Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, the IDF conducts house searches and arrest raids in Tulkarm in the morning, and in Tubas and in 1 village each nr. Jenin and Salfit at night; patrols in 1 village nr. Jenin and in Qalqilya and 1 nearby village at night. Separately, Israeli forces notify Bedouin families nr. Bethlehem that they must evacuate their homes before military exercises are conducted. Israel opens Kerem Shalom crossing with Gaza to allow for entry of fuel and goods, and exit for 7 truckloads of strawberries and flowers bound for Europe. Israel also allows cement and gravel for UN projects to enter. (WAFA 12/16)

The EU’s Foreign Affairs Council announces that Israelis and Palestinians will be offered an unprecedented assistance package in the event of a final status peace deal. The incentives, under the bracket of “Special Privileged Partnership,” include political, economic, and security support. The EU also says that it is ready to contribute to post-conflict arrangements as part of ensuring any deal’s long-term viability. (HA 12/13; WAFA 12/16)

Israeli, Lebanese, and UN military officers meet to defuse tension following fatal crossborder gunfire the previous day. A statement from the UN Interim Force in Lebanon (UNIFIL) says that the Lebanese soldier who killed an Israeli soldier was acting alone. Israeli DM Ya’alon says that the Lebanese authorities promised to punish the shooter. (AFP, AP, REU 12/16)

UN emergency relief coordinator Valerie Amos issues an appeal at a meeting of donor countries in Geneva for $6.5 billion for Syria and its neighbors, including Egypt, Iraq, Jordan, Lebanon, and Turkey, each of which host significant populations of Syrian refugees. Separately, UN High Commissioner for Refugees António Guterres cites Turkish officials’ estimate that the number of Syrian refugees in the country will reach 1.5 m. by the end of 2014. (REU 12/16)

The Muslim Brotherhood-led Anti-Coup Alliance in Egypt announces that it will call for a boycott of the constitutional referendum scheduled for 1/2014. Spokesperson Hamza alFarawy says that the group rejects “any vote under military rule.” (AFP 12/16)

EU foreign ministers release a statement pledging to suspend some sanctions on Iran as soon as the IAEA verifies that Tehran has begun limiting its nuclear activities, in accordance with the 6-mo. interim agreement signed in 11/2013. The Israeli cabinet confirms a decision to free 26 Palestinian prisoners as part of an arrangement agreed in 8/2013 to free 104 prisoners in 4 stages. The prisoners are all serving time for violence committed before the 1993 interim accord. Meanwhile, PM Netanyahu also tells the cabinet that in negotiations with the Palestinians, Israel ascribes “importance to the unity of Jerusalem” as well as the denial of the right of return. An unnamed senior Israeli official says that Netanyahu has decided Israel will renew its cooperation with the UN Human Rights Council after an 18-month boycott, thus meaning that Israeli diplomats will participate in the periodical hearing scheduled for 10/29 in Geneva. The decision comes after reports of private warnings by Germany that Israel will risk a diplomatic backlash if it stays away. (HA 10/27; AFP 10/28)

The panel amending Egypt’s constitution begins to vote on the proposed changes, with only 3 articles from an eventual total of 189 amended articles passing by consensus by midday. Meanwhile, Egyptian authorities close the Rafah crossing with the Gaza Strip for the 2d day in a row, after around 1,500 Hajj pilgrims returned on Friday and some 400 other Palestinians were allowed to leave. UNESCO’s World Heritage Cmte. in Phnom Penh passes a Jordanian-sponsored resolution in an 8–3–10 vote condemning Israeli actions in Jerusalem, such as developments of the Western Wall and Temple Mount site, and resolving to maintain the places of the Old City and Church of the Nativity in Bethlehem on its World Heritage Sites in Danger list. Israel’s Ministry of Foreign Affairs criticizes the resolution, saying it is a “dark day for UNESCO.” (ToI 6/26)

Austria completes the withdrawal of its UNDOF peacekeepers from the Golan Heights, with the remaining 70 departing via Israel. (HA 6/26)

