreme messianic group Temple Institute says that it conducted a secret Jewish wedding at Haram al-Sharif, violating the ban on Jewish religious ceremonies at the sanctuary. A U.S. State Dept. spokesperson says that the U.S. opposes a UNSC res. censuring Israel’s settlements, such as the one the Palestinian leadership is currently circulating. He adds, “I can firmly shut the door,” ending all speculation about U.S. support for the effort. (USSD 4/12; JP 4/13)

Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 6 areas nr. Ramallah (Bil‘in, Ni‘lin, Nabi Salih, Silwad, Jalazun r.c., and outside Ofer Prison), and Kafr Qaddum nr. Qalqilya; 4 Palestinians suffer moderate bullet wounds. The IDF patrols in 4 villages nr. Ramallah, and 1 each nr. Jenin and Jericho. Late at night, Israeli soldiers conduct house searches and raids in 2 villages nr. Ramallah and 1 nr. In an interview with Haaretz, ICC prosecutor Bensouda says she is considering war crimes investigations into Palestinians and low-ranking Israeli soldiers. Her comments indicate an expanded scope from previous speculation that only high-level Israeli officials would be targeted. However, she repeats that she is still preliminarily examining evidence and that no investigations have been formally opened. (AFP, HA 5/1)

In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. The IDF says that the youth, also a U.S. citizen, was holding a Molotov cocktail, but Palestinian witnesses deny the claim. State Dept. spokesperson Jen Psaki calls for a “speedy and transparent investigation.” IDF troops violently disperse protests outside Ofer detention center and in Jalazun r.c. nr. Ramallah, injuring 7 with live ammunition. The IDF conducts house searches and arrest raids in 1 village nr. Tulkarm; patrols in Jericho, as well as 1 village and ‘Aqabat Jabir r.c. nearby, 2 villages nr. Ramallah, Jenin and 1 nearby village, and 1 village each nr. Hebron and Qalqilya. Ansar Bayt al-Maqdis attacks Egyptian soldiers nr. Shaykh Zuwayd and in al-Arish in the Sinai Peninsula, killing 31 with a car bomb, rocket-propelled grenades, and small arms. It is the deadliest single attack on Egyptian security forces in Sinai since the escalation of violence began after the 7/2013 military ouster of thenpres. Mohamed Morsi. In response, Pres. al-Sisi convenes an emergency meeting of his senior defense advisers, declares a state of emergency in some parts of n. Sinai, and closes the Rafah border crossing. Late at night, unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel. The IDF also conducts late-night arrest raids, house searches in and around Tulkarm and nr. Tubas. A Jewish settler driving nr. Hebron fatally shoots 2 Palestinians standing at an intersection, saying he felt threatened. Jewish settlers fr. Keddumim settlement nr. Qalqilya set fire to Palestinian olive and almond trees on a nearby plot of Palestinian land. A Palestinian demolishes his own home and farm in Bayt Iksa village just n. of Jerusalem after being given orders to tear down the structures or face a fine and fee for having the IDF do the job. In the West Bank, the IDF patrols in Jericho, neighboring ‘Ayn al-Sultan r.c., and 1 village nr. Ramallah in the morning; 2 villages nr. Jericho and Ramallah in the afternoon; and 2 villages nr. A bill proposed by MK Danny Danon passes in the Knesset requiring that any Palestinian prisoner granted early release by the president who commits another crime (misdemeanor or felony) be rearrested and made to serve the remainder of his or her original sentence. (JPI 1/13)

Palestinians fire 3 mortars at Gush Katif settlement causing no damage. In Jenin, a mob of more than 1,000 Palestinians enraged by reduced sentences handed down by a judge, storms a makeshift PA security courtroom and executes 3 Palestinians convicted of murdering a popular PSF officer over an intrafamily feud; 100 PSF officers surrounding the building are unable to fend off the mob. Since 9/01, the IDF has demolished Jenin's 2 police headquarters, its security headquarters, 2 prisons, the governor's administrative offices, and its military courtroom, leaving the PA without a secure compound to hold the controversial trial. In New York, Ben-Eliezer says that Arafat is not a partner for peace; urges the U.S. to open talks with more "realistic" Palestinians who could form an alternative leadership. He also alleges that Israel has new intelligence information that al-Qa`ida mbrs. have been relocating to Lebanon to join forces with Hizballah; says he will encourage the U.S. to target Hizballah in its war on terror when he meets with officials in Washington on 2/6.
