The Arab League postpones its planned 11/9 meeting until after the 11/16–20 Eid al-Adha holiday to give ongoing U.S.-Israeli talks a final chance to reach an arrangement that would allow continuation of Israeli-Palestinian direct talks. (MNA 11/7; Foreign Policy 11/9)

Netanyahu arrives in the U.S. on a 5-day visit to attend the Jewish Federations of North America (JFNA) general assembly in New Orleans and consult with U.S. officials (excluding Obama, who left on 11/5 for a 10-day trip to South East Asia). On the sidelines of the JFNA assembly today, he meets with VP Joe Biden for talks that focus primarily on Iran (WP 11/9; WJW 11/11)

IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging for construction materials inside the industrial zone, wounding 1. IDF troops make a brief incursion into c. Gaza to level lands along the border fence e. of Gaza Valley village. In the West Bank, the IDF conducts a rare daytime house search nr. Jenin; patrols without incident 2 villages nr. Jenin during the day; conducts late-night arrest raids, house searches nr. U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Hebron guarded by IDF soldiers escort bulldozers to a nearby site where they begin laying the foundations for new homes at nearby Havat Maon outpost. Meanwhile, timed with the lifting of the settlement freeze, 9 Jewish activists depart Cyprus on a catamaran, hoping to break the blockade of Gaza to deliver a token shipment of medicine and water purification equipment. In the West Bank, unidentified Palestinian gunmen fire on 2 Jewish settler vehicles driving nr. Hebron, moderately wounding 1 Jewish settler; no group takes responsibility. The IDF sends troops into Azun village nr. Qalqilya to patrol streets, set up checkpoints, and check Palestinian IDs, arresting 1 Palestinian; seals an entrance to Marda village nr. Salfit; conducts late-night patrols in Jenin town and r.c., making no arrests; conducts late-night arrest raids, house searches nr. Jenin and Nablus. In Gaza, IDF troops on the s. Gaza border e. of Khan Yunis fire warning shots at Palestinians conducting a nonviolent protest march to the border fence to protest Israel’s imposition of a buffer zone, seriously wounding 1. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. IDF troops on the northeastern Gaza border fire 3 artillery shells into an open area e. of Jabaliya, causing no reported injuries. In the West Bank, the IDF escorts Jewish settlers into Kafr Haris village nr. Salfit late at night to conduct religious ceremonies; conducts late-night arrest raids, house searches nr. Jenin; conducts latenight patrols in Tulkarm without incident. Palestinians and international activists take part in weekly nonviolent demonstrations against land confiscation and settlement expansion nr. Karme Tzur settlement nr. Hebron and outside Beit Romano settlement in Hebron; the IDF fires rubbercoated steel bullets, tear gas, and stun grenades at the protesters, leaving 5 Palestinian injured (including 3 journalists), 10s suffering tear gas inhalation, 1 Palestinian cameraman under arrest, 1 international activist detained for questioning (later released). At least 10 Jewish settlers attack a Palestinian nr. the al-Ibrahimi Mosque/ Tomb of the Patriarchs in Hebron, moderately injuring him; IDF troops observe but only intervene to defend the settlers when Palestinians try to protect the injured man. Based on Israeli PM Benjamin Netanyahu’s 5/20 meeting with Mitchell (see 5/19) and a meeting today between Israeli and PA security officials, Israel announces plans to relax some restrictions on West Bank movement and access over the next 2 wks. as a goodwill gesture to support proximity talks. The promised moves include: removing 60 roadblocks (around 10% of total) across the West Bank, various steps to improve Palestinian tourism and trade, and lifting some restrictions on Israeli Palestinians access to the West Bank. In Gaza, around 20 armed Palestinians vandalize and set fire to an United Nations Relief and Works Agency (UNRWA) beachside summer camp for refugee children under construction w. of Gaza City, binding the caretaker and leaving him with a letter threatening UNRWA senior staff; Hamas denounces the attack; no group takes responsibility, but previously Islamist extremists have condemned UNRWA for corrupting Gazan youths by introducing them to activities they deem at odds with Islam. The Israeli navy fires on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging construction materials fr. former settlement sites nr. Bayt Lahiya, wounding 1 Palestinian. In the West Bank, the IDF conducts late-night arrest raids in and around Hebron and neighboring al-‘Arub refugee camp (r.c.), in Jenin and Qalqilya, nr. Jericho and Ramallah. Israel begins a 5-day nationwide civil defense exercise to test the preparedness of civilians, emergency services, local authorities in case of war. Netanyahu stresses that the drill does not mean Israel is expecting or planning a major security engagement. (NYT 5/24)

