Elsewhere, Israeli settlers destroy water pipes in Susiya. Israeli forces shoot and injure 4 Palestinians, uproot streets, and bomb a home in Jenin refugee camp. Israeli forces also raid Tuqu’, causing tear-gas related injuries. Elsewhere, Israeli forces raze land in Husan for the second day in a row. Israeli forces also arrest 26 Palestinians, including 2 who were released during the prisoner exchange in November 2023 and 6 children, during raids and around Abud, Ramallah, Hebron, Tulkarm, Bethlehem, Nablus, and Jenin. In East Jerusalem, Israeli forces demolish an 8-story residential building under construction in Bayt Hanina. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Dayr a-Balah, killing at least 103 people. 18 people are evacuated from the Nasser Hospital, 118 patients are still inside the hospital. More than 29,195 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,170 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 393 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 100 children. More than 4,522 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. UNOCHA releases a report saying that Palestinians in the West Bank were prevented from harvesting olives in more than 96,000 dunams (23,622 acres) of land due to Israeli restrictions during the 2023 harvesting season. Palestinians suffered a loss of $10 million from not being able to harvest olives. The report also notes that there were 113 incidents of Israeli settlers attacking Palestinians harvesting olives and stealing their crops between September and November. (UNOCHA 2/20; AJ 2/21)

The Israeli Justice Ministry is investigating 3 Israeli police officers who are suspected of sexually assaulting a man they arrested at the Hizma checkpoint in late December 2023. The unnamed victim told an Israeli court that the police officers “stuck whatever they had in the car into my anus.” A sexual assault examination conducted by the Institute for Forensic Medicine found that he had been sexually assaulted. Israeli military chief of staff Herzl Halevi calls on Israeli military officers to “distinguish between terrorist and non-terrorist, not to take anything that is not ours – a souvenir or military item – and not to film revenge videos . . . We are not on a killing spree, revenge or genocide . . . We will not make a mistake and allow it to achieve anything in the international arena.” +972 Magazine and Local Call reports that Israeli soldiers are stealing Palestinian property in Gaza with the blessing of their commanders. Hamas political leader Ismail Haniyeh travels to Egypt for ceasefire negotiations. Hamas spokesperson Osama Hamdan says the U.S. veto of a ceasefire resolution at the UN Security council (see below) shows the U.S. is an accomplice to Israeli crimes. UNRWA commissioner-general Philippe Lazzarini says Israel has not presented any evidence to back its allegation against UNRWA employees despite repeated calls for Israel to cooperate with the UN in its investigation. (AJ, HA 2/20)

At the UN Security Council, the U.S. vetoes an Algerian draft resolution demanding an immediate ceasefire. The UK abstains, while the 13 other members vote in favor. U.S. ambassador to the UN Linda Thomas-Greenfield calls the resolution “wishful and irresponsible.” The U.S. has offered its own draft resolution calling for a temporary ceasefire as soon as it is practical, but the resolution was not formally presented for a vote. PA ambassador to the UN Riyad Mansour calls the U.S. veto “absolutely reckless and dangerous.” The PA Presidency condemns the veto, saying U.S. support for Israel makes it “a partner in the crime of genocide, ethnic cleansing, and war crimes.” France, Jordan, Oman, Kuwait, the OIC, and Saudi Arabia say they regret that a ceasefire resolution could not be adopted. On the second day of the ICJ hearings on the legality of the Israeli occupation of Palestinian territories, South Africa says the occupation is “inherently and fundamentally illegal,” that Israeli apartheid is even more extreme than that in South Africa, and calls Israel’s occupation settler colonialism. Algeria, Saudi Arabia, the Netherlands, Bangladesh, Belgium, Belize, Bolivia, Brazil, and Chile also deliver statements on the question of Israel’s occupation. UK crown prince William says in a statement after visiting the UK Red Cross headquarters that “[s]ometimes, it is only when faced with the sheer scale of human suffering that the importance of permanent peace is brought home,” adding that “too many have been killed” in Gaza. In the West Bank, Israeli settlers shot and injured 2 Palestinian children, aged 12 and 14, in Deir Qadis. Israeli settlers with a military escort also raided Wadi Qelt, storming 5 homes and intimidating residents. Elsewhere, Israeli settlers destroyed water pipes leading to 