Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Bayt Hanun to protests Israel’s imposition of a no-go zone, causing no injuries; also fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF makes a latenight raid on the home of Change and Reform PC mbr. Ayman Daraghmeh, arresting him (making him the 24th Hamas-affiliated PC mbr. now in detention); conducts late-night arrest raids, house searches nr. Salfit. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. During the day, the IDF patrols in Nur al-Shams r.c. and 4 villages nr. Tulkarm, in Ramallah and 3 nearby villages, and in 2 villages nr. Jenin. Late at night, the IDF launches arrest raids targeting the PFLP in Balata r.c. nr. Nablus, arresting at least 3 PFLP mbrs.; conducts other arrest raids and house searches in Qalqilya, in Tulkarm town and r.c., and nr. Bethlehem. In East Jerusalem, Israeli security forces force a Palestinian to demolish his entire home and a 2d Palestinian to demolish a home addition or face fines and fees for having the IDF demolish them. Ramallah during the day; conducts late-night arrest raids, house searches nr. Bethlehem. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil’in, Kafr Qaddum, Nabi Salih, and Ni’lin; demonstrations in Bil’in also call for national reconciliation. IDF soldiers fire rubbercoated steel bullets, tear gas, and stun grenades at the protesters; 3 Palestinians and 1 Israeli in Bil’in are hit and moderately injured by tear gas canisters; 2 Palestinian journalists (for Associated Press and Palestine TV) and 3 international activists are arrested in Nabi Salih. Speaking at the Brookings Institute’s Saban Center in Washington, U.S. Defense Secy. Leon Panetta states that the “firm principles” on which U.S. Middle East policy is based are: (1) the U.S.’s “unshakable” commitment to Israel, (2) maintenance of regional stability, and (3) preventing Iran fr. obtaining nuclear weapons (by military means if necessary). However, he also says Israel bears significant blame for a peace process that “has been effectively put on hold” and must do more to revive peace talks and improve relations with Egypt, Jordan, and Turkey. Israel releases the hold on transferring VAT taxes to the PA “following the cessation of unilateral steps by the [PA],” but warns that it could be reimposed if unilateral steps resume. Anonymous Palestinian officials confirm (see WP 12/1) that they have no immediate plans to pursue membership in other UN bodies, though Abbas separately states that he remains committed to the Palestinian bid for full member-state status in the UN. Meanwhile, the IDF makes 2 predawn incursions into c. Gaza to patrol in al-Bureij r.c. and al-Maghazi r.c. Late at night, the IDF stages synchronized late-night arrest raids in and around Jenin, arresting 10 Palestinian men ages 37–70, including PFLP Central Comm. mbr. Nasser ‘Aziz; conducts other late-night arrest raids, house searches in and around Bethlehem, in Tubas, and nr. U.S. Dep. Secy. of State Burns meets with Israeli PM Benjamin Netanyahu to discuss ways of reviving peace talks with the Palestinians. U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

The IDF makes a late-night incursion into s. Gaza, patrolling in and firing on residential areas of Rafah, causing no injuries and making no arrests. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF raids and searches the home of a PA police officer nr. Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

