U.S. president Donald Trump announced that Morocco had decided to normalize relations with Israel in a deal where the U.S. reverses decades of policy to recognize Moroccan sovereignty over the Western Sahara. As part of the deal, Morocco will open a diplomatic office in Tel Aviv and Israel in Rabat, which eventually will be turned into embassies; both will also grant overflight rights to each other. The UN recognizes the legitimate rights of the Sahrawi people to self-determination as it does the Palestinian people. U.S. officials later told Reuters that the U.S. is negotiating with Morocco to sell 4 sophisticated drones to the country. According to the prime minister of Morocco Saad-Eddine El Othmani, the king of Morocco Mohammed VI and PA president Mahmoud Abbas spoke on the phone after the announcement of the normalization deal. Prime Minister El Othmani also said Morocco still rejects the U.S. peace plan and remains “supportive of the Palestinian cause.” Hamas called the normalization deal a betrayal while the PA has been silent. Moroccans protested the normalization in several cities after the announcement. It was reported by the New York Times that the U.S. also promised Morocco to facilitate an investment of $3 billion over 3 years as part of the deal. After being exposed in a leak on 12/7, PLO executive committee member Hanan Ashrawi released a statement confirming that she had submitted a letter of resignation to PA president Mahmoud Abbas. Ashrawi met with President Abbas on 11/24 and subsequently handed her resignation on 11/26. In a statement Ashrawi said that her resignation was leaked by “senior sources,” despite her agreement with Abbas that her resignation would not be publicized until the end of the year. Ashrawi said she had resigned because she “believe[s] that it is time to carry out the required reform and to activate the PLO in a manner that restores its standing and role . . . [and because] the Palestinian political system needs renewal and reinvigoration with the inclusion of youth, women, and additional qualified professional. It is incumbent upon us all to assume our individual responsibilities and to carry out our duties with honesty and integrity, including by facilitating this needed change.” Later in the day, President Abbas accepted Ashrawi’s resignation. An Israeli military court allowed a plea bargain for an Israeli soldier who shot and killed a 23-year-old Palestinian man in March 2019. The Israeli soldier shot the Palestinian man while he was assisting another man who had been shot by Israeli forces while tending to his car that had broken down. According to the plea deal, he will serve 3 months community service and receive a 3-month suspended sentence for 2 years in exchange for confessing to negligent manslaughter. The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. In the 1st installment of a 3-part interview with al-Arabiya TV, Saudi prince Bandar bin Sultan bin Abdulaziz, a former ambassador to the U.S., criticized the Palestinian leadership for its response to the UAE-Israel normalization deal which Prince Bandar called a “transgression” and “reprehensible.” He also said that “[t]he Palestinian cause is a just cause but its advocates are failures, and the Israeli cause is unjust but its advocates have proven to be successful. That sums up the events of the last 70 or 75 years . . . The Israeli high court of justice blocked a punitive demolition of the family home of an alleged Palestinian attacker who is accused of killing an Israeli soldier on 5/12 during a raid in Ya‘bad. In Lebanon, the Lebanese government declared a 2-week state of emergency in Beirut in the wake of the deadly blast on 8/4, which killed more than 135 people and wounded more than 5,000. Israeli defense minister Benny Gantz said he had instructed the Israeli army’s chief of staff to accelerate the army’s preparations for “the upcoming diplomatic changes in the Palestinian area.” Defense Minister Gantz was referring to the potential fallout from Israel’s upcoming plans to annex parts of the West Bank. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Any unilateral Israeli move will be a serious setback for the peace process, undermine Palestinian self determination & constitute a rejection of the international & Arab consensus towards stability & peace.” The tweet comes after the PA on 5/21 rejected COVID-19-related aid flown directly from the UAE to Tel Aviv. U.S. secretary of state Mike Pompeo said in a podcast that the U.S. government would make announcements this week “push[ing] back against what the ICC is up to.” The ICC is currently investigating possible war crimes committed by the U.S. in Afghanistan and by Israel in the occupied Palestinian territories. In the West Bank, Israeli forces shot and wounded 3 Palestinians who allegedly threw an explosive device at a military checkpoint in Abu Dis. 4 Palestinians were injured by Israeli forces during clashes that erupted admist a raid in ‘Aqabat Jabir refugee camp, including 1 by live ammunition. Israeli forces also violently suppressed anti-settlement protests in Kafr Qaddum and al-Sawiya, leading to 3 Palestinians injured from sounds bombs and rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces delivered stop-work orders for 8 residential and agricultural structures in Nahalin and demolished 1 residential structure east of Ramallah, displacing 8 Palestinians. Israeli forces also sealed-off Ya‘bad in their continued harassment of the town since an Israeli soldier was killed during a raid on 5/12. 2 dunams (0.5 acres) of Palestinian-owned crops caught fire east of Yatta after Israeli forces fired flare bombs in the area. 3 Palestinians were arrested at a military checkpoint near Nablus; 1 vehicle was seized. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 3 nautical miles northwest of Gaza City, injuring 2 Palestinians and damaging 1 boat. In the West Bank, Israeli forces uprooted some 400 olive tree saplings west of Bethlehem and seized a residential tent, a generator, and an animal barn in al-Mughayyir. In Gaza, the death toll from the fire in a bakery on 3/5 rose to 13 after 2 more people succumbed to their injuries. Israeli defense minister Naftali Bennett announced that the Israeli government had approved to build a separate road for Palestinians to connect the northern and southern parts of the West Bank as Israel is moving forward with building 3,500 settler units in E-1 near East Jerusalem. Defense Minister Bennett said that Israel is “applying sovereignty [over the West Bank] in deed, not words.” The PA foreign Ministry said in a statement that, with the move, Israel is seeking to close the door for a Palestinian state with East Jerusalem as its capital. In the West Bank, some 190 Palestinians were injured by Israeli forces as they were protesting Israeli settler incursions in Beita, including at least 1 by live ammunition, 53 by rubber-coated bullets, and other by tear gas inhalation; 2 Israeli soldiers were lightly wounded by stone throwers. Israeli forces also injured 6 Palestinians using rubber-coated bullets and tear gas during the weekly anti-settlement protest in Kafr Qaddum. Israeli settlers raided Huwwara, leading to confrontations with local Palestinians; some 20 vehicles were damaged and several stores had their windows broken. Israeli forces broke up the confrontation; however Israeli settlers returned to the village until the Israeli forces again removed them. 6 Palestinians were arrested, including 4 during late-night raids in and around Tulkarm, Qalandia, and Hebron; and 2 during a raid near Nablus. In East Jerusalem, 1 Palestinian family began demolishing their own home in Shu‘fat to avoid exorbitant Israeli demolition fees. Israeli forces violently dispersed Palestinians protesting the U.S. administration’s peace plan in and around Qalqilya, Kafr Qaddum, Qiffin, ‘Azun, and Ramallah; 2 Palestinians were injured by live ammunition, 1 was hit by a tear gas canister to the head and other suffered tear-gas related injuries. Israeli forces also clashed with Palestinians during raids in Dura and Bayt Umar, causing tear-gas related injuries. 4 Palestinians were arrested at checkpoints near Nablus and al-‘Arub refugee camp. In East Jerusalem, Israeli forces injured 1 Palestinian in Issawiyya during a raid. In Gaza, Israeli forces opened fire on Palestinian agricultural land east of Dayr al-Balah; no injuries were reported. Israel relocated 33 Palestinian minors held at Ofer Prison in the West Bank to Damoun Prison in Israel. Israel also extended the administrative detention of a women scheduled to be released on 1/15 for another 6 months. The woman has been in administrative detention since 6/15/2019.
