More than 32,490 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 74,889 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 252 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. The meeting was canceled by Israeli prime minister Benjamin Netanyahu on 3/26 after the U.S. chose not to veto a ceasefire resolution at the UN Security Council. The Washington Post reports that the U.S. has raised allegations of beatings and torture of Palestinian prisoner Marwan Barghouti with Israel. In the West Bank, Israeli settlers puncture the tires of 10 Palestinian vehicles and leave racist graffiti on nearby walls in Ras Karkar near Ramallah. Settlers also assault 2 Palestinian shepherds near Hebron and throw stones at a Palestinian school in nearby Urif village, causing no damage or injuries. Israeli forces fire tear gas at Palestinian students at a school in central Hebron; no serious injuries are reported. It’s unclear why the IDF attacked the school. They also deliver stop-work orders to a Palestinian home under construction in western Hebron; confiscate heavy equipment from a construction site in southern Hebron; and uproot approximately 300 olive tree seedlings from a Palestinian grove north of the city. PA minister of finance Shukri Bishara says that the PA intends to pay all its employees on time in the coming months, but that some of the higher salaries might be reduced due to the 2/17 Israeli decision to make deductions from the monthly transfers of tax revenues to the PA. “We are coming on difficult days in the coming weeks, and we will handle the issue of salaries as wisely and fairly as possible,” he says. Meanwhile, senior Fatah official Mahmoud al-Aloul says that a committee has been formed to put together a list of Israeli products to ban from Palestinian markets in response to the Israeli deductions in tax revenue transfers. Hosen L’Yisrael Party chair Benny Gantz and Yesh Atid Party chair Yair Lapid announce that they have agreed to run on a joint ticket ahead of the Israeli election on 4/9. Under their agreement, Gantz would serve as prime minister for two and a half years, then Lapid would take over the top job. Gantz is widely seen as Prime Minister Benjamin Netanyahu’s top challenger in the election, and this agreement is expected to strengthen his chances of becoming the next prime minister. IDF troops open fire on 2 Palestinians on a motorcycle at the al-Jalama checkpoint near Jenin, killing 1 and injuring the other. The IDF states that the 2 men threw a suspicious object at Israeli soldiers manning the checkpoint. The Israeli press reports that the device was an explosive. It did not detonate, let alone cause any injuries or damage. Elsewhere in the West Bank, IDF troops arrest 4 Palestinian minors for throwing stones at Israeli vehicles near Nablus; shoot and injure 2 Palestinians during clashes sparked by an arrest raid near Ramallah; arrest 17 Palestinians and confiscate 3 vehicles during further raids near Nablus, Jenin, Ramallah, Hebron, and Bethlehem; and patrol near Tulkarm, Jenin, and Hebron. Israeli settlers puncture the tires of several Palestinian vehicles and spray-paint racist graffiti on the walls of a nearby mosque overnight in Dayr Dibwan village near Ramallah. After the Popular Front for the Liberation of Palestine (PFLP) and the Democratic Front for the Liberation of Palestine (DFLP) both announce that they will not be participating in Fatah’s plans for a new PA government comprising representatives of various PLO factions, a Hamas spokesperson calls their announcements a “step in the right direction.” He also reaffirms that “there is no alternative to partnership and national consensus.” (JP 2/4)

At a press conference in Rio de Janeiro, Israeli prime minister Benjamin Netanyahu says that the Trump administration is unlikely to circulate its long-awaited Palestinian-Israeli peace plan before Israel’s elections on 4/9. “In their estimation elections are the time when it will have the least chance of succeeding,” he says. A Fatah spokesperson accuses Hamas of arresting 500 Fatah activists and officials in Gaza as Fatah’s Gaza branch prepares for celebrations marking the party’s 54th anniversary. The Hamas-run Interior Ministry in Gaza rejects the accusation, claiming that only 38 Fatah leaders have been summoned “to maintain order.” Later, Hamas security forces in Gaza prevent Fatah activists from symbolically lighting a torch at an anniversary celebration. Israeli defense minister Avigdor Lieberman orders the reduction of the fishing zone off Gaza’s coast from 9 nautical miles to 6 nautical miles, citing concerns about the recent violence along Gaza’s border. “The defense minister’s decision was made following the violent rioting over the weekend near the fence and attempts to harm IDF forces and launch confrontational flotillas,” according to a Defense Ministry statement. This marks the 2d time in the past few months that Lieberman has ordered a punitive reduction of the fishing zone. (MNA, TOI 10/6)

Al Akhbar reports that the UN has agreed to pay the salaries of Gaza’s civil servants for 3 months and that Israel has agreed in principle to permit 5,000 Gazan merchants to enter Israel for business. The report comes days after similar reports of a deal under which Qatar would pay $60 million for fuel for Gaza’s sole power plant. Meanwhile, senior Israeli defense officials say that PA president Mahmoud Abbas was enraged at the UN plan to transfer Qatari-funded diesel fuel to Gaza, as reported on 10/4. Abbas later confirms that he is considering possible response, including a suspension of the approximately $100 million that the PA transfers to Gaza per month. Also, a senior Fatah official calls UN Special Coordinator Mladenov a “servant” of the Trump admin., presumably in response to the UN official’s work to facilitate transfers of aid to Gaza without PA involvement. “He should not be intervening in internal affairs,” the official continues. “It is not his right or mandate to interfere, but he puts his nose in everything.” (AH, TOI, TOI, WAFA 10/6; TOI 10/8; TOI 10/9)

Palestinian national reconciliation talks in Doha break down halfway through their last scheduled day. Hamas spokesperson Sami Abu Zuhri says that Fatah officials reneged on agreements made in previous rounds of negotiations and that Fatah withdrew during the 2d session of talks today. An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. In a speech to the Knesset before leaving for the U.S., Israeli PM Benjamin Netanyahu lays out his conditions for accepting a Palestinian state, but still does not go far enough to satisfy minimum Palestinian demands, stating that “the root of the conflict is not the absence of a Palestinian state,” but rather “the refusal to recognize a Jewish state.” (HA 5/16; NYT, WT 5/17; WP 5/18; JPI 5/27)

In response to the cross-border exchange on 2/23, Palestinians fire 3 manufactured Grad rockets fr. In Ramallah, up to 1,500 Palestinians rally in support of national unity and an end to the Hamas-Fatah divide, which they say “opens the door for the occupiers to do whatever they want”; though representing Fatah, Hamas, and leftist factions, they show only the Palestinian flag—a rare gesture in recent years. Regionwide antigovernment protests, which toppled the Egyptian and Tunisian regimes last quarter, continue (see Quarterly Update in this issue and in JPS 159). In Bahrain, demonstrators for the 1st time shift fr. calling for a transition to a constitutional monarchy to calling for the ouster of the monarchy altogether. Syria sees its 1st hint of unrest when more than 500 protesters in Damascus spontaneously rally to the defense of a motorist being beaten by a police officer and refuse to disperse, chanting “The Syrian people will not tolerate humiliation” for more than 3 hrs. until Interior M Saed Samour personally goes to the scene to pledge to punish the policeman. Major clashes between govt. forces and protesters seeking regime change are reported in eastern Libya, while modest demonstrations in Yemen call for the president to step down. (NYT, WP, WT 2/17)

In Gaza, the IDF sends tanks, bulldozers into Juhur al-Dik, areas n. of Rafah to bulldoze land. A new contingent of 500 PA security officers trained in Jordan takes up patrols in Jenin, adding to the 150 police officers already there in what the PA has dubbed “Operation Smile and Hope”.
