In the West Bank, Israeli settlers bring their cattle to graze on farmland in Deir Balut, causing damage to crops. Israeli settlers also fence off a tract of land and begin construction of a settlement road in the Jordan Valley. Israeli forces fatally shoot 2 Palestinians and injure at least 3 others in Nur Shams refugee camp during the second day of its raid in Tulkarm, bringing the total number of casualties to 8 deaths and at least 26 injuries; Israeli soldiers also continue demolishing infrastructure, blow up 3 homes, and prevent medics from reaching wounded Palestinians. Israeli forces also shoot and injure 10 Palestinians, including 2 with live ammunition and 8 with baton rounds, during raids in al-Bireh and al-Am’ari refugee camp. Elsewhere, Israeli forces assault 4 Palestinians and injure others with tear gas during a raid in Husan. Israeli forces also demolish several homes and agricultural structures in Duma, displacing around 50 people. Israeli forces arrest 48 Palestinians during late-night raids in and around Hamala, Hebron, Deir al-Ghusun, Bayt Rima, Balaa, Nablus, Kafr ad-Dik, and Qalqilya. In Gaza, telecommunications services are down for the seventh day in a row. Israeli forces bomb Gaza City, Rafah, Beit Hanun, Beit Lahiya, al-Nuseirat refugee camp, Jabalia refugee camp, Maghazi, and Khan Yunis, killing at least 172 people, including 16 in an airstrike on a home in Rafah and al-Quds TV news director Wael Fanouneh in an airstrike on Gaza City. Israeli forces also demolish al-Israa University in a controlled explosion after using it as a military base. In Lebanon, Israeli forces bomb Aitaroun, Meiss Ej Jabal, Kfar Kila, and Odaisseh, causing damage. Lebanon’s National News Agency says Israel has used white phosphorus in Meiss Ej Jabal. In the Red Sea, the Houthi movement says it has attacked a ship 85 nautical miles off the coast of Yemen with “naval missiles,” causing damage. The U.S. military says it has bombed 2 anti-ship missiles ready to be launched in Yemen. In Iran, Pakistani forces bomb Baluchi separatists, killing 9 people, in what appears to be retaliation for an Iranian strike on Pakistan on 1/16. More than 24,620 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 61,830 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 361 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 90 children. More than 4,252 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 191 Israeli soldiers have been killed and 1,178 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 98 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Lebanese officials say Hezbollah has rejected a U.S. proposal to move its militants further north from the Blue Line to reduce tensions with Israel, but that Hezbollah remains open to U.S. diplomacy to avoid further escalation. (HA, HA, REU 1/18)

A Haaretz investigation reveals that no Palestinian community in Israel is listed as eligible to receive weapons from the National Security Ministry, even as some of the communities are closer to Israeli “borders” than Jewish communities that are deemed eligible. (HA 1/18)

Israeli prime minister Benjamin Netanyahu says Israel will continue to control all territory between the Jordan River and the Mediterranean, saying “it contradicts the idea of self-rule [for Palestinians]. So what? I tell this truth to our American friends.” Netanyahu adds, “[t]his conflict is not about a lack of a state, but about the existence of a state.” U.S. State Department spokesperson Matthew Miller says in response that U.S. “support for Israel remains ironclad” despite disagreement on the issue. Miller also says that there is “no way” to solve Israel’s long-term security needs without the establishment of a Palestinian state. PA spokesperson Nabil Abu Rudeineh says there will be no security and stability in the region without a Palestinian state with East Jerusalem as its capital. Saudi ambassador to the U.S. Reema bint Bandar Al Saud says any potential normalization agreement with Israel would be conditioned on a ceasefire and an “irrevocable” pathway for a Palestinian state. The Israeli cabinet discusses whether to transfer the responsibility of disbursing the PA tax revenue to either Norway or the U.S. The plan, which was brought forward by Finance Minister Bezalel Smotrich, is opposed by National Security Minister Itamar Ben-Gvir and is not voted on. Smotrich’s plan includes forcing the third-party country to also deduct tax revenue that is allocated to Gaza. (HA 1/19)

