The Palestine Chronology

After weeks of tension and intermittent violence throughout Jerusalem and the West Bank, a group of Palestinians kill 2 Israeli settlers and injure 4 settler children in a drive-by shooting nr. Nablus, sparking a wave of retaliatory acts. After the attack, Israeli forces search the area for the shooters and deploy 4 additional battalions in the West Bank. In a series of attacks,Israeli settlers shoot and injure a Palestinian man s. of Bethlehem; torch a Palestinian car and vandalize more than 40 Palestinian vehicles nr. Nablus, Qalqilya, and Ramallah; blockade a main road outside Tulkarm; throw stones at Palestinians and their property nr. Early in the day, an Israeli settler opens fire on a Palestinian school nr. Bethlehem, according to Palestinian residents, then Palestinian youths in the area throw stones at and clash with Israeli settlers and Israeli forces (3 settlers are lightly injured and 1 Palestinian is moderately injured with live ammunition). Elsewhere in the West Bank, Palestinians injure 2 Israeli settlers after throwing rocks at their vehicle outside Ramallah. Clashes ensue between Israeli forces and stone-throwing Palestinians in a nearby town after an IDF raid. IDF troops assault, injure, and detain a Palestinian man at a checkpoint in the n. West Bank after he allegedly attempts to stab 1 of the soldiers. In East Jerusalem, Israeli forces raid a school in al-Tur, detaining and questioning a Palestinian child accused of stone-throwing; arrest 2 Palestinians and spark clashes with stone-throwers during raids in Issawiyya. Meanwhile, the Israeli authorities continue enforcing the restrictions on access at Haram al-Sharif that were announced on 9/27. In New York, Israeli PM Netanyahu addresses the UNGA, primarily criticizing the nuclear deal reached by Iran and the P5+1 (U.S., France, China, Russia, UK, and Germany) on 7/14. He also reiterates that he is “prepared to immediately resume direct peace negotiations with the [Palestinians] without any preconditions whatsoever.” (GDN, HA, JP, POL, YA 10/1; HA, JP, TOI 10/2)

Off Gaza’s coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops on the Gaza border e. of al-Bureij r.c. open fire on nearby agricultural land. In the West Bank, IDF troops confiscate and damage property on late-night raids and house searches in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. In East Jerusalem, right-wing Jewish activist Glick leads a protest in the Old City against the closure of Haram al-Sharif to non-Muslims during the final 10 days of Ramadan. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. U.S. Pres. Obama meets with several U.S. Jewish groups to discuss the “key parameters” announced on 4/2 by the P5+1 and Iran, and their concerns about Israel’s security. In Gaza, Israeli forces conduct a limited incursion nr. Rafah to level land. Off the coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 2 boats. In the West Bank, Israeli settlers uproot 65 olive trees outside Turmus ‘Ayya village nr. Ramallah; perform religious rites at a site nr. Nablus, sparking clashes with local Palestinians; enter Isaac’s Hall in al-Ibrahimi Mosque in c. Hebron. After suspected Palestinian assailants set fire to an Israeli settler’s trailer nr. Nablus, the IDF imposes a curfew on a nearby Palestinian village and conducts raids and house searches in the area, sparking light clashes with residents. The IDF also conducts house searches in and around Hebron and Tulkarm, arresting 4 Palestinians; patrols in 2 villages each nr. Qalqilya and Jenin. IDF troops set up roadblocks and raid a school in a village nr. Jenin, sparking clashes with residents. Israeli forces destroy 300 olive trees and demolish 600 m of walls nr. Nablus; confiscate 2 water tanks nr. Tubas. In East Jerusalem, Israeli forces conduct raids in Anabta village and in al-Tur, assaulting 1 Palestinian and arresting 2; arrest 4 Palestinian women at an entrance to Haram al-Sharif. In s. Israel, Israeli forces demolish several Palestinian bedouins’ homes in 3 villages in the Negev, and they surround a home in a 4th village, preparing to demolish it. In an interview with NBC, Israeli PM Netanyahu rolls back his 3/16 assertion that he will block the creation of a Palestinian state if chosen for a 3d consecutive term as PM. Later, U.S. Pres. Obama calls Netanyahu to officially congratulate him for his 3/17 victory, but also to discuss his controversial comments. Obama reportedly says that the U.S. will be reassessing its positions regarding the Israeli-Palestinian peace process in light of the PM’s new position. On the 4th day of bilateral negotiations between the U.S. and Iran in Lausanne, Switzerland, the Wall Street Journal reports that the P5+1 is refusing to compromise on its demand for staggered sanctions relief. (AP, JP, WSJ 3/19; AFP 3/20)