3 villages in the Masafer Yatta area. Israeli forces shot and killed a Palestinian during a raid in Qalqilya. Israeli forces also assaulted Palestinians in Hizma. Elsewhere, Israeli forces violently dispersed Palestinians in al-Arroub refugee camp, causing tear-gas related injuries. Israeli forces seized a vehicle in Halawa. At least 60 Palestinians were arrested during raids in and around Hebron, Bethlehem, Jericho, Ramallah, Nablus, and Jenin. In East Jerusalem, Israeli forces demolished an apartment on the third floor of an apartment building in Sur Baher. Israeli forces raided the home of al-Aqsa Mosque preacher Sheikh Ikrimah Sabri in Silwan, issuing a demolition notice for the 5-story building he lives in. Israeli authorities forced a Palestinian family to demolish their own home in Sur Baher. In Gaza, Israeli forces killed around 316 Palestinians and wounded more than 664 others during airstrikes on Rafah, al-Bureij, Dayr al-Balah, Gaza City, Jabalia refugee camp, Khan Yunis and Faluja, including Islamic University of Gaza president Sufyan Tayeh and his family in Faluja. Israeli forces also targeted the Kamal Adwan Hospital, killing 4 people. Israel said it had started to move its ground invasion to southern Gaza and told Palestinians in 20% of Khan Yunis to evacuate to al-Mawasi and Rafah. Israel also said its forces assassinated the commander of Hamas’ al-Shati Brigades. 3 Israeli soldiers were killed. Rockets were fired at Israel, hitting 2 buildings in Sderot; no injuries were reported. In Lebanon, militants fired anti-tank missiles at Israeli forces, injuring 11 soldiers and a civilian. Israel said it attacked several targets in Lebanon. In Syria, Israeli forces fired artillery at southern Syria, saying a rocket was fired at Israel. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 80 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.8 million Palestinians, nearly 80% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. The Red Crescent said increased Israeli attacks on southern Gaza have made it much more difficult to deliver aid. Shin Bet director Ronen Bar said the Israeli cabinet had discussed assassinating leaders of Hamas “in Gaza, the Palestinian territories, in Lebanon, in Turkey, and in Qatar,” calling it “our Munich.” A Turkish intelligence official said there would be “serious consequences” if Israel kills Palestinians in Turkey. Military chief of staff Herzl Halevy said Israeli forces would fight in southern Gaza “as we did strongly and thoroughly in the northern part.” Israel also claimed to have found 800 tunnel shafts in Gaza. Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani said Qatar calls for an “immediate, comprehensive, and impartial international investigation” into Israel’s attacks in Gaza and that his country continues to work toward another ceasefire. (AJ 12/3)

The U.S. said that an American warship and several commercial ships were attacked in the Red Sea. Yemen’s Houthi government said it had attacked an Israeli ship with a missile and attacked another with a drone. In the West Bank, Israeli settlers attacked 2 Palestinians harvesting olives in Burqin, injuring them with sticks and stones. 2 Israeli settlers were shot and injured at the Itamar settlement. Israeli forces shot and killed 2 Palestinian during raids in Bethlehem and at-Tabaqa. Israeli forces also raided Bethlehem, injuring 64 Palestinians and firing tear gas near an orphanage, leading to the evacuation of 100 children. Elsewhere, Israeli forces shot and injured 3 Palestinians, including a child, during raids at Birzeit University and in al-Mughayyir and Sabastia. 55 Palestinians were arrested during late-night raids in and around Hebron, Bethlehem, Qalqilya, Nablus, Tulkarm, Ramallah, Tubas, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished the family home in Shu’fat refugee camp of a 13-year-old boy who was arrested after he allegedly stabbed and killed 1 Israeli soldier on 2/13. The father and brother of the Palestinian child were arrested and beaten by Israeli forces ahead of the demolition. The U.S. condemned the demolition. In Gaza, 241 Palestinians were killed, including 43 members of the same family, and around 500 injured in Israeli airstrikes. Israel said it assassinated Hamas member Mahsan Abu-Zina. Israel also said 1 Israeli soldier was killed and 2 seriously wounded in northern Gaza. Rockets were fired at Israel; no injuries were reported. Over 1.61 million Palestinians, around 70% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israel blockade. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting around 45% of all housing units. Al-Quds Hospital in Gaza City shut down most of its operations after running out of fuel and being hit by Israeli airstrikes daily since 11/5. 