In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli settlers vandalized 1 Palestinian-owned agricultural structure in Kafr al-Dik. Israeli forces delivered demolition orders for 7 Palestinian-owned homes in Ma‘in. 17 Palestinians were arrested during raids in and around al-Khadir, Husan, Hebron, Nablus, Tulkarm, Abu Dis, ‘Azun, Beita, Ramallah, al-Bireh, Sabastiyya, and Jenin refugee camp. In East Jerusalem, Israeli forces seized, for a 2d time, tents sheltering a family whose house was demolished in Issawiyya. 11 Palestinians were arrested during raids in Issawiyya, Shu‘fat refugee camp, and al-Tur; confrontations erupted during the raids in Issawiyya, leading to tear-gas related injuries and damage to property. According to Haaretz reporting, the Shin Bet has been threatening some Palestinian activists with administrative detention if they run in the Palestinian Legislative Council elections. Haaretz confirmed that at least 1 Palestinian activist was arrested and put in administrative detention for 4 months after announcing that he would run in the elections. (HA 3/4)

Danish prime minister Mette Frederiksen and Austrian chancellor Sebastian Kurz met with Israeli prime minister Benjamin Netanyahu in Jerusalem to discuss a joint COVID-19 plan. Prime Minister Frederiksen had, prior to the trip, praised Israel’s vaccination campaign and said that Denmark is considering opening a vaccine factory with and/or in Israel, leading her own left-wing coalition to denounce her trip. The EU expressed dismay at the 2 European leaders’ trip, saying that cooperation on COVID-19 response was an EU issue 1st and foremost. U.S. vice president Kamala Harris spoke with Prime Minister Netanyahu to discuss the ICC investigation into Israel. Israeli defense minister Benny Gantz told FOX News that Israel is constantly updating preparations to strike Iran. Defense Minister Gantz also said that Hezbollah has hundreds of thousands of missiles. (AP, AJ, FOX, HA 3/5)

In the West Bank, Israeli settlers set up caravans on Palestinian-owned land in the northern part of the Jordan Valley. Israeli forces handed stop-work orders for 7 houses south of Hebron. Israeli forces also seized 1 bulldozer and 1 truck near Tubas. 12 Palestinians were arrested during raids in and around Bethlehem, Ramallah, Nablus, Qalqilya, and Salfit. In East Jerusalem, Israeli forces raided Shu‘fat, firing tear gas at Palestinians. 12 Palestinians were arrested during late-night raids in Issawiyya; during the raids, clashes ensued between Palestinians and Israeli forces; tear-gas related injuries were reported. Israel’s civil administration’s supreme planning council approved 3,071 new settler units in 19 different settlements throughout the West Bank. On 10/14, the same planning council approved 1,877 settler units, making the total of 4,948 settler units for the 2 days combined. According to Peace Now, 2020 has surpassed all other years in approved settler units since Peace Now began counting in 2012. The total amount of settler units approved in 2020 is 12,159. The UN special coordinator for the Middle East peace process Nickolay Mladenov condemned Israel’s settlement expansion, as did the UK, Germany, France, Spain, and Italy in a joint statement. The Saudi foreign minister Prince Faisal bin Farhan al-Saud said during an event with the Washington Institute for Near East Policy that “the only thing that can deliver lasting peace and lasting stability is an agreement between the Palestinians and the Israelis,” suggesting that Saudi Arabia is not close to normalizing relations with Israel. He also said that Saudi Arabia does not have an opinion about other countries that normalize relations with Israel as the UAE and Bahrain have done. U.S. secretary of state Mike Pompeo had said 1 day earlier during a press conference with Foreign Minister Prince Faisal bin Farhan that “[w]e hope that Saudi Arabia will consider normalizing its relationships as well. The PA received 2 grants from the Kuwait Fund for Arab Economic Development and Al Aqsa Fund of the Islamic Development Bank, amounting to $11 million for hospitals in the West Bank and Gaza. (WAFA 10/15)

In the West Bank, Israeli forces razed Palestinian-owned land in Khirbat Zanuta and razed land and demolished water pipes in al-Twana. Elsewhere, Israeli forces and Palestinians clashed in al-‘Izzariya after Israeli forces stormed a cemetery; 1 Palestinian-owned house was damaged by a fire ignited by sound bombs. 8 Palestinians were arrested, including 6 during raids in and around Shu‘fat, Hebron, Qalandia, Ramallah, and Jericho, and 2 were arrested at checkpoints in Hebron and near Bethlehem. In East Jerusalem, an Israeli court issued an eviction order for an extended Palestinian family living in an apartment complex in Silwan; the eviction order affects 28 people. The court ruled in favor of the settler organization Ateret Cohanim. 2 Palestinians were arrested, including 2 during late-night raids in Issawiyya and al-Tur; 1 Algerian tourist was arrested at the Haram al-Sharif compound. In Gaza, Israeli forces made incursions to level land east of Khan Yunis. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya within the allocated fishing zone; no injuries were reported. The UN launched a temporary service via the WHO to facilitate transfers of Gaza medical patients to Israel, East Jerusalem, and the West Bank in lieu of Israel and the PA’s ceased cooperation. (HA 9/8)

