In the West Bank, Israeli settlers raid Burin and Madama, throwing stones at homes and vehicles. Israeli forces demolish 2 homes in al-Matar near Jericho. Israeli forces also raze 15 dunams (3.7 acres) of land, uprooting around 150 olive trees in Husan. Elsewhere, Israeli forces arrest 15 Palestinians during late-night raids in and around Dheisheh refugee camp, Tell, Arura, as-Samu, Tulkarm, and Attil, including a Palestinian prisoner exchanged during the ceasefire deal in November 2023; 13 Palestinians released in the prisoner exchange have been rearrested. In East Jerusalem, Israeli forces arrest 20 Palestinians during raids in Isawiya. In Gaza, Israeli forces bomb Rafah, Khan Yunis, Gaza City, Nuseirat refugee camp, and Jabalia refugee camp, killing at least 81 people. Israeli forces also raid al-Shifa Hospital, killing 20 people, including the person in charge of coordinating humanitarian aid to northern Gaza, Fayeq al-Mabhouh, and arresting more than 80 people, including Al Jazeera journalist Ismail al-Ghoul, who is released 12 hours later. An Israeli soldier is killed in combat. In Lebanon, Israeli forces bomb buildings in Adissa, Ramyah, and Kafr Kila. Hezbollah forces attack Israeli facilities in Shebaa Farms, al-Tahyat Hill, and al-Bayad Bilda. In Yemen, U.S. forces bomb 13 sites, saying they are targeting weapon storage facilities, drones, and anti-ship missiles. More than 31,726 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 73,792 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 426 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 249 Israeli soldiers have been killed and 1,482 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 125 trucks carrying aid enter Gaza. A UN report says famine is expected in northern Gaza in May. Secretary-General Antonio Guterres calls the imminent famine “an entirely manmade disaster” that can be halted. EU high commissioner for foreign affairs Josep Borrell says Gaza is in a “state of famine, affecting thousands of people,” adding that the Israel is using “[s]tarvation as a weapon of war.” Israel denies UNRWA commissioner-general Philippe Lazzarini entry to Gaza. PLO secretary-general Hussein al-Sheikh calls for international protection of Palestinian prisoners, citing the “isolation, torture and attempts to coerce, humiliate and beat” Barghouti. Israeli hands over the body of the 13-year-old Palestinian boy killed by Israeli forces in Shu’fat on 3/12 on the conditions that he is buried at night with no more than 50 people in attendance and that he is buried in ‘Anata rather than at a cemetery adjacent to the Old City where his relatives are buried. U.S. president Joe Biden speaks with Israeli prime minister Benjamin Netanyahu for the first time since 2/15. The 2 agree to have Israel send a team of officials to Washington D.C. to discuss “alternative approaches” to Israel’s planned Rafah invasion. Biden calls on Netanyahu to increase the flow of aid to Gaza. National Security Advisor Jake Sullivan confirms Israel assassinated Hamas member Marwan Issa on 3/11 and that the U.S. will help Israel bring “justice” for the rest of the Hamas leadership. The Canadian House of Commons passes a non-binding motion calling for an end to arms exports to Israel, an immediate ceasefire, the release of all captives held in Gaza, and working toward a 2-state solution. Language, proposed by the New Democratic Party, calling for Canada to recognize the State of Palestine was removed from the motion. Canadian prime minister Justin Trudeau speaks with Israeli war cabinet member Benny Gantz, voicing concerns over the Israeli plans to invade Rafah. Republican presidential candidate Donald Trump says “any Jewish person that votes for Democrats hates their religion. In the West Bank, Israeli settlers razed 15 dunams of land, uprooting grape vines and almond trees near al-Khader. Israeli forces shot and injured 2 Palestinians during raids in Qiffin and Tell. Israeli forces also shot and injured 2 people with live ammunition and 3 with baton rounds during a raid in Ramallah. Elsewhere, Israeli forces demolished 14 residential and agricultural sheds and tents in Aqraba. 25 Palestinians were arrested during late-night raids in and around Hebron, Ramallah, Tulkarm, Nablus, and Tubas. In East Jerusalem, Israeli forces raided Shu’fat refugee camp, firing tear gas at Palestinians, causing tear-gas related injuries. In Gaza, telecommunications were partially restored in central and southern Gaza at the end of the day. Israeli forces bombed Rafah, Nuseirat refugee camp, Khan Yunis, Jabalia refugee camp, and Gaza City, killing dozens of people. Israel’s bombardment targeted Gaza Ministry of Health director-general Munis al-Bursh, killing several members of his family in an airstrike on a residential building in Jabalia refugee camp. Israeli forces also raided a Palestinian Red Crescent Society ambulance center in Jabalia refugee camp, arresting and humiliating Palestinians. Elsewhere, Israeli forces shot and killed a medical worker in al-Awda Hospital and killed Karem Abu Salem crossing director Bassam Ghaben in an airstrike. Israel also bombed and completely destroyed a large part of the Rimal neighborhood in Gaza City. 2 Israeli soldiers were killed in combat. Several rockets were launched at Tel Aviv. In Lebanon, Hezbollah said it had attacked several buildings in Metula and Ramot Naftali. 3 people were injured in attacks on Avivim and 2 in Dovev. Israel said it shelled several Hezbollah-linked sites. A Lebanese civilian was killed and her husband injured in an airstrike on Maroun al-Ras. As of 12/3, at least 52,000 housing units had been destroyed and 253,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 78 trucks and 5 ambulances entered Gaza through the Rafah crossing, while 22 trucks entered via the Karem Abu Salem (Kerem Shalom) crossing. 23 UN and nongovernmental agencies released a joint report saying the entire population of Gaza was suffering a food crisis and 576,600 were experiencing catastrophic and starvation levels of food insecurity. Haaretz reported that 19 Israeli prison guards were under investigation in relation to the killing of a Palestinian prisoner, Tair Abu Asab, who died on 11/17 in the Ketziot Prison. Abu Asab’s body showed signs of beatings, but the official autopsy did not determine a cause of death. (AP, HA, WAFA 12/21)

