Along Gaza’s border fence, IDF troops open fire on Palestinian shepherds and bird-hunters near Dayr al-Balah, causing no damage or injuries. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp late at night, causing no damage or injuries. In the West Bank, Israeli settlers uproot 35 olive trees from a Palestinian grove outside Turmus ‘Ayya near Ramallah. IDF troops arrest 6 Palestinians during late-night raids near Jenin and Bethlehem; and patrol near Nablus, Hebron, and Tulkarm. In East Jerusalem, Israeli forces raid a Palestinian high school in Issawiyya, firing sound bombs toward the classrooms and sparking minor clashes; there are no reported injuries. They also arrest Adnan Ghaith, the PA’s governor of Jerusalem, during a raid on his home in Silwan. Ghaith was previously arrested on 10/21 and 11/1. A police spokesperson says only that today’s arrest has to do with money-related issues. The Israeli press reports that Ghaith is suspected of being involved with the selling of a contested piece of property in East Jerusalem. Other reports indicate that Ghaith is suspected of working with the PA’s security forces, which is forbidden for East Jerusalem residents under Israeli law, and with meeting PA officials and activists, which he was barred from doing after his arrest on 10/21. In East Jerusalem, approximately 35 right-wing Jewish activists tour Haram al-Sharif. In the West Bank, IDF troops arrest 7 Palestinians and confiscate NIS 500,000 (approximately $134,731) during raids near Jenin, Tulkarm, Hebron, and Nablus; and patrol near Hebron, Tulkarm, and Salfit. Along Gaza’s border, Israeli forces conduct a limited incursion to level land near Khan Yunis and open fire on Palestinian shepherds and agricultural lands near Dayr al-Balah, causing no damage or injuries. PA president Mahmoud Abbas signs accession papers for the State of Palestine to join 11 international organizations and conventions, including the Universal Postal Union, Convention on the Nationality of Married Women, Optional Protocol to the Convention on the Rights of the Child, Optional Protocol to the Convention on the Rights of Persons with Disabilities, Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women, Basel Protocol on Liability and Compensation for Damage Resulting from Transboundary Movements of Hazardous Wastes and their Disposal, Vienna Convention of Road Traffic, Protocol concerning countries or territories at present occupied, Convention on Consent to Marriage, Minimum Age for Marriage and Registration of Marriages, Agreement Establishing the Common Fund for Commodities, and the International Convention on the Arrest of Ships. One day after Israeli defense minister Avigdor Lieberman resigned in protest of Prime Minister Benjamin Netanyahu’s decision to reach a cease-fire with the armed Palestinian groups in Gaza, both Finance Minister Moshe Kahlon and Interior Minister Aryeh Deri call for snap elections to be held as soon as possible. Meanwhile, hundreds of Israelis from communities near Gaza gather in central Tel Aviv to protest the government’s response to the recent rocket fire from Gaza. Many call for Netanyahu to resign. Netanyahu, for his part, presents to a group of leaders from the border communities a NIS 500 million (approximately $135 million) plan to support them over the next 2 years. UNRWA commissioner general Pierre Krähenbühl says that the agency has almost entirely made up for the budget shortfall caused by U.S. president Trump’s decision to slash U.S. support for UNRWA earlier this year. He says that UNRWA has raised an addition $382 million, bringing the deficit to just $64 million. “I’ll be very honest in saying, I don’t think many people believed that we would be able to overcome a $446 million shortfall at the beginning of the year,” he says, crediting the EU, Kuwait, Qatar, Saudi Arabia, and the UAE for each upping their pledges of support this year. They also arrest 7 Palestinians during late-night raids near Jenin, Tulkarm, and Ramallah; and patrol near Jenin, Nablus, and Hebron. PLO Executive Committee member Azzam al-Ahmad denies the 11/4 report that the Fatah leadership has agreed to support the recent Egyptian proposal of a “calm” between Israel and Hamas. He also denies that PA president Abbas discussed the issue with Egyptian president Abdel Fattah al-Sisi in their meeting on 11/3. (WAFA 11/6)

Qatar’s Gaza Reconstruction Committee announces that it plans to provide temporary support 50,000 Gazans families. Each family is set to receive approximately $100 in the “next few days,” according to a statement from the committee. Separately, Hamas announces a series of large infrastructure projects in Gaza, including 1 set to create 10,000 jobs for university graduates. The official announcing the projects offers no details about who is funding them, what type of work they will require, and how long they may last. (AFP, TOI, YA 11/7)

The Jerusalem District Planning and Building Committee approves a plan to expand East Jerusalem’s Ramat Shlomo settlement with 640 new housing units, some of which are set to be built on Palestinian-owned land. “It’s very disappointing that the district committee relied on formalistic reasons to approve a step that violates the property rights of Palestinian landowners through and through,” says a researcher with the anti-settlement group Ir Amim. “This decision is additional proof that Israeli control in East Jerusalem means a regime based on serious discrimination.” (HA 11/7)

Syria’s Deputy Foreign Minister Faisal Mekdad says that the Syrian government has a plan for the “return” of Palestinian refugees to the Yarmouk refugee camp now that government forces have retaken control of the area. Yarmouk was home to approximately 160,000 Palestinian refugees prior to the Syrian civil war in 2011. Very few are still living there today. (AFP, TOI 11/7; EI 11/10)

