In the West Bank, Israeli forces raided Ramallah to punitively demolish the family home of a Palestinian accused of planting 2 bombs in Jerusalem in November 2022; 35 Palestinians were injured, including 20 by live ammunition and others with baton rounds, including 2 clearly marked press photographers who were hospitalized with baton round injuries to their head and stomach. Israeli forces also raided Zweidin in the Masafer Yatta area, firing tear gas at Palestinians and seizing 1 bulldozer. Elsewhere, Israeli forces issued stop-work orders for 5 residential structures in al-Burj. Israeli forces also issued notifications to residents of al-Zawiya that Israel will seize 96 dunams (23.7 acres) of Palestinian-owned land. 27 Palestinians were arrested during late-night raids in Beita, Arrabah, Yatta, Beit Umar, and Biddu. A delegation of EU diplomats visited the Ghaith-Sub Laban family in the Old City of Jerusalem to show their support as the family is threatened by expulsion from their home this month. (QDS, WAFA 6/9)

Haaretz reported that Lehava chairperson Bentzi Gopstein was advising National Security Minister Itamar Ben-Gvir and others in the Israeli police. Gopstein is facing charges for inciting racism and terrorism against Palestinians and has been barred by the High Court of Justice from running for a seat in the Knesset. (HA, JP, TOI 6/8)

Saudi foreign minister Faisal bin Farhan told reporters that Saudi-Israeli normalization would have “limited benefits” without agreement on a “pathway to peace for the Palestinian people,” after a meeting with U.S. secretary of state Antony Blinken. Farhan also said that Saudi Arabia is developing its own nuclear program and would prefer U.S. help in its development but had other bidders too. (AP, AX, REU, REU 6/8)

Israeli prime minister Benjamin Netanyahu told Secretary of State Blinken that Israel does not consider itself bound by any agreement made between Iran and the U.S. during a phone call. It has been reported that Iran and the U.S. are close to getting back on track on Iran deal renegotiations after secret meetings in Oman last month. According to a State Department spokesperson, Blinken also said that Israel needs to uphold commitments made during the summits in Aqaba and Sharm El Sheikh in the spring. (AX, HA, MEE 6/8)

The UN Human Rights Council’s Commission of Inquiry said in its annual report that Israel is seeking to silence Palestinian civil society by labeling rights groups as terrorists. The report also said that Israel violates Palestinian human rights to ensure its permanent occupation. The commission also criticized Hamas and the PA for limiting expression of freedom. Adalah issued a position paper titled The Acceleration of the Annexation of the West Bank under the 37th Israeli Government led by Prime Minister Netanyahu, outlining the ways the Israeli government is accelerating policies to annex the West Bank. The paper mentions transferring management of settlements to Ministry of the Negev, the Galilee, and National Resilience, the appointment of Bezalel Smotrich as a minister in the Defense Ministry in charge of settlements, legalizing 10 settlement outposts, building over 7,000 new settlement units, re-establishing evacuated settlements, and introducing legislation that applies to the occupied territories. In the West Bank, a Palestinian journalist was injured by Israeli forces while covering a protest organized by students from Birzeit University at a checkpoint north of Ramallah. Later in a separate incident, a Palestinian child was injured by a rubber-coated bullet to the chest fired by Israeli forces in Bayt Rima; 1 Palestinian was arrested during the incident. An additional 10 Palestinians were arrested during late-night raids in and around Jenin, Hebron, Ramallah, and Nablus. Israeli forces also demolished an agricultural building near Tarqumiyya. In East Jerusalem, 1 Palestinian turned himself in to the police after Israeli forces had raided his home and handed his family an arrest summons. 2 other Palestinians were arrested during daytime raids in Issawiyya. In Gaza, Israeli forces opened fire on Palestinian agricultural land on 2 separate occasions; no injuries were reported. Israel’s high court of justice ruled that Israel is permitted to hold the bodies of accused terrorists for the purpose of negotiating with terrorist organizations, overturning a previous ruling by the court. (HA, WAFA 9/9)

Hundreds of Palestinians gather along Gaza’s north coast to continue the Great March of Return and to cheer on approximately 30 Palestinian boats sailing in a symbolic challenge to the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations; at least 30 Palestinians are injured. Meanwhile, Israeli forces conduct a limited incursion across Gaza’s border fence to level land near Dayr al-Balah and open fire on a Palestinian bird-hunter approaching the border fence near Bayt Hanun. In East Jerusalem, Israeli MK Yehuda Glick leads a group of 40 right-wing Jewish activists on a tour of Haram al-Sharif. A Palestinian demolishes his storehouse, parking area, and staircase in Silwan to avoid paying Israeli demolition fees. In the West Bank, Israeli forces demolish 2 Palestinian homes and a sheep barn in Fasayil village near Jericho. IDF troops shut down the main street in Bayt Umar while they conduct raids in the village, sparking clashes with stone-throwing Palestinians; there are no reported injuries. They also arrest 20 Palestinians and issue 1 arrest summons during late-night raids near Ramallah, Bethlehem, Tubas, Hebron, Nablus; and patrol in and around Nablus, Jenin, and Hebron. The IDF launches a major military operation, dubbed Operation Northern Shield, aimed at exposing and demolishing tunnels stretching from southern Lebanon into northern Israel. Hezbollah has reportedly built a network of such tunnels since 2006. Kicking off the operation, Israeli forces uncover a tunnel stretching 40 meters into Israel and booby-trap it to prevent anyone from entering from the Lebanese side. (HA, JP, JP, TOI, YA 12/4)

