Netanyahu summons West Bank settlement leaders to a meeting at his office to appeal to them to observe the 10-mo. construction freeze, but they refuse, vowing to continue to bar entry into settlements to inspectors searching for illegal construction. The IDF conducts late-night arrest raids, house searches in Tulkarm. Jewish settlers evict a Palestinian family from their home in Shaykh Jarrah in East Jerusalem, citing a 10/09 Israeli court ruling that the land on which the home sits belongs to a settler organization (see Quarterly Update for details); a settler family moves into the home under guard of the IDF and a private Israeli security company. New York State assemblyman Dov Hikind leads a delegation of 50 Jewish Americans to lay the cornerstone of a new settlement housing project (Nof Zion) in the Palestinian neighborhood of Jabal Mukabir in East Jerusalem (see Quarterly Update for details). Meanwhile, the IDF demolishes a Palestinian home and store in Issawiyya (14 residents) on the outskirts of Jerusalem, 4 Palestinian structures in other Arab areas of East Jerusalem, including Silwan. In the West Bank, the IDF searches greenhouses nr. Jenin, looking for unlicensed wells; conducts late-night arrest raids, house searches in Tulkarm and nr. Jenin. Also in East Jerusalem, an Israeli youth stabs, wounds a Palestinian laborer in Ramat Eshkol settlement. The IDF also makes 2 incursions into s. Gaza nr. Abasan and Khuza to bulldoze land along the border fence, clearing lines of sight. Late in the day, unidentified Palestinians fire a rocket into Israel, causing no damage or injuries. In response, the IDF makes air strikes on 2 smuggling tunnels along the Rafah border (injuring 1 Palestinian) and on a Hamas training site in Khan Yunis (destroying 2 structures). In the West Bank, the IDF conducts late-night raids, house searches in Nablus, nearby ‘Ayn Bayt al-Ma’ r.c., and Tulkarm, arresting 12 Palestinians (including 2 teenagers). Jewish settlers fr. Shvut Rachel nr. Nablus stone and violently beat Palestinians harvesting olives nearby, injuring 5 of them; IDF troops escorting the settlers arrest 1 Palestinian for refusing orders to leave the area. In East Jerusalem, Israeli security forces evict families fr. 3 Palestinian homes, demolishing 1 of the homes completely, destroying part of the 2d (ordering the family to complete the demolition within 2 days), and completing the destruction (begun earlier) of a 3d. (Reports differ as to the exact locations of the properties: Palestinian sources place 2 homes in Jabal Mukabir and 1 in Shu‘fat, UN reports indicate 1 each in ‘Anata, Jabal Mukabir, and Sur Bahir). Unidentified assailants fire a Katyusha rocket fr. Hula village in s. Lebanon into n. Israel nr. Kiryat Shimona. The IDF responds by firing several artillery rounds into Lebanon. No casualties are reported in either incident. (NYT, WT 10/28; JPI 11/5; JR 11/23)

In the West Bank, the IDF conducts late-night raids, house searches nr. Tulkarm, arresting 4 Palestinians. (PCHR 10/22)

In East Jerusalem, Israeli municipal officials distribute demolition orders to the owners of at least 67 Palestinian homes in Silwan. (PCHR 10/22) (for background on Israeli development plans for Silwan, see Quarterly Update in JPS 152)

As agreed on 9/30, Israel releases 19 Palestinian female prisoners in exchange for a 2-min. video fr. Hamas proving that captured IDF soldier Cpl. Shalit is still alive. A 20th prisoner is expected to be released on 10/3. After Palestinians fire 3 rockets fr. Gaza into Israel (causing no damage or injuries), the IDF carries out air strikes on smuggling tunnels along the Rafah border and on a marble factory and an iron warehouse in Gaza City suspected of being used to manufacture weapons. An Israeli drone also fires a missile nr. Bayt Lahiya. No casualties are reported in any of the air strikes. (NYT 10/3; PCHR 10/8; JR 10/26)