The EU warned Serbia and Kosovo that moving their embassies to Jerusalem as announced by U.S. president Donald Trump on 9/4 would undermine their hopes to gain membership in the union. (HA 9/7)

In the West Bank, Israeli settlers injured 2 Palestinians while throwing stones at a Palestinian-owned house in Yatma. Separately, Israeli settlers set fire to Palestinian-owned agricultural lands east of Tulkarm, damaging olive and almond trees. Israeli forces also confiscated 1 residential caravan in Bayt Dajan. 26 Palestinians were arrested during raids in and around Bayt Umar, Dura, Hebron, Bethlehem, Ramallah, Ya‘bad, Jenin, Nablus, and Qalqilya. During a raid near Ramallah, 1 Palestinian was injured by a rubber-coated bullet; 1 other Palestinian was injured by gunfire in Qalqilya, and clashes erupted during a raid in Ya‘bad; no injuries were reported there. In East Jerusalem, 3 Palestinians were injured in 2 separate attacks by unidentified perpetrators; 1 4-year-old girl was hit in the head by a bullet in Issawiyya and 1 man and his child were shot while working in a store in Shu‘fat. 1 Palestinian was arrested in Issawiyya. The PA formally informed Israel’s Coordinator of Government Activities in the Territories and the CIA that it was no longer participating in security coordination and intelligence sharing. PA forces also left Area B which, like Area C, is under Israeli military control. PA prime minister Mohammed Shtayyeh also said that the PA would not accept COVID-19-related aid sent from UAE on a direct plane to Israel landing on 5/20, noting that the PA had not been informed about the shipment before it took off. All the COVID-19 material will instead go to Gaza, which witnessed 29 new confirmed COVID-19 cases today. (AJ, HA, HA, REU 5/21)

18 Democratic senators signed a letter addressed to Prime Minister Benjamin Netanyahu and Defense Minister Benny Gantz, warning that annexation of parts of the West Bank “would betray our shared democratic values by denying Palestinians’ right to self-determination in a viable, sovereign, independent and contiguous state.” It further stated that annexation would likely erode the American people’s support for the U.S.-Israeli special relationship. In the West Bank, Israeli forces issued a stop-work order for a road near al-Mughayyir and seized nearby machinery. Israeli forces also distributed 8 demolition notices for Palestinian-owned homes south of Hebron. 15 Palestinians were arrested during late-night raids in and around Bethlehem, Bayt Umar, Abu Dis, Ramallah, Nablus, and Tulkarm. Israeli settlers threw stones at Palestinian homes in Madama, causing damage. In East Jerusalem, 2 Palestinians were arrested during late-night raids in the Old City and Issawiyya. Israeli Channel 13 released a video showing half a dozen Israeli policemen attacking a Palestinian near Shu‘fat refugee camp for failing to show his ID. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Jabalia; no injuries were reported. In Israel, 5 international activists, including a member of the Finish parliament, were arrested by Israeli forces after trying to cut through the fence to Gaza in an act of solidarity with Palestinians in Gaza. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019. In the West Bank, Israeli forces demolished a shack and razed 6 dunams (1.4 acres) of agricultural land in Bayt Umar. Palestinians in Hebron observed a general strike protesting Israel’s plans to make a new settlement and closed fruit and vegetable market in the city, announced on 12/1. During a protest march against the settlement, clashes broke out between protesters and Israeli forces, leading to tear-gas related injuries. 11 Palestinians were arrested during 9 late-night raids in and around Hebron, Dura, Ramallah, Jenin, and Tulkarm; and 2 at a flying checkpoint near Jenin. In East Jerusalem, Israeli settlers damaged 160 Palestinian-owned cars by slashing tires and houses were defaced by racist graffiti like “Arabs = enemies” in Shu‘fat. A Palestinian family demolished a room in their house in Jabal Mukabir after receiving a demolition order on 12/6. 2 Palestinians were arrested during evening raids in the Old City and Issawiyya. Israel’s public security minister Gilad Erdan issued an order banning PA governor of Jerusalem Adnan Ghaith from conducting any PA-related activity in East Jerusalem, including holding meetings, gatherings, and conferences. Governor Ghaith has been arrested by Israel 7 times since becoming governor in 2018. (HA 12/10)

