In the West Bank, Israeli settlers vandalized 70 olive trees in Kafr ad-Dik. Israeli settlers also threw stones at Palestinian vehicles traveling near Turmus ‘Ayya, causing damage. Israeli forces shot and killed 1 Palestinian during a raid in Burqa. Israeli forces also shot and injured 1 Palestinian during a raid in Arrabah. 21 Palestinians were arrested during late-night raids in and around Bil’in, Hebron, Halhul, Yatta, Burqa, and Tulkarm. In Gaza, it was unclear how many Palestinians were killed and injured by Israeli airstrikes due to a collapse in services and communications at hospitals in the north. Israeli airstrikes killed at least 18 people in Jabalia refugee camp and 13 in Khan Yunis. Israel also attacked a UN compound sheltering refugees, continued attacks on al-Shifa Hospital, and heavily bombarded southern Gaza. 2 Israeli soldiers were killed by Palestinian militants. Near the Blue Line, an anti-tank missile was fired at vehicles in Israel, injuring 7 soldiers and 10 others, and 30 rockets were launched from Lebanon. The Gaza Ministry of Health was not able to update the casualty figures due to a collapse in services and communications at hospitals in northern Gaza. As of 11/10 at least 11,078 Palestinians have been killed, including 4,506 children and 3,027 women, and 27,490 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,450 people were buried in rubble, including 1,350 children. 177 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 47 children. More than 2,552 people have been injured. Israel reported that 1,200 Israelis and foreign nationals had been killed and 5,431 have injured since. 47 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. Tens of thousands of Palestinians fled northern Gaza to the south. 76 trucks carrying aid entered Gaza via the Rafah crossing. About 500 foreign nationals were evacuated to Egypt. WHO director-general Tedros Adhanom Ghebreyesus said al-Shifa Hospital was no longer functioning as a hospital due to a lack of essential supplies, including fuel, that the number of fatalities among patients had increased significantly, and that Israeli military action around the hospital exacerbated the circumstances. The Red Crescent said al-Quds Hospital has shut down. UN secretary-general Antonio Guterres said 101 UN personnel have been killed in Gaza since 10/7 and that Hamas’ operation was not a justification for Israel’s collective punishment of the Palestinian people. Israel claimed that it placed 80 gallons of diesel fuel near al-Shifa Hospital a day after the hospital ran out of fuel, saying Hamas had prevented the fuel from entering the hospital. Hospital staff rejected that it had been offered fuel and Hamas denied having any association with the hospital. It was reported that U.S. officials had been pressuring Israel to avoid opening fire on al-Shifa Hospital. Israeli settlers also threw stones at Palestinian vehicles and assaulted a Palestinian man near Sabastia. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling north of Ramallah. Israeli forces shot and killed 4 Palestinians during raids in Abu Dis and Nuba, including 1 in a missile strike on a building in Abu Dis. Israeli forces also shot and injured 8 Palestinian during raids in ‘Usarin, Hebron, and Abu Dis. Elsewhere, Israeli forces vandalized several vehicles in Bayt Jala and uprooted 70 olive trees in Haris. 46 Palestinians were arrested during late-night raids in and around Birzeit, Bil’in, Nuba, Jenin, Nablus, Tulkarm, Bethlehem, and Tubas. In Gaza, Israel cut internet and phone communications for the third time since 10/7. Israeli forces killed 243 Palestinians and injured 635 others. Israel bombed Maghazi refugee camp and al-Bureij refugee camp, killing 71 Palestinians and injuring dozens of others. 1 Israeli soldier was killed in Gaza, bringing the total death toll to 28 since the ground invasion started. Rockets were fired at Israel; no damage was reported. In Lebanon, Israeli airstrikes killed 4 Lebanese, including 3 children and an elderly woman, traveling in a car between Ainata and Aitaroun. 4 medics were also injured in Israeli attacks in Southern Lebanon. Hezbollah responded by attacking Kiryat Shmona, killing 1 Israeli. 1 Israeli soldier succumbed to injuries he sustained last week when his tank overturned. The Ministry of Health in Gaza said at least 9,770 Palestinians have been killed, including 4,008 children and 2,500 women, and 24,173 have been injured in Israeli airstrikes on Gaza since 10/7. At least 2,260 people were buried in rubble, including 1,270 children. 144 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 43 children. More than 2,386 people have been injured. Around 1,400 Israelis, including foreign nationals, have been killed and 5,431 injured since 10/7. Over 1.5 million Palestinians, more than half the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. Saudi Arabia condemned the comments and called on Israel to fire him. Israeli military rabbi Amichai Friedman told Israeli soldiers, “[t]his is our country. All of it. Including Gaza. Including Lebanon, the entire Promised Land.” Newly appointed chairperson of the Knesset subcommittee on West Bank Issues Zvi Sukkot called on Israel to prevent all Palestinians from harvesting olives, claiming the harvest endangers Israeli settlers. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire. Abbas said that the PA could return to power in Gaza if a “comprehensive political solution” is found to the Israeli occupation. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. Blinken also traveled to Iraq, meeting with prime minister Mohammed Shia’ al-Sudani. PA prime minister Mohammed Shtayyeh met with the French consul-general to Jerusalem Pierre Cochard, discussing the upcoming French conference on aid to Gaza. The Fatah Central Committee held a meeting discussing the situation in Gaza. In a statement after the meeting the committee condemned the “barbaric war of extermination by the occupying army.” (AJ 11/6)

