In East Jerusalem, 3 Palestinians were arrested, including 2 during raids in Issawiyya, and 1 at the Haram al-Sharif compound. In Gaza, 1 rocket was launched at Israel, hitting 1 building; no injuries were reported. In Israel, some 2,500 people protested outside of Prime Minister Benjamin Netanyahu’s official residence demanding his resignation over the government’s handling of the COVID-19 pandemic, the economy, and his corruption cases. In the West Bank, Israeli forces shot and killed 1 Palestinian at a checkpoint east of Tulkarm; the man was allegedly throwing a Molotov cocktail at the Israeli forces. Israeli forces also clashed with Palestinians during a late-night raid in Jenin; 1 Palestinian was shot and injured in the stomach. Elsewhere, Israeli forces seized 1 bulldozer in Bayt Dajan. 7 Palestinians were arrested, including 6 during raids in Bayt Fajjar, Jenin, and Nablus, and 1 was arrested after he allegedly tried to stab 1 Israeli soldier at a checkpoint near Hebron. In East Jerusalem, 2 Palestinians were arrested in Issawiyya. In Gaza, 1 rocket was fired at Israel, landing in an open area, and Israel fired 1 missile at Gaza, causing damage near Rafah. Israeli forces also opened fire on agricultural lands east of al-Qarara; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of al-Sudaniyya refugee camp within the allowed fishing area; no injuries were reported. In the 1st installment of a 3-part interview with al-Arabiya TV, Saudi prince Bandar bin Sultan bin Abdulaziz, a former ambassador to the U.S., criticized the Palestinian leadership for its response to the UAE-Israel normalization deal which Prince Bandar called a “transgression” and “reprehensible.” He also said that “[t]he Palestinian cause is a just cause but its advocates are failures, and the Israeli cause is unjust but its advocates have proven to be successful. That sums up the events of the last 70 or 75 years . . . There is something that successive Palestinian leadership historically share in common: they always bet on the losing side, and that comes at a price.” (REU 10/5; HA 10/6)

In the West Bank, Israeli settlers burned 50 olive trees near al-Khadir. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 7 Palestinians with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also violently dispersed a rally in Nablus, injuring 3 Palestinians, including 2 who were hit by tear gas canisters and 1 by a rubber-coated bullet. 2 Palestinians were arrested, including 1 at a checkpoint near Jenin and 1 during a raid near Hebron; during a raid in Silat al-Harithiyya, Israeli forces seized $1,850 from a family, leading to confrontations with local Palestinians. In East Jerusalem, 4 Palestinians were arrested during raids in the Old City and Issawiyya. Off the coast of Gaza, Egyptian forces killed 2 Palestinian fishermen and wounded 1 other near the coast of Rafah; it was unclear why the Egyptian forces opened fire. In the West Bank, Israeli settlers vandalized several Palestinian-owned vehicles in Huwwara. Israeli forces wounded 2 Palestinians during a house arrest in Jenin refugee camp; the Israeli army said the 2 were injured by explosives used by Israeli forces to open their door, but Palestinian eyewitnesses said the 2 were shot by live ammunition and were in critical condition; after the 2 injuries, clashes between soldiers and Palestinians erupted in the camp. Israeli forces also clashed with Palestinians during a raid near Ramallah; tear-gas related injuries were reported. Elsewhere, Israeli forces opened fire on Palestinian workers trying to enter Israel near the separation wall south of Qalqilya, injuring 3 with rubber-coated bullets. Israeli authorities announced that Israel had seized the ancient Roman ruins of Dayr Samaan near Kafr al-Dik along with land totaling 6 dunams (1.5 acres). 1 Palestinian was arrested at a military checkpoint south of Jenin. In East Jerusalem, Israeli forces arrested 5 Palestinians, including 4 Waqf guards who were later released on condition of not returning to the Haram al-Sharif compound for 7 days, and 1 during a raid in Issawiyya. In the West Bank, Israeli forces demolished 8 structures in a bedouin village north of Ramallah and delivered demolition notices for 2 houses near Bethlehem. 11 Palestinians were arrested in and around Tulkarm, Jenin, Bethlehem, and Ramallah; during the raid in Tulkarm, 2 Palestinians were shot by Israeli forces using rubber-coated bullets; during the raid near Jenin, 1 Palestinian was shot by live ammunition. In East Jerusalem, 1 Palestinian-owned home was demolished in Silwan and 1 Palestinian family demolished their own home in Sur Bahir to avoid exorbitant Israeli demolition fees. 4 Palestinians were arrested. In Gaza, Hamas authorities initiated a 48-hour curfew after 4 members of the same family tested positive for the COVID-19 virus on 8/24; these were the 1st people to test positive in Gaza outside of designated quarantine facilities. Both PA president Mahmoud Abbas and PA prime minister Mohammed Shtayyeh met separately with the British foreign secretary Dominic Raab in Ramallah. President Abbas told Secretary Raab peace cannot be achieved by bypassing the Palestinians through normalization of relations with other Arab countries. (WAFA, WAFA 8/25)

