Hebron cut down or vandalize around 40 Palestinianowned olive trees. IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements and occupation in 3 villages nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin). There are no serious injuries, except in Bil‘in where 1 is wounded by a bullet and Nabi Salih where 2 are wounded by rubber-coated metal bullets. A car bomb in Beirut kills 7 people and wounds more than 50, including Mohammad Chatah, former minister and mbr. of the March 14 coalition. Clashes break out across Egypt between supporters of the Muslim Brotherhood and security forces, 3 are killed and 87 wounded, with more than 250 arrested. Ali Akbar Velayati, senior adviser to Iranian Supreme Leader Ayatollah Ali Khamenei, calls for new direct talks with the U.S. over Tehran’s nuclear program. Separately, the head of Iran’s Atomic Energy Organization, Ali Akbar Salehi, says that the country is building a new generation of centrifuges for uranium enrichment, in what is seen as a gesture toward hard-liners unhappy with the ongoing negotiations with reps. of the P5+1 in Geneva. In the West Bank, the IDF fires rubbercoated metal bullets and tear gas at Palestinians during routine patrols in Hebron and al-‘Arub r.c. nr. Hebron, after residents throw stones at soldiers. In Hebron, 1 child is injured by a tear gas canister to the head. The IDF conducts house searches and arrest raids in 2 villages nr. Bethlehem, 1 village each nr. Qalqilya and Ramallah and in Nablus at night; patrols in 1 village each nr. Salfit and Hebron, and in Qalqilya in the afternoon, and in Hebron and 2 nearby villages and al-Fawar r.c. at night. U.S. Secy. of State Kerry says in a news conference during a visit to the United Arab Emirates that he hopes an agreement on Iran’s nuclear program will be signed within mos. Separately, Iran and the IAEA sign a deal to allow nuclear inspectors “managed access” to 2 sites within 3 mos., following talks by the agency’s chief Yukiya Amano in Tehran. In the Gaza Strip, IDF troops conduct a limited incursion close to the border fence nr. Bayt Hanun, and level land before withdrawing. In the West Bank, IDF troops shoot and kill 3 Palestinian civilians and wound 18 others including 5 children during an arrest raid in Qalandia r.c. nr. Jerusalem. One of those killed was an UNRWA employee, the agency reveals. The IDF claims that its forces were met by a rioting crowd of some 1,500 camp residents throwing stones and petrol bombs. In Aida r.c. nr. Bethlehem, IDF troops shoot and wound 2 Palestinians with rubber-coated metal bullets during protests against the deaths in Qalandia. Meanwhile, the IDF conducts house searches and arrest raids in Hebron in the afternoon, and in 1 village nr. Bethlehem at night, patrols in Tulkarm in the morning, and in 2 villages nr. Jenin and 1 village nr. Jericho in the afternoon, and in Jenin at night. In a raid on Sanur village nr. Jenin, IDF troops clash with residents, shooting and wounding 2 Palestinians with rubber-coated metal bullets. In East Jerusalem, Israeli forces demolish 2 homes in al-Tur. In response to the killings in Qalandia, an unnamed Palestinian official tells news agencies that talks scheduled for today are canceled. However, U.S. State Dept. spokesperson Marie Harf categorically denies that any meeting was canceled. Israeli television subsequently reports that Israeli and Palestinian officials had met in the morning before the news broke of the Qalandia raid. An unnamed Palestinian official also subsequently confirms to Xinhua News Agency that the 2 teams met in Saeb Erakat’s house in Jericho. Meanwhile, Egyptian FM Nabil Fahmi holds talks with Pres. An Israeli delegation headed by outgoing National Security Adviser Yaakov Amidror arrives in Washington for high-level talks with U.S. officials. Discussions are expected to focus on Syria, the Iranian nuclear program and future talks with Tehran, and the role of Hizballah in the Syrian civil war. U.S. National Security Adviser Susan Rice is coordinating talks on the U.S. side. (HA 8/26)