The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. Thousands of Turkish protesters demonstrated outside of a U.S. airbase in Incirlik after traveling 584 miles from Istanbul in solidarity with Palestine. Turkish police violently dispersed some protesters with water cannons and tear gas. (AJ, AJ 11/4; AP, HA, REU 11/5; AP 11/6)

In the West Bank, Israeli settlers opened fire at Hizma, causing damage. Israeli settlers also attacked a Palestinian TV crew near Hebron covering the killing of 1 Palestinian woman (see below). Israeli forces shot and killed 1 Palestinian near Hebron, claiming that she had opened fire at soldiers and settlers with an M16 rifle; no Israelis were injured. Israeli forces seriously wounded 1 Palestinian near Jaba‘. Israeli forces also sealed off the entrances to Silwad and Kafr al-Dik. Elsewhere, Israeli forces fired tear gas and stun grenades at a car repair shop near al-Za‘ayyem, causing a fire damaging several vehicles. Israeli forces also violently dispersed Palestinian protesters in Huwwara, injuring 2 with rubber-coated bullets and 15 with tear gas. Separately, Israeli forces also violently dispersed Palestinian protesters in Qalqilya, al-Arqa, and al-Bireh, leading to tear-gas related injuries. 29 Palestinians were arrested during late-night raids in and around Bani Na‘im, al-Dhariyya, al-Ubaydiyya, Tuqu‘, al-Ram, Birzeit, Bil‘in, Beita, Madama, Tell, Qabatiya, Silat al-Harithiyya, al-Tamun, Tubas, and Qalqilya. In East Jerusalem, Israeli settlers assaulted church officials at the Church of the Holy Sepulchre, causing injuries and 1 hospitalization. 8 Palestinians were arrested during late-night raids in Shu‘fat and Shaykh Jarrah. In Gaza, 13 Palestinians were killed, including 2 children and 1 pregnant woman, and many were injured, raising the comprehensive death toll since 5/10 from 219 to 232, including 65 children and 3 pregnant women. In Israel, 1 Palestinian-Israeli minor who was shot and injured by Israeli police while sitting in a car with friends in Umm al-Fahm on 5/18 succumbed to his injuries. 1 Israeli man stabbed and injured 1 Palestinian worker from the West Bank in Holon. 58 Palestinian citizens of Israel were reported arrested after the general strike and mass protest on 5/18. 1 Israeli was lightly wounded by a rocket from Gaza in Sderot, 2 other rockets caused damage. 4 rockets were fired at the Haifa and ‘Akka areas from Lebanon; no damage or injuries were reported. Hamas said it estimated that $92 million’s worth of damage was sustained to residential buildings and non-governmental offices since 5/10. $22 million’s worth of damage was sustained to the power grid as people in Gaza only are receiving 3-4 hours of electricity a day. Hamas also said that Gaza’s water supply is hard hit with 95% of the water unfit for drinking. (HA 5/20)

