B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors. The Jordanian Detainees Committee in Saudi Arabia said that a Saudi court had reduced the sentence of former Hamas official Mohammad al-Khodari from 15 years to 3 years in prison. Al-Khodari was 1 of some 60 Jordanian and Palestinian nationals to receive sentences by Saudi Arabia earlier this year for an affiliation with Hamas or other resistance groups. (MEMO 12/29)

PA president Mahmoud Abbas met with Israeli defense minister Benny Gantz at Gantz’s residence in Rosh Ha’ayin. The 2.5-hour-long meeting was attended by Israel’s coordinator of government activities in the territories Rassan Aliyan, PA civil affairs minister Hussein al-Sheikh, and head of PA security service Majed Faraj. Civil Affairs Minister al-Sheikh said the 2 sides spoke of a political horizon while Defense Minister Gantz tweeted that the meeting was about economic and civic measures and security coordination. An Israeli statement said Israel had agreed to register 6,000 Palestinians living in the West Bank and 3,500 living in Gaza, give the PA a $32-million advance on its tax income, and grant more business permits and VIP passes for the PA. Israeli and Palestinian officials said that President Abbas demanded more action against settler violence and the revocation of terror designations for 6 Palestinian rights organizations. It was President Abbas’s 1st meeting with an Israeli official in Israel since 2010. Elsewhere, Israeli settlers with military escort marched to the Homesh settlement outpost, leading to clashes between Israeli forces and Palestinian protests; 42 Palestinians were injured with rubber-coated bullets and 83 suffered tear-gas suffocation. Israeli settlers also uprooted 60 olive trees in Yatta and 300 olive tree saplings in Tarqumiyah. At the UN, 125 countries voted to support the UN Human Rights Council’s investigation of Israel’s assault on Gaza in May. Haaretz reported that the Israeli company Candiru’s spyware had been purchased by Saudi Arabia, Spain, Israel (for the Shin Bet), Singapore, the UAE, and Germany, and had been used to target people in Catalonia, Lebanon, Yemen, the occupied Palestinian territories, Singapore, Iran, Armenia, and Turkey. It was also reported by the Guardian that NSO Group’s Pegasus spyware was found on jailed Indian dissident activist Rona Wilson’s phone. (AP, GDN, HA, HA 12/17)

The UN general assembly voted 156 for, 7 against, and 15 abstaining on a draft resolution confirming the rights of Palestinians over their natural resources in the occupied territories and the rights of the native population of their resources in the occupied Golan Heights. The resolution also called on Israel to stop exploiting the resources of the territories it occupies. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. In the West Bank, Israeli settlers attacked Palestinian property in Jalud, vandalizing 1 car and trees, and stealing a generator and construction material. Israeli forces demolished 4 residential structures, 1 agricultural structure, and 1 stone oven in al-Fakhit and al-Markaz, displacing 10. 6 Palestinians were arrested during late-night raids in Nablus, Jenin, Abu Dis, and Qalqilya. In East Jerusalem, Israeli forces demolished parts of a Palestinian-owned house in al-Walaja. 7 Palestinians were arrested during raids in Shu‘fat refugee camp and Isawiya. B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The report found that Israel only investigated “exceptional” cases and that only 1 soldier was convicted for wrongdoing and received a suspended sentence and demotion. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. U.S. secretary of state Antony Blinken spoke to Israeli prime minister Naftali Bennett in a phone call. The official readout provided by the Department of State said the 2 spoke about COVID-19, Iran, and U.S. opposition to Israeli settlement activity. According to sources speaking to Haaretz, the call was primarily aimed at getting Israel to drop plans to build a new settlement at the Qalandia Airport, called Atarot airport by Israel. Officials from Iran, China, France, Germany, Russia, and the UK met in Vienna for the 1st day of new talks to find an agreement between Iran and the U.S. after the U.S. left it during the Trump administration. The Israeli state prosecutor’s office urged the Jerusalem district court to uphold a ban barring Palestinian applicants for family reunification, despite the law having expired in July. The state prosecutor’s office said that the expiration of the ban is only temporary. (HA 11/15)

It was reported that Israel’s defense minister Benny Gantz had asked the U.S. to pressure European and Arab countries to increase their aid to the PA, fearing that the PA might financially collapse soon. The request was reportedly made ahead of the Ad Hoc Liaison Committee on 11/17. (HA 11/15)

