In the West Bank, Israeli forces seized 1 tractor south of Hebron. 17 Palestinians were arrested during late-night raids in and around Nablus, Qalqilya, Hebron, Ramallah, Jenin, Tulkarm, Salfit, and Shu‘fat refugee camp. In East Jerusalem, 1 Palestinian was arrested during a late-night raid. In Gaza, Israeli forces opened fire on agricultural lands east of Khan Yunis; no injuries were reported. The PA said it would pay its civil servants their full salaries for November plus an additional 50 percent as the PA starts repaying its civil servants who have only received 50 percent of their salaries for months. The announcement came as the PA also said it received more than $1 billion from Israel, which had been withheld by Israel since February. (AJ, REU, WAFA, WAFA 12/2; ALM 12/3)

The Israeli Knesset voted, in a preliminary vote, to dissolve itself, paving the way for a 4th Israeli election in 2 years. Among the votes to dissolve the Knesset was Kahol Lavan party leader Benny Gantz, who is currently serving as deputy prime minister and minister of defense. The bill was proposed by Yesh Atid and supported by Meretz and Labour, and eventually supported by Gantz’s party, which is part of the government it seeks to dissolve. 3 of the 4 parties that constitute the Joint Arab List also voted for the bill. The foreign ministry of the Czech Republic released a statement saying the country will open a branch of its embassy in Jerusalem, which will be manned by a diplomat. The country’s main embassy will remain in Tel Aviv. The president of the Czech Republic is a proponent of moving the country’s embassy to Jerusalem. The PA summoned the Czech Republic’s representative to Palestine to protest the decision, demanding it be reversed. (HA, REU 12/2; WAFA 12/3)

In the West Bank, Israeli settlers, accompanied by Israeli forces, raided al-Twana and injured 1 Palestinian. 8 Palestinians were arrested, including 6 during raids in and around Tulkarm, Yatta, Kafr Qaddum, Jenin, and Qalqilya; 2 were arrested at checkpoints near Nablus and Huwwara. In East Jerusalem, 3 Palestinians were arrested, including 2 during raids in Issawiyya, and 1 at the Haram al-Sharif compound. In Gaza, 1 rocket was launched at Israel, hitting 1 building; no injuries were reported. In Israel, some 2,500 people protested outside of Prime Minister Benjamin Netanyahu’s official residence demanding his resignation over the government’s handling of the COVID-19 pandemic, the economy, and his corruption cases. This was the 22d Saturday in a row that Israelis protested Prime Minister Netanyahu. (HA, WAFA 11/21)

