Approximately 12,000 Palestinians gather along Gaza’s border to continue the Great March of Return protests. IDF troops violently disperse the protests near Rafah, Jabaliya refugee camp, al-Bureij refugee camp, Gaza City, and Khan Yunis; 3 Palestinians are killed and at least 3 more are injured. This brings the death toll stemming from the Great March of Return to 152. Amid the clashes, the IDF reports that one of its officers was injured by shrapnel from a pipe bomb thrown from across the border fence. Israeli forces subsequently shell 2 Hamas posts, causing damage to a school east of Khan Yunis. Elsewhere along Gaza’s border, Israeli forces conduct a limited incursion to level land along the border fence near Rafah. They also dismantle an IED that was placed along the border fence near Rafah for the 2d day in a row. On the other side of the border fence, Israeli firefighters put out 2 fires that were allegedly sparked by incendiary kite or balloon attacks emanating from Gaza. In the West Bank, Israeli forces set up roadblocks around Khan al-Ahmar, the Jerusalem-area Bedouin village slated for evacuation and demolition. Israeli troops later violently disperse hundreds of activists gathering to protest the roadblocks; 3 protesters are arrested. Separately, IDF troops violently disperse Palestinians and international solidarity activists at Friday protests against the Israeli occupation in Kafr Qaddum near Qalqilya and Ras Karkar near Ramallah; 1 Palestinian is injured. They also arrest 5 Palestinians during clashes sparked by IDF patrols in Bayt Umar near Hebron; arrest 2 more Palestinians during late-night raids in Nablus; and patrol in and around Hebron, Tulkarm, and Salfit. The New York Times reports that the Trump administration has decided to cut the last remaining $10 million in planned aid to the Palestinians this year. The money, which Congress authorized for expenditure in 2017, was set to support programs meant to build relationships between Israelis and Palestinians from the occupied Palestinian territories. USAID has reportedly redirected the $10 million to support similar programs dealing with Jewish Israelis and Palestinian citizens of Israel. “Essentially, USAID was faced with the choice of shutting down the program and losing the funds, or keeping something going,” a congressional aide explains. Along Gaza’s border, unidentified Palestinians fly incendiary kites and balloons into southern Israel, sparking 2 small fires. In the West Bank, Israeli settlers bulldoze an area of Palestinian farmland near Ramallah, sparking minor clashes between their IDF escort and Palestinians in the area; there are no reported injuries. Settlers also cut down 74 olive trees in a Palestinian grove near Ramallah and throw stones at Palestinian vehicles near Nablus (4 Palestinians are injured). IDF troops arrest 8 Palestinians during raids near Bethlehem, Ramallah, Hebron, and Jenin; and patrol in and around Hebron, Tulkarm, and Salfit.             The Israeli authorities close down the Erez border crossing, with an exception for emergency medical cases, in response to the ongoing Great March of Return. A senior Israeli official says that the closure is meant as a warning to Hamas to quell the ongoing demonstrations. (HA, MNA, MNA, TOI, WAFA, WAFA, YA 8/19)

After reports of Palestinians opening fire on an IDF post along Gaza’s border fence near Jabaliya refugee camp, Israeli artillery shell a Hamas facility in the area, killing 2 Hamas fighters and injuring 6 more. The incident comes as Egyptian and UN officials are in the midst of efforts to broker a long-term cease-fire agreement between Israel and Hamas. In response to the incident, Hamas states that “resistance forces” cannot agree to a deal that Israel is seeking to dictate and that Israel should expect retaliation. Later, Hamas states that the incident was a misunderstanding and that the IDF misinterpreted aspects of a military drill for an attack. In the West Bank, IDF troops arrest 2 Palestinians during late-night raids near Ramallah, and patrol in and around Qalqilya, Hebron, and Ramallah. In East Jerusalem, Israeli forces demolish 2 Palestinian-owned apartments in Shu‘fat, demolish 4 Palestinian-owned structures in Jabal Mukabir, and raze a small area in east Issawiyya to clear space for the expansion of settlements in the area. Amid talks between Hamas, UN, Egyptian, and Qatari officials on a possible long-term cease-fire arrangement for Gaza in Cairo, Hamas leader Haniyeh says that “a series of decisions has been made.” He does not offer any details beyond the fact that the collected parties discussed the stalled Palestinian reconciliation process and a variety of proposals to advance it and the effort to achieve a cease-fire in Gaza. Later, the Hamas delegation departs for Gaza. They are expected to respond to the various proposals within 24 hours. The Israeli government is set to discuss the latest proposals on 8/9. The Israeli government informs its High Court of Justice that it is prepared to establish a permanent settlement for the residents of Khan al-Ahmar if they agree to leave the village without resistance. The new proposed relocation site is 255 dunams (approximately 64 acres) and 8 km from Khan al-Ahmar. (HA 8/8)

