In Lebanon, Israeli forces attack 2 sites in the Beqaa Valley near Baalbek, killing one person and injuring others, and buildings in Ayta ash Shab and Naqoura. Israel restricts entry to the Haram al-Sharif compound on the first day of Ramadan to men over the age of 55, women over the age of 50, and children under the age of 10, in addition to requiring identification to enter. The Israeli military presents a plan to dismantle UNRWA operations in Gaza and in the West Bank, saying doing so will undermine Hamas’s civilian rule in Gaza. Israel’s military says it has assassinated the deputy head of Hamas’s military wing, Marwan Issa, saying he was the fourth highest ranking Hamas member. The UN Security Council discuss the UN report on sexual violence allegedly committed in Israel and Palestine. PA ambassador to the UN Riyad Mansour says the UN is displaying double standards by never holding a meeting on sexual violence committed by Israelis against Palestinians. U.S. ambassador to the UN Linda Thomas-Greenfield says the “evidence before us is damming and devastating.” Russia’s deputy permanent representative to the UN Maria Zabolotskaya says a comprehensive study covering Gaza is also needed before any conclusions can be made and points out that most of the UN data is from the Israeli government. UN secretary-general Antonio Guterres tells reporters that “[i]nternational humanitarian law lies in tatters . . . At a U.S. Senate Intelligence Committee hearing, CIA director Bill Burns outlines the current ceasefire proposal, which includes the release of 40 Israeli captives in exchange for a “defined number of Palestinian prisoners,” a 6-week ceasefire, and “a major surge in humanitarian assistance.” State Department spokesperson Matthew Miller says the U.S. has not received Israel’s plan for the protection of Palestinians in Rafah during its planned invasion. The U.S. fiscal 2025 budget request includes $7.6 billion for Middle East partners, including Israel, Jordan, and Egypt. Unlike past years, the budget does not include funding for UNRWA. 8 Democratic Senators write a letter to President Joe Biden, urging him to stop providing offensive weapons to Israel until Israel lifts its blockade on humanitarian aid going to Gaza, saying the transfer of weapons violates the Foreign Assistance Act. UN Security Council members negotiated for the second day in a row over the wording of a resolution. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The bodies of 62 unidentified Palestinians were buried in a mass grave near al-Shifa Hospital. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Burin, assaulting them at gun point and stealing tools, phones, and olive crops. Israeli settlers also raided Qarawat Bani Hassan, opening fire at Palestinians harvesting olives, forcing them to flee. Elsewhere, Israeli settlers uprooted 55 trees using a bulldozer in al-Twana. Israeli settlers also assaulted Palestinians in Khallet ad-Dabi, causing fractures and bruises on several of them. Israeli forces killed 7 Palestinians, including 2 children, during raids in Jenin refugee camp, Qalqilya, and Qalandia refugee camp; 5 of the Palestinians were killed in a drone strike on Jenin refugee camp. Israeli forces also shot and injured 28 Palestinians during raids in Jenin refugee camp and Qalandia refugee camp. Elsewhere, Israeli forces razed land and uprooted 25 trees near Beit Umar. 52 Palestinians were arrested during raids in and around Ramallah, Hebron, Bethlehem, Qalqilya, Salfit, Jenin, Tubas, Bayt Awa, and Beit Umar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers with a military escort also attacked Palestinians in al-Sawana, injuring 3, including 2 with baton rounds and 1 by assault. Israeli forces demolished a Palestinian home in Shaykh Jarrah, displacing 9. Israel also forced a Palestinian family to demolish their own home in Bayt Hanina. 20 Palestinians were arrested during late-night raids. In Gaza, Israeli airstrikes killed 756 Palestinians, including the wife, son, daughter, and grandchild of Al Jazeera Gaza bureau chief Wael Dahdouh in an airstrike that was said to be targeting him. Israeli airstrikes also destroyed a bakery in Dayr al-Balah shortly after it received a shipment of flour. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israeli attacks killed 2 members of Hezbollah, increasing the number of Hezbollah members killed to 40 since 10/7. In Syria, Israeli forces attacked Aleppo International Airport, rendering it out of service, and killed at least 8 and wounded 7 others in a different attack in southwestern Syria. The Gaza Ministry of Health said as of 5 p.m. at least 6,547 Palestinians had been killed, including at least 4,000 women and children, and 17,439 had been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,500 were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 102 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 29 children. More than 1,833 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Committee to Protect Journalists said at least 24 journalists have been killed since 10/7, including 20 Palestinians, 3 Israelis, and 1 Lebanese. The UN said the shortage of fuel was undermining its efforts to help Palestinians in Gaza. Israel told 40,000 Palestinians in Dayr al-Balah and Khan Yunis to evacuate to al-Mawasi. The Palestinian Federation of Trade Unions said between 9,000 and 9,500 Palestinians from Gaza, employed in Israel, were in Israel on 10/7. 5,000 of them made it to the West Bank, with some 2,000 of them subsequently being arrested by Israel while 1,000 are unaccounted for. A Palestinian worker told Haaretz after he was released from an Israeli detention camp that Palestinians were held in the sun for 2 days without food, while they were blindfolded and their hands were tied. Human Rights Watch said the data provided by the ministry is accurate, saying their own investigations are aligned with the ministry’s data. Biden also criticized Israeli settlers for “attacking Palestinians in places that they are entitled to be.” After a call with Israeli prime minister Benjamin Netanyahu, a readout of the conversation stated that they discussed a “pathway for a permanent peace.” Newly elected House of Representatives speaker Mike Johnson’s first act as speaker was to bring a pro-Israel resolution to the floor, which passed 412-10, with 6 voting present. At the UN Security Council, the U.S. and UK vetoed a Russian resolution calling for a humanitarian ceasefire. China, Gabon, Russia, and the UAE voted for the resolution while the 9 other members abstained. Russia and China vetoed a U.S. resolution calling for “humanitarian pauses.” The UAE also voted against it, while Albania, France, Ecuador, Gabon, Ghana, Japan, Malta, Switzerland, and the UK voted in favor. Israeli media reported more than 900 Israelis and foreign nationals have been killed and 2,616 injured. Israel said it had hit 500 targets in Gaza overnight and 1,100 since 10/7. Hamas said Israeli airstrikes have killed 4 Israeli captives in Gaza. The UN reported that more than 187,518 Palestinians were displaced, including 137,427 sheltering in UNRWA facilities. 790 housing units were destroyed and 5,330 were damaged since 10/7. The Israeli emergency rescue organization Zaka said that the bodies of 108 Israelis were found in Kibbutz Be’eri as were the bodies of Palestinian militants. Military spokesperson Daniel Hagari said the bodies of 70 militants were found in the town. (HA 10/10; AP 10/11)

Hamas’ Izzeddin al-Qassam Brigades spokesperson Abu Obaida said the Qassem Brigades would not negotiate the release of captives while Gaza was being bombarded. Earlier in the day Abu Obaida said Qassam Brigades would begin executing 1 Israeli captive each time Israel bombs a civilian target. There was no indication that the threat was carried out as civilian buildings were being bombed by Israel. Hamas official Moussa Abu Marzouk told Al Jazeera that Hamas is open to discussing a truce and all political dialogue. PA president Mahmoud Abbas spoke to Turkish president Recep Tayyip Erdoğan, UN secretary-general Antonio Guterres, and Saudi crown prince Mohammed bin Salman about the Hamas-Israel war. Reuters reported that Qatar was mediating a prisoner exchange that will see Israeli women and children released by Hamas in exchange for the release of 36 Palestinian women and children from Israeli prisons. Egyptian sources also said that Egypt was in close contact with Israel and Hamas to prevent further escalation, calling on Israel to exercise restraint and Hamas to keep the captives in good condition. Israeli defense minister Yoav Gallant said that he had ordered that no power, water, food, or gas enters Gaza, saying “[w]e are fighting human animals and we act accordingly.” His office later said Gallant had ordered the intensity of the Gaza bombings to increase. Several Israeli politicians called for the formation of an emergency unity government, including Finance