In Gaza, Israeli forces bomb Dayr al-Balah, Khan Yunis, Maghazi, Rafah, al-Bureij refugee camp, and Nuseirat refugee camp, killing at least 249 Palestinians, including a 5-year-old in a bombing of a Doctors Without Borders shelter. 9 Israeli soldiers are killed in combat, including 6 who are killed by Israeli forces detonating a tunnel before they exit it. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces assassinate senior commander in Hezbollah’s Radwan forces Wissam al-Tawil and one other person in a strike on the car they are traveling in in Khirbet Selm. Israeli forces also attack Marwahin and Ayta ash Shab. Hezbollah fires a rocket at a home in Shtula, lightly injuring an Israeli, and an anti-tank missile at an Israeli soldier near the Blue Line. In Syria, Israel says it has assassinated Hassan Halashah in Beit Jinn, claiming he was responsible for Hamas launching rockets from Syria at Israel. More than 23,084 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 58,926 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 333 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 84 children. More than 4,042 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 183 Israeli soldiers have been killed and 1,042 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 112 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. PA president Mahmoud Abbas meets with Egyptian president Abdel Fattah el-Sisi in Cairo, discussing ways to end Israel’s war in Gaza and the surge in settler violence in the West Bank. PA foreign minister Riyad al-Maliki meets with German foreign minister Anna Baerbock in Ramallah, calling on Germany to pressure Israel into a ceasefire. Baerbock also visits al-Mazra’a al-Qibliya with B’Tselem, meeting with Palestinians affected by settler violence. Baerbock says Israel has a duty to protect Palestinians in the West Bank. 70 Knesset members sign a motion to expel Hadash-Ta’al party MK Ofer Cassif for his support of the South African genocide case against Israel at the ICJ. It is unclear if Cassif will be expelled as the law to expel Knesset members only permits expulsion on the basis of racist incitement or support of armed struggle against Israel. (HA 1/9)

U.S. president Joe Biden says in a speech that he is “quietly working with the Israeli government to get them to reduce and significantly get out of Gaza.” Secretary of State Antony Blinken meets with Saudi crown prince Mohammed bin Salman in al-Ula, saying after the meeting that bin Salman has expressed “clear interest” in trying to normalize ties with Israel on the condition that Israel ends its war on Gaza and agrees to take practical steps to establish a Palestinian state. In a statement after the meeting, bin Salman says he stressed the need to end the Israeli attacks on Gaza and for a path toward peace. Blinken also meets with UAE president Mohamed bin Zayed Al Nahyan in Abu Dhabi. U.S. State Department spokesperson Matthew Miller tweets that Palestinians must be able to return to their homes and must not be pressed to leave Gaza. The Israeli Supreme Court rules that international media cannot have access to Gaza via Israel without permission and without being escorted by the Israeli military, saying access could endanger Israeli forces. Haaretz reports that Israeli opposition leader Yair Lapid has called on Benny Gantz, Gadi Eizenkot, and Gideon Saar to leave the emergency government because he deems Prime Minister Benjamin Netanyahu unfit to lead Israel. (AJ, HA 1/8)

Sources tell Axios that Prime Minister Netanyahu had asked UAE president Mohamed bin Zayed Al Nahyan if the UAE could pay stipends to Palestinians from the West Bank who were employed in Israel until Israel barred them from entering after 10/7. Bin Zayed reportedly sarcastically told Netanyahu to “ask [Ukrainian president Volodymyr] Zelenskyy for money.” (AX 1/8)