In the West Bank, Israeli settlers attacked 1 Palestinian minor and his father in Hebron. Israeli settlers also set up tents in Battir near Bethlehem. Israeli forces delivered demolition orders for 1 residential structure and 1 garden in Sabastiyya, 1 pool used for irrigation in Bayt Dajan, and a number of structures east of Yatta. Israeli forces also demolished 1 residential structure near Tubas and dismantled and seized 1 wooden shed in Umm al-Jamal. Israeli forces also shot and injured 6 Palestinians using rubber-coated bullets during raids in Qalandia refugee camp; 1 Israeli soldier was also injured during the clashes, which lasted some 2 hours; 9 Palestinian-owned vehicles were damaged. 12 Palestinians were arrested during raids in and around Nablus, Birzeit, Bayt Umar, Qalandia, Hebron, and Jenin. 7 Palestinians were arrested in the Old City and Issawiyya. The PA civil affairs minister Hussein al-Sheikh announced that the PA would resume coordination with Israel, including security coordination, after suspending ties in May. Civil Affairs Minister al-Sheikh said that Israel had promised to respect its agreements with the PA during “international negotiations conducted by the president [Mahmoud Abbas].” Hamas and Islamic Jihad condemned the PA’s move, saying it undermines reconciliation efforts. PA prime minister Mohammad Shtayyeh said during a Zoom conference organized by the Council of Foreign Relations that the COVID-19 pandemic played a part in the decision as the PA have struggled to find the resources to fight it. Israeli said it defused explosive devices in the Israeli-occupied Golan Heights near the de facto border of Syria. Israel later attacked Syria, striking 8 targets. According to the Syrian state media SANA, 3 were killed, 1 wounded, and Syria intercepted Israeli missiles over Damascus. The London-based Syrian Observatory for Human Rights said 10 people were killed in the strikes. Israel acknowledged to have attacked Syria, saying it was responding to the explosive devices and claiming that it had hit Iranian and Syrian forces in Syria. In the West Bank, Israeli settlers used dogs to attack Palestinian farmers near Yatta. Israeli forces seized 4 Palestinian-owned tractors in al-Hadidyya. Israeli forces also fired tear gas at Palestinians trying to enter Israel near al-Midya. The Nablus governate was placed on a partial lockdown for 5 days after a rise in COVID-19 cases. The PA asked residents to stay inside between 7 p.m. and 6 a.m. 2 Palestinians were arrested; 1 during a late-night raid in Hebron and 1 at a military checkpoint near Nablus. In Gaza, Hamas launched 2 rockets at Israel, both landing in open areas, and Israel fired missiles at Gaza, causing damage near Rafah, Bayt Hanun, and Khan Yunis. A source from Hamas said that the rockets were launched by mistake due to lighting and that Hamas does not seek an escalation of violence. The Israeli Lands Authority issued tenders for construction of a new settlement, Givat Hamatos, in East Jerusalem, dubbed the doomsday settlement as it would cut East Jerusalem off from Bethlehem and cut Bayt Safafa off from its surrounding towns. Tenders for a total of 1,257 settler units were issued. Israel’s plans drew condemnation form the PA, and the international community. The Israeli anti-occupation organization Peace Now called the plans a “lethal blow” to the 2-state solution. In the West Bank, Israeli forces seized 9 camels from 2 herders near Bethlehem; according to the owners, they were told they could retrieve the camels if they paid $1,050 for each. Israeli forces also violently dispersed a rally on the 16th anniversary of the death of Yasir Arafat in Tuqu‘; tear-gas related injuries were reported. Elsewhere, Israeli forces shot and injured 1 Palestinian minor harvesting olives near ‘Azun ‘Atma using rubber-coated bullets. Israeli forces also clashed with Palestinians in al-Fawar refugee camp and Bayt Umar, leading to tear-gas related injuries and 2 minors were hit by rubber-coated bullets in Bayt Umar. 10 Palestinians were arrested during raids in and around Kaubar, al-Bireh, al-Fawar refugee camp, Sa‘ir, and al-‘Arub refugee camp. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned house in Sur Bahir, displacing 5 Palestinians, including 4 children. 5 Palestinians were arrested, including 4 senior Fatah officials. The International Atomic Energy Agency, an arm of the UN, said that Iran has now stockpiled 12 times the amount of low-enriched uranium set as the limit under the JCPOA agreement which the U.S. abandoned in May 2018. (AJ 11/11)

The prime minister of Bahrain, Prince Khalifa Bin Salman Al Khalifa, died at the age of 84. Salman Al Khalifa had been prime minister since Bahrain’s independence in 1971. Crown prince Sheikh Salman bin Hamad Al Khalifa was appointed as the new prime minister. (AJ, HA, REU 11/11)

In the West Bank, Israeli settlers emptied wastewater on Palestinian agricultural lands, damaging crops in Luban al-Sharqiyya. 23 Palestinians were arrested during raids in and around Hebron, Ramallah, Jenin, Nablus, Bethlehem, and Tubas; during a raid in Jenin, 1 Palestinian was shot in the foot before being arrested. In Gaza, Israeli authorities claimed that 2 rockets were launched at Israel from Gaza, 1 being intercepted by the Iron Dome. Israel then fired rockets at Nuseirat refugee camp and Khan Yunis, causing damage; no injuries were reported. Sudanese government sources told Reuters that the prime minister of Sudan’s transitional government, Abdalla Hamdok, is ready to proceed with normalization of relations with Israel if the transitional parliament approves. The transitional parliament has not yet been formed. (HA 10/23)