In the U.S. Senate Foreign Relations Comm., chair Corker (R-TN) and ranking mbr. Robert Menendez (D-NJ) agree to delay a comm. vote on the Iran Nuclear Agreement Review Act of 2015 until after the P5+1 and Iran’s deadline for reaching a political accord at the end of 3/2015. They schedule a vote for 4/14

In Israel, Israeli forces demolish the bedouin village al-‘Araqib in the Negev for the 81st time since it was 1st targeted in 2010; detain the head of the Prisoners’ Families Comm. in Jerusalem, Amjad Abu Asab, at Ben Gurion airport where he was on his way to participate in a conference in Turkey. In Gaza, 2 Palestinians are killed in separate incidents in underground tunnels: an Izzeddin al-Qassam Brigades (IQB) mbr. dies in a Hamas-operated tunnel w. of Rafah; and, a man dies of accidental electrocution in a smuggling tunnel also nr. Rafah. In the West Bank, the IDF patrols in 1 village each nr. Tulkarm, Salfit, and Hebron. Israeli settlers destroy 40 olive trees nr. The International Atomic Energy Agency (IAEA) delivers a report on Iran’s nuclear program, concluding that the Iranian govt. is still not fully cooperating though it has largely upheld its obligations under the Joint Plan of Action (JPOA), which governs its negotiations with the P5+1. IDF troops on the Gaza border e. of al-Maghazi fire warning shots at Palestinian farmers nr. the border fence, causing no damage or injuries. In the West Bank, the IDF conducts house searches and raids targeting Hamas in Nur Shams r.c. and Tulkarm r.c., arresting 7 Palestinians; also conducts house searches and raids in and around Nablus, in Balata r.c., and Hebron, arresting 6 Palestinians, including a PA security officer; patrols in and around Jenin; confiscates a garbage truck and a tractor nr. Hebron. Israeli settlers uproot over 500 olive trees outside Hebron. In Abu Dis, Israeli soldiers enter the rebuilt “Gate of Jerusalem” protest tent camp (see 2/16) to take pictures and prepare for another round of raids, demolitions, and evacuations. The PA security forces (PASF) raid the office of 2 Palestinian Legislative Council mbrs. in Ramallah, arresting the office manager. White House and State Dept. spokespersons confirm that the U.S. is not passing complete information to Israel about the contents of the negotiations between Iran and the P5+1, saying Israel is inaccurately “characterizing our negotiating position.” Meanwhile, over 20 Democrats in the U.S. House of Representatives sign on to a letter to Speaker John Boehner (R-OH) asking him to postpone Israeli PM Benjamin Netanyahu’s address to Congress until after the Israeli elections on 3/17. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. In the Gaza Strip, IDF troopsshoot and kill a Palestinian farmer approaching the border fence e. of Jabaliya. Separately, IDF troops open fire on 3 Palestinians approaching the Kerem Shalom crossing, injuring 1 and arresting 5 in 2 separate incidents. In the West Bank, a Palestinian shepherd is seriously injured when he steps on an explosive left by the IDF. (He succumbs to his injuries on 11/24.) During a peaceful demonstration in Hebron, IDF troops shoot and injure a Palestinian photojournalist. At a checkpoint outside al-‘Arub r.c., IDF troops detain 1 Palestinian man and lightly injure him. IDF troops raid homes nr. Ramallah and Tulkarm. In East Jerusalem, an Israeli woman breaks into a Silwan home and attacks a sleeping Palestinian woman with pepper spray. Separately, a Palestinian woman is arrested at the Shu‘fat r.c. checkpoint after, according to Israeli police, attempting to stab an Israeli officer with a sharp object. Later in the evening, clashes break out in Shu‘fat r.c. Seventeen Israelis attack a Palestinian taxi driver in the Bnei Brak neighborhood after 2 of them accuse the driver of trying to run them over. Israeli forces raid several homes and stores in al-Bustan, and they issue fines for violations of construction laws. Dozens of Israelis carrying Israeli flags and chanting “death to Arabs” gather in the Old City and demand that the Israeli govt. open Haram al-Sharif. Israeli settlers enter a village n. of Ramallah to set fire to a Palestinian home and to deface another with price-tag graffiti. In West Jerusalem, settlers attack several Palestinian workers at a vegetable stand. Nr. Nablus, settlers assault 3 Palestinian shepherds.