Israeli forces also demolished a house under construction in Wadi Rahal south of Bethlehem. Israeli settlers threw stones at Palestinians near Nabi Saleh, northwest of Ramallah. In East Jerusalem, 8 Palestinians were arrested during late-night raids in Issawiyya and Shu’fat. The PA prime minister Mohammed Shtayyeh announced that since Israel demolished Palestinian-owned buildings in Area A and B on 6/22, the PA would no longer consider the West Bank divided into separate areas, but all under PA control. (WAFA 8/4)

The PA also announced that it would pay out 60% of civil servants’ salaries for July. The PA has been paying only 60% of salaries since February this year due to its financial crisis. (WAFA 8/4)

In the West Bank, IDF troops arrest 22 Palestinians and issue 1 arrest summons during late-night raids in and around Ramallah, Hebron, Jenin, and Bethlehem; and patrol near Hebron, Bethlehem, Tulkarm, and Qalqilya. After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. Shortly after Ariel’s statement, the PA Agriculture Ministry cancels the ban on imports of Israeli produce that the PA cabinet approved on 12/27. (TOI, WAFA 12/31)

One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. Hosen L’Yisrael, the new party led by former IDF Chief of General Staff Benny Gantz, is projected to win between 13 and 15 seats, while Prime Minister Benjamin Netanyahu’s Likud is projected to win between 27 and 31. Along Gaza’s border, IDF troops open fire on Palestinian homes near al-Maghazi; 1 elderly Palestinian is shot in the back and killed. Some reports say that the man was killed by fragments of an Israeli tank shell instead. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. Separately, Israeli forces conduct a limited incursion to level land near Rafah. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. They also shoot and injure 1 Palestinian during clashes sparked by a raid near Jericho; arrest 7 Palestinians and issue 1 arrest summons during raids near Bethlehem, Hebron, Tulkarm, and Jenin; and patrol near Nablus and Hebron. Israeli forces dismantle a makeshift Palestinian residential structure outside Hebron. Israeli settlers raze more than 200 dunams (approximately 49.4 acres) of Palestinian-owned land near Nablus. Settlers also flood with wastewater parts of Khan al-Ahmar, the Jerusalem-area Bedouin village slated for imminent evacuation and demolition. The Israeli authorities deny a U.S. citizen entry into Israel at Ben Gurion Airport late at night, citing alleged “boycott activity.” The woman, Lara Alqasem, arrived in Israel with a student visa to work towards a master’s degree at the Hebrew University of Jerusalem. (HA, JP, YA 10/6)

After reports of Palestinians opening fire on an IDF post along Gaza’s border fence near Jabaliya refugee camp, Israeli artillery shell a Hamas facility in the area, killing 2 Hamas fighters and injuring 6 more. The incident comes as Egyptian and UN officials are in the midst of efforts to broker a long-term cease-fire agreement between Israel and Hamas. In response to the incident, Hamas states that “resistance forces” cannot agree to a deal that Israel is seeking to dictate and that Israel should expect retaliation. Later, Hamas states that the incident was a misunderstanding and that the IDF misinterpreted aspects of a military drill for an attack. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Ramallah, and patrol in and around Qalqilya, Hebron, and Ramallah. In East Jerusalem, Israeli forces demolish 2 Palestinian-owned apartments in Shu‘fat, demolish 4 Palestinian-owned structures in Jabal Mukabir, and raze a small area in east Issawiyya to clear space for the expansion of settlements in the area. Amid talks between Hamas, UN, Egyptian, and Qatari officials on a possible long-term cease-fire arrangement for Gaza in Cairo, Hamas leader Haniyeh says that “a series of decisions has been made.” He does not offer any details beyond the fact that the collected parties discussed the stalled Palestinian reconciliation process and a variety of proposals to advance it and the effort to achieve a cease-fire in Gaza. Later, the Hamas delegation departs for Gaza. They are expected to respond to the various proposals within 24 hours. The Israeli government is set to discuss the latest proposals on 8/9. The Israeli government informs its High Court of Justice that it is prepared to establish a permanent settlement for the residents of Khan al-Ahmar if they agree to leave the village without resistance. The new proposed relocation site is 255 dunams (approximately 64 acres) and 8 km from Khan al-Ahmar. (HA 8/8)

Israeli forces install 3 new road signs indicating the location of the new U.S. embassy in Jerusalem, which is set to open officially on 5/14. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. The PA informs the Israeli govt. that it will no longer be paying for the electricity that Israel supplies to the Gaza Strip, marking a major change in the PA’s policy toward Hamas’s control over Gaza. The move comes amid an escalating electricity shortage in Gaza, and also follows reports that PA pres. Abbas has been planning to increase pressure on Hamas to give up control of the Gaza Strip. The PA generally pays Israel about NIS 40 m. (approx. $11 m.) per mo. to provide Gaza with around 30% of the electricity it requires. Israel takes the electricity fees out of the taxes it collects on behalf of the PA. Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance.
