B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The report found that Israel only investigated “exceptional” cases and that only 1 soldier was convicted for wrongdoing and received a suspended sentence and demotion. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. U.S. secretary of state Antony Blinken spoke to Israeli prime minister Naftali Bennett in a phone call. The official readout provided by the Department of State said the 2 spoke about COVID-19, Iran, and U.S. opposition to Israeli settlement activity. According to sources speaking to Haaretz, the call was primarily aimed at getting Israel to drop plans to build a new settlement at the Qalandia Airport, called Atarot airport by Israel. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. Hamas reported that the interior ministry and the passport office along with other government buildings had been hit by Israeli air strikes. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. At a security cabinet meeting, Israeli prime minister Benjamin Netanyahu and other ministers decided not to accept a potential ceasefire and continue its attack on Gaza for the time being. (HA 5/13)

Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

Turkey said that its president Recep Tayyip Erdoğan and Russia’s president Vladimir Putin had discussed the situation in Jerusalem and Gaza, and that Turkey had called for international action against Israel. (AJ, AP, REU 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. Shortly after Ariel’s statement, the PA Agriculture Ministry cancels the ban on imports of Israeli produce that the PA cabinet approved on 12/27. (TOI, WAFA 12/31)

One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. Hosen L’Yisrael, the new party led by former IDF Chief of General Staff Benny Gantz, is projected to win between 13 and 15 seats, while Prime Minister Benjamin Netanyahu’s Likud is projected to win between 27 and 31. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. An Israeli aircraft conducts an air strike along Gaza’s border fence near Khan Yunis, killing 3 Palestinian minors. An IDF spokesperson says that the Palestinians were attempting to place a suspicious object along the border fence. Hours after the strike, hundreds of Palestinians march to the homes of senior Hamas and Islamic Jihad in Palestine (PIJ) leaders demanding that they retaliate against Israel. PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. Opening the meetings, PA president Mahmoud Abbas says, “We are facing a historical moment; either to be or not to be.” He calls for the Palestinian people to support the PLO and reaffirms that there can be no Palestinian state without Gaza or a capital in Jerusalem. An IDF spokesperson says he is unaware of any soldiers or tanks opening fire in the area around the time of the incident. In the West Bank, IDF troops violently disperse Palestinians gathering at the Beit El checkpoint near Ramallah to protest Israel’s new Nation-State Law for a 2d day in a row; 2 Palestinians are injured. The Israeli authorities deny a U.S. citizen entry into Israel at Ben Gurion Airport late at night, citing alleged “boycott activity.” The woman, Lara Alqasem, arrived in Israel with a student visa to work towards a master’s degree at the Hebrew University of Jerusalem. (HA, JP, YA 10/6)

After reports of Palestinians opening fire on an IDF post along Gaza’s border fence near Jabaliya refugee camp, Israeli artillery shell a Hamas facility in the area, killing 2 Hamas fighters and injuring 6 more. The incident comes as Egyptian and UN officials are in the midst of efforts to broker a long-term cease-fire agreement between Israel and Hamas. In response to the incident, Hamas states that “resistance forces” cannot agree to a deal that Israel is seeking to dictate and that Israel should expect retaliation. Later, Hamas states that the incident was a misunderstanding and that the IDF misinterpreted aspects of a military drill for an attack. Amid talks between Hamas, UN, Egyptian, and Qatari officials on a possible long-term cease-fire arrangement for Gaza in Cairo, Hamas leader Haniyeh says that “a series of decisions has been made.” He does not offer any details beyond the fact that the collected parties discussed the stalled Palestinian reconciliation process and a variety of proposals to advance it and the effort to achieve a cease-fire in Gaza. Later, the Hamas delegation departs for Gaza. They are expected to respond to the various proposals within 24 hours. The Israeli government is set to discuss the latest proposals on 8/9. The Israeli government informs its High Court of Justice that it is prepared to establish a permanent settlement for the residents of Khan al-Ahmar if they agree to leave the village without resistance. The new proposed relocation site is 255 dunams (approximately 64 acres) and 8 km from Khan al-Ahmar. (HA 8/8)

In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. Thousands of Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds.