The Israeli military claimed it has killed 2,000 members of Hamas since the beginning of the ground invasion of Gaza and 8,000 since 10/7. War cabinet member Benny Gantz said he expected reduced military activity in Gaza, but that Israel had no intention of stopping its assault. Hamas said 3 Israeli captives had been killed in Israeli bombings in Gaza, releasing a picture of the men holding papers showing their names and ID numbers. (AJ, HA 12/21)

Canada announced that it will provide temporary visas to Palestinians with relatives in Canada starting from 1/9. If granted, the visas will be valid for 3 years. Separately, Prime Minister Justin Trudeau told Canadian TV that he and other Israeli allies are worried that “the short-term actions being taken by Israel are actually putting at risk the long-term safety [of] and even support for a Jewish state into the future.” (AJ, HA 12/21)

Iraq sent 2.6 million gallons of fuel to Egypt intended for dispersal as aid in Gaza. (AJ 12/21)

The New York Times reported that Israel had used 2,000-pound bombs in Gaza 208 times and that the bombs had been dropped on areas Israel had declared safe zones. (NYT, NYT 12/21; AJ, HA, HA 12/22)

A Washington Post analysis of Israeli claims that al-Shifa Hospital was a Hamas base before Israel attacked and besieged it said the Israeli claims were unsubstantiated. The Post said it had found that the rooms connected to the tunnel network Israel had shown in video material did not show “immediate evidence of military use by Hamas,” that the 5 buildings Israel said were involved with Hamas did not appear to be connected to the tunnel network, and that there was no evidence that the tunnels could be accessed directly from the hospital. In the West Bank, Israeli settlers set fire to a mosque and wrote racist graffiti on walls in al-Bireh. Israeli forces razed Palestinian farmland to expand an Israeli settlement near Burqin. Elsewhere, Israeli forces seized 4 animal barns in Nahalin. 11 Palestinians were arrested, including 9 during late-night raids in and around Anata, Hebron, Shu‘fat, and Jenin; 2 were arrested at a military checkpoint near Nablus. In the Israeli-occupied Golan Heights, Israeli forces and Hezbollah militants were said to have exchanged fire near the Lebanese border; no casualties were reported. Israel claimed that Hezbollah operatives had entered Israel, leading to an exchange of fire. Hezbollah, however, said that it had not opened fire on Israeli forces and that the Israeli claims were a publicity stunt. The Lebanese prime minister Hassan Diab later said that Israel’s conduct was a dangerous military escalation in violation of Lebanese sovereignty. (REU, REU 7/27; AJ, HA, HA, HA, REU 7/28)

The U.S. Democratic Party finalized its platform for the 2020 elections. While the platform states opposition to Israeli annexation of West Bank settlements and calls for a 2-state solution, it also dismissed progressive amendments to dealing with Israel, such as conditioning military aid and calling for an end to the occupation of the West Bank. The amendments were voted down 117-34. The platform also recognizes Jerusalem as the capital of Israel. Jewish Voice for Peace called the platform “wildly out of touch with the Democratic base.” (HA 7/27; JVP Action 7/28; WAFA 7/29)

