In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Meanwhile, Israeli forces demolished an apartment building under construction in Beit Jala. Israeli forces also delivered a punitive demolition notice and took measurements for a separate punitive demolition in Rumana. 7 Palestinians were arrested during late-night raids in Baytin, al-Mazra‘a ash-Sharqiya, Tell, Tammun, Nur Shams refugee camp, and Tulkarm. In East Jerusalem, 9 Palestinians were arrested, and 1 Palestinian was assaulted before being taken to a hospital for treatment during a late-night raid in Isawiya and the Old City. Israeli prime minister Naftali Bennett met with UAE president Sheikh Mohammed bin Zayed al Nahyan in Abu Dhabi. Israeli media speculated if the meeting was part of Israeli and U.S. preparations to normalize relations between Saudi Arabia and Israel. (AJ, ALM, AP, HA, NYT, REU 6/9; HA 6/10)

Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, an Israeli settler vandalized 10 mature olive trees in Burin. Israeli forces leveled 30 dunams (7.5 acres) of land in the villages of Qusra, Jayyus, and Aqraba. Israeli forces also razed land in Kardala. Elsewhere, Israeli forces raided Sabastia, closing off areas of the village to Palestinians. Israeli forces also violently dispersed Palestinian protesters in Deir al-Hatab, injuring 1 journalist with a rubber-coated bullet while others suffered tear-gas related injuries. 2 Palestinians were arrested during late-night raids in Jalazun refugee camp and Jericho. In East Jerusalem, more than 500 Israeli Jewish people toured the Haram al-Sharif compound. Israeli forces injured 1 Palestinian student with a rubber-coated bullet during a confrontation in al-Tur. 4 Palestinians were arrested during late-night raids in Shu‘fat refugee camp. At the UN Human Rights Council, Bahrain, on behalf of Israel, Morocco, and the UAE—2 other countries Israel normalized relations with—presented a joint statement calling on women to have a more prominent role in diplomacy and peace processes. No women were present during the normalization signing ceremony between Israel, the U.S., Bahrain, and the UAE. (HA 9/22)

33 countries chose not to attend the UN Durban IV conference against racism in New York, according to Israel, at its behest. Israel and the U.S. claim that the 1st Durban conference, held in 2001 in South Africa, was racist because it singled out Israeli treatment of Palestinians and labeled Zionism racist. In the West Bank, Israeli settlers assaulted 1 Palestinian farmer working his land near Qalqilya. Israeli forces uprooted some 100 olive trees while razing some 30 dunams (7.4 acres) of land in Jayyus. Israeli forces also delivered demolition notices for 10 houses in Ni‘lin and Dayr Qaddis in Area B. Elsewhere, Israeli forces seized 2 residential tents and 2 agricultural tents, displacing 15 Palestinians in al-Buwayb in the Masafer Yatta area. Palestinians protested Israeli attacks on Palestinian and international journalists at the office of the Palestinian Journalists Syndicate in Ramallah. 11 Palestinians were arrested, including 10 during raids in and around Bethlehem, Nablus, al-‘Arub refugee camp, Bayt Umar, Hebron, Dayr Abu Mash‘al, Idhna, al-‘Amari refugee camp, Dayr Balut, and Surayf, and 1 was arrested at a checkpoint in Huwwara. In East Jerusalem, 5 Palestinians were arrested in al-Tur, Silwan, and the Old City. In Gaza, 1 Palestinian was found dead in rubble resulting from Israeli air strikes in Gaza City, raising the comprehensive death toll since 5/10 from 260 to 261, including 67 children and 3 pregnant women. In Gaza, electricity remained limited to 6 hours followed by blackouts for 12 hours despite repairs made to power lines that were damaged during the most recent escalation between Israel and Hamas. It was reported that the power shortages were due to Israel continuing to withhold fuel transfers to Gaza’s power plant. It was also reported that Israel continues to prevent Palestinians in need of cancer treatment from traveling to East Jerusalem for chemotherapy. (HA, HA 5/31; MEMO 6/1)

Palestinian prisoners started an open-ended hunger strike for the Israel Prison Service allow family visits, which has been prohibited since March of 2020 due to the COVID-19 pandemic. (WAFA 5/31)

2 Palestinians were charged with terrorism for allegedly throwing stones at 1 Jewish family traveling by car in East Jerusalem on 5/9, a day where more than 330 Palestinians were injured by Israeli settlers and police. (HA 5/31)

