The PA continues to close Hamas offices, says it has arrested over 180 Palestinians since 12/2. Israel says it is not enough; more senior mbrs. of Hamas, Islamic Jihad and individuals on Israel's most-wanted list must be apprehended. The Democratic Front for the Liberation of Palestine (DFLP) says it will not adhere to Arafat's cease-fire call. Palestinians toss a grenade at an IDF post on the Gaza-Egypt border, causing no injuries; the IDF directs heavy machine gun fire at residential areas of Rafah in response. In Baqa` al-Sharqiyya, a Hamas suicide bomber detonates a device as IDF commandos raid his hide-out, wounding 2 commandos. A 2d Palestinian dies of injuries received on 11/6. The IDF tightens the closures on Jinin, Salfit, Tulkarm; directs gunfire at a Jordanian diplomatic vehicle traveling nr. the Erez crossing; bulldozes agricultural land in Bayt Lahia. In East Jerusalem, Israeli authorities evict, confiscate the home of a Palestinian family; give evacuation orders to 2 other families. Israel also bars PA Telecommunications M Imad al-Faluji fr. leaving the PA areas to attend an Arab League mtg. in Cairo. A Jewish settler driving nr. Bethlehem hits a 5-yr.-old Palestinian boy, seriously injuring him; the IDF blocks his transportation to a hospital for over 1 hr. In a similar incident, a 4-yr.-old Palestinian boy is hit, injured by a Jewish settler nr. Jinin; due to the closure, it takes the boy's father 2 hrs. to get him to a hospital less than 1 mi. away. At least 1 PFLP gunman assassinates Israeli tourism M Ze'evi in an East Jerusalem hotel, shooting him at point blank range, using a pistol equipped with a silencer, escaping undetected. The PFLP says it is retaliating for the assassination of PFLP secy. gen. Mustafa on 8/27; also takes responsibility for a suicide car bombing in Gaza that wounds 2 IDF soldiers. Arafat immediately condemns the assassination, orders the PSF to arrest the killers. The PSF quickly arrests 3 PFLP mbrs. but releases them after questioning. Meanwhile, Hamas mbr. Iyad al-Akhras is killed in an explosion in his Gaza home in what may be an assassination. The IDF also fires a missile at a Palestinian car in Nablus, but the rocket misses, 3 Palestinians escape unharmed. The IDF makes a predawn incursion into al-Qarara, firing heavy machine guns at homes, bulldozing 10s of dunams of cultivated land for construction of a settler bypass road; directs machine gun fire at residential areas of Gaza City, Jinin, Rafah; bulldozes secondary Palestinian roads around Ramallah. Palestinian gunmen reportedly fire at Neve Dekalim, wounding 2 Jewish settlers. In East Jerusalem, Jewish settlers angry over Ze'evi's murder attack, beat Palestinians. (HP 10/17; WT 10/18)

After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. The IDF sends tanks, troops 2.5 mi. into area A around Jinin; reimposes tight closures on, places 24 hr. curfews on, and directs shells and heavy machine gun fire at residential areas of Azariyya, al-Bireh, Jinin, Nablus, Ramallah; deploys helicopters to hover over major Palestinian population centers; bars Arafat fr. using Gaza airport. Although the official PA news agency WAFA carries another appeal for a halt to armed attacks against Israel, the clashes continue at a high level. A Palestinian woman carrying a bomb is detained, disarmed at the Tel Aviv central bus depot. Palestinians fire a mortar at a Jewish settlement in Gaza, injuring 1 settler. Fearing massive protests against the 7/31 Nablus attack, Israel places age restrictions on Palestinians attending Friday prayers at al-Aqsa Mosque. Palestinian gunmen fatally shoot a suspected Palestinian collaborator in Bethlehem. PA officials say some 60 suspected collaborators have been arrested in Jinin. The IDF reinforces the blockade on Tulkarm, digging 3 trenches around the city; tightens closures on Jinin, Nablus; digs trenches around Tubas. Israeli-Palestinian clashes continue, leaving 1 Palestinian dead; a 2d Palestinian dies of injuries received earlier. After Palestinians fire 3 mortars at Gaza's Gadid settlement, causing no injuries, the IDF shells the PA naval headquarters, military intelligence headquarters in Gaza, killing 1 PSF doctor at the naval clinic, wounding 18 PSF mbrs., destroying the clinic and an ambulance. Citing the rare daylight strikes on occupied buildings, the PA again refuses to attend a U.S.-brokered security mtg. with Israeli officials (rescheduled fr. 4/9). Sharon asks Israelis questioning his security strategy to trust him, saying, "We know exactly what we're doing. I have a very clear plan. The plan will be executed, and security will be restored." The PA, the Organization of the Islamic Conference warn Sharon not to allow Jews access to the Haram al-Sharif/Temple Mount, saying it would be perceived as an attack on Islam and could precipitate a dangerous escalation in violence. 100 mbrs. of the Temple Mount Faithful, an ultranationalist Jewish group, attempt to force their way into the site but are blocked by Israeli police. In Washington, Bush receives King Abdallah, who urges the U.S. to become more involved in the peace process, to actively support the Jordanian-Egyptian nonpaper. Bush reiterates that the U.S. will not become more involved in the peace process, that Israel and the PA must take parallel, reciprocal steps to halt violence before negotiations can resume. In Taba, Israel, the PA end 6 days of talks; issue a joint statement saying they have made substantial progress on each of the issues discussed, they will not be able to finalize an agmt. by the 2/6 Israeli elections.