In the West Bank, IDF troops shoot and injure a Palestinian teenager in al-Jalazun r.c. nr. Ramallah during a demonstration in solidarity with Palestinian prisoners. An IDF spokesperson says that soldiers targeted a protester holding a Molotov cocktail; Palestinian witnesses say that the 13-year-old was walking with school friends when targeted. The IDF also conducts house searches and arrest raids in 2 villages and al-‘Arub r.c. nr. Hebron, as well as 1 village each nr. Tubas and Tulkarm at night. The Israeli military announces that Palestinian fishermen will now be able to fish up to 6 miles off the coast of the Gaza Strip, extending the previous limit of 3 miles that was set in 3/2013. Meanwhile, an official from Hamas’s Ministry of Foreign Affairs says that the govt. is willing to close smuggling tunnels once a commercial crossing opens. (HA, MNA 5/21)

The Syrian army and Israeli forces have a brief exchange of fire over the cease-fire line in the Golan Heights. Damascus claims responsibility for firing at Israeli troops, damaging an army jeep but causing no injuries, with the IDF returning fire, reportedly destroying an army post but causing no injuries. IDF Chief of Staff Benny Gantz warns the Syrian govt. not to conduct any further attacks. (AFP, HA, REU, WP 5/21)

Unidentified Palestinians fire a rocket from Gaza into Israel, causing no damage or injuries. IDF forces and Palestinians clash across the West Bank and East Jerusalem on Nakba Day, with 25 Palestinians arrested and 6 Israeli security forces injured in and around Jerusalem’s Old City. In al-‘Aqba village nr. Hebron, unidentifed Palestinians throw a Molotov cocktail at an IDF jeep, destroying it and injuring 4 soldiers. In another incident in the nearby village of al-Tabaqa, IDF forces briefly detain more than 45 children. As part of Nakba Dayrelated protests, IDF forces violently disperse Palestinian demonstrators at Qalandia and Bitunia nr. Jerusalem, Ofer nr. Ramallah, Kufor Kaddoum nr. The Mujahidin Shura Council, which has previously fired projectiles from the Gaza Strip into Israel (3/21, 4/2), claims responsibility for firing 2 Grad rockets from the Egyptian Sinai that hit the Israeli resort city of Eilat, causing no damage or injuries. The group states that the attack was intended to demonstrate solidarity with Palestinian prisoners in Israeli jails. (NYT, REU, YA 4/17)

The U.S. Senate’s Foreign Relations Committee adopts Senate Resolution 65 (S. Res. 65), introduced on 2/28, which stipulates that Washington will support Israel—though no specific are given—in the event that it takes military action against Iran. (YA 4/17)

The Israeli cabinet approves (16–3, with 1 abstention) a plan for the Bedouin communities in the Negev that would see thousands of so-called unrecognized villages destroyed and their populations forcibly relocated to governmentapproved towns. The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Tunisian pres. Moncef Marzouki postpones his visit to the Gaza Strip (see 1/20) until 3/2013, following discussion with Palestinian pres. Abbas, in order to ‘‘allow the path of reconciliation to progress.’’ Meanwhile, spokesperson for the Palestinian reconciliation comm., Abdul Aziz Qudaih, says that Morocco has pledged $500 m. to support reconciliation efforts, money to be used for compensation payments for those injured or who suffered property damage during Hamas-Fatah fighting in 2007. Turkish media report that the country’s dep. min. for energy and natural resources, Murat Mercan, has told Israeli Foreign Ministry official Michael Lotem that Israel’s energy cooperation with Cyprus would stand in the way of any proposed Israel-Turkey natural gas pipeline. Following a meeting in Cairo, Fatah official Azzam al-Ahmad announces that his party and Hamas have agreed on a set of principles to implement a reconciliation agreement. The deal includes the resumption of work by 1/30/13 of the Central Elections Commission, Public Freedoms Comm., and Social Reconciliation Comm. (MNA 1/17)

Palestinian pres. Mahmud Abbas holds a meeting with officials from the PA security forces following recent protests by Fatah-affiliated gunmen in Balata r.c. and Jenin r.c. (see 1/10). Abbas emphasizes that the government has a monopoly on the use of force. In the evening, 10 gunmen from Balata r.c. hand themselves in to PA security forces in Nablus in what Nablus governor Jibrin al-Bakri described as a ‘‘deal,’’ but without giving details. Israel’s dep. FM Danny Ayalon tells a Turkish newspaper that Israel is ready to send a letter of apology to Ankara for the killing of 9 Turkish activists on the Mavi Marmara on 5/31/10, similar to the one the U.S. government sent to Islamabad over the killing of Pakistani soldiers. (JP 1/17)
