In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. Israeli forces also demolish 6 commercial structures in al-‘Awja and issue a stop-work notice for a home in Deir Balut. Elsewhere, Israeli forces seize a tractor in Qarawat Bani Hassan. Israeli forces also close the entrance to Husan. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, Tulkarm, Aqraba, Hebron, and Bethlehem. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. In Syria, Israeli forces target an Iranian consulate building in Damascus with airstrikes, assassinating Islamic Revolutionary Guard Corp senior commander Mohammad Reza Zahedi and killing 11 others. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 190 trucks carrying aid enter Gaza. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. Refugees International president Jeremy Konyndyk calls the attack “a clear war crime.” Hamas labels the attack terrorism. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. U.S. national security advisor Jake Sullivan and Secretary Blinken hold a virtual meeting with Israeli national security advisor Tzachi Hanegbi and Minister for Strategic Affairs Ron Dermer, discussing Israel’s planned invasion of Rafah. A joint statement says Israel has agreed to take U.S. concerns into account. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. In the West Bank, Israeli forces arrest 25 Palestinians during raids in and around Qalqilya, Hebron, Bethlehem, Tulkarm, Ramallah, and Jenin. In Gaza, Israeli forces bomb Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, al-Bureij, and Gaza City, killing at least 92 people. In Lebanon, Israeli forces bomb Naqoura, Aitaroun, Ayta ash Shab, Marwahin, and Hamool. Hezbollah forces fire anti-tank missiles at Metula; there are no reports of injuries or damage. At least 7,000 people are missing in rubble, including 1,700 children. 426 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,476 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 192 trucks carrying aid enter Gaza, including 13 trucks that arrive in Jabalia refugee camp and Gaza City. Israeli finance minister Bezalel Smotrich says Gantz is in the U.S. to advance U.S. plans to establish a Palestinian state. Deputy Assistant to the President and Senior Adviser for Energy and Investment Amos Hochstein meets with Lebanese Parliament speaker Nabih Berri in Beirut, discussing the escalation between Hezbollah and Israel. UNRWA says some of its staff have been forced to give confessions under torture and ill-treatment by Israeli forces. The statement follows an Israeli claim that there are more than 450 Hamas and Islamic Jihad affiliated people working for UNRWA and the release of audio files purporting to be evidence that 2 UNRWA workers confessed to taking part in events on 10/7/2023. UN special representative of the secretary-general on sexual violence in conflict Pramila Patten says during a press conference that a UN investigation team has found that Palestinians in the West Bank are subject to “cruel, inhuman and degrading treatment” in detention and are subject to “disproportionate physical and sexual violence, including sexual harassment and threats of rape during house raids, including at night, and at checkpoints.” Patten also say that the team has “found clear and convincing information that sexual violence, including rape and sexual torture” has been committed against Israeli captives released after being held in Gaza and that there are “reasonable grounds to believe conflict-related sexual violence” occurred on 10/7/2023 in at least 3 locations. Patten says some highly publicized allegations of sexual violence were determined to be unfounded and stresses that the report is not the result of an investigation as Israel did not share any evidence of allegations. 22-year-old Palestinian prisoner Assef al-Rifai dies in an Israeli prison, becoming the 11^th Palestinian to die in Israeli prison since 10/7. Al-Rifai, who had been imprisoned since 2022, suffered from cancer. (WAFA 2/29)