In the West Bank, the IDF fires rubbercoated steel bullets, sound bombs, tear gas at Palestinian and international activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (10s suffer fr. tear gas) and at Palestinian activists, some of whom throw stones at IDF troops, taking part in a demonstration against the separation wall in Bil‘in (injuring 2 international activists); conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. (PCHR 10/8)

Israeli security forces prevent thousands of Palestinians fr. entering East Jerusalem for Friday prayers at the al-Aqsa Mosque. The overcrowded conditions at Qalandia checkpoint cause at least 35 Palestinians to faint. Additional checkpoints are also erected in the Old City. (PCHR 10/8)

Hamas mbr. Yusuf Abu Zuhri, the brother and bodyguard of Hamas spokesperson Sami Abu Zuhri, dies in Egyptian custody. Hamas accuses Egyptian authorities of torturing him. Abu Zuhri was detained in al-Arish in 4/09 on charges of entering Egypt illegally through a smuggling tunnel on the Rafah border. (Agence France-Presse 10/13; JPI 10/22)

At Abbas’s request, the UN Human Rights Council (HRC) defers until 3/10 a vote to endorse the UN’s Goldstone report (see 9/15). The move is supported by Israel and the U.S. but is immediately denounced by Palestinians. (WP 10/2; WP 10/3; JR 10/26)

In Gaza, the IDF makes an air strike on an open area nr. Bayt Hanun, causing no casualties. (PCHR 10/1)

Israel imposes a general closure on the West Bank for the 2-day Yom Kippur holiday. The IDF conducts late-night raids, house searches nr. Tulkarm, arresting 1 Palestinian. Jewish settlers fr. Kiryat Arba nr. Hebron attack Palestinians exiting the nearby al-Ras Mosque and throw stones, empty bottles at Palestinian vehicles; no serious injuries are reported. (PCHR 10/1)

Outraged by rumors that right-wing Jews plan to invade the al-Aqsa Mosque compound to mark Yom Kippur, Palestinians throw stones at French tourists visiting the mosque, mistaking them for Jewish activists. Israeli police disperse the crowd of approximately 150 Palestinians with stun grenades, leading to a number of disturbances throughout East Jerusalem. Palestinians also throw rocks, Molotov cocktails, and garbage at Israeli border police. As many as 38 Palestinians and 18 mbrs. of Israeli security forces are injured, and 11 Palestinians are arrested. (NYT 9/28; OCHA Humanitarian Monitor 9/09; WJW 10/1; OCHA 10/2; JPI, OCHA 10/8)

In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. Jewish settlers fr. Yitzhar beat a Palestinian shepherd and shoot another Palestinian who attempts to phone Israeli authorities for help. (PCHR 9/17; JPI 9/24)

U.S. special envoy Mitchell begins a 2-day trip to Israel and Ramallah to discuss settlement construction with Netanyahu and PA pres. Mahmud Abbas. (WP 9/16; WJW 9/17)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

The IDF shoots and wounds a Palestinian who strays nr. the n. Gaza border nr. Bayt Hanun; makes a brief incursion into Bayt Hanun, firing on residential and surrounding agricultural areas but causing no further injuries; makes an incursion into al-Maghazi r.c., leveling areas of land and firing indiscriminately but causing no injuries. In the West Bank, the IDF dismantles an unauthorized settlement outpost nr. Hebron. In retaliation, Jewish settlers fr. Susia attack a group of Palestinians fr. a nearby village, injuring 15. The IDF also conducts late-night raids, house searches in al-Bireh, nr. Hebron, Ramallah, and Tulkarm, and in ‘Aqabat Jabir r.c. nr. Jericho, arresting 9 Palestinians. (OCHA 9/11; OCHA, PCHR 9/17)

A Palestinian who fell ill at an IDF crossing on 9/4 while waiting to enter East Jerusalem for prayers on the 2d Friday of Ramadan dies of a heart attack; the UN cites IDF checkpoint restrictions and conditions as a factor contributing to his death. (OCHA 9/11)

In the West Bank, the IDF conducts late-night raids, house searches nr. Hebron, Tulkarm, Jenin, and in al-Fara‘a r.c. nr. Tubas and Jalazun r.c. n. of Ramallah, arresting 7 Palestinians. (PCHR 9/10)

