IDF troops arrest 13 Palestinians during raids in and around Jenin, Ramallah, Nablus, Hebron, and Qalqilya; and patrol near Hebron and Nablus. Ahead of planned demonstrations along Gaza’s border on 3/30, IDF Lt. Gen. Eisenkot says that the situation in the oPt (occupied Palestinian territories) in the coming months will be “especially complex.” He also announces that the IDF is deploying 100 snipers along Gaza’s border, and notes that Israel’s terms of engagement allow for the use of live fire against those attacking Israeli infrastructure. Meanwhile, COGAT Mordechai warns of repercussions for any Palestinians in Gaza planning to join the protests: “Anyone who approaches the border is endangering his life.” (HA, JP, YA 3/28)

Along Gaza’s border, 4 Palestinians enter Israel in the evening and attempt to torch heavy engineering equipment used to construct Israel’s underground border barrier. When IDF troops approach the men, they return to Gaza. The IAF then conducts late-night air strikes on 3 Hamas sites near Rafah; there are no reported injuries. Earlier in the day, IDF troops stationed along the border open fire on Palestinian farmers working near al-Maghazi refugee camp, causing no injuries. In the West Bank, IDF troops arrest 4 Palestinians during late-night raids in Bethlehem and near Hebron, and patrol near Tulkarm and Nablus. A PA official says that the Palestinian authorities recently filed official requests for membership in 8 international treaties and conventions, including the International Convention against Apartheid in Sports. “Becoming members of these international conventions and treaties strengthens the Palestinian issue on the international level and demonstrates our commitment to upholding international standards in our state institutions,” the official says. The move comes 3 months after PA president Abbas pledged to join new international treaties and conventions in response to U.S. president Trump’s 12/6/17 recognition of Jerusalem as Israel’s capital. In the West Bank, Israeli settlers attempt to destroy Palestinian farmers’ trucks outside Huwwara near Nablus, but the owners intervene and there is no resulting damage or injuries. IDF troops arrest 8 Palestinians during late-night raids near Nablus and Hebron, and patrol near Nablus and Hebron. They also violently disperse Palestinian students at Birzeit University protesting the IDF’s operations on the campus on 3/7; 8 students are injured. In East Jerusalem, Israeli forces destroy a number of tombstones in a Palestinian cemetery outside the Old City; and arrest 18 Palestinians during late-night raids in Issawiyya, Abu Dis, Anata, and Shu‘fat refugee camp. Israel’s Knesset passes into law an amendment to Israel’s Basic Law on Jerusalem that strengthens Israeli control over the city. The law requires 80 of 120 members of Knesset (MKs) to approve any proposal that would cede Israeli territory to a “foreign party,” which would be likely in any future peace agreement with the Palestinians. An Israeli military court indicts Ahed Tamimi, the teenaged Palestinian activist whose confrontation with IDF troops on 12/15 sparked a wave of protests and international solidarity, on 12 charges related to her slapping and shoving of an Israeli soldier on 12/15 and her past activism. The UNSC votes on a resolution that Egyptian diplomats circulated on 12/16. The resolution states that any decisions about Jerusalem’s status have no legitimacy under international law. Every member votes in favor, except the U.S., which exercises its veto. U.S. ambassador to the UN Nikki Haley calls the resolution an “insult” that won’t be forgotten. For a 6th day in a row, Palestinians across the oPt and Israel gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (protests have steadily declined in size since 12/8). IDF troops violently disperse them in Tulkarm, Bethlehem and nearby al-‘Arub refugee camp, and along Gaza’s border near Gaza City, Khan Yunis, and Rafah; 14 Palestinians are injured. Meanwhile, an elderly Palestinian woman suffers a fatal heart attack late at night when Israeli soldiers raid her home near Jericho. They also shoot and seriously injure a Palestinian they claim was attempting to stab Israeli soldiers outside the Ariel settlement. Thousands of Palestinians gather across the oPt to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. The IDF deploys additional battalions in the West Bank to quell the protests, and Israeli forces violently disperse them in Tulkarm, Bethlehem, Nablus, Jenin, Shu‘fat refugee camp, at a checkpoint near Ramallah, in the Old City of Jerusalem, and along Gaza’s border near Khan Yunis and al-Bureij refugee camp; at least 30 Palestinians are injured, including 9 with live ammunition, and 16 are arrested. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. After days of speculation and rumors, U.S. pres. Trump calls PA pres. Abbas to tell him that he plans to move the U.S. embassy in Israel to Jerusalem and to invite the Palestinian leader for a meeting at the White House before the end of the month. According to a PA spokesperson, Abbas warns Trump of the “dangerous repercussions.” Trump also calls Israeli PM Netanyahu, Saudi king Salman bin Abdulaziz, Jordanian king Abdullah, Russian pres. In response to Pres. Trump’s plan to recognize Jerusalem as Israel’s capital and to move the U.S. embassy there, several Palestinian factions and Islamist groups jointly declare 3 “days of rage” to begin on 12/6. Later, the U.S. Consulate General in Jerusalem issues a travel warning calling on U.S. citizens to avoid the West Bank and the Old City of Jerusalem. (HA, TOI 12/5)