Arab League FMs meeting in Cairo at Palestinian request re-endorse plans to begin proximity talks but stress that the Palestinians should not move to direct negotiations until Israel stops all settlement construction beyond the 1967 borders. (NYT 5/2; WT 5/3)

The IDF fires rubber-coated steel bullets, tear gas at Palestinian, international activists staging a nonviolent march protesting Israel’s separation wall and settlement activity in Hebron (no serious injuries reported); conducts synchronized late-night house searches in 5 villages northeast and 1 village southwest of Jenin, making no arrests; conducts other latenight arrest raids, house searches in Tubas, nr. After the Arab League endorses the idea of indirect Israeli-Palestinian peace talks for a 4-mo. preliminary period, U.S. special envoy George Mitchell announces that he will head back to the region in several days to secure the formal agreement of Israel and the Palestinians to relaunch peace talks, suspended since Israel launched Operation Cast Lead (OCL) against Gaza in 12/08. In the West Bank, the IDF makes a late-night incursion into Beitunia w. of Ramallah, patrolling streets and firing rubber-coated steel bullets, tear gas at stone-throwing youths who confront them, causing no reported injuries; conducts late-night arrest raids, house searches in and around Jenin town and r.c., nr. Bethlehem and Ramallah. The IDF reports that it called off a raid on a West Bank village after a soldier posted the time and place of the planned operation on Facebook; the soldier was court-martialed and sentenced to 10 days in prison. Palestinians protesting Netanyahu’s 2/21 decision to add sites in Bethlehem and Hebron to Israel’s national heritage roster clash with IDF troop in Hebron; no serious injuries are reported. IDF troops conduct late-night arrest raids, house searches in al-Fara‘a r.c. s. of Tubas and nr. Hebron, Jenin, Nablus, Ramallah. In Gaza, the IDF makes a day-long incursion to level land along the n. Gaza border nr. Bayt Lahiya to clear lines of sight. Jewish settlers fr. Yitzhar settlement nr. Nablus uproot 45 Palestinian olive trees in nearby Burin village; the IDF imposes a curfew on the village while the settlers work. Palestinians report (PCHR 2/24) that in the previous wk. Israel’s Jerusalem planning comm. convened to discuss a plan to build 549 settlement housing units on 153 d. of Bayt Safafa land s. of Jerusalem as part of a 4-stage settlement expansion plan, though no decisions were taken; the plan (several parts of which were approved before Netanyahu declared a temporary settlement freeze in 11/09) is aimed at reinforcing the separation of Jerusalem from the s. In the West Bank, the IDF makes a late-night incursion into Qalqilya, patrolling streets and randomly checking IDs, making no arrests; conducts late-night arrest raids and house searches in al-‘Arub r.c., Bil‘in, al-Fawar r.c. nr. Hebron, Nablus and nearby ‘Ayn Bayt al-Ma’ r.c., as well as nr. Jenin, Jericho. Jewish settlers rally at the evacuated Homesh settlement site northwest of Nablus, throw stones at passing Palestinian vehicles, beat 1 local Palestinian farmer. Late in the evening, the IDF makes an incursion into n. Gaza to level land along the border fence n. of Bayt Lahiya to clear lines of sight; during the operation a “heavy explosion” and gunfire are heard; no casualties are reported and the IDF does not comment on the incident, suggesting that troops may have accidentally triggered an explosive device buried by Palestinian militants.
