The International Atomic Energy Agency reports that Iran has abided by its obligations under the 7/14/2015 nuclear deal it made with the P5+1, and the U.S. and EU formally begin lifting sanctions on Iranian banking, money transfers, trade, insurance, shipping, and other industries (sanctions relating to human rights and terrorism will remain in place). Meanwhile, Iran releases 4 U.S. prisoners, including Washington Post reporter Jason Rezaian. In exchange, the U.S. releases 7 Iranian-Americans imprisoned on sanctions-related charges, inter alia. After weeks of tension and intermittent violence throughout Jerusalem and the West Bank, a group of Palestinians kill 2 Israeli settlers and injure 4 settler children in a drive-by shooting nr. Nablus, sparking a wave of retaliatory acts. After the attack, Israeli forces search the area for the shooters and deploy 4 additional battalions in the West Bank. In a series of attacks,Israeli settlers shoot and injure a Palestinian man s. of Bethlehem; torch a Palestinian car and vandalize more than 40 Palestinian vehicles nr. Nablus, Qalqilya, and Ramallah; blockade a main road outside Tulkarm; throw stones at Palestinians and their property nr. Early in the day, an Israeli settler opens fire on a Palestinian school nr. Bethlehem, according to Palestinian residents, then Palestinian youths in the area throw stones at and clash with Israeli settlers and Israeli forces (3 settlers are lightly injured and 1 Palestinian is moderately injured with live ammunition). Elsewhere in the West Bank, Palestinians injure 2 Israeli settlers after throwing rocks at their vehicle outside Ramallah. Clashes ensue between Israeli forces and stone-throwing Palestinians in a nearby town after an IDF raid. IDF troops assault, injure, and detain a Palestinian man at a checkpoint in the n. West Bank after he allegedly attempts to stab 1 of the soldiers. In East Jerusalem, Israeli forces raid a school in al-Tur, detaining and questioning a Palestinian child accused of stone-throwing; arrest 2 Palestinians and spark clashes with stone-throwers during raids in Issawiyya. Meanwhile, the Israeli authorities continue enforcing the restrictions on access at Haram al-Sharif that were announced on 9/27. In New York, Israeli PM Netanyahu addresses the UNGA, primarily criticizing the nuclear deal reached by Iran and the P5+1 (U.S., France, China, Russia, UK, and Germany) on 7/14. Off Gaza’s coast nr. Gaza City, Israeli naval forces open fire on Palestinian fishing boats, causing damage to 1 boat. IDF troops on the Gaza border e. of al-Bureij r.c. open fire on nearby agricultural land. In the West Bank, IDF troops confiscate and damage property on late-night raids and house searches in a village nr. Ramallah, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is injured. In East Jerusalem, right-wing Jewish activist Glick leads a protest in the Old City against the closure of Haram al-Sharif to non-Muslims during the final 10 days of Ramadan. The Israeli NGO Peace Now reports that Israel’s Civil Admin. recently allocated 300 dunams (around 75 acres) of land for the expansion of a settlement s. of Bethlehem. Meanwhile, 3 Palestinians who work in an Israeli industrial zone nr. Tulkarm file a complaint with the Israeli National Labor Court to recognize their right to share equal working conditions. The court will deny their request on 7/19. Currently Palestinians working in Israeli-controlled areas are subject to 1967 Jordanian law while their Israeli counterparts are subject to different labor laws. (MNA 7/14; JP 7/15)

Israeli PM Netanyahu reportedly says, “We cannot develop the settlements further, but rather need to preserve what we have,” in comments to a settler organization called the West Bank Regional Council (WBRC). The Yesha Council, a settler umbrella group including the WBRC, responds, saying “a govt. that does not build in Judea and Samaria loses its right to exist.” The Likud Party then denies that Netanyahu made any statement of policy regarding a settlement freeze. In Vienna, the P5+1 and Iran reach a final, comprehensive agreement to limit Iran’s nuclear program in exchange for sanctions relief. U.S. pres. Obama calls Netanyahu to discuss the agreement, and he reportedly offers to hold talks on increasing military aid to Israel. In Gaza, Egyptian authorities open the Rafah border crossing for the 1st time since 1/22 (it will remain open until 3/10). Off the coast nr. Tulkarm; deliver demolition notices to several residential buildings in a village n. of Jerusalem. The IDF conducts a military drill in c. Hebron and soldiers fire tear gas at Palestinian bystanders; house searches and raids in Nablus, 1 village each nr. Qalqilya, Ramallah, Bethlehem, and Jenin, arresting 21 Palestinians and issuing arrest summons to 4; patrols in 4 areas nr. Ramallah and 1 village nr. Hebron. Hamas in Gaza releases a statement criticizing the PASF’s arrest of over 100 Hamas affiliates in the past 2 weeks, including 40 on 3/8. They accuse the PA unity govt. of using the arrests as retaliation for the detention of senior Fatah official Mamoun Sweidan in Gaza over the past few days. (MNA, YA 3/9)

Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. Meanwhile, IAEA officials arrive in Tehran for talks on Iran’s nuclear program, specifically the results of the IAEA’s recent (2/19) report on Iran’s compliance with the JPOA, which governs its negotiations with the P5+1. Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, hundreds of Jewish Israelis visit a religious site in a Palestinian village nr. Salfit after IDF troops raid the village, shut down all the entrances, and force all the stores to close. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in c. Hebron, 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and Jalazun r.c.), and 2 villages nr. They also assault a group of Palestinians peacefully protesting outside an Israeli settlement nr. Bethlehem. IDF troops open fire on a Palestinian nr. Bethlehem after he drives his car toward them. The IDF conducts house searches and arrest raids nr. Bethlehem, Salfit, Hebron, and Tulkarm; patrols in al-Fawar r.c., as well as nr. Hebron and Qalqilya. Palestinians throw stones at IDF troops patrolling nr. Ramallah, injuring 1. In East Jerusalem, unknown assailants throw bottles at Israeli settlers’ buildings in Shaykh Jarrah and Ras al-Amud, causing damage but no injuries. Later, unknown assailants burn 6 Palestinianowned cars in Silwan and Abu Tor. Israeli forces conduct arrest raids and house searches in Ras al-Amud. In West Jerusalem, dozens of Palestinians from al-Tur, East Jerusalem, gather outside the municipal govt. offices to protest the increased arrests of Palestinian children. UNRWA’s office in Gaza announces that over the next week it will distribute $1.1 m. in cash payments to around 800 families whose homes were partially or completely destroyed during OPE. On 1/27, the office suspended its cash assistance program, which served these same families. Meanwhile, the PA Finance Ministry announces that, for the 2d mo. in a row, PA employees whose monthly wage is NIS 2,000 (around $520) or more will receive only 60% of their salary, and those with lower wages will receive their entire salary. On the sidelines of the security conference in Munich, U.S. Secy. of State Kerry meets with reps. of the 3 other mbrs. of the Middle East Quartet. In a statement, they call for a resumption of peace negotiations and for all parties to avoid actions that may “prejudice final status issues.” (REU, TOI, YA 2/8)

In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. In the West Bank, IDF troops shoot and kill a Palestinian man during a late-night arrest raid in Qalandia r.c. nr. Ramallah. Clashes then break out in the camp, with residents throwing stones and Israeli soldiers injuring around 30 Palestinians with rubber-coated metal bullets and stun grenades. In response to Palestinian youth who were throwing stones and empty bottles at Israeli settlers’ vehicles nr. Nablus, IDF troopssurround a school and fire tear gas into its yard, causing no injuries. Israeli forces deliver stop-work notices in 2 villages nr. Hebron, both of which are outside the Gush Etzion settlement bloc. Shortly after, the soldiers clash with stone-throwing Palestinian youth in the area, dozens of whom suffer from tear gas inhalation. The IDF conducts house searches and arrest raids nr. Bethlehem, Jenin, Salfit, Tulkarm, and Hebron. In East Jerusalem, Israeli forces deliver a demolition order to the Silwan home of the Palestinian man who is suspected of shooting right-wing Jewish activist Yehuda Glick on 10/29 and was killed on 10/30 by Israeli security forces. They had previously delivered an order to punitively demolish the home on 11/19, but the Israeli High Court of Justice froze the order. They also deliver a demolition order to a 19-person residence in the Old City. Separately, Israeli police detain 3 Palestinian children at Haram al-Sharif. Israeli PM Netanyahu meets with U.S. Secy. of State Kerry in Rome to discuss the rival draft UNSC res. being prepared by the Palestinians and the French. Netanyahu opposes both, saying, “We will not accept attempts to dictate to us unilateral moves on a limited timetable.” Kerry then meets with French FM Fabius, UK Foreign Secy. Hammond, German FM Frank-Walter Steinmeier, and EU foreign affairs chief Mogherini in Paris. Separately, Arab League secy.-gen. Nabil Elaraby meets with Fabius in Paris. The Hamas-run cabinet in the Gaza Strip holds its 343d and last meeting, and releases a statement saying it is ready to hand over “full responsibility” to a PA unity govt. According to Fatah official al-Ahmad, reps. of the various Palestinian factions are close to agreeing on the composition of the new govt., as they continue their discussions. (AP, MNA 5/27) .