Israeli police extend the closure (imposed on 7/07 and extended every six mos. thereafter) of the Nidal Center for Community Development in East Jerusalem. Jewish settlers celebrate the groundbreaking of a new East Jerusalem settlement called Mafsirit Adumim. (PCHR 9/10)

Israeli DM Barak authorizes construction of 455 additional housing units in West Bank settlements, most nr. the 1967 border. (NYT, WP 9/8; WT 9/9; PCHR, WJW 9/10; JR 9/29)

In Gaza, Israeli naval vessels confiscate a Palestinian fishing boat off the Rafah coast, temporarily detaining 2 Palestinian fishermen (releasing them on 8/18). (OCHA 8/19; PCHR 8/20)

In the West Bank, the IDF conducts late-night raids, house searches nr. Salfit and Jenin, in and around Hebron, and in Ramallah, arresting 13 Palestinians (including 3 teenagers); raids the Tulkarm home of a Palestinian woman recently released fr. Israeli jail, confiscating a mobile phone and photos. (PCHR 8/20)

At least 30 Jewish settlers attack mbrs. of the Hanun and al-Ghawi families, who were evicted fr. their homes in the Shaykh Jarrah neighborhood of East Jerusalem on 8/2 (see Quarterly Update in JPS 153), injuring 2 Palestinian girls and 1 international activist; Israeli security forces intervene, arresting several Palestinians and settlers, releasing all of them within a day. In Jerusalem’s Old City, Israeli police change the lock on the al-Nazir Gate of the al-Aqsa Mosque, normally controlled by Waqf authorities. The police later claim to have replaced the locks by mistake, and Waqf officials restore the original lock. In a training exercise lasting 1 hr., Israeli security forces practice scaling the fences surrounding the al-Aqsa Mosque using ladders. (OCHR 8/19; PCHR 8/20)

In the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm r.c. and nr. Jenin. Israeli police raid the offices of a Palestinian folklore troupe in East Jerusalem, giving them an order banning upcoming performances scheduled to celebrate the Arab League’s declaration of Jerusalem as the Arab cultural capital of 2009 (see Quarterly Update in JPS 152), saying the show constitutes illegal Palestinian political activity in the city. In the West Bank, the IDF forces 2 Palestinian families to demolish additions to their East Jerusalem homes, threatening them with a heavy fine if the IDF were to implement the demolition order; conducts synchronized late-night house searches in 3 villages s. and w. of Jenin (different locations than on 6/17), making no arrests; conducts late-night arrest raids, house searches nr. Tulkarm. (OCHA, PCHR 6/25)