106 trucks carrying aid entered Gaza via the Rafah crossing. No one was evacuated from Gaza to Egypt. It was estimated that 50,000 people fled the northern part of Gaza to the south, bringing the total number to 72,000 since 11/5. UNRWA said 99 of its staff members had been killed since 10/7, including 2 in the past 24 hours. The WHO said that diarrhea and chickenpox were spreading in Gaza and warned that there was a risk of cholera and other epidemics. The Palestinian Journalists Syndicate said 44 Palestinian journalists had been killed in Israeli airstrikes on Gaza and 25 have been detained in the West Bank since 10/7. The Israeli High Court of Justice ruled to evict Israeli settlers who had been occupying Palestinian-owned land for 30 years in the Jordan Valley. The court accepted a petition by 20 Palestinian landowners filed 5 years ago but gave the settlers 7 years to leave the 1,000 dunams (250 acres) of land which was planted with date-bearing palms. The judge wrote in her ruling that the settlers’ cultivation of the land was done in violation “of international law, but also in violation of the government’s declared policy and even contrary to halakhic law.” (HA 11/9)

PA foreign minister Riyad al-Maliki filed a complaint to the International Atomic Energy Agency over Israeli heritage minister Amichai Eliyahu’s comment that Israel could drop a nuclear bomb on Gaza, calling the comment the “prevailing discourse in Israel” and “an official recognition that Israel possesses nuclear weapons and weapons of mass destruction.” PA president Mahmoud Abbas spoke with Dutch prime minister Mark Rutte, who invited Abbas to the Netherlands. Hamas deputy political leader Saleh al-Arouri condemned the U.S. for supporting the continuation of the war on Gaza while encouraging humanitarian pauses and called on Arab states that have normalized relations with Israel to sever political and economic ties. Al-Arouri also said Hamas is ready for a comprehensive deal that would see all Palestinian prisoners released by Israel in exchange for the captives held by Hamas. (AJ 11/8)

Israeli education minister Yoav Kisch said Israel could rebuild Israeli settlements in Gaza. Military chief of staff Herzl Halevi told the Knesset Foreign Affairs and Defense Committee that the PA has been working extensively to prevent pro-Hamas demonstrations in the West Bank. (HA 11/8; HA 11/9)

U.S. secretary of state Antony Blinken said Israel should not reoccupy Gaza after the war and that Palestinians in Gaza should not be forcefully displaced from Gaza. 26 Democratic senators signed a letter to the Biden administration requesting clarification on Israel’s strategy in Gaza. More than 1,000 staffers from the U.S. Agency for International Development signed a letter calling for an “immediate ceasefire.” 100 congressional staffers also staged a walkout demanding a ceasefire. The Wall Street Journal reported that Egyptian president Abdel Fattah el-Sisi had rejected a proposal by CIA director William Burns that would see Egypt take control of the security in Gaza before the PA can take over after Israel’s war. The New York Times reported that a Qatari-mediated deal to release 50 of the Hamas-held captives failed after Israel decided to launch its ground invasion on 10/27. (AJ, HA 11/8; AJ 11/9)

The U.S. Department of Defense said the U.S. military had attacked a facility used by Iran’s Islamic Revolutionary Guard Corps in eastern Syria; 9 people were reportedly killed. Yemen shot down a U.S. drone flying over Yemeni territorial waters. (AJ, HA, NYT 11/8; AJ, HA, HA, NYT 11/9)

Spanish minister for social rights Ione Belarra called on the international community to sanction Israel and said Israel was carrying out a “planned genocide” against Palestinians in Gaza. Israeli forces shot and killed 4 Palestinians during raids in Abu Dis and Nuba, including 1 in a missile strike on a building in Abu Dis. Israeli forces also shot and injured 8 Palestinian during raids in ‘Usarin, Hebron, and Abu Dis. Elsewhere, Israeli forces vandalized several vehicles in Bayt Jala and uprooted 70 olive trees in Haris. 46 Palestinians were arrested during late-night raids in and around Birzeit, Bil’in, Nuba, Jenin, Nablus, Tulkarm, Bethlehem, and Tubas. In Gaza, Israel cut internet and phone communications for the third time since 10/7. Israeli forces killed 243 Palestinians and injured 635 others. Israel bombed Maghazi refugee camp and al-Bureij refugee camp, killing 71 Palestinians and injuring dozens of others. 