PA president Mahmoud Abbas said in a speech that his efforts to hold elections are ongoing, and that he is “ready to form an internationally accepted unity government.” President Abbas also discussed the situation in Gaza and East Jerusalem with UN secretary-general António Guterres. PA prime minister Mohammed Shtayyeh spoke with EU representative Sven Kühn von Burgsdorff in Ramallah, calling on the EU to pressure Israel to stop its aggression in East Jerusalem and Gaza. An Israeli court ruled that Israeli forces had violated international law when they shot and killed 1 Palestinian 14-year-old in 2004 near Rafah, but that the family was not entitled to compensation, citing a wartime action principle. The Israeli soldiers shot her after she ran away from them as they fired warning shots. After she ran from the soldiers, they fired at her back and the commander shot her again as she lie dead on the ground. The commander was acquitted of all charges at an Israeli military court the year after. (HA 5/20)

A spokesperson for the Israeli military said that it had been trying to assassinate the head of Hamas’s military division Mohammed Deif throughout the duration of the ongoing attack on Gaza. Hamas later told AP that Deif is still alive and in charge of its military operations. (HA 5/19; AP 5/20)

1 Israeli journalist from Channel 20 was fired after saying, during a live broadcast, that “[o]ne [rocket] has fallen on a soccer field in a large Arab community [Shefa-Amr, a Palestinian-Israeli community]. Regretfully for us, it did not result in mass deaths there.” The rocket that the Israeli journalist Kobi Finkler was referring to was fired from Lebanon. (AJ, HA 5/20)

Haaretz reported that applications for gun licenses in Israel had risen 7-fold in the past weeks as violence had been rising in Israel. (HA 5/19)

U.S. president Joe Biden spoke to Israeli prime minister Benjamin Netanyahu, urging him to de-escalate the violence, according to a White House readout. It was the 4th time the 2 spoke in a week. Prime Minister Netanyahu said later in a statement that he was “determined to carry on with the attacks until calm and security are restored to Israeli citizens.” It was also reported that Egypt had secured a ceasefire agreement in principle between Hamas and Israel. Hamas spokesperson Hazem Qassem said calm could only be restored if Israel stopped its attack on Jerusalem and Gaza. A letter circulated among House Democrats by Debbie Dingell (D-MI) and Alan Lowenthal (D-CA) called for the U.S. secretary of state Antony Blinken to work toward a ceasefire between Hamas and Israel, and to provide humanitarian relief to Gaza. The letter also called for more than doubling the U.S. funding to the UNRWA, bringing the U.S. funding back to the level it was before the Trump administration ended all funding. Separately, more than 130 members of the House called on an immediate ceasefire. 3 Democrats in the House, Alexandria Ocasio-Cortez (D-NY), Mark Pocan (D-WI), and Rashida Tlaib (D-MI) also introduced a resolution aimed at blocking the $735 million’s worth of arms to Israel. In the Senate, senators Elizabeth Warren (D-MA), Bernie Sanders (D-VT), and Chris Van Hollen (D-MD) introduced a resolution calling for an immediate ceasefire, saying that every Palestinian and Israeli life matters; 8 other Democrats later co-sponsored the resolution. Facebook said it has set up a center to monitor Arabic and Hebrew content deemed inflammatory or otherwise violating Facebook’s policies. Facebook has been criticized for silencing Palestinian voices on its social media platforms, including Instagram and WhatsApp. (WAFA 5/19; HA 5/20)