Israeli forces punitively seal the entrances to Dayr Nizam village near Ramallah following repeated incidents of Palestinian youths throwing stones at Israeli settler vehicles in the area. Elsewhere in the West Bank, Israeli forces demolish a water pipeline serving Palestinian communities near Tubas. IDF troops arrest 13 Palestinians during late-night raids near Tulkarm, Hebron, Jenin, and Ramallah; arrest 3 Palestinian youths accused of stone-throwing in central Hebron, and patrol in and around Hebron and Tulkarm. Following weeks of tension in the wake of the 10/30 tunnel demolition (see Update), the IDF raises its alert level across Israel, triggering several precautionary measures in case PIJ retaliates. At a ceremony at the Rafah border crossing, Hamas formally hands over control of Gaza’s border crossings to the PA, implementing a key provision of their 10/12 reconciliation agreement. A senior PA official calls the moment an “important step on the path toward reconciliation.” The PA is set to take full control of Gaza on 12/1. (MNA, NYT, REU, TOI, WAFA 11/1)

Haaretz reports that the Israeli police have formed a special unit to oversee security and public order at Haram al-Sharif, following the upsurge in tensions at the site in 7/2017 (see JPS 47 [1]). The unit is expected to comprise about 200 officers when it begins operations in 2018. (HA 11/1)

PA pres. Abbas writes an op-ed for The Guardian lamenting the Balfour Declaration on its 100-year anniversary. “This British policy, to support Jewish immigration into Palestine while negating the Arab-Palestinian right to self-determination, created severe tensions between European Jewish immigrants and the native Palestinian population,” he writes. Meanwhile, Israeli PM Netanyahu flies to the UK to participate in the 100th anniversary celebrations. (GDN, TOI 11/1)

The IDF orders some 300 Palestinian Bedouins to leave their homes in the northern Jordan Valley ahead of the planned demolition of their village. Similar orders have been issued for Bedouin villages near Jerusalem in the past, but none have been enforced yet. (HA 11/17)

Israeli jets launch air strikes on an alleged Syrian government weapons depot in an industrial zone near Homs along the Lebanon-Syria border. The site reportedly hosted joint Iranian-Syrian activities. (HA 11/1; YA 11/2)

Sinai Province of the Islamic State (SPIS) fighters fire 2 rockets from the north Sinai Peninsula into Israel, where they land in open areas, causing no damage or injuries. Sources on the ground in Sinai report seeing Israeli fighter jets launch air strikes on a number of targets in response to the rockets. Israel’s Knesset passes a new law requiring private businesses that choose not to sell products or services to Israel’s settlements in the West Bank or East Jerusalem to display signage indicating that on their premises. Businesses that fail to display proper signage will be fined. Member of the Knesset (MK) Shuli Moalem-Refaeli (Jewish Home), who proposed the legislation, says, “businesses that choose to discriminate against consumers who live in Judea and Samaria, in outlying areas or in Arab communities will be obligated to inform their customers in advance. In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr.
