Clashes break out across Egypt between supporters of the Muslim Brotherhood and security forces, 3 are killed and 87 wounded, with more than 250 arrested. Ali Akbar Velayati, senior adviser to Iranian Supreme Leader Ayatollah Ali Khamenei, calls for new direct talks with the U.S. over Tehran’s nuclear program. Separately, the head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that the country is building a new generation of centrifuges for uranium enrichment, in what is seen as a gesture toward hard-liners unhappy with the ongoing negotiations with reps. of the P5+1 in Geneva. In response, the Israeli military launches attacks on 6 separate sites across the Gaza Strip, killing 1 child in al-Maghazi r.c. and wounding a total of 10. Separately, Israeli forces open fire on Palestinians collecting scrap metal close to the border fence nr. Bayt Lahiya, wounding 1 with live ammunition. In the West Bank, the IDF patrols in 2 villages and al-‘Arub r.c. nr. Hebron at night. The IDF also demolishes 15 houses in Ras Karkar and Dayr Ammar villages nr. Ramallah, as well as properties in Fasayil village in the n. Jordan Valley. Meanwhile, Palestinians throw stones at a bus carrying Israelis nr. Qalqilya, wounding 1. In an attack on a police headquarters in Egypt’s Nile Delta, a bomb kills 15 people and wounds more than 100. Authorities blame the Muslim Brotherhood, which for their part condemn the attack and deny any connection to it. The attack is subsequently claimed by Ansar Bayt al-Maqdis. Following the attack, Dep. PM Hossam Eissa reads a govt. statement declaring the Muslim Brotherhood a terrorist organization. In response to developments, the U.S. State Dept. condemns the bombing but also urges Egypt to have an “inclusive political process,” noting the Brotherhood’s condemnation of the attack. Off the coast of the Gaza Strip nr. Rafah, Israeli naval vessels open fire on Palestinian fishermen, causing no injuries, but arresting 2. Demonstrations in Hebron and outside Ofer detention center nr Ramallah lead to clashes with IDF troops. Outside Ofer, Israeli forces fire live ammunition, rubber-coated metal bullets and tear gas canisters, while demonstrators throw stones and set fire to tires. No serious injuries are reported. Palestinian chief negotiator Erakat says that Israeli policies, including continued settlement construction and arrest raids have led him to believe that there is no room for progress, hence his resignation on 11/13. Erakat says that the most recent meeting of the Israeli and Palestinian negotiating teams took place on 11/5. Erakat also says that he believes the Russians would become more involved, pointing to Pres. Abbas’ scheduled visit to Moscow next month. (HA 11/27)

The Syrian govt. announces that it will attend the UN-sponsored negotiations in 1/2014 (announced 11/25), according to a report by state news agency SANA, but will also resist demands for Pres. Bashar al-Asad to step down. Meanwhile, the Syrian National Coalition pres. Ahmad Jarba, declares that the group will participate in the conference; he hopes it will facilitate the emergence of a transitional govt. (AP, NYT, REU 11/27)

Iranian FM Mohammad Javad Zarif says that construction on building projects at the Arak nuclear facility is allowed as part of the nuclear agreement. U.S. State Dept. spokesperson Jen Psaki says in response that, while road or building work might be permissible, any kind of nuclear fuel production or reactor work is not allowed. Meanwhile, U.S. Pres. Obama briefs Saudi Arabia’s King Abdallah on the recent deal with Iran, with the White House saying that the 2 leaders agreed to consult regularly on the efforts of the P5+1 countries to secure a long-term agreement. Separately, Israeli strategic affairs minister Yuval Steinitz meets with British officials in Jerusalem to discuss recent developments and Israel’s concerns with a potential deal between Iran and the P5+1. Hebron in the morning, Hebron and 1 nearby village in the afternoon. Jewish settlers set fire to a Palestinian home nr. The Palestinian negotiating team resign in protest at Israeli settlement construction, Pres. Abbas announces. Negotiator Mohammed Shtayyeh says that the move had not yet been accepted by Abbas. An unnamed Palestinian official says that there are no immediate plans for new peace talks, in light of the development. In response, U.S. State Dept. spokesperson Jen Psaki notes that Abbas remains committed to a 9-month time frame peace process. Israel issues tenders for the construction of more than 1,700 homes, shortly ahead of a visit by U.S. Secy. of State Kerry. The tenders are part of 3,500 