The EU said it was “deeply concerned” about the detention of PA governor of Jerusalem Adnan Gheith and called for “full respect of bilateral agreements between Israel and the PLO” with regard to East Jerusalem. Governor Gheith was arrested on 7/19 during a house raid; it was the 18th time he has been arrested since becoming governor 2 years ago. (WAFA 7/28)

The EU contributed with $27 million to the PA to help pay for the June salaries for PA civil servants. The PA has only paid civil servants half their salaries, citing the refusal to receive tax revenue payments collected by Israel because it would include coordination between the PA and Israel. IDF troops shoot and kill a Palestinian at a checkpoint nr. Tulkarm after he allegedly attempts to stab 1 of them. Elsewhere in the West Bank, IDF troops conduct raids in Qalandia r.c. late at night, demolishing several small structures and sparking clashes with stone-throwing residents; 6 Palestinians are injured. They also arrest 8 Palestinians during late-night raids nr. Hebron and Ramallah, as well as in Nablus; and patrol nr. Salfit and Hebron. Israeli forces demolish a Palestinian home and an agricultural structure outside Aqraba in the n. Jordan Valley, and raze 2 animal barns and another agricultural structure nr. Nablus. An Israeli settler driver rams a Palestinian child in Hebron, causing moderate injuries. In East Jerusalem, a Palestinian demolishes his own home in Issawiyya to avoid paying Israeli demolition fees. Israeli forces demolish a structure in Jabal Mukabir and arrest 7 Palestinians during raids in Shu‘fat r.c. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Jabaliya r.c. and later nr. Gaza City, injuring 1 fisherman. They also confiscate a number of boats. Along Gaza’s border, IDF troops open fire on Palestinian agricultural lands nr. Concluding 3 days of talks in Moscow, Hamas and Fatah officials agree to form a new Palestinian unity govt. Under their agreement, the various Palestinian factions, including PIJ, will join the PLO and form a new Palestine National Council over the next 2 mos., which will choose a new PLO Exec. Comm. In the Gaza Strip, the IDF continues its assault with attacks on 41 targets, killing 11 Palestinians and injuring dozens. Israeli fighter jets and drones strike targets in n. Gaza, as well as nr. Gaza City, Khan Yunis, and Rafah, while IDF troops fire smoke bombs and live ammunition across the Israel-Gaza border in 1 location and Israeli artillery shelling hits 2 others. The armed Palestinian groups fire over 100 projectiles into Israel; of which, 3 land in urban areas, 73 land in open areas, and 17 are intercepted by Iron Dome batteries. Meanwhile, Hamas executes 4 alleged collaborators with Israel in the courtyard of a mosque in Jabaliya r.c. In the West Bank, the IDF conducts patrols in Hebron and 2 nearby villages, as well as 1 village nr. Ramallah. In East Jerusalem, Israeli forces clash with a group of Palestinian youth outside a checkpoint nr. Following talks between Hamas leader Mishal and PA Pres. Abbas in Doha on 8/21 and 8/22, Hamas publicly agrees to support Abbas’s application to join the ICC. According to PLO chief negotiator Erakat, only Islamic Jihad has not yet approved the document Abbas is asking all Palestinian factions to sign before he moves forward. (AFP, AP, MNA 8/23)

On the diplomatic front, Abbas travels to Cairo for talks with Egyptian pres. Abdel Fattah al-Sisi. After their meeting, Abbas says “my main goal is for the truce talks to resume in Egypt as soon as possible.” In an interview on Egyptian television, Abbas says that he is planning a major diplomatic initiative and that he will present the plan to U.S. Secy. of State John Kerry, who is scheduled to visit the region in the coming days. The plan reportedly includes asking the UN to set a timetable for the Israeli occupation and signing the Rome Statue on behalf of the PA, which would give the ICC jurisdiction over cases relating to the occupation. For its part, the Egyptian Foreign Ministry releases a statement after the Abbas/al-Sisi meeting inviting the Israelis and Palestinians to return to Cairo for further cease-fire negotiations. In the evening, 2 rockets are fired from Lebanon into n. Israel. No group claims responsibility for the attack, though Lebanese military officials suspect a small, local Palestinian group. Late at night, 5 rockets are fired from Syria into the Israeli-occupied Golan Heights. Israeli military officials say that a Palestinian group, not Syrian govt. forces, is responsible. Occupied Palestine/Israel: Officials indicate Israel's leaders have decided to postpone expulsion of 5 Palestinians [WP 1/29]. Police Min. Haim Bar-Lev tours Nablus and 'Askar camp, confirms Irael will build several new detention centers in occupied territories, including 1 for children [FBIS 1/28; WP 1/29].