The PA foreign ministry said that NSO Group’s Pegasus spyware was detected on phones belonging to 3 Palestinian officials working on preparing material for the ICC in the case against Israel. The foreign ministry did not name the organization that had detected the spyware, but said it was a professional Palestinian institution. Palestinian politician, nephew of Yasir Arafat, and former chairman of the Arafat Foundation Nasser al-Kidwa charged PA president Mahmoud Abbas with destroying the Arafat Foundation in an advance statement for the anniversary of Arafat’s death. Israel claimed to have new evidence against the 6 Palestinian rights organizations recently deemed terrorist organizations by the state, based on a plea deal from a Spanish citizen who worked for Health Work Committee, which is not 1 of the 6 rights organizations in question. According to the indictment, some money raised by the woman was transferred to the PFLP without her knowledge. A bipartisan group of House representatives and senators led by Chris Coons (D-DE) also met with Prime Minister Bennett and PA prime minister Shtayyeh. The U.S. Biden administration reverted to the voting pattern of the Obama administration on UNGA resolutions pertaining to UNRWA. The U.S., Cameroon, Canada, the Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, and Uruguay abstained on 1 resolution in support of Palestinian refugees’ right of return, while Israel was the only country that voted against. The U.S. and Israel were the only 2 countries to vote against a resolution calling for Israel to end its occupation of the Golan Heights. PA prime minister Mohammed Shtayyeh said during a cabinet meeting that the PA had only received 10% of the usual contributions to its economy that it receives from foreign donors, leading to a very difficult financial situation. Florida’s boycott of the Ben & Jerry’s ice cream company’s parent company Unilever went into effect after a 90-day period given to the company to reverse Ben & Jerry’s decision to stop selling ice cream in West Bank settlements and to end its franchise agreement in Israel. Hamas and Fatah officials told Haaretz that the U.S. and Egypt are encouraging the 2 Palestinian parties to form a unity government. The officials who talked to Haaretz said such an outcome was unlikely. According to Palestinian politicians in the West Bank, PA president Mahmoud Abbas told U.S. deputy assistant secretary of state for Israeli and Palestinian affairs Hady Amr that he potentially would agree to a unity government with Hamas officials, but that it could not be made up by technocrats. German chancellor Angela Merkel met with Israeli prime minister Naftali Bennett in Jerusalem. During a joint press conference, Prime Minister Bennett said that Israel was not ignoring its conflict with Palestinians but said that “we’ve learned from experience that a Palestinian state would highly likely mean a terror state a seven-minute [drive] from my own home, and from just about any place in Israel.” Chancellor Merkel told Bennett that she supports Israel despite the Israeli government’s opposition to a 2-state solution. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. Foreign Minister Lapid also criticized the way the U.S. withdrew from Afghanistan. The Israeli government gave its initial approval for the construction of more than 2,000 new settlement units in the West Bank and 863 housing units for Palestinian villages in Area C, including 150 units in Ma‘asara, 270 in Bir al-Basha, 223 in al-Masqufa, 160 in Khirbet ‘Aaba, and 50 in Khirbet Zakariya. Of the advanced settlement expansion plans, 908 are expected to get final approval next week, including 58 in Beit El, 285 in Har Brakha, and 105 in Alon Shvut. An Israeli official told Haaretz that the move was a “calculated risk” made by the government vis-à-vis the U.S. Biden administration. The Meretz party wrote a letter to Israeli defense minister Benny Gantz, calling the decision to expand Israeli settlements “a dangerous move.” The U.S. later criticized Israel’s decision to expand Israeli settlements, on 8/13, saying that settlement activity is an obstacle to a 2-state solution. IDF chief of staff Aviv Kochavi said the Israeli army will take harsher measures against Israeli soldiers who do not follow regulations, in response to the killing of 40 Palestinians by Israeli forces in the West Bank since May. The statement came after Chief of Staff Kochavi met with senior staff of the Israeli central command on 8/8 and urged them to take steps to reduce lethal shootings. Kochavi said the military will back soldiers who make mistakes in their judgements in relation to lethal shootings, but not if the soldiers act reckless. (HA 8/12)