250 employees at Alphabet, the parent company of Google, wrote an open letter calling for Alphabet to review all business contracts, terminating those “with institutions that support violations of Palestinian rights,” including the Israeli military. At the UN, the U.S. again refused to support a UN security council (UNSC) statement calling for an immediate ceasefire after intensified pressure from France. South African president Cyril Ramaphosa said to France24 that the situation in Gaza, particularly the bombing of homes and confinement to the strip, reminded him of apartheid in South Africa. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. Israel’s Council for Higher Education passed a vote approving a medical school in the settlement of Ariel in the West Bank and connected to Ariel University. In Gaza, a 15-year-old Palestinian was shot dead and 66 others injured by Israeli live fire during the weekly Great March of Return protest east of Jabaliya refugee camp. In a meeting with Egyptian intelligence officials and UN special coordinator Nickolay Mladenov, Hamas leader Ismail Haniyeh reportedly agrees to put a stop to the recent cross-border violence in Gaza in exchange for the Egyptian authorities permanently re-opening the Rafah border crossing in both directions. Haniyeh does not comment on the report, but later calls the meeting “unprecedented.” (TOI, YA 2/2)

A U.S. official confirms that USAID has ended all its aid programs in the West Bank and Gaza as of today. U.S. support for the PA security forces (PASF) also ends today, following the PA’s decision not to accept the new conditions on U.S. aid, which were codified in the Anti-Terrorism Clarification Act of 2018 (see *S. 2946 of 5/24/18 at congressionalmonitor.org). That law would have required that the Palestinians open themselves up to lawsuits from individual U.S. citizens in exchange for continued support for the PASF, which has in recent years amounted to approximately $60 million annually. The Israeli authorities open a new highway, dubbed Route 4370, northeast of Jerusalem. Critics call it the “Apartheid Road” because it features a concrete wall that divides Israeli settler traffic from Palestinian traffic. Amid rumors of early elections in Israel, Israeli prime minister Benjamin Netanyahu meets with Education Minister Naftali Bennett. Following a divestment campaign led by Palestinian solidarity activists, a spokesperson for Leeds University tells the school’s student newspaper that the university has divested from Airbus, United Technologies, and Keyence Corporation. The holdings reportedly comprised $1.2 million. The activists called for the university to divest from HSBC as well, but the $1.7 million investment Leeds holds in HSBC reportedly remains unchanged. The spokesperson says that the investment in HSBC does not represent a “direct investment” in an “armament company,” but that the university is in ongoing talks to learn more. “This is a massive success,” says the head of the Leeds Palestine Solidarity Group. Hours before the protests, killings, and air strikes in Gaza, Al-Hayat reports that the Egyptian officials who have been shuttling back and forth between Israel, the West Bank, and Gaza over the past 2 weeks have brokered an understanding between Hamas and the Israeli government. Hamas reportedly agreed to end all violence along the border, including acts of violence perpetrated during Great March of Return protests and all incendiary balloon and kite attacks, in exchange for Israel lifting certain restrictions on Gaza. For the 2d week in a row, the U.S. blocks a Kuwait-backed effort to get the UNSC to call for an independent and transparent investigation into the IDF’s violent crackdown on the Great March of Return. According to Palestinian UN envoy Riyad Mansour, 14 of the 15 members of the UNSC support the effort. The U.S. State Department announces that the new U.S. embassy in Israel will open in Jerusalem in 5/2018, implementing President Trump’s 12/6/17 pledge to move the embassy from Tel Aviv. Axios reports that the U.S. has frozen $125 million in aid to UNRWA, following U.S. pres. Trump’s threats to condition support for the agency on Palestinians’ participation in his peace initiative. The sum comprises one third of annual U.S. support for the agency, and it was set to be delivered on 1/1. A State Dept. official later denies the story. “Just because they were expecting the money on the 1st, and they did not get it at that time, does not mean it was suspended or canceled. A U.S. State Dept. spokesperson announces that the PLO office in Washington will be allowed to remain open for at least another 90 days, after which Pres. Trump will decide whether or not to allow it to stay open indefinitely (see Update). The Trump administration has “advised the PLO Office to limit its activities to those related to achieving a lasting, comprehensive peace between the Israelis and Palestinians,” the spokesperson explains. Approximately 25–30 gunmen launch an attack on a crowded mosque in the northern Sinai Peninsula, killing at least 300 Egyptian civilians. In response, the Egyptian army kills at least 30 of the militants in a series of strikes on known hideouts in the area.