In the West Bank, Israeli settlers with a military escort prevent Palestinian farmers from cultivating their land in Atuf. Israeli forces shoot and kill 4 Palestinians during a raid in ‘Azzun; 1 Israeli soldier is injured. Israel later says it has decided to keep the bodies of the Palestinians. Israeli forces also assault a Palestinian man at a checkpoint in Yanoun, seizing his car. Elsewhere, Israeli forces assault Palestinian farmers in the Masafer Yatta area. Israeli forces also raid Hebron, assaulting a disabled man. Meanwhile, Israeli forces violently disperse a protest in al-Arroub refugee camp, causing tear-gas related injuries. Palestinians protest the killing of Saleh al-Arouri (see below) in Jenin, Hebron, and Ramallah. In East Jerusalem, Israeli forces raze land, uprooting olive trees in Beit Safafa. In Gaza, Israeli forces bomb Khan Yunis, Maghazi, Rafah, Dayr al-Balah, Nuseirat refugee camp, al-Bureij refugee camp, and Gaza City, killing at least 207 people, including 5 in the Palestinian Red Crescent Society headquarters at al-Amal Hospital in Khan Yunis where 14,000 people are sheltering. Lebanese caretaker prime minister Najib Mikati says Israel is trying to pull Lebanon into its war on Gaza by assassinating Saleh al-Arouri in Beirut. Hezbollah says in a statement that it will retaliate. Hamas political leader Ismail Haniyeh calls the assassination an act of terrorism. Israeli cabinet secretary Yossi Fuchs instructs Israeli ministers not to comment on the assassination. Fatah announced a general strike in the West Bank in response to the assassination. The PA calls on Israel to immediately hand over a Palestinian baby that was kidnapped from Gaza by Israeli forces and brought to Israel. An Israeli soldier, who has since been killed in Gaza, told Israeli army radio that he had taken a baby to Israel. A picture of the soldier with a baby in Gaza circulated online. (AJ, AJ 1/2)

Haaretz reports it has received testimonies from Palestinian prisoners in Gilboa Prison who say they have been assaulted, humiliated, and abused by Israeli guards since 10/7. Among other transgressions, Israeli guards have been beating and threatening prisoners who refuse to kiss the Israeli flag. Others said that guards would put 11 prisoners in a cell made to fit 3, and step on their food before allowing them to eat it. (HA 1/2)

Hamas political leader Ismail Haniyeh says Hamas has delivered its position on negotiations to Egypt and Qatar, which is based on a “complete cessation of the [Israeli] aggression.” (REU 1/2)

The Supreme Authority of Palestinian Tribes in the Gaza Strip denounces and rejects an Israeli proposal that would see Palestinian tribes have more political power in Gaza, saying it would create confusion and strife. (AJ, MEE 1/2)

Turkey says it arrested 34 people suspected of being part of a Mossad plot. 15 are later formally arrested by a Turkish court and 8 others are deported. (AJ, AP, HA, HA, REU 1/2)

Israeli prime minister Benjamin Netanyahu’s spokesperson Eylon Levy says Israel will defend itself at the ICJ after South Africa triggered proceedings by invoking the Genocide Convention on 12/29. Levy calls the South African accusations “blood libel,” saying “history will judge you, and it will judge you without mercy.” The hearings are scheduled to begin on 1/11 and 1/12. U.S. State Department spokesperson Matthew Miller calls comments by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of depopulating Gaza “inflammatory and irresponsible.” Ben-Gvir responds to Miller’s statement saying the U.S. “is our best friend, but first of all we will do what is best for the State of Israel: the migration of hundreds of thousands from Gaza.” French president Emmanuel Macron also tells Israeli war cabinet member Benny Gantz that the comments are unacceptable. EU high commissioner for foreign affairs Josep Borell also condemns Smotrich and Ben-Gvir’s statements. U.S. intelligence agencies release a declassified report saying that they believe the Israeli assessment that Hamas and Islamic Jihad used parts of al-Shifa Hospital to operate against Israel was at least partially correct but that captives were moved before Israel stormed the hospital. The New York Times notes that U.S. officials did not provide any visual evidence to back up the assessment. After raiding the hospital Israel changed its claim from the tunnels underneath being a Hamas command center to the tunnels being used by Hamas. (NYT, REU 1/2; HA 1/3)

U.S. senator Bernie Sanders (D-VT) says, “Congress must reject that funding [referring to providing billions to Israel]. The taxpayers of the United States must no longer be complicit in destroying the lives of innocent men, women, and children in Gaza.” Senator Elizabeth Warren (D-MA) says Israel has created a humanitarian catastrophe in Gaza, saying, “Stop bombing Gaza. Resume the cease-fire. Work toward a permanent peace.” (AJ 1/2)