Israel’s police commissioner Kobi Shabtai inaugurated a new police department focused on combatting crime in Palestinian Israeli communities, which seeks to increase the number of Palestinian Israeli police officers by 300%. 69 Palestinian citizens of Israel have been killed in Israel since 2021 and only 23% of the cases have been solved, whereas 71% of the cases involving Jewish Israelis have been solved by Israeli police. Israeli foreign minister Yair Lapid visited Morocco to meet with his Moroccan counterpart and open the new Israeli mission to Morocco as part of the 2 countries’ normalization deal. The 2 foreign ministers signed cooperation agreements related to air travel, culture, sports, and youth. Foreign Minister Lapid said the 2 countries would open mutual embassies within 2 months. The leader of the PJD party in Morocco condemned the decision to establish full diplomatic relations with Israel. Part of the 2 countries’ normalization deal was for the U.S. to recognize Moroccan sovereignty over the Western Sahara during the Trump administration, a controversial recognition that the Biden administration has not reversed. Human Rights Watch (HRW) said its investigation into the events of the Israeli assault on Gaza in May, dubbed Operation Guardians of the Wall, had showed that Hamas’s rockets fired at Israel “violated the laws of war and amount to war crimes.” HRW also said that Hamas’s rockets had killed 12 civilians in Israel and a misfired rocket had killed 7 Palestinians in Gaza. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. The Israeli supreme court proposed that Palestinian residents under threat of eviction in Sheikh Jarrah become “protected residents” in what it considered a compromise. The proposition would allow the Palestinians to live in their homes in return for paying a rent fee to the settler organization, Nahalat Shimon, which claims to have acquired their property. The Palestinians agreed to the proposal but refused to accept the Nahalat Shimon’s demand that the families recognize its ownership of their properties, resulting in a stalemate. The court did not set a new date for the next hearing. Haaretz reported that Israeli officials had asked the Biden administration to put pressure on the Palestinian residents to agree to the compromise. The Jordanian government submitted documents to the court from before the 1967Day War, showing that the Jordanian government was in the process of registering the properties to their Palestinian residents, which was disrupted by the Israeli assault on its neighboring countries. U.S. state department spokesperson Ned Price later said that the U.S. is opposed to the plans to evict Palestinians from East Jerusalem, but that proposal from the supreme court is for the parties involved to consider. The PA said that it and Qatar had agreed to a mechanism to transfer Qatari funds to Gaza. More than 100,000 Palestinians in Gaza will receive ATM cards with around $100, which can be withdrawn in Gaza. Hamas had previously agreed to have the PA supervise the transfer of the Qatari funds. Israel’s cabinet approved its 1st budget in 3 years; the Knesset will still have to approve it before it is implemented. A vote is expected to occur in November. Ra’am’s demands for a significant increase in spending for Palestinian Israeli communities was approved with $16 billion earmarked for advances, as opposed to the previous $5 billion under the Netanyahu government. Israeli forces also installed a metal gate at the entrance to Jabal al-Fardi east of Bethlehem, restricting the movement of Palestinians. 4 Palestinians were arrested, including 3 during late-night raids in and around Bani Na‘im and Hebron, and 1 was arrested at a checkpoint near Jenin. In the West Bank, Israeli forces shot and killed 1 11-year-old boy near Beit Umar who was sitting in his father’s car; according to the family, the child’s father decided to turn his car around after seeing a flying checkpoint near the city, when the Israeli forces fired 13 bullets at the car. Israeli forces also violently dispersed Palestinian protesters near the Evyatar settlement outpost, injuring 8 with rubber-coated bullets and others with tear gas. Elsewhere, Israeli forces delivered demolition orders against 1 water well and 1 agricultural structure in al-Fakheit in the Masafer Yatta area. 11 Palestinians were arrested during late-night raids in and around Bethlehem, Hebron, and Jenin refugee camp. The Israeli ministry of defense said it had informed the PA that it would increase the number of work permits for Palestinians by 16,000. 15,000 of the permits would be for construction work and 1,000 would be for work in hospitality. PA prime minister Mohammed Shtayyeh met with EU envoy for the Middle East peace process Sven Koopmans in Ramallah, where he called for a revival of the peace process under the auspices of the Quartet on the Middle East. PA health minister and head of the PA environmental quality authority Mai al-Kaila and Jamil Matour met with the Israeli health and environmental protection ministers Nitzan Horowitz and Tamar Zandberg, both of the Meretz (Vigor) party, in Jerusalem to discuss cooperation on health and environmental issues. The agreements reached included direct ambulance service from Gaza to the West Bank via the Beit Hanun crossing, easing restrictions on Palestinian medical teams accessing East Jerusalem and Area C, and for Israel to accept vaccination certificates produced by the PA. The meeting was arranged by Israel’s minister of regional cooperation