Israeli defense minister Benny Gantz and the defense minister of the UAE Mohammed al-Bawardi spoke during a phone call where the 2 discussed shared security interests. (HA, REU 8/25)

U.S. secretary of state Mike Pompeo spoke to the Republican National Convention from Jerusalem while on an official trip to the Middle East. Secretary Pompeo’s performance at the Republican National Convention was a violation of the Hatch Act and a congressional investigation was initiated shortly after his speech was broadcasted. In his speech, Pompeo touted U.S. president Donald Trump’s decision to move the U.S. embassy to Jerusalem, saying “this very city of God, Jerusalem, the rightful capital of the Jewish homeland.” Secretary Pompeo also met with the prime minister of Sudan Abdalla Hamdok to discuss normalizing ties between Sudan and Israel, among other issues. The director of UNRWA affairs in Gaza, Matthias Schmale, called on Israel to start allowing fuel into Gaza as Gaza’s only power plant had remained closed for 1 week due to lack of fuel as Israel blocked the entrance of fuel to Gaza. (WAFA 8/25)

In the West Bank, Israeli forces arrested 8 Palestinians during late-night raids in and around Jenin, Tubas, Nablus, Jericho, and Bethlehem. In East Jerusalem, 1 Palestinian was shot and injured during a confrontation with Israeli forces that was sparked by a demolition of a 5-story Palestinian-owned building in Jabal Mukabir. In Gaza, incendiary balloons were sent toward Israel from Gaza, causing fires, and 1 rocket was launched at Israel. Israel fired missiles at Gaza near Rafah, Gaza City, Bayt Hanun, and Bayt Lahiya, causing damage; no injuries were reported. The Gaza power plant stopped producing electricity as Israel stopped all deliveries of fuel to Gaza on 8/13. Palestinians in Gaza only have between 3-4 hours of electricity a day, as opposed to 8-12 hours, because of the power plant closure. (AJ, HA, REU, WAFA 8/18)

Secretary general of the PLO Saeb Erakat attacked the Arab League and the Organization of Islamic Cooperation for not condemning the UAE’s move toward normalization, violating the Arab countries’ consensus of not making agreements with Israel until Israel and Palestinians have negotiated a peace agreement. PA president Mahmoud Abbas called the UAE-Israel deal nonsense and said that the UAE “have turned their backs on everything: the rights of the Palestinian people, the Palestinian state, the two-state solution, and the holy city of Jerusalem.” At the meeting, attended by officials from Hamas and Islamic Jihad, Abbas praised the steps toward Palestinian organizational unity. Israeli prime minister Benjamin Netanyahu denied reports that Israel would support U.S. sales of advanced weapons to the UAE as part of the normalization deal between the 2 countries. A spokesperson for the Sudanese foreign ministry said that Sudan is looking at normalizing relations with Israel; however, after Prime Minister Netanyahu welcomed the news and said the dialogue had been going on since 2/2020, the Sudanese foreign ministry walked back the announcement, saying that normalization had not been discussed. The prime minister of Pakistan Imran Khan said that Pakistan would not recognize Israel until the establishment of a Palestinian state acceptable to Palestinians. (HA, HA, REU 8/18; AJ 8/20)