Hours before the launch of Operation Northern Shield, Israeli prime minister Benjamin Netanyahu meets with U.S. secretary of state Mike Pompeo in Brussels to discuss recent developments in the Middle East, including Iran’s nuclear program. Netanyahu reportedly tells Pompeo about Operation Northern Shield and asks him to tell the Lebanese government that they need to stop Hezbollah from acquiring precision-guided missiles. Off Gaza’s coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops on the Gaza border e. of al-Bureij r.c. open fire on nearby agricultural land. In the West Bank, IDF troops confiscate and damage property on late-night raids and house searches in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. In East Jerusalem, right-wing Jewish activist Glick leads a protest in the Old City against the closure of Haram al-Sharif to non-Muslims during the final 10 days of Ramadan. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. In the West Bank, an Israeli man from Beersheba goes missing nr. Hebron. IDF troops conduct a number of searches in surrounding villages and set up numerous mobile checkpoints in an effort to find the man and his alleged kidnappers. The man is found alive 10 hours later nr. Hebron, having staged the kidnapping for “romantic purposes.” Nr. Salfit, Israeli forces demolish 120 olive trees. The IDF conducts house searches and raids in 2 villages nr. Jenin, arresting 1; patrols in 6 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Qalqilya. They also arrest Palestine Legislative Council (PLC) member and PFLP activist Khalida Jarrar in al-Bireh nr. Ramallah for allegedly violating restrictions on her movement. (She will be ordered to serve 6 mos. administrative detention on 4/5) A Palestinian man stabs an Israeli soldier nr. Nablus after IDF troops detain him and 5 other Palestinians attempting to cross over the separation wall. Israeli settlers throw stones at 2 Palestinian houses in a village nr. On a visit to Hebron, PA PM Hamdallah says that Israel has still not transferred the recently unfrozen tax revenues to the PA as the Israeli PM’s office announced it would on 3/27. PA Pres. Israel’s Supreme Court rules in favor of Palestinian petitioners hoping to avert an Israeli plan to extend the separation wall through their land nr. Jerusalem. The plan, which has been contested since the IDF ordered it in 2006, would have expropriated of 3,000 dunams of private Palestinian and Vaticanowned land. (AP, MNA, TOI, YA 4/2)

Israeli PM Netanyahu and Energy and Water Minister Silvan Shalom authorize a $500 m. deal between the Delek Group and Noble Energy (energy companies in control of Israel’s offshore Tamar natural gas field) and 2 Jordanian companies that would ship 1.87 b. m3 of natural gas to Jordan over the next 15 years. In Lausanne, Switzerland, reps. of the P5+1 and Iran extend their 3/31 deadline, then agree on “key parameters” for a Joint Comprehensive Plan of Action (JCPOA) in their negotiations over Iran’s nuclear program. They will continue to negotiate on technical details ahead of their 6/30 deadline for a JCPOA. Pres. Obama says he will begin talks with congressional leaders to find a way for Congress to play a constructive oversight role in the implementation of the agreement. In the West Bank, the IDF conducts a house search and raid in Jericho, arresting 2 Palestinians; patrols in Nablus, al-‘Arub r.c. nr. Hebron, and 1 village nr. Jenin. Israeli settlers park a group of mobile homes on Palestinian land nr. Nablus, establishing a new settlement outpost. Elsewhere, Palestinians in a village nr. Ramallah say that the Israeli authorities have informed them that they are planning on opening a major road e. of the city, having kept it closed since 2001 (Israeli forces will open the road on 5/25). Israeli authorities also inform farmers nr. Salfit that they plan to demolish 20 olive trees in the area. In East Jerusalem, Israeli forces and settlers surround and attempt to evacuate a Palestinian-rented home in the Old City, but the tenants’ lawyer secures a stay on a 3/15 eviction order until 5/2015; small clashes break out. Palestinian amb. to Iraq Ahmad Aqil says that the Iraqi Higher Judicial Council has issued a res. applying equal status as Iraqi citizens to Palestinian refugees in Iraq—except for full Iraqi nationality. While it is consistent with existing law protecting the rights of Palestinian refugees that passed under Saddam Hussein, those laws were not thoroughly enforced after his overthrow and around 22,000 Palestinians left Iraq. Ramallah, arresting 3 Palestinians and issuing arrest summons to 6; patrols in 2 villages each nr. Tulkarm and Hebron. They also arrest 1 Palestinian outside a settlement nr. Egypt’s Court of Urgent Matters designates Hamas as a terrorist organization, banning it from Egypt, after having declared the group’s armed wing, IQB, as such on 1/31. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. Israeli PM Netanyahu delivers a televised statement and says that the military is “in the middle of a complex operation” in the search for the missing teens. Netanyahu also calls PA Pres. Abbas and tells him he expects help in ensuring the safe return of the youth, their 1st telephone conversation in almost a year. Subsequently, Abbas releases a statement condemning the kidnapping as well as the Israeli crackdown that has followed. Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program resume in Vienna, with discussions scheduled to last until 6/20. Jordan Valley community of al-Maleh; the IDF also prevents a convoy of humanitarian aid from reaching the village. Tulkarm at night; conducts house searches and arrest raids in Bayt Sahur and Aida r.c. in Bethlehem at night. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 3 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih), 1 village nr. Hundreds of thousands of Fatah supporters rally in Gaza City to mark the 48th anniversary of the founding of the movement, the 1st such show of support for Fatah in Gaza since 2007. Pres. Abbas tells the crowds in a televised address that Palestinian national unity is coming soon. Hamas’s acting PM Ismail Haniyeh calls Abbas to congratulate him on the occasion of the anniversary. Christian Science Monitor reports that Palestinian support for military operations against Israel has registered its most significant jump in 10 years (50.9%, up from 29.3% in 1/2011), spurred by Operation Pillar of Defense, ongoing Israeli settlement expansion, and frustration over a peace process that has been essentially deadlocked for more than 4 yrs.