Elsewhere, in the northern part of the Jordan Valley, Israeli settlers set up a cow shed and brought cows to Palestinian-owned land. Israeli forces demolished 1 market stall in Qalqilya and delivered stop-work orders for 3 houses and dozens of other structures in Qalandia. 5 Palestinians were arrested during raids in and around Tulkarm, al-‘Arub refugee camp, and Jericho. In East Jerusalem, 4 Palestinians were arrested during raids. In Gaza, Israeli forces fired 2 missiles, hitting empty land east of Dayr al-Balah, claiming that 1 rocket was fired toward Israel earlier in the day; no injuries were reported. Israel also said it had found a tunnel running near Khan Yunis tens of meters into Israel. Israel later claimed that the tunnel was built by Hamas. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 4 nautical miles off the shore of al-Sudaniyya; no injuries were reported. 1 Palestinian man died while working in a quarry owned by the settler company Shapir Engineering and Manufacturing near the Modi’in Illit settlement in the West Bank. His employer did not call the Israeli ambulance service that the worker was entitled to as he was employed by a settler company, but rather called the Palestinian Red Crescent, which took 30 minutes to arrive at the scene and brought the Palestinian to a hospital in Ramallah, where he was pronounced dead. The employer also did not notify the police of the death. The family of the deceased Palestinian said that if the Israeli ambulance had been called he might have survived as they were stationed closer to the accident. (HA 10/26)

An envoy from the UAE accompanied by U.S. secretary of the treasury Steven Mnuchin and U.S. envoy for the peace process Avi Berkowitz was welcomed in Tel Aviv airport by Israeli prime minister Benjamin Netanyahu, foreign minister Gabi Ashkenazi, and finance minister Israel Katz. In the Tel Aviv airport, Israel and the UAE signed a mutual visa waiver agreement allowing citizens of both countries to travel to and from each other without obtaining a visa. The parties also signed a preliminary agreement to have oil from the UAE run through an Israeli pipeline supplying the European market. A member of the PLO executive committee Wasel Abu Youssef called the visit “shameful” and said such a visit emboldens Israel in committing crimes against Palestinians. A Hamas spokesperson, Hazem Qassem, said the visit “only encourage[s] the occupation to pursue the gradual annexation of West Bank lands.” Last week on 14 and 15 October, Israel announced 5,000 new settlement units in various settlements in the West Bank. Israel struck a target in Syria; according to Syrian state media SANA, Israel hit a school in a village in Quneitra Province. However, the London-based Syrian Observatory for Human Rights said it was a Hezbollah facility that was hit by the Israeli strike. (HA 10/21)

In the West Bank, 1 Israeli settler rammed into a flock of Palestinian-owned sheep near Susiya, killing 10. Israeli forces violently dispersed the weekly anti-settlement protest in Kafr Qaddum, injuring 15 using rubber-coated bullets while others suffered tear-gas related injuries; of the 15, 4 were hospitalized. Israeli forces also assaulted 1 Palestinian worker seeking to enter Israel near the separation wall in Far‘un, causing him to sustain 2 fractures in 1 leg. 5 Palestinians were arrested during raids in and around Bayt Jala, Qatanna, Ramallah, and Beitunia, including Hamas official Hassan Yousef; Fatah’s central committee member Jibril Rajoub condemned Israel’s arrest of Yousef. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in al-Tur. PA president Mahmoud Abbas extended the COVID-19-related state of emergency for another 30 days. The 1st COVID-19-related state of emergency was issued on 5 March. According to the PA health ministry, more than 50,000 Palestinians in Gaza and the West Bank, including East Jerusalem, have tested positive for the COVID-19 virus and 379 people have died from it. The vice president of Sudan’s transitional government Mohamed Hamdan Dagalo said in an interview with a Sudanese TV station that if Sudan establishes relations with Israel then the U.S. will remove Sudan from the list of countries sponsoring terrorism. Dagalo said that Sudan would “need Israel” as the country could benefit from Israeli technical and agricultural capabilities. He further stated that establishing relations and normalizing are not the same. (AJ 10/3)