A poll conducted by the Israel Democracy Institute shows that 75% of Israeli Jewish respondents support continuing the same scale of indiscriminate bombing of Gaza, despite U.S. pressure to tone down the assault. (HA, HA 1/2) 

In the West Bank, Israeli settlers attacked and injured 2 Palestinians in Deir Istiya. Israeli settlers also stole several cows after Israeli forces arrested the owners of the cows in ‘Ain al-Hilweh. Elsewhere, Israeli settlers vandalized 60 olive trees and water pipes in Jalud. Israeli settlers also opened fire at Palestinian farmers near Qaryut. Israeli forces shot and injured 2 Palestinians, including a child, during raids in Aqabah and Silat al-Harithiya. Israeli forces also raided around 200 homes in Burqa, physically assaulting a woman and causing damage at several houses. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Jabalia refugee camp, killing dozens of people. Israeli forces also struck 50 buildings in al-Bureij refugee camp, Nuseirat refugee camp, and Maghazi between 12/24 and 12/25 and 1 of 2 water pipelines supplying water to southern Gaza. 5 Israeli soldiers were killed in combat. 21 patients were evacuated from al-Ahli Arab Hospital and 13 from al-Shifa Hospital to Khan Yunis. In Lebanon, Hezbollah said it killed an Israeli soldier near Kiryat Shmona. Israeli forces attacked Aita al-Shaab. In Syria, Israeli forces assassinated high-ranking Iranian Revolutionary Guard Corps commander Sayyed Razi Mousavi in an airstrike in the Sayyida Zeinab area outside of Damascus. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Israeli interior minister Moshe Arbel said he will revoke the East Jerusalem residency permit of Majed Juaba, claiming he is a known Hamas operative. (HA, HA 12/25)

Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israeli prime minister Benjamin Netanyahu wrote an op-ed in the Wall Street Journal, saying there are 3 “prerequisites for peace between Israel and its Palestinian neighbors in Gaza,” the destruction of Hamas, demilitarization of Gaza, including a “temporary security perimeter” around Gaza, and “deradicalization” of Gaza. MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Israeli foreign minister Eli Cohen said he had instructed his ministry to reject the residency permit application and extension of 2 UN staff members, saying the UN “cooperate with the propaganda of the terrorist organization Hamas.” (AJ, AJ, HA 12/25; NYT 12/26)

Ynet reported that the U.S. had rejected an Israeli request for Apache helicopters. Ynet also reported that the U.S. has sent 230 cargo planes and 20 ships loaded with weaponry to Israel since 10/7. (AJ 12/25; AJ 12/26)

Israel’s Channel 12 reported that Prime Minister Netanyahu had ordered Defense Minister Yoav Gallant and Mossad Director David Barnea not to meet each other unless Netanyahu is present, saying the ban was related to talks on the release of captives. (AJ, HA 12/25)

U.S. forces attacked alleged Kataib Hezbollah positions in Iraq, killing an Iraqi serviceperson and injuring 18 others. The Iraqi government called the attack “unacceptable.” 3 U.S. soldiers were reportedly injured in an attack by Kataib Hezbollah in Erbil. (HA 12/25; AJ, AP, HA, REU 12/26)