1 Israeli soldier was killed in Gaza, bringing the total death toll to 28 since the ground invasion started. Egypt said the evacuation of injured Palestinians and foreign passport holders has been suspended since 11/4 due to the Israeli attack on an ambulance on 11/3. Israeli military spokesperson Daniel Hagari said Israeli forces had divided Gaza into “a south Gaza and a north Gaza.” The Israeli military called on Palestinians in northern Gaza to travel south on Salah al-Din Street between 10 a.m. and 2 p.m. Israeli heritage minister Amichai Eliyahu suggested that Israel use nuclear bombs in Gaza. He was later suspended from cabinet meetings but not as a minister. Eliyahu also suggested that the Palestinian population in Gaza should be forcefully displaced to Ireland or the desert. Saudi Arabia condemned the comments and called on Israel to fire him. Israeli military rabbi Amichai Friedman told Israeli soldiers, “[t]his is our country. All of it. Including Gaza. Including Lebanon, the entire Promised Land.” Newly appointed chairperson of the Knesset subcommittee on West Bank Issues Zvi Sukkot called on Israel to prevent all Palestinians from harvesting olives, claiming the harvest endangers Israeli settlers. PA president Mahmoud Abbas met with U.S. secretary of state Antony Blinken in Ramallah, calling on Blinken to support a ceasefire. Abbas said that the PA could return to power in Gaza if a “comprehensive political solution” is found to the Israeli occupation. U.S. officials said Blinken had told Abbas that the PA will play a central role in “what comes next for Gaza.” Palestinians protested Blinken’s visit to Ramallah. Blinken also traveled to Iraq, meeting with prime minister Mohammed Shia’ al-Sudani. PA prime minister Mohammed Shtayyeh met with the French consul-general to Jerusalem Pierre Cochard, discussing the upcoming French conference on aid to Gaza. The New York Times reported that Israeli officials have been pushing other countries to lobby Egypt to allow Israel to displace Palestinians to the Sinai. The Times also reported that U.S. officials overseeing arms transfers to foreign countries will approve the sale of 24,000 assault rifles to Israel, despite concerns that some of the rifles will be handed out to settlers and civilian militias in Israel. Israeli national security minister Itamar Ben-Gvir has handed out weapons to settlers and promised more will arrive. Axios reported on 11/6 that the Biden administration, the Senate Foreign Relations Committee, and the House Foreign Affairs Committee have approved the Israeli purchase of M16 rifles from U.S. companies on the condition that they would not be handed to civilians in Israeli settlements in the West Bank. Meanwhile, Israeli forces demolished 2 homes and 4 agricultural structures in al-Khader and seized a bulldozer in Deir Balut. Palestinians in the West Bank and East Jerusalem observed a general strike in protest over Israel’s attacks on Gaza. 62 Palestinians were arrested during late-night raids in and around Bethlehem, Jenin, Hebron, Qalqilya, Ramallah, Tulkarm, and Nablus. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israel again cut off phone and internet services. The services were gradually restored 8 hours later. Hamas said 195 Palestinians were killed, 777 were injured, and 120 are missing in Jabalia refugee camp in the past 2 days. Israel claimed it had assassinated Hamas member Muhammad Asar. Rockets were fired at Israel. In Lebanon, Israeli forces attacked several places it said was linked to Hezbollah. Hezbollah said it had shot down an Israeli drone. At least 1,800 people, including 940 children, have been reported missing. 129 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 35 children. More than 2,274 people have been injured. Israel said 15 soldiers had been killed in Gaza since its ground invasion, leaving the Israeli death toll at around 1,400 Israelis, including foreign nationals, since 10/7. 5,431 Israelis have been injured. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, had been displaced since 10/7. There has been a complete blackout of electricity in Gaza since 10/12 due to the Israel blockade. As of 10/23, at least 27,781 housing units have been destroyed and 150,000 have been damaged in Israeli airstrikes since 10/7. The number is likely much higher given the lack of recent data. About 450 people, including 81 injured Palestinians and people with foreign passports, left Gaza to Egypt via the Rafah crossing. It was reported that Qatari mediation had brokered the agreement for a limited evacuation of some people from Gaza. 55 trucks carrying aid entered Gaza. PA health minister Mai al-Kaila said the only cancer hospital in Gaza, the Turkish-Palestinian Friendship Hospital, had stopped operating due to Israeli bombardments and running out of fuel. Al Jazeera reported that Arafat Hamdan, who died in Israeli custody on 10/24, died because he was beaten and left in the sun with a bag over his head for hours while being refused his diabetes medicine. Reporters Without Borders (RSF) filed war crime complaints to the ICC in relation to the killing of 8 Palestinian