Issawi Frej upon the request of the U.S. The last time PA and Israeli ministers met was in 2018 when PA prime minister Rami Hamdallah met with Israeli finance minister Moshe Kahlon. In a briefing at the UN security council, the deputy special coordinator for the Middle East peace process Lynn Hastings said that the UNRWA was facing “an imminent cash flow crisis” amounting to $100 million. In the West Bank, Israeli settlers with military escort toured Joseph’s Tomb in Nablus; 5 Palestinians were injured by rubber-coated bullets and others by tear gas as Israeli forces violently dispersed Palestinians protesting the incursion. Israeli forces shot and killed 1 41-year-old Palestinian plumber who was returning home from work near Beita; the Israeli military said it would investigate why the man was killed as Israeli forces initially reported that he was advancing toward Israeli soldiers with an iron bar. Israeli forces subsequently injured 1 with live ammunition, 19 with rubber-coated bullets, and 72 with tear gas as they violently dispersed Palestinians protesting the killing of the man. Israeli forces also violently dispersed a protest in ‘Ain al-Hilweh against the creation of a settlement outpost, injuring 4 with pepper spray, and 1 was arrested. 3 others were arrested during late-night raids in Beit Fajjar and Jenin. In East Jerusalem, 1 Palestinian started demolishing part of his house in al-Tur. 3 Palestinians were arrested in the Old City and Sheikh Jarrah. The AP reported that PA president Mahmoud Abbas had fired the director of Ramallah’s national library Ehab Bseiso on 6/27 because of Bseiso’s criticism of the killing of Nizar Banat by PA forces on 6/24. PA forces also shut the office of J-Media in Ramallah. The director of J-Media Alaa al-Rimawi was previously arrested by PA forces after he gave a sermon at Banat’s funeral. The Jerusalem Post reported that the Israeli government will not evict Palestinians living in Sheikh Jarrah for the time being if the high court of justice rules the evictions permissible on 8/2. According to a government official, the government is concerned about the optics given the international campaign and general opposition to the forced expulsions of Palestinians from East Jerusalem and the potential for causing a situation akin to the escalation of tensions between Gaza and Israel in May. The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. In the West Bank, Israeli settlers stormed Burin, throwing stones at Palestinian homes, causing damage. Israeli forces demolished a blacksmith shop, a carpentry shop, a car repair shop, a car wash, and a food store in Haris, an agricultural pond near Bardala, and 1 wall in Bani Na‘im. Israeli forces also seized 1 caravan serving as a medical clinic east of Yatta. 5 Palestinians were arrested, including 4 during late-night raids in Hebron and Jenin and 1 at a checkpoint in near the Gush Etzion settlement bloc; during the raids in Jenin, Israeli forces shot and injured, with live ammunition, 6 Palestinians protesting the incursion. In East Jerusalem, 3 Palestinian families demolished their own homes in Silwan and Jabal Mukaber. 1 Palestinian was arrested during a house raid in Isawiya. Israel prevented the political prisoner Khalida Jarrar from attending her daughter’s funeral after appeals from different parts of Palestinian and Israeli society, including 2 Palestinian-Israeli lawmakers in the Knesset. Israel’s foreign minister Yair Lapid met with 26 foreign ministers from EU countries in Brussels. During the meeting, Foreign Minister Lapid told his EU counterparts that he supports a 2-state solution but that he believes it is unfeasible. Lapid also said that he is for improving the lives of Palestinians by building their economy. Former Jordanian finance minister and royal court official Bassem Awadallah and Sharif Hasan bin Zaid, a member of the royal family, were sentenced to 15 years in prison for sedition and incitement against the Jordanian king Abdullah II. The Israeli government and settlers in the settlement outpost Evyatar agreed to a compromise where the settlers would leave the outpost in exchange for Israel establishing a military post there, re-examine if Israel can legalize the outpost allowing the Israeli settlers to return, while leaving all structures intact. Palestinians from nearby Beita and Yatma have protested near the settlement outpost on a near-daily basis since it was established on 5/3. The Palestinian owners of the land had petitioned the Israeli attorney general not to allow the compromise deal between the Israeli government and the settlers. The PA justice minister Mohammed al-Shalaldeh said the medical report about the death of Nizar Banat on 6/24 confirmed that he was subject to physical violence before his death. Banat died shortly after being arrested by PA security forces at his home; he was said to have been beaten by the forces with metal rods. Banat’s family called his death an assassination by the PA forces in order to quell his critique of the PA government. (AJ 7/1)