During a regular security briefing to the Knesset, IDF chief of staff Lt. Gen. Benny Gantz says that Israel may need to strike Gaza if rocket fire continues, stating that Israel would initiate an operation before it would allow itself to be “dragged into” one. Later in the day, unidentified Palestinians fire 2 rockets fr. Gaza into Israel, damaging an empty kindergarten but causing no injuries. Late at night, the IDF carries out 2 air strikes (warplane and drone) targeting a smuggling tunnel on the Rafah border and a group of armed Palestinians nr. Jabaliya, causing no injuries. In the West Bank, the IDF demolishes 4 Palestinian homes n. of Jericho; patrols in al-Bireh and 3 villages nr. Ramallah during the day; conducts late-night house searches nr. Nablus, confiscating computers but making no arrests. Taking inspiration from the U.S. civil rights movement of the 1960s, 6 Palestinian peace activists, dubbed the Freedom Riders, board an Israeli commuter bus linking the West Bank Jewish settlements with Jerusalem and are arrested at an IDF checkpoint outside the city. The Israeli Housing Min. launches a major advertising campaign selling 277 subsidized apartments in Ariel settlement nr. Salfit, 743 in Ramot and 130 in Har Homa settlement in Jerusalem, and 164 in Mod’in nr. Ramallah, as well as leasing 213 plots of land zoned for construction in Efrat settlement nr. After meeting with the PLO Exec. Comm. in Ramallah, Abbas says that the 9/23 Quartet proposal for resuming talks has “encouraging elements,” but can only be viable if Israel “clearly commits” to 1967 lines with agreed swaps as the basis of talks and imposes a settlement freeze (which Netanyahu has repeatedly rejected). Unidentified Palestinians fire a rocket fr. Gaza into Israel, damaging an empty building; the IDF responds with 2 late-night air strikes on a Hamas training site nr. al-Maghazi r.c. in c. Gaza, causing heavy damage but no injuries. In the West Bank, the IDF patrols in 1 village nr. Qalqilya in the afternoon; conducts synchronized late-night patrols in Jenin town and r.c. and 5 nearby villages. The IDF also announces plans to confiscate 800 d. of Palestinian land in Bayt Umar for a new settler-only bypass road linking Hebron and Bethlehem. Jewish settlers fr. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Egypt sends 250 tanks and armored vehicles, 1,000 special forces, and 1,000s of police into the n. Sinai (including the Rafah area) to secure the region after a series of attacks on the natural gas pipeline (see 7/30) and increased attacks on Egyptian police by suspected al-Qa‘ida-inspired Islamists groups. It is unclear if Israel approved the increased military presence, which is limited under the 1979 peace treaty. (WP 8/14; NYT 8/29)

Israel issues tenders for construction of 294 new settlement housing units in Beitar Ilit nr. Jerusalem and Karnei Shomron nr. Nablus (see 5/21). Today 10s of international activists predominantly from Europe begin flying into Ben-Gurion Airport, taking part in a nonviolent protest action called for by around 40 Palestinian civil society groups and termed the “Welcome to Palestine air flotilla”; Israel fears that as many as 700 pro-Palestinian activists may try to flood the airport in hopes of being deported and creating an international media spectacle to embarrass Israel. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho and 2 villages nr. Bethlehem in the morning, surrounding the al-Quds Open University campus, randomly stopping and searching students, detaining 1 student and 1 journalist for 2 hrs. before withdrawing; conducts late-night patrols in Burham village nr. Obama gives a major address to the American Israel Public Affairs Comm. (AIPAC). While he restates his belief that discussion of final borders should take the 1967 lines as the starting point for negotiations, he clarifies that agreed land swaps would be necessary and would certainly result in “a border that is different than the one that existed on June 4, 1967,” stating that any controversy over his 5/19 speech was “not based on substance.” (JTA, NYT, WP, WT 5/23)

U.S. pres. Barack Obama gives a major speech on the Middle East meant to reassess U.S. priorities in the region, particularly in light of the recent prodemocracy uprisings (the “Arab Spring”). He speaks extensively about the peace process at the close of the address (including denouncing the Palestinian statehood initiative, urging against Hamas participation in a national unity government, and endorsing the 1967 lines with agreed land swaps as the basis of border negotiations) but does not offer a new U.S. peace initiative. Netanyahu immediately denounces the reference to 1967 lines, saying they would jeopardize Israeli security. (HA, MNA, MA, NYT, WP, YA 5/19; NYT, WP, WT 5/20)

