The IDF violently disperses Palestinian and international activists gathering in 2 villages nr. Hebron and 1 nr. Qalqilya to protest recent Israeli settlement activity in the area and the 7/31 arson attack in Duma; there are no serious injuries. IDF troops conduct late-night house searches and raids in 1 village nr. Bethlehem; patrol during the day in 4 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 each nr. Tulkarm and Hebron. In Gaza, unknown assailants open fire on trucks at the Kerem Shalom border crossing, causing light damage to 1. In the West Bank, the IDF conducts house searches and raids in Qalqilya, 1 village nr. Ramallah, Tulkarm r.c. and 1 village nr. Tulkarm, as well as al-‘Arub r.c. and 1 village nr. Hebron, arresting 18 Palestinians; patrols in 2 villages nr. Jenin, 1 each nr. Qalqilya and Hebron, and ‘Aqabat Jabir r.c. nr. Jericho. Meanwhile, a group of armed men from the Balata r.c. shut down a main road in Nablus in protest of the PASF crackdown on the camp. In East Jerusalem, Israeli forces confiscate the contents of a store in Hizma and demolish a residential building under construction in Wadi al-Juz. They also conduct raids in Silwan, assaulting 2 Palestinians and arresting 3. Meanwhile, the Jordan-funded Islamic Waqf begins renovations at Haram al-Sharif, and Israeli minister Uri Ariel calls for the project to be halted. Off the coast of Gaza nr. Bayt Lahiya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, hundreds of Jewish Israelis visit a religious site in a Palestinian village nr. Salfit after IDF troops raid the village, shut down all the entrances, and force all the stores to close. IDF troops violently disperse Palestinian, Israeli, and international protesters at demonstrations against Israel’s separation wall, settlements, and occupation in c. Hebron, 5 areas nr. Ramallah (Bil‘in, Nabi Salih, Ni‘lin, Silwad, and Jalazun r.c.), and 2 villages nr. Qalqilya (Kafr Qaddum and ‘Izbat al-Tabib); 4 Palestinians are detained and 9 are seriously injured, including 1 photojournalist, and 3 Palestinians from live ammunition. Palestinian Authority (PA) PM Rami Hamdallah calls on the U.S. to pressure Israel into unfreezing its monthly tax revenue transfers to the PA, which have been punitively withheld since the beginning of 1/2015. The transfers amount to over $100 m. per mo. and comprise 60–70% of the PA’s revenues. Senior PA official Nabil Shaath meets with 22 European Union (EU) reps. and ambs., calling on the EU to play a bigger role in future negotiations with Israel and warning that the PA’s financial and political problems could lead to violence. Senior EU officials say that the U.S. has begun limiting information passed to Israel regarding the details of the negotiations between Iran and the P5+1 (China, France, Russia, the UK, U.S., and Germany) because Israeli politicians have been presenting a distorted view of the talks. In the Gaza Strip, Palestinians fire a rocket into s. Israel in the Eshkol region. Israel holds Hamas responsible and the IDF launches a latenight air strike at a Hamas military training site nr. Khan Yunis, causing damage to the site and a nearby UNRWA school. It is the 1st Israeli bombing in Gaza since the 8/26 cease-fire ended OPE. In the West Bank, Palestinians gather in Turmus ‘Ayya, Silwad, and Ofer detention center to protest the death of a senior PA official on 12/10, sparking clashes with IDF troops in which 9 Palestinians are injured with rubbercoated metal bullets and 2 are detained. In Silwad, Israeli soldiers deliberately fire at electricity transformers, causing a power outage. Also, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation nr. Ramallah (Bil‘in, Nabi Salih, and Ni‘lin), Bethlehem, and Qalqilya (Kafr Qaddum), shooting 1 in Bil‘in with a rubber-coated metal bullet and 1 in Ni‘lin. The IDF conducts an arrest raid nr. Qalqilya; patrols nr. Ramallah, Hebron, Jericho, Tulkarm, and Qalqilya. Meanwhile, dozens gather in Balata r.c. to celebrate the 47th anniversary of the PFLP. In East Jerusalem, nearly 60,000 Palestinians pray at Haram al-Sharif, then march through the streets of the Old City in protest of Israeli policies regarding the site. Later, Israeli forces conduct house searches and arrest raids in the Old City, al-Wad, Silwan, and al-Bustan. Clashes break out between Israeli police and stone-throwing Palestinians late at night in Wadi al-Juz, Anata, and Silwan. Police injure 3 Palestinians with rubber-coated metal bullets and arrest 5. Iranian and U.S. officials meet in Geneva and hold their 1st official, bilateral talks since the beginning of the Vienna negotiations between reps. of Iran and the P5+1 powers on 1/20. Attended by Iran’s Dep. FM Araghchi along with U.S. Dep. Secy. of State William Burns, and Under Secy. of State Wendy Sherman, the discussions are intended to overcome the impasse reached in Vienna and make it possible to reach a comprehensive agreement by the 7/20 deadline. The 5th round of talks is scheduled to begin on 6/16. Araghchi tells Iranian media that it is “too early to judge whether an extension will be needed.” (AFP, AP, HA, REU 6/9)

In the West Bank the IDF conducts house searches and arrest raids in 1 village nr. Hebron in the afternoon, and in al-‘Arub r.c. and 1 village nr. Hebron, and in 1 village each nr. Qalqilya, Salfit, and Tulkarm; patrols in 1 village nr. Ramallah in the morning, and in 2 villages nr. Ramallah and 1 village nr. Jericho at night. IDF troops also bulldoze Palestinian-owned agricultural land in al-Khadir village nr. Bethlehem as a prelude to expanding a nearby settlement. (WAFA 11/21; PCHR 11/28)