Minister Bezalel Smotrich, who said the emergency government should “bring about the complete elimination of Hamas and the terrorist organizations in Gaza.” Benny Gantz’s National Unity party demanded that Smotrich and National Security Minister Itamar Ben-Gvir not be part of the war cabinet and that no legislation unrelated to the war would be promoted. Axios reported that Israeli prime minister Netanyahu told U.S. president Joe Biden that Israel will invade Gaza. The Washington Post reported that the U.S. is preparing for a prolonged war in Gaza and is assessing Israeli diplomatic, political, and military needs. The White House briefed members of Congress that Israel will need replenishment for the Iron Dome, ammunition rounds, precision-guided missiles, and small-diameter bombs. Biden said in a briefing that 11 U.S. citizens have been killed by Hamas and that there likely are U.S. captives being held in Gaza. The U.S. also said Iran was complicit in the Hamas attack and warned Iran about getting involved in the fighting. Iran denied any involvement or knowledge. The UN Security Council convened a meeting on the situation in Gaza without releasing a statement. The EU, Germany, and Austria said they suspended all aid to Palestinians in response to Hamas’ operation in Israel. None of the aid in question is delivered to Hamas. Unidentified persons launch a rocket from Gaza into central Israel. It strikes an Israeli home north of Tel Aviv, injuring 7 Jewish Israelis and causing damage. The Israeli Air Force then retaliates with dozens of air strikes on Hamas sites all across Gaza, causing extensive damage and injuring at least 3 Palestinians. Palestinians in Gaza respond, firing at least 50 projectiles into southern Israel and setting of hours of cross-border attacks. At their meeting, Trump signs a formal declaration conveying U.S. recognition of Israeli sovereignty over the Golan Heights, codifying his 3/21 pledge. Meanwhile, Israeli firefighters put out approximately 7 fires in and around Israeli border communities that were reportedly sparked by incendiary kites or balloons flown from Gaza. One day after an Egyptian delegation visited Gaza for meetings with Hamas officials, al-Hayat reports that the Egyptians proposed a new framework for Palestinian reconciliation and a long-term cease-fire between Hamas and Israel. The plan would reportedly see the PA take control of Gaza and limits on Hamas’s military wing, inter alia. Hamas and Fatah officials both say that the proposal is unlikely to help Hamas and Fatah overcome their differences. Meanwhile, a Hamas official says that the Egypt-mediated backchannel talks with Israel over a long-term cease-fire are at an impasse, that it’s the PA’s fault for opposing the process, and that Hamas plans to escalate the ongoing protests along Gaza’s border fence in response. After a meeting of the Israeli security cabinet, an Egypt- and UN-backed cease-fire between Israel and Hamas goes into effect. It is reportedly based on the principles of the cease-fire deal that halted Operation Protective Edge, Israel’s 2014 assault on Gaza, and it provides for a cessation of all hostilities. The Israeli cabinet reportedly approved the agreement in principle on 8/12 and only met today to review the details one last time. Earlier, Israeli DM Lieberman announced the reopening of the Kerem Shalom border crossing (effectively lifting the last of the restrictions the Israeli authorities imposed on 7/9) and the expansion of the fishing zone off Gaza’s coast to nine nautical miles, up from as few as three at the peak of the Israeli crackdown. “The opening of the Kerem Shalom crossing, after four days of quiet, is intended to indicate to the population in Gaza that maintaining quiet is first and foremost an interest for Gaza’s residents,” he says. The Palestinian Central Council convenes in Ramallah for its 29th regular meeting. The PLO body discusses a variety of issues related to statehood, including the stalled national reconciliation process, and plans to meet again on 8/16. In a speech kicking off the meetings, PA president Abbas says that Hamas is not serious about reconciliation. “Hamas principally does not have intentions to achieve reconciliation,” he says. Abbas also criticizes the Trump administration’s peace efforts and reiterates that he wants to unify the West Bank and Gaza with “one government, one law, and one legitimate force without militias.” (TOI, WAFA 8/15)