Palestinians in Gaza, East Jerusalem, and the West Bank protested against the UAE’s decision to normalize its ties with Israel. In the West Bank, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 3 Palestinians using rubber-coated bullets and 1 with a tear gas canister to his head. Israeli forces and Palestinians also clashed west of Ramallah with young Palestinians throwing stones and Israeli forces firing live ammunition, rubber-coated bullets, and tear gas; 2 Palestinians were injured by rubber-coated bullets. 7 Palestinians were arrested during late-night raids in and around Nablus, Jenin, Tulkarm, al-‘Amari refugee camp, and Bethlehem. In East Jerusalem, 1 Palestinian family demolished their own home under construction in Silwan. In Gaza, Israel fired missiles and shells at Gaza City, Khan Yunis, and Rafah, causing extensive damage to 7 houses and minor injuries to 4 Palestinians; incendiary balloons were launched from Gaza toward Israel. It was reported that Israeli defense minister Benny Gantz had decided not to allow Qatari aid to enter Gaza as collective punishment for the incendiary balloons landing in Israel. Gantz has also ordered a halt of fuel transfers to Gaza and halved the fishing zone. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen, injuring 1 with a rubber-coated bullet. In Israel, Israeli police violently dispersed Palestinian protesters in Jaffa demonstrating against the impending demolition of an 18th century Muslim cemetery. PA president Mahmoud Abbas and chairman of the Hamas politburo Ismail Haniyeh spoke via phone. According to WAFA, Haniyeh expressed Hamas’s support for a collective Palestinian movement. (WAFA 8/13)

Turkish president Recep Tayyip Erdoğan said that Turkey is considering suspending its diplomatic ties with the UAE in light of the UAE’s decision to establish ties with Israel. Oman called the UAE’s decision “historic.” (HA, REU, WAFA 8/14; AJ 8/15)

U.S. congresswoman Betty McCollum (D-MN) introduced a bill co-sponsored by 6 other members of the house which seeks to prohibit U.S. funding for areas annexed by Israel. (WAFA 8/17)

The U.S. lost a bid at the UN Security Council to extend an arms embargo on Iran. 11 members abstained, Iran and China opposed, and the U.S. and the Dominican Republic were the only members voting in favor. In the West Bank, Israeli forces demolished parts of a settlement outpost near the Yitzhar settlement. During the demolition, Israeli settlers attacked the Israeli forces, wounding 1. Israeli settlers closed a road between Nablus and Qalqilya and threw stones at Palestinian vehicles. Israeli forces razed Palestinian-owned land in Yasuf and east of Salfit. 8 Palestinians were arrested during late-night raids in and around Ramallah, Tulkarm, Jenin, and Bethlehem. In East Jerusalem, Israeli forces razed land and 1 Palestinian family started demolishing their own home in Jabal Mukabir. 4 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, Israel fired missiles at Gaza City, Rafah, and al-Bureij, causing damage and incendiary balloons from Gaza landing in Israel. Israeli forces also opened fire at agricultural lands east of Bayt Hanun; no injuries were reported. Israel announced that it had reduced the Gaza fishing zone to 8 nautical miles from 15 at its maximum as collective punishment for incendiary balloons landing in Israel. In East Jerusalem, 2 Palestinians were arrested during raids in Ras al-Amud and the Old City. In Gaza, 1 rocket was fired at Israel; shrapnel from the rocket, which was intercepted, damaged 1 car in Sderot. Israeli forces subsequently fired rockets at a cement production facility and underground infrastructure near Khan Yunis and Rafah; no injuries were reported. Hamas called the Israeli rockets a “clear message of escalation.” Israeli forces also fired live ammunition at agricultural lands east of Khuza‘a; no injuries were reported. 3 Israeli border police officers were arrested on suspicion of assaulting Palestinians and armed robbery on 8 different occasions over a number of months at the Meitar checkpoint south of Hebron. (HA 8/3)

Israeli army officials said Israel had struck targets and probably killed 4 people in Syria after suspecting a group planted explosives near the Israeli-occupied Golan Heights. (REU 8/2; AJ, HA, HA 8/3)

In the West Bank, Israeli settlers set fire to a mosque and wrote racist graffiti on walls in al-Bireh. Israeli forces razed Palestinian farmland to expand an Israeli settlement near Burqin. Elsewhere, Israeli forces seized 4 animal barns in Nahalin. 11 Palestinians were arrested, including 9 during late-night raids in and around Anata, Hebron, Shu‘fat, and Jenin; 2 were arrested at a military checkpoint near Nablus. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The Lebanese prime minister Hassan Diab later said that Israel’s conduct was a dangerous military escalation in violation of Lebanese sovereignty. (REU, REU 7/27; AJ, HA, HA, HA, REU 7/28)

The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Jewish Voice for Peace called the platform “wildly out of touch with the Democratic base.” (HA 7/27; JVP Action 7/28; WAFA 7/29)