An anonymous Palestinian official says that senior negotiator Mohammed Shtayyeh will not be returning for future talks with Israel, and that Saeb Erakat will remain chief Palestinian negotiator. Both men resigned on 11/13 in protest of the lack of progress in the talks; however, Erakat stayed on when Pres. Abbas requested. (MNA 11/21)

The Palestinian High Court of Justice rules that the strike launched by the General Union of Palestinian Teachers on 11/17 is legal, despite the attempt by the PA on 11/19 to have the court temporarily abrogate their right to strike. Minister of Education Ali Muhana calls on the teacher’s union to abide by the last agreement with the PA, reached in 9/2013 (see the QU in JPS 171 for more on the teacher’s strike). (MNA 11/21)

A 2nd day of talks in Geneva between reps. from Iran and the P5+1 ends without a breakthrough, as discussions continue about a potential interim accord. Iranian FM Mohammad Javad Zarif tells reporters that the talks are going well but “differences of views” remain. Iran’s Dep. FM Abbas Araghchi suggests that differences amongst the 6 world powers were complicating efforts. Meanwhile, U.S. Senate majority leader Harry Reid (D-NV) says that lawmakers will seek to impose new sanctions on Iran in 12/2013 if there is no deal. (AFP, AP, HA, REU 11/21)

The EU criticizes Israel’s settlement expansion plans in a statement released at a meeting of foreign ministers in Brussels. Sweden’s FM Carl Bildt says European governments are increasingly frustrated by the settlement policy. The ministers also emphasize that the EU’s agreements with Israel only apply to the pre-1967 territory, which a diplomatic source tells the Israeli media could be a sign of future action related to settlement products. Israeli PM Benjamin Netanyahu says that construction plans for the E1 area e. of Jerusalem do not prevent the eventual emergence of a Palestinian state, and repeats the offer of direct talks with Mahmud Abbas ‘‘without preconditions.’’ Meanwhile, Palestinian cheif negotiator Saeb Erakat outlines 3 conditions for a return to talks: (1) agreement that the goal of the peace process is a withdrawal to the 1967 borders; (2) restarting negotiations from the point they were halted; and (3) setting a 6-mo. timetable for agreement on all final-status issues. He adds that Israel should halt settlement activity, but does not list it as a condition. (AFP, JP 12/10)

Israel’s Finance Ministry deducts more than $71 m. from VAT taxes Israel collects and holds on the PA’s behalf and transfers it to Israel’s Electric Corporation to cover 37% of the PA’s electricity debt. (YA 12/10)

Independent politician Khalil Assaf says that the PA has officially agreed to allow Hamas to hold a festival in Nablus commemorating the movement’s 25th anniversary. (MNA 12/10)

In the West Bank, the IDF, citing military exercises, compels 6 Palestinian families to leave their homes in a village in the n. Jordan Valley. The IDF also notifies Palestinian farmers nr. Salfit that the road connecting the village to their fields will be demolished in the next 2 weeks. The IDF patrols in 2 villages nr. Tulkarm in the afternoon, in 1 village each nr. Jericho and Ramallah at night; conducts house searches and arrest raids in 1 village nr. Bethlehem in the afternoon, and in Ramallah and nearby Qaddura r.c. at night. The Ramallah raid targets prisoner support NGO Addameer and the Palestinian NGO Network, as well as the Union of Palestinian Women’s Committees. Israeli PM Netanyahu says that Iran is getting closer to being able to build a nuclear bomb and that 2013 will be the year to confront the issue. Western diplomats say that Israel is suspected to be behind a series of leaks, intended to increase pressure, about Iranian nuclear weapon experiments. Diplomats say that the P5+1 world powers expect to hold a fresh round of talks with Tehran in early 2013. (JP, Guardian, REU 12/10)

Israeli naval vessels fire warning shots at Palestinian fishing boats off the c. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in Tulkarm and 2 villages in Ramallah in the morning; in 1 village each nr. Jericho and Ramallah in the afternoon; and in Jericho and 1 village nr. Jenin late at night. The IDF also conducts late-night arrest raids, house searches in Jenin, Nablus, Salfit, Tulkarm, and 1 village each nr. Hebron and Qalqilya. Jewish settlers fr. Tekoa settlement nr. Bethlehem vandalize Palestinian homes in nearby Taqqua’ village; IDF troops observe but do not intervene. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that in the previous week: (1) Israeli authorities demolished a Palestinian home in East Jerusalem’s al-Tur neighborhood (marking the 1st residence demolished in East Jerusalem for 2 mos.) and ordered a Palestinian family to demolish an addition to their home; (2) the IDF removed a major roadblock on the main north–south road to Hebron, significantly reducing travel times between Hebron and 4 villages to the east; and (3) 2 Palestinians died and 4 (including a teenager) were injured in 4 smuggling tunnel accidents on the Rafah border. At the close of 2 days of talks in Tehran with Iranian nuclear negotiator Saeed Jalili, IAEA head Yukiya Amano announces that Iran has agreed in principle to provide the IAEA with access to Iran’s nuclear scientists and facilities, but it has not yet signed a formal statement to this effect. P5+1 nations (the 5 permanent UNSC members plus Germany) call the deal ‘‘a step in the right direction,’’ but say they will judge Iran by its actions. Israeli DM Ehud Barak comments: ‘‘It looks like the Iranians are trying to reach a technical agreement that will create a deception of progress in talks in order to reduce the pressure ahead of talks tomorrow in Baghdad and postpone harshening of sanctions.’’ (WP 5/23)