In the West Bank, Israeli settlers uprooted 10 olive trees in Kafr ad-Dik. Israeli settlers with a military escort also raided al-Twana, assaulting Palestinians. Elsewhere, Israeli settlers blocked the entrance to Deir Balut. Israeli forces shot and killed a Palestinian man, claiming he had injured 2 Israeli soldiers in a car ramming near Atuf. Israeli forces also shot and killed a Palestinian outside of the Ofer Prison, injuring 4 others with live ammunition. Elsewhere, Israeli forces raided Tulkarm, damaging infrastructure and Palestinian property. Israeli forces also assaulted and detained 3 Palestinian farmers in Khirbet Yanun. Meanwhile, Israeli forces shot and injured 2 Palestinians during raids in Idhna and Arrabah. Israeli forces also demolished 5 homes and 6 water tanks in Farasin. Separately, Israeli forces seized a home in Karma, turning it into a military outpost. In the western part of Jerusalem, 2 Palestinian gunmen were killed after they opened fire at a bus station, killing 3 people and wounding 16 others. An Israeli civilian was killed by the soldier who killed the 2 Palestinians after the soldier mistook him for a Palestinian. The soldier was later arrested for the killing of the Israeli after a video circulated showing he had his hands raised in the air. Hamas said the 2 gunmen were members of its armed wing. Israeli forces subsequently arrested members of the families of the 2 Palestinians in Sur Baher. In Gaza, a Palestinian man succumbed to injuries sustained from Israeli forces on 11/29 in Beit Hanun. A +972 Magazine and Local Call investigation based on interviews with 7 current and former members of the Israeli intelligence community, Palestinian testimonies, data, and documentation from Gaza revealed that Israel had increased its attacks on what it calls “power targets,” which include private buildings, infrastructure, and high-rise blocks, to create a shock effect among civilians. According to the sources, the goal of bombing these civilian targets is to “lead civilians to put pressure on Hamas.” Several sources also said Israel has files that show its assessment of how many civilians will be killed in the bombing of these civilian targets. A source told the 2 publications that Israel had increased its permitted “collateral damage” from dozens when targeting a Hamas commander to hundreds and that Israel is fully aware how many civilians will be killed in its attacks. The sources also revealed that Israel use AI-based systems, such as Habsora, to identify targets, including the suspected homes of junior members of Hamas and Islamic Jihad. The investigation also said that Israel had broken from previous protocol by allowing the targeting of residential buildings without warning the residents, with Israeli Air Force chief of staff Omer Tishler saying that the “roof knocking” policy does not apply to war. The New York Times reported that Israeli military and intelligence officers knew of Hamas’ plans for Operation Al-Aqsa Flood but dismissed the attack as aspirational. The Israeli military obtained a 40-page document it called “Jericho Wall” outlining the plans for the operation, which the Times said was followed “with shocking precision.” The document showed that Hamas had intricate knowledge of Israeli military bases, prompting questions of whether it had informants in the Israeli military. Prime Minister Benjamin Netanyahu said the deal was likely to happen, despite opposition from National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich, and that Israel would continue its war on Gaza after the temporary ceasefire. The meeting of the government cabinet was still ongoing at the end of the day. It was reported by Haaretz that the Israeli public would have 24 hours to appeal to the Israeli High Court of Justice if the government decides to approve the deal. Pentagon deputy press secretary Sabrina Singh said the U.S. continued to supply Israel with “155 mm rounds, precision-guided munitions, and air defense systems.” Politico reported that the U.S. had sent Israel the coordinates for humanitarian sites, including hospitals, and gave Israel information about the movement of aid groups to avoid Israeli attacks on protected groups. The Israeli-run Jerusalem District Court rejected an appeal that would have seen the Israeli settler Yehiel Indore released from custody. Indore is the main suspect in the killing of Palestinian Qosai Jammal Mi’tanin on 8/4 in Burqa. Maps released by the Israeli Civil Administration showed that the official boundaries of the Israeli settlement outposts Asael and Avigail, which had been retroactively authorized by Israel in February, had expanded significantly in recent months. The Asael settlement outpost had expanded 18 times while the Avigail outpost had expanded 2.5 times. Khalil Awawdeh suspended his over-170-day hunger strike to protest his administrative detention after Israel said it would not extend his administrative detention period beyond 10/2. Haaretz reported that Egyptian security officials had been mediating between Islamic Jihad and Israel to secure Awawdeh’s release and that talks continued for the release of Bassam al-Saadi. Their release was reportedly a demand by Islamic Jihad for agreeing to the ceasefire after Operation Breaking Dawn. Awawdeh is currently hospitalized for treatment related to his hunger strike. Israel’s civil administration told an Israeli court that it demolished the home of a Palestinian family in the West Bank by mistake. The family of 5’s home was demolished in July by Israeli forces despite the family’s pleas that there was a court order protecting their home. The Civil Administration said that the family’s home was thought to be the home of a different Palestinian family, whose home had already been demolished and blamed the mistake on “human error.” (HA 8/10)