Israeli war cabinet minister Gadi Eisenkot tells Channel 12 that he helped prevent an Israeli “preemptive strike” on Lebanon on 10/11/2023 and says Israel will not be able to retrieve the captives held in Gaza alive without a deal with Hamas. The Times of Israel quotes National Security Minister Ben-Gvir as telling Israeli soldiers in the West Bank that “[w]hen your life is in danger or [you] see a terrorist – even if he does not endanger you – shoot.” Ben-Gvir’s office later says he told the soldiers to shoot “armed terrorists.”  (AJ, HA, REU, WAFA 1/18; AP, AP, AP, NYT 1/19)

The Financial Times, citing unnamed “senior Arab officials,” reports that Arab states will present a plan that will see normalization of Saudi ties with Israel in exchange for Palestine becoming a full member of the UN, irreversible steps toward Palestinian statehood, and Israel ceasing its attacks on Gaza. In the West Bank, Israeli settlers shot and killed a Palestinian man harvesting olives during a raid in al-Zawiya. Israeli settlers also attacked Palestinians harvesting olives in Qusra, Kafr ad-Dik, Deir Istiya, Haris, and Shaab al-Butum, injuring 1. Elsewhere, Israeli settlers vandalized 10 Palestinian-owned vehicles in Beit Iksa. Israeli settlers also raided at-Tuba in the Masafer Yatta area, attacking homes and stealing property. Israeli forces shot and injured a Palestinian child during a raid in al-Arroub refugee camp. Israeli forces also demolished the family home in Jalazone refugee camp of Hamas activist Bajis Nakhleh, who was arrested on 10/9, displacing 7. Elsewhere, Israeli forces placed cement barriers at the main entrance to Burqa. 25 Palestinians were arrested during late-night raids in and around Jalazone refugee camp, Bethlehem, Hebron, Nablus, and Tulkarm. In East Jerusalem, Israel forced 3 Palestinian families to demolish their own homes in Bayt Hanina, displacing 18. In Gaza, all telecommunications were cut off for the second day in a row as Israel’s ground invasion continued overnight. Israeli airstrikes killed at least 377 Palestinians; the death toll could be much higher as the breakdown in telecommunications made delivering news from Gaza extremely difficult. Israel said it had hit 150 underground facilities and infrastructure in Gaza. Israel also said it assassinated Hamas members Asem Abu Rakaba and Ratab Abu-Tsahiban. Rockets were fired from Gaza, causing damage. Palestinian students at Netanya Academic College were attacked by Jewish Israelis chanting “Death to Arabs” at the dormitory. In Lebanon, Israel said it had attacked Hezbollah positions overnight. A surface-to-air missile was fired at an Israeli drone. A shell hit the UNIFIL headquarters in South Lebanon without exploding; it was unclear who fired the shell. UNIFIL also said 1 of its peacekeepers had been injured after a shell hit a UNIFIL base in Houla and called for a ceasefire. The Gaza Ministry of Health said at least 7,703 Palestinians have been killed, including around 5,000 women and children, and 19,743 have been injured in Israeli airstrikes on Gaza since 10/7. Hundreds of others are feared dead, trapped under rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 109 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 2,011 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. The Gaza Ministry of Health also reported that Israeli attacks have killed 110 medical staff injured more than 100, that 50 ambulances have been targeted since 10/7, and that 12 hospitals and 46 healthcare facilities have been shut due to bombing or lack of fuel. Hamas leader in Gaza Yahya Sinwar said Hamas is ready for “an immediate prisoner exchange deal, all the captives in exchange for all the prisoners.” Hamas military spokesperson Abu Obeida said Israel has not been serious about a prisoner exchange and criticized Arab nations for not doing more to get humanitarian aid to Gaza. PA president Mahmoud Abbas called for an emergency meeting of the Arab League to address the “genocide in the Gaza Strip.” PA health minister Mai al-Kaila also called the Israeli attacks genocide, saying 7,300 civilians had been killed, 70% of them women, children, and elderly. The PLO Executive Committee held a meeting in Ramallah, issuing 3 top priorities, including an immediate ceasefire, lifting of the blockade of Gaza, and halting forced displacement of Palestinians inside and outside of Gaza. Turkish president Recep Tayyip Erdoğan hosted a massive rally in Istanbul in support of Palestinians. Erdoğan told the rallygoers that that Israel is an occupier, and that Hamas is not a terrorist organization. Israeli UN ambassador Gilad Erdan called Erdoğan a “snake” and Israel recalled all of its diplomats in Turkey. X and SpaceX owner Elon Musk said his Starlink satellite internet would be made available to humanitarian organizations in Gaza if the organizations are approved by both Israel and the U.S. Israel said it would not allow Starlink to be used in Gaza. (AJ, AJ, HA, HA, REU 10/28)

