In the West Bank, Israeli settlers graze their sheep on Palestinian land in al-‘Awja, damaging wheat and barley crops. Israeli settlers also throw stones at Palestinian vehicles and block the road leading to the Huwwara checkpoint. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling near al-Lubban ash-Sharqiya, causing damage. Israeli settlers also attack a Palestinian home in Khalayl al-Louz. Israeli forces violently disperse Palestinians in Huwwara, causing tear-gas related injuries. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. In Syria, Israeli forces target an Iranian consulate building in Damascus with airstrikes, assassinating Islamic Revolutionary Guard Corp senior commander Mohammad Reza Zahedi and killing 11 others. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 190 trucks carrying aid enter Gaza. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. Refugees International president Jeremy Konyndyk calls the attack “a clear war crime.” Hamas labels the attack terrorism. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Al Jazeera says Prime Minister Netanyahu, who called it a “terror channel,” is lying about the news organization to justify the killing of its employees. PA president Mahmoud Abbas speaks with U.S. secretary of state Antony Blinken in a phone call, calling on the U.S. to stop the Israeli attacks on Gaza. The 2 also discuss the new PA government. PA ambassador to the UN Riyad Mansour calls on the UN Security Council to schedule a vote on full Palestinian membership of the UN in April. U.S. national security advisor Jake Sullivan and Secretary Blinken hold a virtual meeting with Israeli national security advisor Tzachi Hanegbi and Minister for Strategic Affairs Ron Dermer, discussing Israel’s planned invasion of Rafah. A joint statement says Israel has agreed to take U.S. concerns into account. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. White House spokesperson Karine Jean-Pierre says the Biden administration is seeking more information from Israel about footage of executions at al-Shifa Hospital. Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. Israeli settlers also throw stones at Palestinians at the Za’atra checkpoint, injuring a man. Elsewhere, Israeli settlers ram a Palestinian man in al-Lubban ash-Sharqiya, causing minor injuries. In response to the Flour Massacre (see above), Israel’s military first says Palestinians were killed in a stampede trying to get aid, blaming the aid truck drivers, then later said that Israeli soldiers had opened fire due to fear of the crowds but that most of the Palestinians had been killed in a human stampede and by the aid trucks. In its defense, Israel releases edited drone footage which appears to show hundreds of Palestinians taking cover from Israeli bullets. The PA calls the incident an “ugly massacre” and Hamas calls the attack an “unprecedented war crime.” UN secretary-general Antonio Guterres labels the incident appalling and calls for an independent investigation. EU high commissioner for foreign affairs Josep Borrell calls it “totally unacceptable,” Colombia denounces Israel’s genocide, suspending weapons purchases from Israel. French president Emmanuel Macron expresses “[d]eep indignation at the images coming from Gaza where civilians have been targeted by Israeli soldiers. I express my strongest condemnation of these shootings and call for truth, justice, and respect for international law.” Spain, Belgium, Turkey, Portugal, Italy, Qatar, Saudi Arabia, Egypt, Jordan, China, Canada, Yemen, Australia, and other countries express shock and contempt for the Israeli actions. The U.S. blocks an Algerian statement at the UN Security Council that assigns blame to Israel for the incident, saying it needs to be “thoroughly investigated.” The Israeli newspaper Haaretz for the first time calls on Israel to end its war, citing the incident. Palestinian National Initiative secretary-general Mustafa Barghouti says, “I have never seen the atmosphere so close to unity as it is today.” Russian foreign minister Sergey Lavrov tells the Palestinian representatives at the meeting that if they can announce a unity position on the basis of the PLO those who use the lack of Palestine unity to prevent “the settlement in the Middle East, will lose their winning cards.” Hamas political leader Ismail Haniyeh meets with Chinese ambassador to Qatar Zhou Jian, discussing “ways to stop the war” in Gaza. Norwegian prime minister Jonas Gahr Store says the PA has received $114 million from Israel as part of the tax revenue payments and that more money will be dispersed in “the coming days.” (REU 2/29)