The Honduran foreign ministry said that the country is considering moving its embassy to Israel back from Jerusalem to Tel Aviv. The UN envoy for the Middle East peace process warned the UN security council that the ceasefire between Islamic Jihad and Israel was fragile and that the only way to secure longtime peace is through a 2-state solution based on the 1967 lines. The International Committee of the Red Cross (ICRC) said in a statement that 9,300 olive trees had been destroyed in the West Bank from August 2020 to August 2021. The Palestinian Football Association (PFA) canceled a meeting with FIFA president Gino Infantino due to his participation in an event hosted by former U.S. ambassador to Israel David Friedman at the Israeli Museum of Tolerance, built on a Muslim cemetery in East Jerusalem that dates back to the 11th century. After the U.S. state department refused to disclose who the buyer of the ambassador’s residence in Tel Aviv was, an Israeli newspaper disclosed that it was U.S. casino magnate Sheldon Adelson, who had paid $67 million for the seaside property. The property was sold as part of the Trump administration’s push to cement the move of the U.S. embassy from Tel Aviv to Jerusalem. Israeli settlers under protection of Israeli forces chopped down at least 150 olive trees in Burqa east of Jerusalem. 17 Palestinians were arrested by Israeli forces during late-night raids in and around Hizma, Nablus, Jenin, Tubas, Ramallah, and Hebron. In Gaza, Israeli forces conducted limited incursions to perform land leveling east of Gaza City. Off the coast of Gaza, Israeli naval forces opened fire of Palestinian fishermen, injuring 1 and detaining 2 others off the shore of al-Sudaniyya. Late at night, Israeli forces fired 5 missiles at targets in Bayt Lahiya, causing damage but no injuries were reported. Israeli authorities claimed that the strikes were in response to incendiary balloons sent from Gaza and landing on Israeli fields, igniting a fire. After the Israeli missiles fired at Bayt Lahiya, Islamic Jihad in Palestine, fired 2 missiles at Israel; no injuries or damage were reported. The PA rejected a proposal put forward by the EU on 4/30 to accept the Israeli offer of reduced PA tax revenue. Israel is withholding parts of the PA tax revenue, the part that Israel believes the PA spends on Palestinian prisoners and their families. The PA have on several occasions rejected any Israeli transfer that is not the full tax revenue. (HA, 5/1)

Haaretz reported that Israeli prime minister Benjamin Netanyahu personally ordered a ban on 181 Palestinian applications from the West Bank wanting to attend a joint Israeli-Palestinian Memorial Day ceremony in Tel Aviv. Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). IDF troops also arrest 11 Palestinians during late-night raids near Ramallah, Nablus, Hebron, Qalqilya, and Jenin, and patrol in and around Hebron, Salfit, and Tulkarm. Israeli settlers open fire on Palestinian farmers harvesting olives south of Hebron, causing no damage or injuries. In East Jerusalem, undercover Israeli forces open fire on 2 Palestinians at the entrance to Qalandia refugee camp, injuring 1 before arresting both. Three Palestinians are injured in the ensuing clashes. Israeli forces also arrest 3 Palestinians during late-night raids in Silwan, Shu‘fat, and Hizma, and violently disperse a sit-in and dismantle a protest tent Palestinians set up in al-Bustan in 2009. Israeli security forces locate the bodies of the 3 Israeli settler teenagers nr. Hebron, not far from where they were kidnapped (on 6/12) and killed. PM Netanyahu and DM Ya’alon propose that the response to the killing of the teens should include a wave of settlement construction. Netanyahu also addresses the increased tensions in Gaza and s. Israel, saying “either Hamas will stop the rocket fire or we will.” Hamas spokesperson Abu Zuhri says that if Israel attacks Hamas in Gaza, “they will open the gates of hell on themselves,” adding that Hamas does not “want any military confrontation with Israel, but if it will be forced on us it will look like in previous rounds.” Meanwhile, U.S. Pres.