More than 100,000 pro-Palestinian protesters marched in London. Thousands of pro-Palestinians protesters defied a ban by Paris police on their demonstration and marched in the city. 100,000 people also rallied in support of Palestine in Kerala, India. Former U.S. president and current republican front-runner for the upcoming U.S. elections Donald Trump said at a convention for the Republican Jewish Coalition that he would cancel the visas of pro-Palestinian protestors if he is elected president. Florida governor and presidential candidate Ron DeSantis again claimed that Students for Justice in Palestine “provided material support to terrorists.” Newly elected House of Representatives speaker Mike Johnson pledged support for Israel, saying “God is not done with Israel.” (HA, HA 10/28; HA 10/29)

American Muslims for Palestine said it has been forced to move its annual convention in Chicago in November after the original venue Hyatt Regency O’Hare received threats over its planned hosting of the convention. (HA 10/28)

In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Senior Israeli officials, including Shin Bet chief Ronen Bar, National Security Advisor Tzachi Hanegbi, and Strategic Affairs Minister Ron Dermer met with U.S. officials, including CIA director William Burns, in Washington D.C. Israeli forces violently dispersed a funeral procession in Abu Dis for a Palestinian woman who was killed in June 2021 and whose body was handed to her family on 8/23; 1 was injured by a baton round to his head. Israeli forces demolished 1 agricultural structure and 1 carwash in Huwwara and residential and agricultural structures belonging to 8 families near Fasayil. 14 Palestinians were arrested during late-night raids in al-Bireh, Jalazun refugee camp, Beit Rima, Silwad, Qatanna, al-Azza refugee camp, Husan, Beit Sahour, Nablus, and Jenin. 1 6-year-old Palestinian boy died in Gaza after being denied exit permits for medical treatment at the Hadassah medical center in Jerusalem. The boy was unable to attend 2 appointments for medical treatment on 1/12 and 8/10, as the request for his exit permit remained “under review.” (HA 9/1)

The Israeli army suspended 4 soldiers of the Ultra-Orthodox Netzah Yehuda Battalion after a video surfaced of them beating 2 Palestinians near Ramallah. In response to U.S. air strikes in Syria on 8/23, groups said to be affiliated with Iran attacked the U.S. Mission Support Site Conoco in Syria, lightly injuring 1 U.S. soldier. The U.S. responded by attacking militants with helicopters, killing at least 2 people. (REU, REU 8/24; AJ, HA, MEE 8/25)