The Israel Land Authority (ILA) publishes tenders for the construction of 602 new housing units in the Ramat Shlomo settlement of East Jerusalem. The 603 units are part of a larger development plan that dates back to 2010. The ILA separately reaches a $380 million agreement with the Jerusalem Municipality for a series of development projects across the city, including 20,000 new housing units.  Wael Atiyeh, Egypt’s amb. to Palestine, says that no date has yet been set for a return to indirect negotiations between Israel and Hamas, and that an agenda for the meetings in Cairo also needs to be finalized. Meanwhile, Qais Abdel Karim, a mbr. of the Palestinian delegation, says that Israel’s shunning of talks would “render the cease-fire null and void,” responding to reports in the Israeli media that Netanyahu does not intend to resume cease-fire talks. Acting U.S. special envoy for Palestinian-Israeli negotiations Frank Lowenstein lands in Cairo to meet with Egyptian officials to discuss a truce extension. In the evening, Hamas officials say that Israel is not responding to the group’s proposal and threaten an escalation if hostilities resume. The Palestinian delegation meets with Egyptian officials, while the Israeli envoys return to Israel to meet with PM Netanyahu and DM Ya’alon before returning to Egypt. Egyptian authorities say that Cairo will agree to permanently open the Rafah crossing on the condition that the PA’s national unity govt. runs the terminal. Soon after the planned 72-hour cease-fire takes effect, it breaks down and the IDF continues its assault on the Gaza Strip, killing 160 Palestinians. Armed Palestinian groups resume rocket fire, launching 38 into Israel. IDF troops are primarily active in Shuja‘iya in e. Gaza City, Bayt Hanun in the n. Gaza Strip, and Khan Yunis in the s. Gaza Strip. The cease-fire breaks down after both sides accuse the other of violating it during an incident in s. Gaza. According to the IDF, 2 hours after the ceasefire began, al-Qassam Brigades fighters attacked IDF troops demolishing a tunnel, killing 2 and capturing 1. The Hamas armed wing denies reports of the capture, saying that the soldier might have been killed in clashes before the cease-fire began. In the West Bank, IDF troops shoot and kill 2 Palestinians in separate incidents. The 1st dies in clashes nr. Tulkarm during protests against the assault on Gaza, and the 2d dies in Safa nr. Ramallah in similar circumstances. In the clashes in Safa, 5 are injured by live ammunition and 10 by rubber-coated metal bullets. At Hawara checkpoint nr. Nablus, IDF troops shoot and injure 6 Palestinians with live ammunition during protests. In Hebron, meanwhile, around 50,000 residents protest the assault on Gaza, leading to clashes with IDF troops in which 90 Palestinians are injured with live fire and rubber-coated metal bullets. The IDF conducts house searches and arrest raids in 1 village nr. Salfit and al-Jalazun r.c.nr. Ramallah at night. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), and 1 village nr. Qalqilya (Kafr Qaddum). In Ni‘lin, 1 is seriously injured by a rubber-coated metal bullet; in Nabi Salih, 2 are seriously injured by rubber-coated metal bullets; and in Kafr Qaddum, 4 are wounded by rubber-coated metal bullets. In East Jerusalem, Palestinians clash with Israeli security forces in ongoing demonstrations against the Gaza offensive, causing dozens of injuries. U.S. officials express outrage and disappointment at the breakdown of the ceasefire. U.S. Pres. Obama calls for the release of the soldier that was reported kidnapped and says it will be “very hard to put a cease-fire back together again if Israelis and the international community can’t feel confident that Hamas can follow through on a cease-fire commitment.” White House spokesperson Earnest says that the U.S. “would encourage those who have influence with Hamas to get them back on to the terms of the cease-fire and to get them to abide by the agreements that they struck just yesterday.” Meanwhile, Kerry calls Qatari FM Khalid bin Mohammed al-Attiyah and Turkish FM Ahmet Davutoğlu and urges them to use their influence with Hamas to release the soldier. Davutoğlu tells reporters that Turkey would do what it can. Kerry also speaks with PM Netanyahu and Pres. Abbas. Talks planned in Cairo are postponed until further notice. During the day, the IDF launches multiple strikes on targets across the Gaza Strip, killing 21 Palestinians, except during a 5-hour humanitarian cease-fire. After