In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Elsewhere, Israeli forces demolished 6 agricultural structures in al-Ubeidiya. 60 Palestinians were arrested during raids in and around Dheisheh refugee camp, Jericho, Ramallah, Silwad, Jalazone refugee camp, and Abu Dis. In East Jerusalem, Israeli forces raided Kafr ‘Aqab, injuring 10 with live ammunition, 1 with a baton round, 3 with beatings, and others with tear gas. In Gaza, Paltel said telecommunications were cut off in all of Gaza. At least 349 people were killed and 750 injured in Israeli attacks, including 108 in Beit Lahiya and 40 in Khan Yunis and others in Gaza City and Khan Yunis. Israeli forces ordered Palestinians in the Dayr al-Balah district to evacuate south as Israel continued to heavily bomb the Rafah and Khan Yunis districts. Israel announced that it had approved the Lower Aqueduct plan in East Jerusalem, the first major new settlement plan to be fully approved in East Jerusalem since 2012, according to Ir Amim. The final approval greenlit the construction of 1,792 housing units on 186 dunams (46 acres) of land, including on privately owned land belonging to Palestinians in Umm Tuba. Netanyahu’s wife Sara also relayed a false story in a letter to Biden’s wife Jill, saying one of the captives held by Hamas was pregnant and had given birth in captivity. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. Israeli settlers attacked and wounded several Palestinian farmers in Ramin and vandalized their cars. Israeli forces shot and killed a Palestinian during a raid in Aqrabat Jaber refugee camp. Israeli forces also violently dispersed Palestinians celebrating the release of prisoners near the Ofer Prison, injuring 3 with live ammunition, 4 with baton rounds, and 22 with tear gas. Meanwhile, Israeli forces shot and injured 5 Palestinian during raids in Nablus, Deir al-Ghusun, and Tuqu’. Israeli forces also punitively demolished the family home in Rumana of a Palestinian who was shot dead by Israeli police in Tel Aviv earlier this year after he allegedly shot and killed several Israelis. Elsewhere, Israeli forces assaulted 5 Palestinians, arresting them and seizing their vehicles at a flying checkpoint near Aqraba. Israeli forces also assaulted 2 Palestinians during a raid in Taqqou. 39 Palestinians were released from the Ofer Prison as part of the prisoner exchange, including 24 women and 15 children. 33 were released to the Beitunia checkpoint, while 6 were released to East Jerusalem. 13 Israelis, 10 Thai nationals, and 1 Filipino national held captive by Hamas were released to Israel via Egypt. Germany said 4 of the Israelis were also German nationals. The Thai and Filipino captives were released in a separate deal made between Hamas and Thailand, brokered by Iran. The director of the Schneider Children’s Medical center in Israel said the captives the hospital had received were in good physical condition. Hamas published videos of its militants handing over captives to the Red Cross. Hamas political leader Ismail Haniyeh said Hamas was committed to the ceasefire as long as Israel abides by the terms. Head of the Palestinian Prisoners’ Club Qadura Fares said Israel had violated the prisoner exchange terms by releasing 7 people who were arrested within the past year instead of prisoners who had been in prison for longer. The Prisoner’s Club also said Israel had imposed a ban on celebrating the release of Palestinian prisoners, imposing fines of $18,700 for public celebrations. UK foreign secretary David Cameron visited Ramallah, saying the UK has committed an additional $37.8 million in aid to Gaza. Cameron also said that Israel will not have long-term safety and security unless Palestinians have the same, calling settler violence “completely unacceptable” and urging Israel to prosecute the perpetrators. Cameron met with PA president Mahmoud Abbas, who called on the UK to help ensure that Israel will not succeed in separating the West Bank and Gaza or reoccupy it. At a press conference held at the Rafah crossing, Spanish prime minister Pedro Sanchez said that a permanent ceasefire was required and said Spain may unilaterally recognize Palestine even if the EU does not. At the press conference, Belgian prime minister Alexander de Croo said “[w]ay too many people have died. The destruction of Gaza is unacceptable.” Israel subsequently summoned the Spanish and Belgian representatives in Israel for a reprimand, prompting Spain to do the same to the Israeli ambassador to Spain. Later in a meeting with de Croo and Sanchez in Cairo, Egyptian president Abdel Fattah el-Sisi called for the establishment of a demilitarized Palestinian state with UN, Arab, or NATO forces guaranteeing the peace. In the West Bank, Israeli forces raided Tulkarm refugee camp, killing 6 Palestinians and injuring 3 in a drone strike, uprooted streets, and put 2 hospitals under siege. Israeli forces also shot and killed 2 Palestinians, including a child, during raids in ‘Azzun and Burin. Elsewhere, Israeli forces shot and injured a Palestinian in Beitunia. Israeli forces also notified a Palestinian landowner that it will seize 2.5 dunams (.62 acres) of his land in Beit Dajan to construct a settler road. