B’Tselem and the Palestinian Centre for Human Rights published a joint report saying that Israel did not investigate its own deadly response to the Great March of Return protests, despite Israel’s claims to the contrary. The report found that Israel only investigated “exceptional” cases and that only 1 soldier was convicted for wrongdoing and received a suspended sentence and demotion. The 2 human rights groups said in the report that Israel failed to review its own open-fire regulation, which led to more than 200 protesters killed and some 8,000 wounded by live ammunition. U.S. secretary of state Antony Blinken spoke to Israeli prime minister Naftali Bennett in a phone call. The official readout provided by the Department of State said the 2 spoke about COVID-19, Iran, and U.S. opposition to Israeli settlement activity. According to sources speaking to Haaretz, the call was primarily aimed at getting Israel to drop plans to build a new settlement at the Qalandia Airport, called Atarot airport by Israel. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Elsewhere, Israeli forces shot and killed 1 Palestinian at a checkpoint near Huwwara, claiming he had tried to attack 2 Israeli soldiers. Israeli forces also violently dispersed Palestinian protesters in Hebron, injuring 2, including 1 with live ammunition. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. Shortly after Ariel’s statement, the PA Agriculture Ministry cancels the ban on imports of Israeli produce that the PA cabinet approved on 12/27. (TOI, WAFA 12/31)

One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. Hosen L’Yisrael, the new party led by former IDF Chief of General Staff Benny Gantz, is projected to win between 13 and 15 seats, while Prime Minister Benjamin Netanyahu’s Likud is projected to win between 27 and 31. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. They also shoot and critically injure a Palestinian minor during clashes sparked by an alleged stone-throwing attack outside Qalqilya. IDF raids in al-Khadir near Bethlehem and Jalazun refugee camp near Ramallah spark additional clashes; 1 Palestinian is injured and 7 are arrested. Following a week of escalated tensions and violence across the West Bank, Israel’s Education Minister Naftali Bennett leads a rally outside Prime Minister Benjamin Netanyahu’s office in Jerusalem calling for a stronger crackdown on the occupied Palestinian territories. Bennett accuses the “security establishment” of choosing “the rights of Palestinians over the security of Israelis.” The crowd chants slogans calling for Netanyahu to resign. Meanwhile, the Israeli cabinet unanimously votes to back a piece of legislation, dubbed the “Young Settlement Bill,” which would direct the government to administer 66 illegal settlement outposts as it would legal settlements for a period of 2 years. An elderly Palestinian woman dies of complications related to a heart attack at Haram al-Sharif (Israeli forces reportedly prevented an ambulance from reaching her in time to administer the proper treatment). In the West Bank, Israeli forces carry out the punitive demolition of a Palestinian home in al-Amari refugee camp near Ramallah, sparking clashes with residents of the area; at least 56 Palestinian are injured. The home belonged to the Palestinian responsible for fatally injuring an Israeli soldier during clashes in the camp on 5/24. IDF troops shoot, injure, and arrest a Palestinian minor who was allegedly throwing Molotov cocktails at Israeli settler vehicles outside Ramallah earlier in the day. Australian prime minister Scott Morrison announces that the Australian government has decided to recognize West Jerusalem as the capital of Israel. He also says that Australia will not move its embassy from Tel Aviv to Jerusalem until a final peace agreement is reached. Morrison’s announcement draws criticism from Israelis and Palestinians alike. PLO secretary general Saeb Erakat calls on Arab and Muslim countries to sever all ties with Australia. After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. At a press conference in Tel Aviv, Israeli prime minister Benjamin Netanyahu announces that he is taking on the position of defense minister following Avigdor Lieberman’s resignation on 11/14. A U.S. State Department official says that the Trump administration is considering retaliatory measures against the Palestinians following PA president Abbas’s “premature” and “counterproductive” decision to sign accession documents for 11 international treaties and conventions on 11/15. “The U.S. continues to make clear, both with the parties and with international partners, that the only realistic path forward is through direct negotiations aimed at achieving a comprehensive and lasting peace,” the official says. “We are currently reviewing possible consequences of the Palestinians’ recent actions.” (TOI, USSD 11/18)

Approximately 3,000 Palestinians gather along Gaza’s northern border to continue the Great March of Return and to cheer on approximately 15 Palestinian boats setting sail in a symbolic protest of the Israeli blockade. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. This brings the death toll stemming from the Great March of Return to 186. Also along Gaza’s border, Israeli forces conduct a limited incursion to level land near Bayt Lahiya. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

The raids come one day after Hamas security forces summoned dozens of Fatah members for interrogation in Gaza. In East Jerusalem, approximately 1135 right-wing Jewish activists tour Haram al-Sharif to commemorate Sukkot, sparking minor confrontations between their Israeli security escort and Palestinian worshippers; there are no reported injuries or arrests. Israeli forces arrest 8 Palestinians during raids in Qalandia refugee camp, Biddu, and the Old City. Along Gaza’s border, Israeli forces conduct limited incursions to level land near Khan Yunis and Bayt Lahiya. PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. Jordan’s Foreign Minister Ayman Safadi says that Germany, Sweden, the EU, Japan, and Turkey, as well as a number of other countries, collectively pledged $118 million to UNRWA at a meeting on the sidelines of the UN General Assembly in New York City this week. Meanwhile, the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, meets in New York to discuss an proposed humanitarian aid package for Gaza.