The IDF makes a late-night incursion into n. Gaza to level land along the n. border fence nr. Bayt Hanun. In the West Bank, the IDF raids and demolishes a bedouin encampment in al-Fahm southeast of Nablus, demolishing 8 homes and livestock pens, confiscating the contents and displacing 50 Palestinians; demolishes a Palestinian home in East Jerusalem, displacing a mother, father, and 5 children; conducts late-night arrest raids, house searches in Tulkarm and nr. Bethlehem, Hebron. In keeping with separation wall construction work begun on 4/19, the IDF declares 4,000 d. of Palestinian land s. of Hebron (belonging to the villages of ‘Arab al-Ramadin, Dura, and Dahariyya) a closed military zone. The IDF imposes a general closure on the West Bank through 4/18 for the Passover holiday, barring all West Bank Palestinian access to East Jerusalem and Israel. Israeli police fatally shoot East Jerusalem Palestinian Iyad Awaysat when he allegedly attempts to run over 3 officers guarding workers partially demolishing the East Jerusalem home of a Palestinian who killed 3 Israelis with a bulldozer in West Jerusalem in 7/08; the shooting (protested by Palestinian witnesses who say Awaysat was only speeding) and demolition spark stone-throwing by some 50 Palestinians against Israeli border police who fire tear gas to disperse them, causing no serious injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., and Nablus for a 2d night, as well as nr. Tulkarm. Israeli naval vessels fire on and chase 30 Palestinian fishing boats (69 fishermen) off the n. Gaza coast to force them back to shore, seizing 3 boats, demanding that the 8 crew mbrs. of 1 boat strip naked and jump into the water, then detaining them and taking them to the Ashdod port. In the West Bank, the IDF lifts the closure on Khirbat Safa imposed on 4/2 and withdraws fr. the area, but reenters the vicinity later in the day after Jewish settlers fr. Bet Ayn fire toward the village, causing no injuries; fires on stone-throwing Palestinian youths nr. Jericho, wounding 1; conducts late-night arrest raids, house searches in ‘Askar r.c., Balata r.c., al-Fara‘a r.c., Nablus, Tulkarm, and nr. Hebron, Jenin, Ramallah. In the West Bank, the IDF continues to impose a curfew on Khirbat Safa and search for the Bet Ayn attacker; patrols in Tulkarm during the day, randomly checking Palestinian IDs, arresting 1 teenager. Jewish settlers escorted by Israeli police seize a Palestinian home in East Jerusalem’s alSa’diya quarter, evict the Palestinian family who has lived there for more than 20 yrs., and arrest the father, claiming the house belongs to a Jewish organization; the family files a claim with the Israeli High Court, which rules that settlers may occupy the home until the petition is heard. Israeli naval vessels fire on Palestinian fishermen off the Gaza coast w. of Bayt Lahiya, seriously wounding 1 fisherman. In the West Bank, the IDF demolishes the top floor of an apartment building in Bayt Safafa nr. East Jerusalem for being built without a permit, displacing 7 Palestinians; conducts late-night arrest raids, house searches in ‘Askar r.c., and nr. Hebron, Jenin, Qalqilya, Tulkarm. In the West Bank, the IDF begins work on a new electricity network on Palestinian land to supply Jewish settlements n. and s. of Hebron; enters Thinnaba and Izbat al-Jarad villages nr. Tulkarm in the evening, patrolling the streets and firing percussion grenades; conducts late-night arrest raids, house searches in and around Ramallah, in Nablus, nr. Jenin. The IDF also demolishes 2 Palestinian homes in Silwan and Sur Bahir in East Jerusalem, displacing 21 Palestinians. (OCHA 3/4; PCHR 3/5; OCHA 3/10)

In Sharm al-Shaykh, Egypt and Norway host an international donor conference to raise $2 b. for the reconstruction of Gaza. In total, 75 states pledge more than $4 b. (WP 3/2; HA, WP, WT 3/3; see also VOA 2/27, WP 3/1)

With Israeli permission, Egypt allows Gazan university students with valid travel visas and other foreign passport holders to exit Gaza through the Rafah checkpoint; at least 600 of the 1,000 persons qualified leave the Strip. In the West Bank, the IDF makes a rare morning raid on a factory in Ramallah, questioning workers but making no arrests; takes up positions in Tulkarm at midday, randomly checking Palestinian IDs; conducts late-night arrest raids, house searches in Bethlehem. Some 400 Gazans protest on the Rafah border demanding that Egypt unilaterally open the crossing into Gaza. Egypt deploys 100s of additional police and border patrol officers along the Rafah border, fearing another breach, as occurred in 1/08 (see Quarterly Update in JPS 147). On the Rafah border, 5 Palestinians are killed, 3 are injured when a smuggling tunnel collapses. In the West Bank, the IDF raids and occupies a Palestinian home nr. Bethlehem as an observation post; conducts late-night arrest raids, house searches nr. Jenin, Tulkarm. Israeli security forces raid a theater in East Jerusalem to prevent a Palestinian folklore troupe fr. performing as part of a series of events billed as celebrating the Arab League designation of Jerusalem as the capital of Arab culture for 2009), saying the program violates the ban on Palestinian political activity in the city. Unknown assailants fire a Katyusha rocket fr. s. Lebanon into n. Israel, lightly injuring 3 Israelis. A 2d rocket lands inside Lebanon, causing no damage or injuries. Israel files a formal complaint with the UN, demanding stepped-up UNIFIL and Lebanese government enforcement in s. Lebanon in keeping with UN Res. 1701’s provisions to halt arms smuggling into s.