Hundreds of Israeli settlers visit Joseph’s Tomb outside Nablus early in the morning, sparking clashes between their IDF escort and Palestinian residents of the area; 1 Palestinian journalist is injured while covering the conflict. Elsewhere in the West Bank, Israeli settlers slash the tires of 10 Palestinian vehicles in ‘Ayn Yabrud village near Ramallah. IDF troops arrest 2 Palestinians during late-night raids in and around Qalqilya and Hebron, and patrol near Tulkarm, Salfit, and Hebron. In East Jerusalem, Israeli forces arrest 9 Palestinians during late-night raids in Silwan, Bayt Hanina, Shu‘fat, and the Old City. In East Jerusalem, approximately 237 Israeli settlers tour Haram al-Sharif. Israeli forces demolish a Palestinian apartment in al-Tur and arrest 2 Palestinians during raids in Shu‘fat refugee camp. After 26 fires break out in Israeli farmland near Gaza, the IAF conducts air strikes on 2 sites allegedly used as staging areas for incendiary kite and balloon attacks in Gaza City and 2 in al-Bureij refugee camp, destroying a vehicle and injuring 3 Palestinians (1 critically). In the West Bank, IDF troops arrest 15 Palestinians during raids near Tulkarm, Nablus, Jenin, and Tubas; and patrol in and around Tulkarm and Hebron. Israeli settlers torch approximately 300 olive trees in Palestinian farmland near Nablus. In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts. In the evening, the IAF conduct air strikes on a Hamas site and a vehicle near al-Bureij refugee camp, completely destroying the vehicle and injuring 2 Palestinians allegedly preparing to fly an incendiary kite into southern Israel. Meanwhile, Israeli firefighters put out approximately 21 fires in the border area allegedly caused by such attacks. Separately, IDF troops violently disperse Palestinians gathering near Khan Yunis and Jabaliya refugee camp to continue the Great March of Return; 2 Palestinians are injured. In the West Bank, Israeli forces begin dismantling and evacuating 10 buildings in the illegal settlement outpost West Tapuah near Nablus. The settler-residents throw bleach, sticks, and eggs at the Israeli forces, sparking minor clashes; 11 Israeli police are lightly injured. Meanwhile, IDF troops arrest 5 Palestinians during late-night raids near Hebron and Bethlehem, and patrol near Hebron. The Israeli cabinet convenes to discuss the recent spate of incendiary kite and balloon attacks emanating from Gaza. PM Netanyahu and DM Lieberman support the IDF’s position that direct attacks on the perpetrators are likely less effective than retaliatory strikes on Hamas infrastructure. Israeli public security minister Gilad Erdan and education minister Naftali Bennett reportedly push for the IDF to target the perpetrators directly. (HA 6/17; YA 6/18)

Israeli and Arab sources say that the U.S. delegation scheduled to visit the Middle East this week plans to call on wealthy Gulf states to invest up to $1 billion in an effort to strengthen Gaza’s economy. They reportedly plan to ask for Egypt and Israel to help administer the funds. “This is an issue that is urgent, and at the same time, can be dealt with relatively quickly,” one source says. The IDF announces it destroyed a tunnel leading into Israel from the Jabaliya refugee camp area on 4/14, bringing the number of Gazan tunnels demolished since the beginning of 2017 to 8. A PA official says that the Palestinian authorities recently filed official requests for membership in 8 international treaties and conventions, including the International Convention against Apartheid in Sports. “Becoming members of these international conventions and treaties strengthens the Palestinian issue on the international level and demonstrates our commitment to upholding international standards in our state institutions,” the official says. The move comes 3 months after PA president Abbas pledged to join new international treaties and conventions in response to U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital. In the West Bank, Israeli settlers attempt to destroy Palestinian farmers’ trucks outside Huwwara near Nablus, but the owners intervene and there is no resulting damage or injuries. They also violently disperse Palestinian students at Birzeit University protesting the IDF’s operations on the campus on 3/7; 8 students are injured. Reportedly for the first time, the IDF uses a drone to drop tear gas on Palestinian protesters in Gaza. They also violently disperse Palestinians protesting U.S. president Trump’s 12/6/2017 recognition of Jerusalem as Israel’s capital in al-Bireh; there are no serious injuries. Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. The Arab press reports that PA pres. Abbas has refused a phone call from senior advisor to U.S. pres. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Israeli forces stage a multi-stage “controlled detonation” of an underground tunnel leading from the Khan Yunis area of Gaza into Israel, killing 12 Hamas and PIJ fighters, and injuring at least 18 more. An IDF spokesperson says that the detonation was a preemptive move because the tunnel did not yet pose a threat to Israel, claims that the Palestinians were only killed because they rushed into the tunnel after the detonation and suffered smoke inhalation, and calls the tunnel a “gross violation of Israeli sovereignty.” A PIJ spokesperson says the group is “weighing its options” in response to the attack (PIJ reportedly built the tunnel). After 3 days of talks in Cairo, Hamas and Fatah announce that they have reached a new national reconciliation agreement. They do not release the text of the agreement, but according to Palestinian and Egyptian officials close to the talks, the PA is set to lift the sanctions imposed on Gaza earlier this year and Hamas agreed to hand over control of Gaza to the PA by 12/1, inter alia. Egypt’s State Information Service releases a statement announcing that the 2 sides have “agreed on procedures” for reconciliation, acknowledging that “division between the 2 sides” remains. The U.S. State Dept. announces that the U.S. is withdrawing from UNESCO. “This decision was not taken lightly, and reflects [. . .] continuing anti-Israel bias at UNESCO.” The withdrawal goes into effect at the end of 2018. Shortly after the State Dept.’s announcement, Israeli PM Netanyahu’s office announces that Israel is following the “brave and moral” U.S. decision and leaving UNESCO as well. Following another round of talks in Cairo, both internal and with Egyptian intelligence officials, Hamas releases a statement pledging to dismantle the administrative committee established earlier this year, to allow the PA to resume operations in Gaza, to resume reconciliation talks with Fatah, and to participate in general elections. Fatah Central Committee member Azzam al-Ahmad, who is also in Cairo, welcomes Hamas’s statement and says that Hamas and Fatah are set to take tangible steps toward reconciliation, including bringing PA control back to Gaza, in the coming days.