In the West Bank, Israeli forces shot and killed 1 Palestinian minor during a late-night raid in Jenin refugee camp where Islamic Jihad commander Bassam al-Saadi was arrested after being shot and injured; 2 others were also arrested during the raid at al-Saadi’s home. A general strike was declared in Jenin after the killing and arrests. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 22 with baton rounds and 75 others with tear gas. Elsewhere, Israeli forces delivered stop-work orders for 3 houses and 1 demolition order for a house in Kafr ad-Dik. Haaretz reported that Egyptian military intelligence officials were meeting with leaders of militant factions in Gaza to prevent a response to the arrest to Islamic Jihad commander al-Saadi (see above). In the West Bank, an Israeli settler rammed by car 1 Palestinian man walking at the Beit Sira checkpoint, killing the man; it was unclear whether the settler rammed the man intentionally. Israeli settlers also tried to attack a car repair shop in Bazariya, but were repelled by Palestinians. Israeli forces shot and killed 1 Palestinian man during a late-night raid in Balata refugee camp; Israel claimed the man had opened fire at Israeli soldiers raiding the camp; no Israelis were injured. The Dutch government announced that it will no longer provide funding to the Union of Agricultural Work Committees (UAWC). The international community, including the EU, has criticized the terror designations for the organizations, saying Israel have not provided any evidence to support its claims. The Dutch government’s decision follows an external review predating the Israeli terror designation, which found that UAWC employees have personal ties to members of the PFLP, but that no funding has been used for PFLP purposes and that there are no organizational links between the PFLP and UAWC. Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Prime Minister Netanyahu also said on Facebook that “[w]e’re here [in the West Bank] to stay. PA president Mahmoud Abbas issued 3 presidential decrees, 2 of which critiques say serves to bolster the power of the PA presidency ahead of potential elections later this year. 1 decree allows the PA president to select judges instead of approving judges, who would be selected based on seniority. The decree also allows the president to force Palestinian judges to retire 5 years before the set retirement age of 70. A 2d decree establishes administrative courts, which can hear petitions against officials and institutions, previously a duty of the High Court of Justice. An Israeli court in Lod ruled that screening or distributing the movie Jenin Jenin from 2002 by Mohammad Bakri should be banned and copies of the movie destroyed. Bakri was also ruled to pay $55,000 to an Israeli soldier who appears in archival footage used for the movie and $16,000 for the cost of the trial. U.S. president Donald Trump told reporters that up to 10 other countries are in talks to normalize ties with Israel, saying “We have five, but we really have probably nine or 10, that are right in the mix. The PA finance minister Shukri Bishara said that the PA would cut wages for some 132,000 public employees by 50 percent, but not to less than $507 a month. The PA is facing a financial crisis due to not receiving tax revenue collected by Israel and from the COVID-19 crisis. (REU 7/2)

A fire broke out at an Iranian nuclear facility in Natanz. Iran refused to disclose the reason for the fire, but 3 Iranian officials told Reuters that it was caused by cyber sabotage. Israel’s high court of justice ordered the Israeli government to explain why there has not been an investigation into the construction of unauthorized settlement units in the Hayovel settlement outpost. UAE’s minister of foreign affairs Anwar Gargash tweeted that “[c]ontinued Israeli talk of annexing Palestinian lands must stop. Israeli forces also clashed with Palestinians during raids in Dura and Bayt Umar, causing tear-gas related injuries. 4 Palestinians were arrested at checkpoints near Nablus and al-‘Arub refugee camp. In East Jerusalem, Israeli forces injured 1 Palestinian in Issawiyya during a raid. In Gaza, Israeli forces opened fire on Palestinian agricultural land east of Dayr al-Balah; no injuries were reported. In the West Bank, Israeli settlers cut down 50 olive trees in al-Sawiya south of Nablus. 12 Palestinians were arrested during late-night raids in and around Bayt Awa, Bayt Fajjar, Ramallah, al-‘Arub refugee camp, and Abu Dis. During a raid in Jericho, 6 Palestinians were injured by rubber-coated bullets and others suffered tear-gas related injuries after clashes broke out between Israeli forces and Palestinians. Israeli defense minister Naftali Bennett told reporters that he had created a task force to develop plans for the future of Area C, to which he said, “[t]he State of Israel’s policy is that the land in Area C belongs to [Israel].” (HA 1/9)

U.S. secretary of state Mike Pompeo said via video during a Jerusalem policy forum that changing U.S. policy on the Israeli settlements in the West Bank was returning to a “balanced and sober” approach to the peace process and reiterated the administration’s position that Israeli “settlements don’t inherently violate international law.” (REU 1/8)

In the West Bank, Israeli forces arrested 9 Palestinians, including 8 during late-night raids in and around al-‘Arub refugee camp, Nablus, Jenin, and Ramallah; and 1 at a military checkpoint in Hebron. During the raid in al-‘Arub refugee camp, Israeli forces confiscated 2,000 NIS ($578). Israeli forces also razed some 100 dunams of agricultural land near Hebron and delivered demolition notices for 4 homes in Yatta. In East Jerusalem, Israeli forces arrested 11 Palestinians at the Haram al-Sharif compound, including 5 in the morning and 6 in the evening. The 6 arrested in the evening were taken into custody because they were chanting “nationalistic slogans” at Israeli police. A video of the incident shows Israeli forces kicking 1 of the Palestinians in the head during the arrest. In Gaza, Israeli forces opened fire northeast of al-Bureij; no injuries were reported.