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. The Red Crescent said 3 paramedics and a companion of a wounded Palestinian were detained by Israeli forces, with 1 of the paramedics being arrested, and that Israel obstructed the evacuation efforts. 190 patients were evacuated from the hospital over a 20-hour period. 2 Israeli soldiers were killed. Rockets were fired from Gaza at Israel; no injuries were reported. In Lebanon, Israeli airstrikes killed 5 people in Beit Yahoun, including the son of Hezbollah MP Mohammed Raad. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. The Israeli cabinet approved deal in the early hours of the day after a 6-hour meeting. 3 ministers from the Otzma Yehudit party voted against it while 35 ministers voted in favor. The PA cabinet held an emergency session on the situation in Gaza and the PA’s financial situation given the Israeli decision to withhold more funds from the PA tax revenue and the PA’s refusal to accept the reduced sums. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Videos of the tunnels released by Israel showed the tunnels were completely empty, aside from an air-conditioning unit. Former Israeli prime minister Ehud Barak said earlier this week that Israel constructed tunnels under al-Shifa in the 1980s. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. Elsewhere, Israeli settlers raided Shaab al-Butum in the Masafer Yatta area, demolishing a residential structure and vandalizing solar panels, water tanks, and 70 olive tree saplings. Israeli settlers also attacked 2 Palestinians and 2 foreign journalists during a raid in Manizil and al-Rakiz in the Masafer Yatta, causing bruises. Israeli forces shot and killed a Palestinian man during a raid near al-Arroub refugee camp. Israeli forces also shot and injured a Palestinian during a raid in Arrabah. Elsewhere, Israeli forces demolished a 4-story building under construction in al-Za’im. Nearly 50 Palestinians were arrested during late-night raids in and around Hebron, Deir al-Ghusun, Ramallah, Deir Ibzi, Bethlehem, and Qaryut. In Gaza, Israeli forces sealed off the Indonesian Hospital in Beit Lahiya; Israeli shelling of the hospital killed 12 people. 100 patients were later evacuated from the hospital. The Israeli seige of al-Shifa Hospital continued for the fifth day. Israeli forces also attacked a Doctors Without Borders clinic in Gaza City, destroying 4 of its vehicles that were clearly marked with the organization’s logo. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. PA health minister Mai al-Kaila said 175 medical personnel and 34 civil defense workers have been killed by Israel in Gaza since 10/7. The UN said 89 UNRWA staff members have been killed. A Palestinian man held in Israeli prison, Majad Ahmed Zaqoul, died in Israeli custody at the Ofer prison, being the third Palestinian to die in Israeli prison since 10/7. Zaqoul was working in Israel on 10/7 and was arrested by Israel shortly after. Israel has not investigated the death of the 2 other Palestinians who died while in Israeli custody since 10/7. The PA refused to accept the partial transfer of its tax revenue collected by Israel after Israel decided to withhold sums earmarked for administration expenses in Gaza, in addition to the funds withheld that Israel says the PA pays to the families of Palestinian detainees and Palestinians killed by Israeli forces. The Knesset approved a temporary bill banning consumption of “words of praise, sympathy or encouragement for acts of terrorism” by Hamas or ISIS. Israeli finance minister Bezalel Smotrich sent a letter to Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant, demanding that the Israeli military creates “security zones around the settlements and roads” and prevents Palestinians from approaching them. Qatar condemned Israel for claiming that there was a tunnel system under the Qatar-funded Sheikh Hamad Hospital in Gaza. Israel had released a photo to back up its claims, but engineers have pointed out that the purported tunnel is for water storage. An Al Jazeera investigation later disproved the Israeli claim. The UAE said it would establish a field hospital in Gaza and that 5 aircraft carrying the necessary equipment were en route to Egypt. France said it was in talks with Egypt to set up a field hospital in the Sinai to treated wounded Palestinians from Gaza. (AJ, HA 11/6)

The 15 UN Security Council members failed to agree to a resolution on Israel’s attacks on Gaza.