Hamas leader in Gaza Yahya Sinwar said Hamas was ready to negotiate the terms of releasing Israeli captives and the bodies of 2 Israeli soldiers held by the organization. The deputy head of Hamas in Gaza, Khalil al-Hayya, had earlier that day warned Israel not to tie the issue of Israeli captives to aid to Gaza or to Israeli policy on Jerusalem. Israel’s foreign minister Gabi Ashkenazi made the opposite demand during a meeting with Egypt’s foreign minister Sameh Shoukry on 5/30. Israeli public security minister Amir Ohana backed a call by Lydda councilman Amichai Langfeld to have armed Jewish-Israeli civilians patrol the streets of the city to “protect the Jewish community” there. Jewish-Israeli member of Knesset from the Joint Arab List Ofer Cassif said such calls were incitement. (HA 6/1)

Israel summoned the ambassador of Mexico to Israel because of the country’s vote at the UN Human Rights Council (UNHRC) on 5/27 to investigate potential Israeli war crimes. On 5/30, Israel also summoned the ambassador the Philippines over his country’s vote at the UNHRC. (JP 6/1)

More than 50 former prime ministers, foreign ministers, and senior international officials wrote an open letter calling for protecting the independence of the ICC and condemning attacks on the court. The letter mentioned Israel-Palestine as a place where, without the ICC, there “is no accountability for grave human rights violations, it is the victims seeking justice and people longing for lasting peace who are paying the price.” The letter also called allegation of anti-Semitism waged against the ICC “unfounded.” (GDN, GDN 5/31; MEMO, WAFA 6/1)

The UN’s International Atomic Energy Agency said in a report that Iran has failed to explain why traces of uranium were found at undeclared sites. (REU 5/31)

In the West Bank, IDF troops arrest 6 Palestinians and issue 1 arrest summons during raids in and around Hebron, Salfit, Qalqilya, and Bethlehem; and patrol near Hebron and Qalqilya. Raids in Salfit, Dahaysha refugee camp near Bethlehem, and Jayyus village near Qalqilya spark clashes with stonethrowing Palestinians; 4 Palestinians are injured. In East Jerusalem, Israeli forces arrest 2 Palestinians during raids in al-Ram and Ras al-Amud. Along Gaza’s border, IDF troops open fire on Palestinian farmlands near al-Bureij refugee camp, causing no damage or injuries. (WAFA 2/19; PCHR 2/22)

The IDF announces that “starting today, the IDF will adopt harsher means against rioters on the Gaza Strip border,” pointing to reports alleging that armed Palestinians planted an IED along the border fence during protests on 2/16. “You’d better stop with that now,” says the IDF’s Coordinator of Government Activities in the Territories (COGAT) Yoav Mordechai. “Go and demonstrate against Hamas in Gaza.” (TOI 2/19; HA 2/20)

Across the West Bank, clashes continue between the IDF and Palestinians protesting in solidarity with prisoners in Israeli jails.

In Jerusalem’s Old City, Palestinian youths and Israeli police clash after Friday prayers, with Israeli security forces briefly entering the al-Aqsa Mosque compound.

Palestinians protest outside Ofer detention center nr. Ramallah, at Huwara checkpoint nr. Nablus, in Abud village nr. Ramallah (where 4 are wounded including one seriously), at Jalama checkpoint nr. Jenin, and in Tulkarm and nearby ‘Anabta village. In all cases, the IDF violently disperses the protests with tear gas, rubber-coated metal bullets and live ammunition, though no serious injuries are reported. The largest protest is in Hebron, where around 1,500 Palestinians clash with IDF forces and 1 Palestinian man is shot in the foot. In addition, Palestinian and international activists demonstrate in the center of Hebron for the opening of Shuhada Street. The IDF violently disperses the demonstrators, causing 3 moderate injuries with rubber-coated metal bullets. Israeli soldiers also attack regular demonstrations by Palestinians, Israelis and international activists against Israel’s separation wall, settlements, and the occupation in 4 villages nr. Ramallah (Bil‘in, al-Nabi Salih, Budrus, Ni‘lin), 2 villages nr. Qalqilya (Kafr Qaddum, Jayyous) and 1 village nr. Bethlehem (al-Ma’sara). Injuries include, 1 Palestinian is wounded from a tear gas canister to the head in Bil‘in and 8 Palestinians wounded by rubber-coated metal bullets (5 in Budrus and 3 in al-Nabi Salih). The IDF patrols in 1 village nr. Ramallah in the morning; in al-Fawar refugee camp nr. Hebron (clashes but no serious injuries reported) and Qalqilya in the afternoon; and in 2 villages each nr. Jericho and Qalqilya, and 1 village each nr. Jenin, Ramallah, and Tulkarm at night. The IDF also conducts house searches and arrest raids in 1 village nr. Jenin in the afternoon. In the Gaza Strip, IDF troops open fire on Palestinians close to the border fence in 2 incidents: nr. Bayt Hanun (wounding 2) and nr. Jabaliya (wounding 1).