homes whose planned construction was announced after the latest prisoner release. The tenders are for homes in East Jerusalem settlements Ramat Shlomo and Gilo, as well as West Bank settlements like Elkana, Ma’ale Adumim, and Beitar Ilit. There is also 196 homes planned for Karnei Shomron, a settlement outside the “blocs” Israel expects to keep in any future deal. Separately, Israeli media report that PM Netanyahu intends to build a separation barrier between the West Bank and Jordan, as part of the govt.’s plans to maintain an Israeli presence in the Jordan Valley. Responding to developments, Pres. Abbas spokesperson Abu Rudayna says that the decision to build a fence along the border with Jordan is aimed at undermining Kerry’s upcoming mission, while PLO mbr. Wassel Abu Yousef slams the settlement tenders and says the PLO is considering how to get UN action against these decisions. U.S. Undersecy. of State for Political Affairs Wendy Sherman assures Israel that Obama has not offered any sanctions relief to Iran and that Israeli security is a priority of the administration. Speaking to Israeli television, Sherman says that the U.S. may offer temporary, limited sanctions relief as part of the diplomatic process while leaving core oil and banking sanctions in place. In Egypt, U.S. Secy. of State John Kerry expresses optimism about a return to democracy, and describes Cairo as a vital partner of Washington. Jenin and Ramallah at night. In East Jerusalem, Israeli security forces demolish a 3-story building containing shops and residential apartments, home to 8 family mbrs. Israel announces the construction of 1,500 new homes in the East Jerusalem settlement of Ramat Shlomo, following shortly after the Palestinian prisoners release. The govt. also advances plans for a national park on the slopes of Mount Scopus and the establishment of a visitor’s center in the settler-run “City of David” national park in Silwan. Israeli officials brief that both the U.S. and Palestinians knew in advance that such announcements of construction would accompany prisoner releases. Likud dep. minister Ophir Akunis also claims that there was approval for plans for 2,000 further units in settlements outside the blocs. UN Secy.-Gen. Ban Ki-moon calls the news “an obstacle to peace,” while U.S. State Dept. spokesperson Jen Psaki responds by saying that the administration views “continued settlement activity” do not serve to “create a positive environment for the negotiations.” PA Pres. Unnamed Western and Arab diplomats are reported as saying that it is unlikely the “Geneva 2” conference about the future of Syria will take place in 11/2013, as previously mooted. Both U.S. Pres. Obama and Iranian pres. Hassan Ruhani address the UNGA in New York. The 2 men struck optimistic notes but also gave no idea of any specific concessions necessary to secure a breakthrough in the impasse over Tehran’s nuclear program. However, there is no direct meeting or handshake between the 2 leaders. Ruhani says he is prepared to engage in “time-bound and results-oriented” nuclear talks, in a talk boycotted by Israeli officials. An Egyptian court bans the activities of the Muslim Brotherhood as an NGO and orders its funds seized. U.S. State Dept. spokesperson Jen Psaki says that Washington will wait to see how such a decision will be implemented and urges all parties to embrace an inclusive political process. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. The U.S. State Dept. says that Secy. of State John Kerry told his counterparts in Britain, France, Russia, and Canada in a round of phone calls that there is “very little doubt” the Syrian govt. is responsible for gassing its own citizens. An unnamed administration official tells the media that despite this near certainty in Washington, the pres. still hasn’t decided how to respond. Violent clashes between supporters and opponents of Morsi in different neighborhoods of Cairo result in an estimated 7–11 deaths. Israeli newspaper Ha’Aretz reports that Israeli authorities have begun barring foreign nationals living and working in the West Bank from entering East Jerusalem and Israel by stamping their passports with ‘‘Judea and Samaria only.’’ Some of these people are Palestinians born in the West Bank, but whose residency status was rescinded by Israel pre1994 due to a prolonged stay abroad. The IDF orders dozens of Palestinians in the Jordan Valley to leave their homes for the duration of military exercises. Bedouin communities say that these temporary evacuation orders have increased in frequency and that they are being pressured to permanently leave the area. (AP 1/2)
