Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen northwest of Rafah, arrested 6, and seized 1 boat. 1 Palestinian citizen of Israel was sentenced to 14 years in prison for allegedly planning an attack in Jerusalem in November 2020. According to the Israeli prosecutor, the man admitted that he wanted to harm Israeli soldiers but not civilians. (HA 4/27)

A 97-page Israeli document called “Procedure for Entry and Residence for Foreigners in Judea and Samaria Area,” originally published in February, surfaced in the media. The document, which will replace a 4-page ordinance on entry to the West Bank on 5/22, further complicates travel to the West Bank, especially for Palestinians. Palestinians holding foreign citizenship must, according to the new ordinance, include names and ID numbers of all relatives and people they might stay with while traveling to the West Bank. Palestinians must also declare if they own property in the West Bank or stand to inherit. Foreigners visiting Palestinians in the West Bank must also be given prior permission while those visiting settlers do not have to. Israel will also limit the number of foreign students at West Bank universities to 150; this will not apply to settlement universities. (AJ 4/27; AP 5/5)

In the West Bank, 1 Palestinian high school student who was shot by Israeli forces on 4/9 using live ammunition on her way home from school in Deir Ghazaleh succumbed to her injures. Israeli forces shot and seriously wounded 2 Palestinians during a raid in al-Yamun; 1 would later succumb to his injuries on 4/22. Israeli forces also shot and injured 3 Palestinians during a raid in Qarawat Bani Zeid. Elsewhere, Israeli forces placed dirt mounds on rural roads in the Masafer Yatta area and seized 1 school vehicle in al-Fakhit. 15 Palestinians were arrested during late-night raids in Husan, al-Yamun, Ramallah, and Fasayil. In East Jerusalem, 561 Israeli settlers toured the Haram al-Sharif compound. 1 Palestinian was arrested during a late-night raid. In Gaza, 1 rocket was launched at Israel, causing no damage or injuries. Israel subsequently fired a missile at Khan Yunis, causing damage. Hamas said it had fired an anti-aircraft missile at the jet conducting the air strike but that the missile had failed to hit the jet. PA president Mahmoud Abbas spoke with King Abdullah II of Jordan, discussing the latest Israeli violations on the Haram al-Sharif compound during the weekend. Jordan summoned the Israeli charge d’affaires for questioning about the Israeli-led violence on the Haram al-Sharif compound on 4/15 and 4/17. An investigation by The New Yorker revealed that Spain had used the Israeli company NSO Group’s Pegasus spyware to hack the phones of 60 Catalonian leaders and activists. The investigation also revealed that Pegasus spyware was used against employees of UK prime minister Boris Johnson’s office. Citizen Lab, which cooperated with The New Yorker for the story, suspected that the UAE was behind the hack. Elsewhere, Israeli settlers set up a settlement outpost in al-Muarrajat between Ramallah and Jericho. Israeli settlers also vandalized 2 solar panels in Burin. Israeli forces closed the Shufa and al-Kafiyat checkpoints. Israeli forces also violently dispersed Palestinian farmers trying to work their lands near Qusra, causing tear-gas related injuries. Elsewhere, Israeli forces delivered stop-work orders for 6 residential and commercial structures in al-Khalediya. 13 Palestinians were arrested during late-night raids in Qabatiya, al-Lubban ash-Sharqiya, Beita, ‘Urif, Tammun, Tubas, Bethlehem, and Hebron. In East Jerusalem, 1 Israeli settler rammed 1 Palestinian minor with their car in Silwan. In Israel, 1 Palestinian man shot and killed 5 people in Bnei Brak, including 2 Ukrainian nationals, 1 police officer, and 2 Israeli civilians, before he was shot and killed. In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. 1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, Israeli settlers vandalized Palestinian property in al-Bireh, drawing the star of David and writing racist slogans on a building and a vehicle. Israeli forces demolished 3 houses in al-Walaja and 1 agricultural structure in al-Khader. Israeli forces also sprayed herbicides on olive crops in Battir, damaging 70 olive seedlings. 7 Palestinians were arrested during late-night raids in and around Jenin, Ya‘bad, Husan, Bayt Awa, and Hebron; Israeli forces shot 1 Palestinian with live ammunition protesting the raid in Husan. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Prime minister Shtayyeh also pointed to Israeli deductions in the PA’s tax revenue and the COVID-19 pandemic as contributing to the PA’s financial hardship. (WAFA 11/9; MEMO 11/10)

Jordanian king Abdallah II and foreign minister Ayman Safadi met with head of the United Arab List Mansour Abbas in Amman, to discuss the 2-state solution and King Abdallah’s custodianship of the holy places in Jerusalem. Israel’s environmental protection minister Tamar Zandberg of Meretz (Vigor) said that the Israeli government was violating the coalition agreement by continuing to expand settlements in the West Bank. Environmental Protection Minister Zandberg also said she was dismayed by the targeting of Palestinian rights organizations in the West Bank. (HA 11/9)

