IDF troops and Israeli naval forces violently disperse the demonstrations, as well as similar protests along the border fence near Khan Yunis and Gaza City; at least 25 Palestinians are injured. In the West Bank, IDF troops violently disperse Palestinians gathering outside Ofer Prison to demonstrate in support of the Palestinians imprisoned inside; there are no serious injuries reported. IDF troops also arrest 2 Palestinians during raids in Jenin and Tulkarm; and patrol near Hebron, Nablus, Jenin, and Qalqilya. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. Meanwhile, a senior White House official says that Israel’s early elections are “one of many factors we are considering in evaluating the timing of the release of [the Trump administration’s long awaited Palestinian-Israeli] peace plan.” (HA, HA, MNA 12/24; HA, HA 12/25)

In the West Bank, hundreds of armed Israeli settlers visit the Saint Saba Monastery outside Bethlehem overnight, sparking a tense confrontation between their IDF escort and Palestinians in the area; there are no clashes or injuries reported. Separately, Israeli settlers puncture the tires of several Palestinian vehicles and spray racist graffiti on nearby walls in Yasuf village near Salfit overnight; uproot approximately 100 trees on a Palestinian farm near Hebron; and damage a Palestinian vehicle’s windshield near Nablus. Israeli forces uproot approximately 200 cactus seedlings from a Palestinian farm near Nablus. IDF troops arrest 9 Palestinians during raids near Bethlehem, Ramallah, Hebron, Tubas, Jenin, and Tulkarm; and patrol near Nablus, Hebron, and Ramallah. UN Special Coordinator Nickolay Mladenov reports to the UN Security Council (UNSC) that the Israeli authorities approved or advanced approximately 2,200 new housing units in West Bank and East Jerusalem settlements between 9/13 and 12/14, marking a record low since the UNSC established its current monitoring system with Resolution 2334 of 12/2016. The Wall Street Journal reports that the secret U.S.-backed effort to build a relationship between Israel and Saudi Arabia has ground to a halt recently following the Saudi government’s removal of 2 top officials involved in the killing of a dissident journalist in Istanbul on 10/2. The killing and the ensuing international outcry have reportedly restricted Saudi crown prince Mohammed bin Salman’s “room to maneuver” and “dampened [his] appetite for risky foreign policy endeavors.” Israeli prime minister Netanyahu said as recently as last week that the killing of the journalist was “horrific,” but that it did not overshadow the value of a strategic relationship with Saudi Arabia. In the West Bank, IDF troops open fire at a Palestinian vehicle driving outside Silwad village near Ramallah, injuring the driver. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. IDF troops arrest 11 more Palestinians during further raids near Salfit, Ramallah, Hebron, and Tulkarm; and patrol near Hebron throughout the day. Israeli settlers throw stones at Palestinian vehicles driving between Nablus and Ramallah, between Nablus and Tulkarm, and outside Hebron, causing minor damage to several. Three settler families set up makeshift homes on Palestinian-owned land outside the Kiryat Arba settlement in protest of the recent Palestinian attacks on their fellow settlers. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. They also arrest 13 Palestinians during late-night raids near Ramallah, Hebron, and Nablus; and patrol near Hebron, Bethlehem, Qalqilya, and Salfit. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. Numerous senior Israeli officials criticize Morrison for recognizing only West Jerusalem as Israel’s capital. (AJ, AP, CNN, HA, TOI 12/15)

After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. They also seal off the entrances to al-Walaja village near Bethlehem for undisclosed reasons. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. There are enemies, but not an enemy that worries me,” Bennett says. (HA, JP, YA 11/19)

Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. At a press conference in Tel Aviv, Israeli prime minister Benjamin Netanyahu announces that he is taking on the position of defense minister following Avigdor Lieberman’s resignation on 11/14. A U.S. State Department official says that the Trump administration is considering retaliatory measures against the Palestinians following PA president Abbas’s “premature” and “counterproductive” decision to sign accession documents for 11 international treaties and conventions on 11/15. “The U.S. continues to make clear, both with the parties and with international partners, that the only realistic path forward is through direct negotiations aimed at achieving a comprehensive and lasting peace,” the official says. “We are currently reviewing possible consequences of the Palestinians’ recent actions.” (TOI, USSD 11/18)

The organizing committee behind the Great March of Return announces that the protests will resume on 11/9 as planned, but that the demonstrations will be quieter and protesters again will stay away from the border fence, as they largely did during the protests on 11/2. Meanwhile, The Hamas-run Finance Ministry in Gaza pays partial salaries to civil servants across the region. The payment is reportedly made in connection with developments in the ongoing Egyptian effort to broker a de-escalation of violence. (HA 11/8)

After meeting with PA foreign minister Riyad al-Maliki in Brussels, Belgian foreign minister Didier Reynders tweets that Belgium is upgrading the status of the Palestinian mission in Brussels, a significant step toward recognition of the State of Palestine. The specific nature of the upgrade is unclear. Reynders and al-Maliki also sign a joint declaration affirming their intention to further develop bilateral relations in a variety of ways. Al-Hayat reports that Fatah officials accepted an Egyptian proposal to mediate a “calm” between Israel and Hamas, marking a break from PA president Mahmoud Abbas’s previous stance. Meanwhile, Israeli defense minister Avigdor Lieberman reportedly spars with the rest of the Israeli cabinet over the proposed “calm” in Gaza. He is reportedly in favor of a violent strike on Gaza in an effort to assert calm, rather than making any concessions to Hamas. (AH, TOI, TOI 11/4)

Approximately 3,000 Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on approximately 15 Palestinian boats setting sail in a symbolic protest of the Israeli blockade. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. This brings the death toll stemming from the Great March of Return to 186. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. PA president Mahmoud Abbas vows to implement the decision, a move he has not taken in response to similar PCC decisions in the past. (HA, JP, MNA, WAFA, YA 10/30)

Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

PIJ then puts out a statement threatening to respond and rejecting the Israeli narrative about what the 3 minors were doing. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" In an interview with the Palestinian newspaper Al-Quds, U.S. president Trump’s son-in-law and senior advisor Kushner says that he is ready to work with PA president Abbas, but questions Abbas’s commitment and ability to reach a peace agreement with Israel. “He has his talking points which have not changed in the last 25 years. There has been no peace deal achieved in that time.” The interview is seen as an attempt by Kushner to speak directly to the Palestinian people and to pressure Abbas into reengaging with the Trump administration’s peace efforts.