the humanitarian pause, Palestinian groups resume rocket fire into Israel, launching 105 projectiles, 20 of which are intercepted by Iron Dome batteries. One Israeli soldier nr. the border is wounded by a mortar shell just before the end of the pause. Meanwhile, 13 armed Palestinians enter Israel through a tunnel, but their attack is halted by IDF troops. Reports differ on whether or not 1 Palestinian is killed during the attack. Palestinians also launch a drone into s. Israel, which IDF troops shoot down nr. Ashqelon. UNRWA announces that 20 rockets were discovered in an unused school in Gaza, and condemns those responsible for a “flagrant breach” of international law. At approximately 10:30 P.M., the IDF launches a ground invasion of the Gaza Strip, beginning with heavy artillery shelling of Bayt Hanun and Bayt Lahiya in the n. and incursions nr. the border fence to expand the buffer zone. IDF spokesperson Peter Lerner says the invasion has 2 objectives: “to strike Hamas . . . so they do not have the motivation to continue” and “to strike the terrorist infrastructure, the rockets, the tunnels.” During the invasion, 1 Israeli soldier is killed by friendly fire. Ramallah, causing no injuries. In East Jerusalem, Israeli security forces raid Haram al-Sharif and assault worshippers protesting a visit by rightwing Jewish activists. Hours before the ground invasion starts, the U.S. Senate agrees to a nonbinding res. condemning the rocket fire against Israel and reiterating Israel’s right to defend itself. The res. has 78 cosponsors and the support of many U.S.-based, pro-Israel groups, including AIPAC. (AFP, AP, JP 7/17; AJ 7/18)

The IDF’s attacks on the Gaza Strip continue, with reports indicating nearly 20 more Palestinians killed and as many as 300 Israeli air strikes during the day. As the Palestinian death toll approaches 50, with scores more wounded, Gaza’s hospitals feel the strain. IDF targets include the private homes of Hamas officials, police buildings, government buildings, and smuggling tunnels. Israel’s interior min. Eli Yishai says that the goal of the operation is to ‘‘send Gaza back to the Middle Ages.’’ Palestinian armed groups fire over 70 rockets into Israel, with Israel’s Iron Dome defense system intercepting 57 rockets, bringing the total of intercepted projectiles since the start of Operation Pillar of Defense to over 250. Tunisian FM Rafik Abdesslem makes a solidarity visit to the Gaza Strip, vowing that his government will take steps in the Arab League and UN to stop Israeli aggression. Most of the diplomatic focus is on tentative Egyptian efforts to mediate a cease-fire. In Cairo, Egyptian pres. Morsi holds talks with Turkish PM Recep Tayyip Erdogan, Qatar’s Emir Shaykh Hamad Bin-Khalifa al-Thani, Hamas leader Khalid Mishal, and Islamic Jihad leader Ramadan ‘Abdallah Shalah. Dep. head of Hamas’s politbureau Musa Abu Marzuq says despite efforts to secure a temporary cease-fire, Israel and Hamas are both far from reaching an agreement. As the quarter opens,Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. Also in Gaza, 1 Palestinian is killed, 3 are injured when they apparently prematurely detonate explosives they are handling. In the West Bank, the IDF patrols in Azun nr. Qalqilya (firing on stone-throwing youths who confront them, wounding 2), Fahma nr. Jenin (firing on residential areas, damaging homes), Jenin town and refugee camp (r.c.; wounding 1 Palestinian), al-Khadir nr. Bethlehem (firing on residential areas); conducts arrest raids, house searches nr. Hebron, Salfit. In Khan Yunis, a 14-yr.-old Palestinian boy is killed in crossfire btwn. Two days after an Israel-Hizballah cease-fire went into effect ending 34 days of war (Israel dubbed its offensive Operation Change of Direction; see Chronology in JPS 141), the Lebanese government reaches a compromise agreement with Hizballah under which only the army will be allow to “carry weapons” s. of the Litani (allowing Hizballah to store weapons nr. the border with Israel) and the Lebanese cabinet votes to order the army to prepare to deploy across s. Lebanon (a precondition for an Israeli withdrawal). The UN estimates that since 8/14, more than 200,000 Lebanese have returned to their homes and 60,000 have returned fr. Syria, leaving more than 700,000 still internally displaced. The Lebanese government now puts the comprehensive toll at 1,152 Lebanese killed and some 3,700 wounded, with numbers expected to rise as more bodies are recovered.