UNRWA says it has not received $89 million from the European Commission that was due on 2/29. 17 rights and aid organizations, including Save the Children and Oxfam, call on the EU to disperse the funds. The UN says Israel has not provided evidence about its claims against 12 UNRWA staffers for the independent investigation by the UN. Germany says it will increase aid to Gaza by $21.6 million and that its military will start taking part in aid airdrops if enough aid cannot be dispersed by land. (AP, AP, REU 2/29)

Israel claims it has killed more than 13,000 militants in Gaza since its ground invasion. Israeli prime minister Benjamin Netanyahu calls Hamas’s demands for a ceasefire “delusional,” saying he will not accept them and that he rejects international calls for a ceasefire. The Israeli negotiators who had been in Qatar this week return to Israel. Finance Minister Bezalel Smotrich calls for a “massive” settlement expansion in response to the killing of 2 Israeli settlers near the Eli settlement. National Security Minister Itamar Ben-Gvir says aid to Gaza must stop as it endangers Israeli soldiers, citing the Flour Massacre where no Israeli soldiers were injured while more than a 100 Palestinians were killed. The Israeli government says it is still reviewing whether it will severely limit the number of Muslim worshippers it will allow to enter the Haram al-Sharif compound during Ramadan. Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. The Red Crescent said its ambulance center in the northern province of Gaza has stopped working due to a lack of fuel. Patients and staff were evacuated from the Kamal Adwan Hospital in Jabalia as the hospital had stopped working. 20 patients that could not be evacuated stayed at the hospital. 80 trucks carrying aid, including 15 gallons of fuel, entered Gaza. The Israeli security cabinet approved an increase in the amount of fuel entering Gaza from around 13,000 gallons to 26,000 gallons a day. The Association for Civil Rights in Israel (ACRI) said Israel has established 100 “Community Security Squads” equipped with M16 rifles, adding the members of the militias have only received 7 hours of training and lacked proper oversight. Turkish president Recep Tayyip Erdoğan said “I consider even the debating of this plan as disrespectful to my Palestinian siblings. For us, this is not a plan that can be debated, considered, or discussed,” referring to Israeli suggestions that a buffer zone should be made within Gaza. The U.S. Senate failed to pass a $111 billion bill to provide $50 billion to Ukraine and $14 billion to Israel in a 49-51 vote. All Republicans and Democratic senators Bernie Sanders (D-VT) and Chuck Schumer (D-NY) voted against the bill. Republicans sought to separate the aid for Israel from the aid for Ukraine as many Republican senators are opposed to significant spending on Ukraine, while Sanders opposed spending on Israel given the Palestinian death toll in Gaza. Israeli airstrikes in the city destroyed a home and a vehicle while Israeli bulldozers tore up pavements, electric poles, and water and sewage pipes. Israeli forces also violently dispersed Palestinians near the Ofer Prison, injuring 1 with live ammunition and others with tear gas. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinians trying to retrieve their belongings in Tal al-Hawa and at a fishing boat off the coast of Dayr al-Balah. Doctors returning to al-Nasr Hospital in Gaza City said they found 5 partially decomposed bodies of premature babies after Israeli forces had retreated from the hospital. 30 Palestinian prisoners, 15 children and 15 women, including prominent activist Ahed Tamimi who was arrested on 11/6, were released from Israeli prisons on the sixth day of the temporary ceasefire. 16 captives were released from Gaza to Israel, including 4 Thai nationals, 1 American Israeli, and 2 Russian Israelis. Hamas said it was working very hard to extend the ceasefire, which ends on 11/30. U.S. secretary of state Antony Blinken, who is scheduled to visit the Middle East this week, said the U.S. would like to see the ceasefire extended and that the topic of the future government of Gaza should be discussed. Hamas released a statement saying an Israeli airstrike had killed 3 members of the same Israeli family, including 2 children. They did not say when the airstrike occurred. Israel said it believed that 159 captives were still being held in Gaza. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces punitively demolished the family home in Silwan of a Palestinian killed by Israel forces who allegedly killed 7 Israelis in January. In Gaza, Israeli forces stormed al-Shifa Hospital, assaulting and detaining Palestinians seeking shelter there, holding them blindfolded and naked outside the hospital, demolishing walls, and opening fire inside the hospital. Israel also arrested al-Shifa’s only electric generator mechanic and the technician working on the oxygen stations. 50 people were killed in an airstrike on a mosque in al-Sabrah and 25 were killed in an Israeli airstrike on the Sheikh Radwan neighborhood of Gaza City. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Jordan said Israel had injured 7 of its staff members at the Jordanian field hospital. Israel also blew up Gaza’s parliament building and hit the last functioning flour mill in Gaza in Deir al-Balah with an airstrike. In the UK parliament 56 out of 198 Labour Party members broke with the party line to vote in support of a ceasefire. The motion, which failed 293-125, was put forward by the Scottish National Party. In Gaza, an Israeli airstrike killed 471 Palestinians in al-Ahli Arab Hospital in Gaza City. The hospital, which was filled with patients and Palestinians seeking shelter from Israeli bombardment, had received evacuation warnings from Israel on 10/14, 10/15, and 10/16. Israel claimed it was an errant rocket fired by Hamas that caused the mass casualties, however all evidence presented by Israel was debunked in subsequent investigations. Other Israeli airstrikes killed around 200 Palestinians, mostly in Rafah and Khan Yunis. Israel also assassinated the head of Hamas’ Shura Council Osama Mazini, who led negotiations on the prisoner exchange that saw Gilad Shalit transferred to Israel in exchange for 1,000 Palestinian prisoners in 2011, and Hamas commanders Muhammad Alwadia, Ayman Nofal, and Akram Hijaz. Israeli airstrikes also reportedly killed 3 members of Hamas political leader Ismail Haniyeh’s family. 6 were killed in an airstrike on an UNRWA school sheltering Palestinians in al-Maghazi. Rockets were fired at Israel, causing damage. In the West Bank, there were large demonstrations against the PA and the Israeli bombing of the al-Ahli Arab Hospital throughout the West Bank, with PA forces violently dispersing Palestinian protesters, killing a 12-year-old girl in Jenin with live ammunition, and injuring many others with tear gas. Israeli forces shot and killed 2 Palestinians, including a minor, during raids in Halhul and Nabi Salih. An elderly Palestinian succumbed to injuries sustained from Israeli forces on 10/13 in Nablus. Elsewhere, Israeli forces assaulted an ambulance driver near al-Arroub refugee camp, causing a fractured arm and bruises. Israeli forces arrested Palestinian Legislative Council speaker Aziz Dweik during a raid. 115 others were arrested during raids in and around Hebron, Ramallah, Bethlehem, and Nablus, including 50 Palestinians from Gaza who were employed in Israel before being expelled to the West Bank. Israel attempted to deny that it killed hundreds of Palestinian civilians in an airstrike on al-Ahli Arab Hospital in Gaza, presenting a range of questionable evidence to put the blame on Islamic Jihad. Israeli government social media accounts published what it claimed to be evidence that it was a rocket misfire not an airstrike, but later deleted the videos when a New York Times journalist questioned the timing of the videos. Military spokesperson Daniel Hagari said “[a]ccording to our intelligence, Hamas checked reports and understood it was a Palestinian Islamic Jihad misfire, then launched a global media campaign to inflate numbers of casualties.” Israel has previously employed misinformation campaigns to deflect blame for atrocities, on occasion then taking responsibility long after the event, as in the case of the killing of Shireen Abu Akleh. A UK Channel 4 investigation said evidence presented by Israel was both likely fabricated and contradictory, but did not reach a conclusion regarding the origin of the blast. Israeli president Isaac Herzog called reports that Israel conducted the airstrike “21st century blood libel.” Many Western leaders called for an investigation or referred to the loss of life without condemning the perpetrators. Leaders in the Middle East were unequivocal in their condemnation of the Israeli airstrike. King Abdullah II of Jordan, PA president Mahmoud Abbas, and Egyptian president Abdel-Fattah el-Sisi canceled meetings with U.S. president Joe Biden scheduled for 10/18 in Amman. A senior