Colombia’s president Iván Duque Márquez opened a trade office to Israel in Jerusalem, during a visit. The PA condemned the move and called on Colombia to reverse the decision. (TOI 11/9; WAFA 11/10)

UN humanitarian agencies and the Association of International Development Agencies, representing more than 80 NGOs, issued a statement in support of the 6 Palestinian rights organizations that were declared terrorist organizations by Israel’s defense minister Benny Gantz on 10/22. In the West Bank, Israeli forces delivered demolition orders for 4 water collection wells in Khelet al-Dabe‘a, near Yatta. 10 Palestinians were arrested, including 8 during late-night raids in al-‘Aruj, Hindaza, ‘Askar refugee camp, Nablus, Dura, al-Dawha, Yatta, and Ramallah; 1 was arrested during a raid in ‘Anata, and 1 at a checkpoint near Nablus. Israel effectively prevented Palestinians without Internet access from objecting to construction plans in the E1 area, as Israel’s civil administration told the Palestinians they could attend the meeting only hours before it started, rendering them unable to reach the meeting in person in the Beit El settlement. Adalah sent a letter to the Israeli government, calling a decision to include the Shin Bet and the Israeli military to combat violence in Palestinian towns in Israel racist and illegal. Media outlets reported that, in a secret effort to locate Israeli soldier Ron Arad, who went missing in 1986, Israel had abducted an Iranian general in Syria and took him to an unnamed country in Africa, where he was interrogated before he was released. (MEMO, TOI 10/5)

The energy ministers of Lebanon and Egypt said that Egypt is finalizing arrangements to ship gas to Lebanon in an effort to help the country as it faces a severe energy crisis. Egypt will supply Lebanon with gas through a pipeline that runs through Syria and Jordan. (HA 10/5; REU 10/7)

In the West Bank, Israeli forces violently dispersed Palestinians protesting in solidarity with the 6 prisoners who escaped from Gilboa prison on 9/6 in Huwwara, Hebron, Burqa, Qalqilya, Ramallah, Bethlehem, and al-Bireh, leading to dozens of tear-gas related injuries. Israeli forces also raided Ya‘bad, Arabbuna, ‘Anin, Faqqua, and Bir al-Basha searching for the escapees and harassing their families and friends; 7 were injured by rubber-coated bullets and 17 suffered tear-gas related injuries; 5 relatives of escapees were arrested during the raids. In East Jerusalem, 156 Israeli settlers toured the Haram al-Sharif compound, closing parts of it off to Palestinians. Islamic Jihad prisoners torched 8 cells in the Qetziot prison and 2 cells in the Ramon prison and clashed with guards after being told that the Israeli prison service would move them to other prisons as collective punishment for the prison escape by 6 Palestinians on 9/6. Clashes were also reported at Megiddo and Ofer prisons. After the prison protests, the prison service decided not to move the Islamic Jihad prisoners out of fear of them, according to Haaretz, but imposed collective punishment on prisoners by ending all family visits until the end of September. In East Jerusalem, 1 Palestinian was arrested during a house raid in al-Tur. In West Jerusalem, 5 Jewish Israelis attacked 1 Palestinian man, stabbing and beating him while he was on his way home after work. PA president Mahmoud Abbas spoke to South African president Cyril Ramaphosa, thanking him for his support of Palestine. South Africa has been 1 of the most vocal opponents of the African Union decision to readmit Israel as an observer state on 7/22. (WAFA 8/19)

PA prime minister Mohammed Shtayyeh met with UN special coordinator for the Middle East Peace Process Tor Wennesland in Ramallah. Prime Minister Shtayyeh stressed that all aid to Palestine must go through the PA. Later, Qatar announced that an agreement to transfer Qatari aid to Palestinian families had been made and that the process does not involve the PA. The agreement that will remain in effect until the end of 2021 will see some 100,000 Palestinian families in Gaza receiving a monthly stipend of $100 from Qatar, which will be transferred to banks in Gaza via a UN bank account in New York. The UN World Food Programme provides ATM cards to the Palestinians in Gaza for the aid and Israel will approve the list of Palestinian families eligible. Israeli defense minister Benny Gantz said a separate mechanism would be set up for Palestinians in the West Bank where the PA will distribute funds. Haaretz sources said that part of the reason the PA was circumvented in the process of providing aid to Gaza was due to the possible legal procedures against the PA if aid money was provided to people affiliated with Hamas. Israel’s foreign and alternate prime minister, Yair Lapid, told Israeli Channel 11 that there will not be a 2-state solution during the current government. Foreign Minister Lapid said that a 2-state solution is his preferred outcome, but that there is not any agreement for it within the current government. (JP 8/20)