UN chemical weapons inspectors visit 1 of the sites in Syria allegedly targeted last week by chemical weapons. The convoy came under sniper fire on the initial attempt, but the team successfully visited the Damascus suburb Ghouta. The UN team’s work includes collecting samples of munitions fragments and debris and taking testimonies. Meanwhile, U.S. Secy. of State John Kerry says that Pres. Obama believes there must be “accountability” for those using “the world’s most heinous weapons,” and that the pres. is consulting with allies about how best to act. (AP, REU, WP 8/26)

PA Pres. Mahmud Abbas meets with U.S. Secy. of State John Kerry in Saudi Arabia to discuss regional developments, the first such meeting between the two men since Kerry replaced Hillary Clinton. Abbas requests Washington pressure Israel to adopt a settlement construction freeze and release Palestinian prisoners as a condition for the resumption of peace talks. Kerry’s regional tour does not include a visit to Israel or the o.t. this time. (JP 3/4)

Hamas keeps the Kerem Shalom crossing closed reportedly due to a dispute over the collection of customs revenue with the Palestinian company operating the terminal. Israel shut the crossing on 2/26 after a rocket was fired out of the Gaza Strip into southern Israel. (MNA 3/4)

U.S. VP Joe Biden tells the American Israel Public Affairs Cmte. (AIPAC) policy conference in Washington that sanctions and diplomacy must be exhausted before the U.S. would consider using force to attack Iran’s nuclear program. (AP, REU 3/4)

In the Gaza Strip, the IDF opens fire along the border fence nr. Wadi al-Salqa village in c. Gaza, wounding 1 Palestinian child. Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF for a 2d time in 48 hours destroys tents being used for shelter by shepherds in the n. Jordan Valley community of al-Maleh; the IDF also prevents a convoy of humanitarian aid from reaching the village. The IDF arrests Palestinians and Israelis who were part of a group of farmers and activists attempting to access Palestinian-owned land alongside the unauthorized settler outpost of Mitzpeh Hair nr. Hebron. The IDF also patrols in 2 villages nr. Salfit in the morning, in 3 villages nr. Jenin in the afternoon, and in 1 village each nr. Speaking ahead of elections, Israeli PM Netanyahu says that the country’s enemies want a ‘‘weak Israel’’ and that his priority in a next term in office will be to stop Iran’s nuclear program. (REU 1/19)

The day before a major economic conference in Riyadh, Saudi Arabia’s envoy to the Arab League Ahmad Qattan says that the country will contribute $20 m. each mo. to the PA for as long as Israel continues to withhold Palestinian tax revenues. (MNA 1/19)

Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Christian Science Monitor reports that Palestinian support for military operations against Israel has registered its most significant jump in 10 years (50.9%, up from 29.3% in 1/2011), spurred by Operation Pillar of Defense, ongoing Israeli settlement expansion, and frustration over a peace process that has been essentially deadlocked for more than 4 yrs. In Syria, fighting between pro- and anti-government groups resumes in Yarmuk r.c. nr. Damascus, ending a short-lived cease-fire (see 12/21) and prompting another wave of Palestinian refugees. (AKH 1/4)

Recently retired Shin Bet chief Yuval Diskin says in an interview with Israeli media that PM Netanyahu acted irresponsibly regarding Iran’s nuclear program and tried to convince him and colleagues to approve an ‘‘illegal’’ decision to attack Iran. (AP 1/4)

In a meeting chaired by Pres. Abbas, the PLO Executive Comm. affirms the need for a UNSC resolution against Israeli settlement construction. The Israeli organization Ir Amin reports that in 2012, publication of tenders for settlement apartments in East Jerusalem showed a three-fold increase compared to 2011 (rising to 2,386 units), and units approved for future construction a four-fold increase (to 6,932 units). (HA 1/3)

Head of Operations, Logistics, and Property at Israel’s Defense Ministry, Bezalel Treiber, says that in light of the war in Syria, the government is looking to improve the border fence with Syria and may do the same with Jordan, funds permitting. (NYT, ToI 1/3)

Speaking at an annual conference for Israel’s ambassadors abroad, PM Netanyahu says that Iran has not yet crossed the ‘‘red line’’ set by Israel on its nuclear program. The same gathering receives a Foreign Ministry paper predicting that the Syrian civil war has weakened the ability of Asad and Hizballah to respond in the event of an Israeli attack on Iranian nuclear facilities.