U.S. official says the U.S. president Donald Trump’s son-in-law and senior advisor Jared Kushner is planning to discuss the Trump administration’s long-awaited Palestinian-Israeli peace plan at an international security conference in Warsaw on 2/14. The Trump administration is co-organizing the conference on 2/13–14 and has invited Israel and a number of Arab states to attend (The Palestinians are not invited). A principle focus of the conference is Iran and its influence across the Middle East. In response, PA president Mahmoud Abbas calls for the international community to come together for a peace conference to devise a multilateral mechanism to advance the Palestinian-Israeli peace process. “This is where the European Union and its member states can play an important role alongside the [UN] Security Council,” he says. After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. Lebanon introduces a draft of a major United Nations Security Council res. for debate that urges the international community to denounce Israeli settlement activity, using wording that artfully pieces together official U.S. statements on settlements to make it harder for the U.S. to object or veto. The U.S. ultimately urges Abbas to suspend discussion of the draft until a Quartet meeting on 2/5, suggesting the Quartet might issue a statement confirming 1967 borders as the basis of final status negotiations and condemning Israeli settlement construction. At an Arab economic summit in Sharm al-Shaykh, Arab leaders pledge $2 b. to shore up regional economies and generate jobs in hopes of preventing the spread of antigovernment riots like those in Tunisia. Saudi Arabia and Kuwait each pledges $500 m., with 11 other states pledging the other $1 b. Observers say however (see NYT 1/20) that leaders are acting more out of a desire to secure their leaderships than to reform and develop their economies, noting that none of the similar initiatives agreed at the last economic summit in 2009 have been implemented. By this date, numerous self-immolations (some fatal) and antigovernment protests have taken place in Algeria, Egypt, Jordan, Mauritania, Morocco, Saudi Arabia, and Yemen since the fall of Ben-Ali on 1/14, citing Tunisia as inspiration. In response to the Yemeni riots, the most severe to date, Pres. Ali Abdullah Saleh has cut income taxes in half, imposed price controls on basic goods, raised salaries for the army, and vowed his son will not succeed him, while the EU has announced an additional $19.5 m. in support to Sana’a for poverty programs. Israeli-Palestinian clashes escalate again. In Ramallah, 2 IDF reservists--"at least partially in uniform," driving a private vehicle, most likely armed--stray deep into area A, cross paths with a funeral procession. The crowd, assuming the soldiers are on an undercover operation, attack them and set their car afire. (Some reports say a body burned beyond recognition, possibly a 3d IDF soldier, is found in the vehicle.) PA police intervene and take the 2 reservists into protective custody, removing them to a nearby police station. When news of the incident spreads, 1,000s of Palestinians descend on the station (manned by 21 officers), break in, and kill the soldiers, injuring 15 policemen in the process. Declaring that the PA has "crossed the line," Barak seals borders with Egypt and Jordan, authorizes IDF air strikes against Arafat's headquarters in Ramallah and Gaza, the Palestinian Broadcasting Center in Ramallah, the Gaza port, various PA police stations, including those in Hebron, Nablus, Ramallah. When the strikes occur, Arafat is in his Gaza office waiting for CIA Dir. Tenet to arrive to discuss the possibility of convening the U.S.-Israeli-PA trilateral security comm. (formed in 1998) to explore ways of halting the violence. Neither Arafat nor Tenet is injured, but 43 Palestinians are wounded. In Gaza City, Palestinians pack belongings into cars, prepare to flee. In Jericho, Palestinians set fire to a 6th-century synagogue. Jewish settlers attack, fire on Palestinian cars nr. Bethlehem, Jinin. In retaliation, IDF helicopters fire rockets at the PA police academy in Jericho. During the Israeli air strikes, the PA releases around 60 Hamas, Islamic Jihad prisoners for their safety. Clinton, Albright express outrage over the murder, call on both sides to halt the violence. Clinton says he appreciates Palestinian frustration, but "there can be no possible justification for mob violence." 96 senators send Clinton a letter urging him to express solidarity with Israel "at this critical moment."