The office of EU foreign affairs chief Ashton confirms that reps. of Iran and the P5+1 powers have agreed to meet in Vienna on 6/16 to begin a new round of talks. (AP 5/27)

In the Gaza Strip, Israeli forces also conduct a limited incursion nr. Khan Yunis to level land. In response, Palestinians from Abu Ali Mustafa Brigades, the military wing of the PFLP, fire 2 mortar shells at the tanks, causing no damage or injuries. Separately, the military wing of the DFLP, the National Resistance Brigades, claims responsibility for firing 2 mortar shells at an Israeli military position nr. Dayr al-Balah. Later, 3 Palestinians are wounded by an Israeli air strike nr. Khan Yunis, and 1 child sustains minor injuries. An Israeli air strike also targets a training site for Islamic Jihad’s al-Quds Brigades nr. Rafah, causing no injuries. In the West Bank, the IDF shoots and injures 3 Palestinians in Dahaysha r.c. in Bethlehem during clashes sparked by an arrest raid. The IDF conducts house searches and arrest raids in Tulkarm in the morning, and in 1 village nr. Hebron at night; patrols in 2 villages nr. Reps. from Iran and the P5+1 reach a deal in Geneva. The “Joint Plan of Action” establishes a 6-mo. interim period, in which the 2 sides swap confidence-building measures to facilitate negotiations over a long-term agreement. Specific measures include a 5% limit on Iran’s uranium enrichment, well below the level required for weapons-grade material, and approximately $4.2 b. in sanctions relief. (To read the full text of the agreement, see document A1 in JPS 171.) The interim deal is endorsed by Iran’s Supreme Leader Ayatollah Ali Khamenei and Pres. Hassan Ruhani, while U.S. Pres. Barack Obama says the agreement cuts off Tehran’s possible routes to a nuclear bomb. Separately, reports surface in the media that the U.S. and Iran had been holding secret talks since 3/2013, away from the P5+1 track, reportedly led by Dep. Secy. of State William Burns. An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. In the West Bank, the IDF, citing military exercises, compels 6 Palestinian families to leave their homes in a village in the n. Jordan Valley. The IDF also notifies Palestinian farmers nr. Salfit that the road connecting the village to their fields will be demolished in the next 2 weeks. The IDF patrols in 2 villages nr. Tulkarm in the afternoon, in 1 village each nr. Jericho and Ramallah at night; conducts house searches and arrest raids in 1 village nr. Bethlehem in the afternoon, and in Ramallah and nearby Qaddura r.c. at night. The Ramallah raid targets prisoner support NGO Addameer and the Palestinian NGO Network, as well as the Union of Palestinian Women’s Committees. In the West Bank, the IDF patrols in Tulkarm and 2 villages in Ramallah in the morning; in 1 village each nr. Jericho and Ramallah in the afternoon; and in Jericho and 1 village nr. Jenin late at night. The IDF also conducts late-night arrest raids, house searches in Jenin, Nablus, Salfit, Tulkarm, and 1 village each nr. Hebron and Qalqilya. Jewish settlers fr. Tekoa settlement nr. Bethlehem vandalize Palestinian homes in nearby Taqqua’ village; IDF troops observe but do not intervene. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous week: (1) Israeli authorities demolished a Palestinian home in East Jerusalem’s al-Tur neighborhood (marking the 1st residence demolished in East Jerusalem for 2 mos.) and ordered a Palestinian family to demolish an addition to their home; (2) the IDF removed a major roadblock on the main north–south road to Hebron, significantly reducing travel times between Hebron and 4 villages to the east; and (3) 2 Palestinians died and 4 (including a teenager) were injured in 4 smuggling tunnel accidents on the Rafah border. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)