and 1 Israeli journalists. RSF said 34 journalists had been killed since 10/7. UN commissioner for human rights Volker Turk said the Israeli attacks on Jabalia refugee camp could amount to war crimes. For the first time U.S. president Joe Biden called for a “pause” to “get the prisoners out.” White House press secretary Katrine Jean-Pierre announced that the Biden administration will develop a national strategy to counter Islamophobia in the U.S., mentioning the “barbaric killing of Wadea al-Fayoume” a Palestinian American child who was killed by his landlord near Chicago on 10/15. The U.S. House of Representatives blocked a motion to censure Democrat Rashida Tlaib (D-MI). The motion, which was brought to the floor by Marjorie Taylor Greene (R-GA), charged Tlaib with “anti-Semitic activity” and “leading an insurrection,” referring to a Jewish-led sit-in at the Capitol where protestors demanded a ceasefire in Gaza. Taylor Greene has herself made anti-Semitic comments. 23 Republicans voted against the motion and 13 Democrats abstained. National Security Council spokesperson John Kirby said the U.S. still wants to move forward with its efforts to normalize ties between Saudi Arabia and Israel and claimed that Saudi Arabia has indicated a willingness to proceed. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. The UAE and Russia called a meeting of the UN Security Council on 10/18 on the attack on the hospital. A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. PA prime minister Mohammed Shtayyeh met with German vice chancellor and economy and energy minister Robert Habeck in Ramallah. The 2 discussed German support for energy projects in Palestine. Prime Minister Shtayyeh briefed Vice Chancellor Habeck on Israeli violations against Palestinians. Shtayyeh also called on the international community to create a political horizon for ending the Israeli occupation and for Germany to exert pressure on Israel to allow the PA to hold elections in East Jerusalem. UN human rights council’s commission of inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel, released its 1st report since receiving its mandate on 5/27/2021. In its report, it pointed to Israel’s continued occupation of Palestinian territory and discrimination against Palestinians as a key factor in recurrent tensions between Israelis and Palestinians. 2d, the report noted Palestinian resentment is fueled by lack of consequences for Israeli human rights violations. A commissioner working on the report said that “Israel clearly has no intentions of ending the occupation. In fact, it has established clear policies to ensure complete permanent control over the Occupied Palestinian Territory.” The report also criticized the PA and Hamas for using the occupation as justification for human rights violations against their own people. Israeli ambassador to the UN Gilad Erdan was elected vice president of the 77th session of the UN general assembly (UNGA), along with 20 others. The appointment will see Ambassador Erdan chair UNGA meetings and being part of agenda selection. Erdan will serve for 1 year, starting in September. In the West Bank, Israeli settlers with military escort, for the 3d day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya. Israeli forces also prevented Palestinians from digging a water well in Thaher al-‘Abed near Ya‘bad. Minister at the negotiations affairs department of the PLO Dr. Shaddad Attili spoke at the Israel Climate Change Conference in Jerusalem, saying that Israelis and Palestinians, along with others in the region, have to cooperate on climate change. Dr. Attili said that Palestinians have pushed back on climate initiatives because of the economic crisis in the PA. 1 of the issues Attili pointed to was the lack of water security and the inequity in distribution of water between Israel and Palestine. At the UN security council, a French representative said that France will continue to support the 6 Palestinian rights organizations that Israel deemed terrorist organizations in October 2021, citing a lack of evidence. Some 1,200 Israeli settlers visited the evacuated Homesh settlement outpost, bypassing Israeli checkpoints without incident. The town of Kafr ‘Aqab in East Jerusalem experienced severe flooding after heavy rainfall overnight, causing damage. Kafr ‘Aqab, which is within the Israeli-annexed Jerusalem municipal boundaries but is on the West Bank side of the separation wall, lacks municipality services, causing issues like the severe flooding. The Knesset ministerial committee for legislation approved a bill that would bar Palestinians married to Israeli citizens from getting residency rights in Israel. The bill, which must still pass in the Knesset, builds on a temporary ban on Palestinian family unification, which expired in July 2021.