The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel. In the West Bank, Palestinians clashed with Israeli soldiers in Hebron, leading to tear-gas related injuries. Israeli forces also seized 4 trucks, claiming they were carrying stolen water from a water pipe near Hebron. Elsewhere, Israeli forces seized 2 excavators near Nablus. 7 Palestinians were arrested during late-night raids in and around Jenin, Tulkarm, al-Fawar refugee camp, and Hebron. In East Jerusalem, 2 Palestinian families demolished their own houses under construction in al-Tur to avoid exorbitant Israeli demolition fees. 1 Palestinian was arrested during a raid in Issawiyya. In Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles off the coast west of Bayt Lahiya; no injuries were reported. The secretary-general of the Fatah Central Committee Jibril Rajub and the head of the Hamas political bureau Salah al-Arouri held a joint press conference formulating a plan of action to counter Israeli plans to annex parts of the West Bank. The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s defense minister Benny Gantz neither denied nor confirmed Israel’s involvement, saying “[n]ot every incident that transpires in Iran necessarily has something to do with us.” (AJ 7/2; AJ 7/3; AJ, REU, REU 7/5; HA 7/11)

In the West Bank, Israeli settlers razed Palestinian-owned tracts of land in Qusra, using bulldozers. 8 Palestinians were arrested, including 5 during late-night raids in and around Tulkarm, al-Bireh, Jenin, and Jericho; 3, all minors, were arrested after allegedly throwing stones at Israeli forces near Qalqilya. In East Jerusalem, 3 were arrested during late-night raids in the Old City. In the West Bank, Israeli forces attacked Palestinian protesters throwing stones in Kafr Qaddum by using a bulldozer to push large stones downhill toward the protesters, 1 Palestinian was hospitalized after being hit by 1 of the stones. Israeli forces also violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Beita, Nablus, Jenin, Qalqilya, al-Fawar refugee camp, and Bil‘in, leading to tear-gas related injuries. Israeli armed settlers attacked Palestinians in al-‘Awja, injuring 2 Palestinians who were taken to a hospital in Jericho. Israeli settlers also toured 2 Palestinian villages near Tubas; before the settlers arrived, Israeli forces had sealed off a main checkpoint in the area to prevent the movement of Palestinians. Qatar announced that it would increase its aid to Gaza by $15 million after a meeting between Hamas leader Yahya Sinwar and Qatari envoy Mohammed al-Emadi. Part of the aid package provides some 120,000 Palestinian families in Gaza $100 by the end of February and $24 million would be spent on building a new hospital in Rafah. (HA 2/22)

In the West Bank, Israeli forces razed land in Burin and chased Palestinian shepherds from their land in the northern part of the Jordan Valley. Israeli settlers razed Palestinian farmland in Yasuf village. 8 Palestinians were arrested during raids in and around Bethlehem, Hebron, and Jenin. In East Jerusalem, 3 Palestinian minors were arrested in Silwan. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Rafah; no injuries were reported. In the West Bank, 1 Palestinian prisoner stabbed and lightly wounded an Israeli warden at Ofer Prison. Israeli forces also violently dispersed Palestinians protesting against the U.S. administration’s peace plan in and around Qalqilya and Tulkarm, leading to tear-gas related injuries. 18 Palestinians were arrested during late-night raids in and around Ramallah, Qalandia, Bethlehem, Hebron, Nablus, Qalqilya, and Jenin. In East Jerusalem, 1 Palestinian was arrested. Off the coast of Gaza, Israeli naval forces arrested 3 Palestinian fishermen off the shore of Dayr al-Balah within the allowed fishing area; their fishing boat was also confiscated. Separately, Israeli naval forces opened fire and sprayed skunk water on fishermen west of Rafah. The PA minister of agriculture announced that the PA had decided to ban entry of Israeli products to the Palestinian market. The decision comes a day after Israel started banning imports of agricultural products from the West Bank. (WAFA 2/3)

The Organization of Islamic Cooperation issued a statement after an extraordinary summit in Jeddah calling “on all member states not to engage with this plan [the U.S. administration’s peace plan] or to cooperate with the U.S. administration in implementing it in any form.” (HA, WAFA 2/3)

In the West Bank, Israeli forces arrested 5 Palestinians during late-night raids in and around Jenin. Israeli forces also delivered punitive demolition notices to 3 families of alleged attackers in the Ramallah area. Elsewhere, Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, causing tear-gas related injuries, and clashed with Palestinians in al-‘Arub refugee camp, leading to tear-gas related injuries.