Israeli forces used Lebanese air space to attack areas surrounding Damascus and Homs in Syria, allegedly killing 8, including 4 civilians. Lebanese defense minister Zeina Akar condemned Israel for violating its air space and flying at low altitudes. (AJ, AP, HA, TOI 8/19; MEE 8/20)

A shipment of Iranian fuel embarked toward Lebanon after a group of Shiite businessmen with help from Hezbollah bought the fuel. Lebanon has suffered a severe fuel shortage in recent months as its economy continues to deteriorate. Lebanese president Michel Aoun said that the U.S. will help Lebanon with its fuel shortage by providing electricity through Egyptian natural gas via Jordan and Syria. In the West Bank, Israeli settlers razed 20 dunums (5 acres) of land near Jalud. Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers raided Khirbet Zanuta, assaulting Palestinians and causing damage to houses. Israeli settlers also seized an old Jordanian army building in Arab al-Rashayida near Bethlehem. Israeli forces raided the headquarters of the Palestinian Red Crescent in Tubas, firing 29 tear gas canisters at the building, causing tear-gas related injuries and starting a fire. Israeli forces also assaulted a man at the Hamra checkpoint near Nablus. 6 Palestinians were arrested during late-night raids in and around al-Bireh, Jenin, and Tayassir. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters demonstrating against Israeli-planned evictions of Palestinians in Batn al-Hawa, injuring 1 minor before arresting him. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

PA civil affairs commission chairman Hussein al-Sheikh met with Marwan Barghouti in the Hadarim prison in Israel to discuss whether Barghouti will be running in the upcoming Palestinian elections. Israel’s Walla news reported that the Jewish National Fund (JNF) is expected to announce that it will start buying land in the West Bank to expand Israeli settlements. It is already operating in the West Bank but using a subsidiary. According to the proposal, which will be discussed at the JNF’s highest level on 2/14, the JNF will focus on expanding settlements around East Jerusalem such as the Gush Etzion settlement bloc between Jerusalem and Bethlehem. Spokesperson of the U.S. state department Ned Price responded to questions about the plan by saying that neither party should engage in unilateral steps to undercut negotiations for a 2-state solution. Israeli soccer club Beitar Jerusalem, notorious for its racist fans, announced that it will no longer move forward with selling half of the ownership of the club to UAE royal Sheikh Hamad bin Khalifa Al Nahyan. The new U.S. administration said it would freeze the sale of F-35 fighter jets to the UAE and munitions to Saudi Arabia to review the transactions. The AP reported that the U.S. administration is considering withholding or cutting aid to Jordan because the country is refusing to extradite 1 Palestinian-Jordanian woman who served 8 years in Israeli prison after being convicted of organizing an attack in Jerusalem that killed 15 people in 2001, including U.S. citizens. The German foreign minister Heiko Maas met with the Israeli foreign minister Gabi Ashkenazi. After their meeting, Foreign Minister Maas said he expressed Germany’s “serious and honest concern” over Israel’s planned annexation of the West Bank. Mass was set to travel to the West Bank for meetings with PA leadership, but Israel prevented him from traveling there, citing that he would have to quarantine for 2 weeks after going to the West Bank because of COVID-19, despite that Maas’s next destination was to be Jordan. It is worth noting that Israeli settlers, Israeli soldiers, and Palestinian workers do not have to quarantine when traveling between the West Bank and Israel. Israeli MK from the Meretz party, Tamar Zandberg, called Maas’s prevention from going to Ramallah “sabotage” and “ridiculous.” After meeting Foreign Minister Ashkenazi, Mass had a video conference with Jordanian foreign minister Ayman Safadi and PA prime minister Mohammad Shtayyeh, after which they released a joint statement, saying “that it is now a matter of priority to prevent” Israel’s annexation plans. In Hebron, students and teachers suffered from tear gas inhalation after Israeli soldiers fired the gas into the yard of their school. Some students were taken to a nearby hospital for treatment. A Palestinian man arrested in July 2018 was convicted by an Israeli military court for killing an Israeli soldier in May 2018. According to Israeli forces, the Palestinian man had confessed to throwing a marble slab on the soldier, leading to his death. In East Jerusalem, the Islamic Waqf Council Chairman Sheikh Abdel-Azim Salhab returned to Haram al-Sharif after a 40-day ban issued by Israeli authorities. In Gaza, 4 Palestinian fishermen detained last week by Egyptian authorities were released. Israeli forces also opened fire on Palestinian farmers east of Khan Yunis and on Palestinian fishermen on the northwestern coast of Gaza. There were no reports of injuries. The Chairman of the Prisoners’ Affairs Commission Qadri Abu Baker said that Palestinian prisoners in Israeli jails had shelved their planned hunger strike protesting the deterioration of their conditions to facilitate the progress in dialogue with the Israeli Prison Service (IPS).