Israel’s Jerusalem planning commission approves construction of 1,600 new settlement housing units in East Jerusalem (Har Homa/Jabal Abu Ghunaym and Pisgat Ze’ev). Palestinians fire at least 7 mortars, 6 homemade Qassam rockets, and 2 manufactured Grad rockets fr. Gaza into Israel during the day, causing no injuries. Israel retaliates with several air strikes and tank fire on Hamas buildings and a launching site, lightly injuring 3 Palestinians. The largest strike (4 missiles) targets the fmr. PA General Intelligence building outside of Jabaliya in the evening, heavily damaging the building and collaterally damaging 30 homes, 4 businesses, and 2 schools. Sources say that Hamas seems to have stepped back fr. rocket and mortar fire since its large barrage on 3/19, with most fire now coming fr. Islamic Jihad and other groups. In the West Bank, the IDF demolishes 3 wells nr. Bethlehem (all more than 100 yrs. old); bulldozes a Palestinian road nr. Salfit for the 2d time in 3 mos. (Jewish settlers seek to annex the waterrich area to the Yakir and Revava settlements; Palestinian residents paved the road to claim ownership and repaved it after the IDF bulldozed the 1st time); patrols in 4 village nr. Qalqilya, 4 nr. Ramallah, and 2 each nr. Jenin (where troops fire tear gas at stone-throwing youths who confront them, causing no injuries) and Jericho, as well as searching 2 open areas nr. Tulkarm. By this date, allied air strikes on Libya have reportedly “all but destroyed” the Libyan air force and air defenses and the focus has shifted to targeting Qaddafi’s ground forces. At this stage, NATO takes the lead fr. the U.S. in enforcing the no-fly zone. Israeli naval vessels intercept a Palestinian fishing boat off the n. Gaza coast, escort it to Ashdod, confiscate the boat, and release the fishermen. In the West Bank, the IDF patrols in 4 villages nr. Jericho, Qalqilya, Salfit, and Tulkarm in the afternoon, and 1 village nr. Tulkarm late at night. From Ramallah, FCC mbr. Tawfik Tirawi calls for a “day of rage” against the 2/18 U.S. veto; protests denouncing the U.S. are held in Bethlehem, Hebron, Jenin, Nablus, and Tulkarm. In Libya, security forces in Benghazi open fire on some 20,000 mourners leaving funerals of antigovernment protesters killed in recent clashes, leaving at least 84 dead and scores injured and bringing the death toll in 3 days of clashes to as many as 200 dead and nearly 850 wounded in Benghazi alone. British embassy officials say they have received reports of govt. forces using heavy weapons and snipers against protesters. Israeli authorities also bulldoze 1 d. of Palestinian fruit trees in Shaykh Jarrah neighborhood in East Jerusalem. Timed with the swearing-in ceremony of Israel’s new IDF chief of staff Benny Gantz, unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel; coming after several days of relative calm on the Gaza border, Israel says it interprets the strike as a message fr. the Gaza factions that they will not “make life easy” for Gantz in his new position. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction materials in the fmr. settlement sites, wounding 1. In retaliation for rocket fire on 1/31, the IDF makes an air strike on a smuggling tunnel on the Rafah border, causing no injuries. In the West Bank, the IDF arrests 3 Palestinian children (ages 13–16) for straying nr. the separation wall in Bil‘in; makes a late-night raid on a Palestinian home in al-Khadir nr. Bethlehem looking for a 12- yr.-old boy who threw stones at troops earlier in the day, assaulting a boy in the house and knocking him unconscious (he is taken by ambulance to a hospital for evaluation), roughly searching rooms, and allegedly stealing gold; conducts late-night arrest raids, house searches nr. In Ramallah, the PA, which had banned anti-Mubarak protests in the West Bank, organizes 100s of Fatah mbrs. into proMubarak demonstrations, with the PAcontrolled media denouncing Egyptian opposition figure El-Baradei as a war criminal and CIA agent, calling him responsible for the war on Iraq. Later in the day, some 150 Palestinians in Ramallah organize a counterdemonstration in solidarity with the Egyptian people but are beaten and dispersed by PA riot police, who arrest 2 journalists and a human rights worker monitoring the rally. Yemen’s pres. Saleh pledges he will not run again when his term ends in 2013 or appoint his son to succeed him. In the past 10 days, he has also promised to lift the state of emergency imposed since 1992, raised the salaries of soldiers and civil servants, pledged to hire more college graduates, cut income taxes, imposed price controls, extended welfare payments to an additional 500,000 Yemenis, waived college tuition fees for students for the current year, and promised to reopen voter registration to enable some 1.5 m. Yemenis to register to vote. Today, Obama issues a statement welcoming Saleh’s reform steps. The opposition remains dubious, with many saying Saleh must step down immediately.