In the West Bank, Israeli forces raided Qatanna, leading to clashes with Palestinians; tear-gas related injuries were reported. Israeli forces arrested 1 Palestinian and seized his vehicle. Israeli forces also clashed with Palestinians during a raid in Sabastiyya; 1 Palestinian bystander was hit in the head with Israeli-fired live ammunition. 20 Palestinians were arrested during raids in and around Jenin, Tubas, Qalqilya, Nablus, Hebron, and Ramallah. In East Jerusalem, 19 Palestinians were arrested during raids in and around Issawiyya, al-Tur, and Wadi al-Juz. In Gaza, Israeli forces made incursions to level agricultural lands east of Khan Yunis. In Israel, 2 Palestinians from Gaza were arrested after breaching the Gaza fence; according to the Israeli military, the 2 had 2 defective grenades and 1 knife in their possession when they were arrested. The Israeli ministry of justice said, in response to a petition made by Adalah in August, that Israel will have to limit the amount of home demolitions conducted in Israel, which includes East Jerusalem. (Adalah, WAFA 10/5)

The PA ministry of local government issued building permits for Palestinian residents in the Jordan Valley. The minister, Majdi Salah, said that the PA no longer recognizes the classifications of areas A, B, and C made during the Oslo Accords and therefore is not bound by Israel’s claims of civil and military control in Area C. Israel’s high court of justice rejected a petition to free a 49-year-old Palestinian who is held on administrative detention and has been hunger-striking for more than 60 days. The petition was rejected despite the Shin Bet and the Israeli Central Command caught lying about the Palestinian’s affiliation to Islamic Jihad. According to the prosecutors, he had been filmed saying he was a proud member of Islamic Jihad while interrogated; however, the transcripts do not back up their claim. (HA 10/6)

Israel and Lebanon confirmed that they would begin direct talks about their maritime borders on 10/14. The direct talks will be mediated by the U.S. and the UN. (AJ, BBC, HA, REU, TOI 10/1)

Armenia said it had recalled its ambassador to Israel over Israeli weapons sales to Azerbaijan. Azerbaijan has acknowledged use of Israeli-made drones to bomb Armenian forces and civilians in Nagorno-Karabakh, a de facto self-governed predominantly ethnically Armenian region within the borders of Azerbaijan. Israeli defense minister Benny Gantz met with senior advisor to president Donald Trump, Jared Kushner, in Washington D.C. to discuss Israel’s qualitative military edge and normalization with Arab and Muslim nations. Gantz also met with U.S. secretary of defense Mark Esper. (HA 9/22)

In a video speech to the UN General Assembly (UNGA) the emir of Qatar Shaykh Tamim Hamad al-Thani castigated the international community’s inaction over the Israeli occupation of “Palestinian and Arab land.” Emir al-Thani also said that the Arab Peace Initiative is the only way for peace. French president Emmanuel Macron, also via video link to the UNGA, called for decisive negotiations between Israelis and Palestinians. (AJ 9/22; WAFA 9/23)

Germany contributed $65.5 million to different public sector programs in the occupied Palestinian territories, including $31.6 million for the water sector in Gaza. (WAFA 9/22)

