The IDF shoots, wounds 4 Palestinians attempting to bypass the new checkpoint separating Rafah, Khan Yunis (see 10/5); continues bulldozing land nr. Morag settlement (Palestinians say some 400 dunams have been leveled since 10/5); demolishes 3 Palestinian homes in Rafah; searches buildings in Jenin (including a medical relief building, Charity Fund Comm. offices), confiscating files, computers; conducts arrest raids in Jenin, detaining 31 alleged Islamic Jihad mbrs. Hamas fires 16 mortars at a Jewish settlement in Gaza, causing no damage or injuries. The PA reports that the IDF, Israeli police have rounded up some 2,350 Palestinian laborers inside the Green Line in the past 24 hrs. for return to the territories. The IDF seals the West Bank and Gaza for the Yom Kippur holiday, which ends midnight on 10/6. In addition, the IDF closes the gates through the separation wall n. of Tulkarm, trapping residents of Baqa‘ al-Sharqiyya, Nazlat Abu Nar, Nazlat Issa—located btwn. the Green Line and the separation wall. The IDF also fires on residential areas of Rafah; conducts arrest raids in Qabatya; bulldozes 3 dunams of land in al-Maghazi r.c. An IDF soldier is found guilty of manslaughter in the deaths of 4 Palestinians (ages 5, 6, 13, and 56) and the wounding of 5 others in Jenin on 6/21/02, when he ordered at least 10 tank shells, machine guns fired at residential areas to enforce a curfew. The IDF assassinates senior Hamas political leader and spokesman Ismail Abu Shanab, firing 5 missiles at his car as he drives through Gaza City, also killing 2 bodyguards, wounding at least 19 bystanders. Hamas, Islamic Jihad declare the cease-fire officially over. The IDF also imposes curfews on all Palestinian cities; continues operations in Nablus, where tanks and troops have entered the heart of the city, demolishing 1 Palestinian apartment, raiding and evacuating the staff of a medical clinic for 6 hrs.; sends 5 bulldozers, 100 special forces units into Nazlat Issa, nr. the Green Line, to demolish at least 7 Palestinian homes, 115 shops, 2 factories, several warehouses; demolishes 3 Palestinian homes in Jenin, 2 in Hebron (including the home of the 8/19 bomber); shells residential areas of Khan Yunis; conducts arrest raids in Qabatiyya. Palestinians fire 12 mortars at Gush Katif, 5 Qassam rockets at s. Israel, damaging 2 buildings but causing no injuries. The IDF arrests a Hebron settler for alleged membership in a Jewish militant group. Israeli border police open fire on an Israeli Arab vehicle nr. the Green Line that they mistakenly believe to be a carload of “terrorists” infiltrating fr. the West Bank, killing 1 Israeli Arab, wounding 1. The IDF conducts arrest raids in Jenin (targeting Islamic Jihad). Israel’s Jerusalem police arrest 200 Palestinians fr. Hebron, Nablus for being in Shu‘fat r.c., in East Jerusalem, without permits. A group of religious Jews on an Israeli police-escorted tour of the Temple Mount/Haram al-Sharif attempt to perform rituals there; Israeli police remove the group when Waqf guards attempt to intervene; Arafat calls the tours “provocative,” warns serious consequences may be unavoidable if Israel continues to permit such visits. Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. Gaza on British passports. Commenting on the attack, Israeli government spokesman Dore Gold says, ”This is really the first test for the new Palestinian government and unfortunately it has turned out to be a complete failure.” The IDF also fatally shoots a Palestinian in Rafah; fires on, wounds 2 Palestinian farmers working land in Khuza; conducts arrest raids in Jenin. The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. The IDF bulldozes 63 shops, market stalls in Nazlat Issa, 1 of the only thriving Palestinian commercial centers, located very close to the West Bank border with Israel; maps of Israel’s planned security fence show the fence running e. of Nazlat Issa, which would cut off the village fr. the rest of the West Bank. The IDF also beats 2 Palestinian photographers for international agencies as they try to photograph an IDF jeep driving through Nablus with 2 Palestinian youths clinging to the hood, threaten to kill the journalists if they see the photo published; fires on residential areas of Bayt Lahia; conducts arrest raids (targeting Hamas, Islamic Jihad) in Hebron, Jenin r.c., Jericho, Nablus, Ramallah; demolishes a Palestinian home in Yatta, nr. Hebron. Islamic Jihad says that 2 of its low-ranking mbrs. have escaped fr. the IDF’s Ofer detention center in the West Bank. Israeli border police halt a suspicious van nr. Umm al-Fahm, just inside the Green Line; the 4 occupants of the car flee (2 into Israel, 2 into the West Bank); police find 300 kg. of explosives inside. Shin Bet arrests the wife of jailed PFLP leader Saadat at the Allenby border crossing, on her way to Jordan to fly to Brazil for a conference; gives no reason for her detention. Reversing an 8/18/02 decision, the Israeli High Court rules that the IDF’s "neighborhood procedure" (i.e., sending a Palestinian to warn a wanted individual to surrender to IDF troops waiting nearby) is legal, saying the IDF may not force Palestinians to act as human shields, but it may use them if they “volunteer.” (HA, WT 1/22)