For a 2d day in a row, the PLO Central Council convenes in Ramallah to coordinate a long-term strategy for responding to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. In a concluding statement, the council calls for international support for Palestinian statehood, directs the PLO Executive Committee to revoke the PLO’s recognition of Israel until the Israeli government recognizes the State of Palestine, and declares that the transitional period laid out in the Oslo Accords is no longer applicable to the current situation. Responding to the U.S. threats to suspend economic aid on 1/2, a PA spokesperson says that the Palestinians will not back down from their decision to abandon the U.S. peace initiative. “Jerusalem is the eternal capital of the state of Palestine and it is not for sale for gold or billions,” he says. Fatah Central Committee member al-Ahmad says that the Palestinians will not accept the U.S. as a “partner in the peace process” unless it reverses Pres. PA minister of civil affairs Hussein al-Sheikh announces that Pres. Abbas instructed him to ask Israel to resume supplying 120 megawatts of electricity to Gaza, which would bring Israeli-supplied power back to the same levels as before the PA partially suspended electricity payments in 4/2017. In West Jerusalem, Israeli police arrest a Palestinian youth after he allegedly stabs and injures 1 of them at the Central Bus Station. They later uncover a message the alleged attacker posted on Facebook indicating that he was motivated, at least in part, by the 12/6 U.S. recognition of Jerusalem as Israel’s capital. The IDF demolishes a tunnel leading from Gaza into Israel near Kibbutz Nirim. “The tunnel that was thwarted today was a very significant tunnel and [built] to higher standards than what we are used to seeing,” a spokesperson says. (HA, NYT, TOI 12/10)

Senior PA official Nabil Shaath says that the PA no longer intends to sever all ties with the U.S. over Trump’s 12/6 recognition of Jerusalem as Israel’s capital. “We are not cutting our relationship with America. We are protesting the move of Mr. Trump,” he says. Shaath says that some forms of communication have continued throughout the recent crisis, but that communication about the peace process has been “interrupted.” (TOI 12/10)

Fatah Central Committee member Azzam al-Ahmad says that there have been “obstacles” blocking the PA from taking full control of Gaza, which was supposed to proceed by today after being delayed from the 12/1 deadline initially enshrined in the 10/12 national reconciliation agreement. The 2 sides neglect to set a new deadline, and the future of the reconciliation process is therefore unclear. (AFP, TOI 12/10)

IDF troops violently disperse Palestinians, Israelis, and international activists at Friday demonstrations against Israel’s occupation, separation wall, and settlements in 4 areas nr. Ramallah (Nabi Salih, Bil‘in, Ni‘lin, and outside Ofer Prison), Kafr Qaddum nr. Qalqilya, and along Gaza’s border nr. Bayt Lahiya; 4 Palestinians, including 1 journalist, are injured. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. IDF troops raid al-Sanabel radio station in Dura village nr. Hebron overnight, shutting it down on the grounds of alleged incitement and arresting 5 journalists. IDF troops shoot and kill a Palestinian at an entrance to al-‘Arub r.c. nr. Hebron as he allegedly attempts to attack a soldier with an ax. They detonate a small explosive in an attempt to open a safe, which causes a large fire and major damage. In the Hebron area, IDF troops shut down a number of Palestinian stores, and assault and arrest a Palestinian taxi driver outside al-‘Arub r.c. Israeli forces destroy a charcoal facility, an agricultural structure, and a number of solar cells nr. Jenin, sparking minor clashes with Palestinians (there are no injuries). They also demolish a rainwater harvesting well nr. Hebron and conduct late night raids nr. Nablus, arresting 4 Palestinians; patrol during the day nr. Hebron. In East Jerusalem, Israeli police arrest 2 Palestinian youths carrying knives, and order the Palestinian National Theater to close for 1 day as punishment for organizing an event sponsored by the PA. Israeli PM Netanyahu’s office denies that the PM recently approved the construction of over 200 new settler residences in the West Bank, contrary to Israeli press reports on 4/13. “Almost all of the permits are intended for the upgrading of existing buildings,” the office’s statement reads. Peace Now rejects the PM’s statement, offering photographic evidence showing that the permits are for new residences. (HA, TOI 4/14; JP 4/15)

The International Atomic Energy Agency reports that Iran has abided by its obligations under the 7/14/2015 nuclear deal it made with the P5+1, and the U.S. and EU formally begin lifting sanctions on Iranian banking, money transfers, trade, insurance, shipping, and other industries (sanctions relating to human rights and terrorism will remain in place). Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia. Hebron, causing minor injuries. IDF troops violently disperse Palestinians throwing stones and protesting the recent Israeli crackdown on the oPt in 1 village nr. Qalqilya; 2 Palestinians are injured. Late at night, IDF troops conduct raids in Qalandia r.c. nr. Ramallah, arresting 3 Palestinians and sparking a brief exchange of fire with armed Palestinians; there are no serious injuries. Meanwhile, the IDF raids the Bethlehem offices of a PA-run charity and the Nablus office of a prisoners’ rights group, destroying and confiscating property and ordering the latter to shut down. In a speech to the UNGA in New York, PA pres. The European Council on Foreign Relations, an influential think tank, publishes a report on EU policy toward Israel. IDF maj.-gen. According to a senior Israeli official, China recently informed Israel that it will not allow any of its citizens to work on Israel’s West Bank settlements. The restriction comes in the context of bilateral trade negotiations, which Israeli finance min. Moshe Kahlon initiated to facilitate his broader push to expedite construction of housing across Israel. Kahlon is hoping to have thousands of foreign workers come, replacing the current system of private construction firms hiring foreign workers as needed, which has resulted in a series of labor law violations and international criticism. Israeli PM Netanyahu’s new govt. presents a document to the Knesset outlining the basic principles binding its ruling coalition. In language similar to that used for the 2009 and 2013 govts., it says that the govt. will work toward a peace agreement with the Palestinians, but it does not specify a 2-state solution. In an interview published today, U.S. Pres.