In East Jerusalem, the Islamic Waqf announced that the Haram al-Sharif compound will be closed for prayers for 3 weeks due to a rise in COVID-19 cases. According to Israeli authorities, 13 rockets were launched at Israel, 8 of which were intercepted; neither damage nor injuries were reported. In the West Bank, Israeli forces razed Palestinian-owned land in Khirbat Zanuta and razed land and demolished water pipes in al-Twana. Elsewhere, Israeli forces and Palestinians clashed in al-‘Izzariya after Israeli forces stormed a cemetery; 1 Palestinian-owned house was damaged by a fire ignited by sound bombs. 8 Palestinians were arrested, including 6 during raids in and around Shu‘fat, Hebron, Qalandia, Ramallah, and Jericho, and 2 were arrested at checkpoints in Hebron and near Bethlehem. In East Jerusalem, an Israeli court issued an eviction order for an extended Palestinian family living in an apartment complex in Silwan; the eviction order affects 28 people. The court ruled in favor of the settler organization Ateret Cohanim. 2 Palestinians were arrested, including 2 during late-night raids in Issawiyya and al-Tur; 1 Algerian tourist was arrested at the Haram al-Sharif compound. Senior advisor to U.S. president Donald Trump, Jared Kushner, met with the Qatari emir Shaykh Tamim bin Hamad al-Thani in Qatar to discuss potential Qatari normalization with Israel. U.S. secretary of state Mike Pompeo announced that the U.S. administration had sanctioned ICC prosecutor Fatou Bensouda and head of the ICC’s Jurisdiction, Complementarity, and Cooperation Division Phakiso Mochochoko. Secretary Pompeo said that the U.S. had made the move “because the ICC continues to target Americans.” The UN secretary-general António Guterres expressed concern about the U.S.’s renewed attack on the ICC. In an apparent response to U.S. president Donald Trump’s claim that Saudi Arabia would follow the UAE and normalize ties with Israel, a senior member of the Saudi royal family, Prince Turki al-Faisal, said in an op-ed that “[t]he Kingdom of Saudi Arabia has set a price for concluding peace between Israel and the Arabs—it is the creation of a sovereign Palestinian state with Jerusalem as capital, as provided for by the initiative of the late King Abdullah.” According to the London-based newspaper Al-Araby Al-Jadid, the head of the Mossad, Yossi Cohen, met with the deputy head of Sudan’s sovereignty council general Mohammed Hamdan Dagalo in a meeting brokered by the UAE. However, Haaretz reported that some Israeli officials believe that Israeli prime minister Benjamin Netanyahu had promised to support the sale of weapons to the UAE as part of the normalization deal. Israel and the UAE began direct talks to arrange the details of establishing full diplomatic relations. The 2 countries and the U.S. announced on 8/13 that the UAE would normalize ties with Israel. Israeli prime minister Benjamin Netanyahu said in an interview that the U.S. had asked him to suspend annexation of parts of the West Bank in exchange for normalization with the UAE. He further stated that he had no choice in the matter and that annexation was still part of the U.S administration’s peace plan. In an interview with Haaretz, UAE director of strategic communications of the ministry of foreign affairs Hend Al Otaiba said that the UAE and Israel are working toward exchanging ambassadors. When asked about if the embassy would be located in Jerusalem, Al Otaiba answered, “We’re bound by international resolutions as well as an Arab position that wants an independent Palestinian state with Jerusalem as its capital.” The PA ambassador to the UAE arrived in Ramallah after being withdrawn because of the UAE-Israel deal. In the West Bank, 1 Palestinian woman was shot dead by Israeli forces in her house during a late-night raid in Jenin. According to her friend, she was shot while closing a window to prevent tear gas from entering the home. Elsewhere, Israeli forces violently dispersed the weekly protest in Kafr Qaddum using rubber-coated bullets and tear gas; 1 Palestinian was injured by a rubber-coated bullet, others suffered tear-gas related injuries. Israeli forces also violently dispersed a protest in Turmus ‘Ayya; 5 were injured by rubber-coated bullets, 1 by a tear gas canister to his head, and others suffered tear-gas related injuries. Israeli forces ordered a halt to the construction of 2 buildings near Bethlehem. In East Jerusalem, 1 Palestinian 4-year-old girl was killed by what appears to be a stray bullet in Silwan; it is unclear who fired the bullet. In the West Bank, Israeli forces notified Palestinian residents near Kisan that it will confiscate 200 dunams (49.5 acres) of Palestinian-owned land, and 1 Palestinian was handed a demolition notice for 1 barn in Kisan. 1 Palestinian BDS activist, who was arrested on 7/30, was remanded for 15 days by an Israeli military court near Jenin. 6 Palestinians were arrested during house raids in and around Nablus and Hebron; during the raids in Nablus, 1 Palestinian was injured by live ammunition and 2 others suffered injuries from broken glass as a result of the gunfire. In East Jerusalem, 2 Palestinian families started demolishing their own homes in Silwan and Jabal Mukabir to avoid exorbitant Israeli demolition fees. 6 Palestinians were arrested during raids in the Old City, Shu‘fat, Issawiyya, and Silwan. In the West Bank, Israeli forces raided Jenin, leading to clashes with Palestinian residents; tear-gas related injuries were reported. In East Jerusalem, 2 Palestinians were arrested during raids in Ras al-Amud and the Old City. In Gaza, 1 rocket was fired at Israel; shrapnel from the rocket, which was intercepted, damaged 1 car in Sderot.
