In the West Bank, IDF troops arrest 10 Palestinians and confiscate equipment from a printing house during late-night raids in and around Hebron, Nablus, Bethlehem, and Tulkarm; and patrol nr. Hebron during the day. Along Gaza’s border, IDF troops open fire on Palestinian shepherds and bird hunters nr. Khan Yunis, causing no injuries. An Israeli sniper shoots and kills a Palestinian youth during major clashes sparked by an IDF raid overnight in Bayt Rima village nr. Ramallah. The IDF temporarily shuts down entrances to the village after the clashes. Elsewhere in the West Bank, IDF troops conduct raids in Dahaysha r.c. nr. Bethlehem, sparking minor clashes with stone-throwing residents; 2 Palestinians are injured. They also arrest 5 Palestinians during late-night raids nr. Nablus, Hebron, Tulkarm, and Bethlehem, and patrol nr. Hebron throughout the day. Israeli forces begin building a road leading to a settlement outpost nr. Nablus. Late at night, armed Palestinians allegedly shoot and injure an Israeli settler driver nr. Rantis village nr. Ramallah. Israeli forces then close the entrances to Rantis and 3 other villages in the area (Rantis and Shuqba village will be reopened on 1/13). Residents of the illegal Amona settlement outpost, which had been ordered evacuated and demolished by 12/25, vote to accept a new version of a compromise relocation plan proposed by Israeli PM Netanyahu and Edu. Min. Bennett on 12/12, days after they had rejected a previous version. The proposal will allow 24 of the 40-odd families to relocate to nearby plots of land on the same hilltop. The new deal is contingent on Israel’s High Court permitting a 1-mo. stay of its evacuation order for Amona. (HA, JP, MNA, NYT, TOI, YA 12/18; JP 12/19)

The Israeli authorities hand over corpses of 7 West Bank Palestinians killed in confrontations with the IDF in the past 6 mos. to their families. Along Gaza’s border, IDF troops open fire on agricultural lands nr. Khan Yunis. In the West Bank, the IDF blocks off roads leading to Bayt Rima and Dayr Abu Mash‘al villages nr. Ramallah, which are nr. the site of the alleged settler-involved shooting on 12/14. IDF troops arrest Palestinians during latenight raids nr. Hebron and Salfit, and patrol nr. Nablus and Hebron during the day. In East Jerusalem, Israeli forces conduct raids in Hizma overnight, sparking clashes with stone-throwing residents; several Palestinians are injured. The UNRWA employees’ union in Gaza announces that it will escalate its protests against the agency in response to its failure to fill teaching job vacancies this year. UNRWA claims that negotiations are still ongoing, but the union says that they failed to reach an agreement and that the agency decided to end negotiations. (MNA 12/16)

In Tunisia, a Hamas-affiliated flight engineer specializing in drone technology is shot and killed in his car in the city of Sfax. The Tunisian press will report that Israel’s Mossad is responsible. (YA 12/16)

IDF troops arrest a Palestinian driver at the Qalandia checkpoint after she allegedly attempts to ram them. Elsewhere in the West Bank, IDF troops confiscate 6 computers during a raid on a printing shop in Hebron. Also in the Hebron area, Israeli forces confiscate a caravan being used as a medical clinic in the bedouin village al-Markaz, demolish a quarry in al-Samu‘ village, and deliver stop-work orders to 2 homes under construction nr. the city. Meanwhile, IDF troops arrest 23 Palestinians during raids nr. Bethlehem, Nablus, and Ramallah, and patrol nr. Ramallah and Hebron. In East Jerusalem, around 70 right-wing Jewish activists tour Haram al-Sharif. Israeli forces demolish 2 steel structures and a store in Sur al-Bahir and arrest 2 Palestinians during late-night raids in the Old City. Off Gaza’s coast, Israeli naval forces open fire on 2 Palestinian fishing boats nr. Bayt Lahiya, causing 1 moderate injury and no serious damage. Then they confiscate both boats and arrest 6 fishermen. In the West Bank, IDF troops arrest a Palestinian in c. Hebron after she is found to be carrying 2 knives. They also drive a Palestinian farmer and his family off their olive grove outside nearby Bayt Umar village. The IDF conducts raids in Nablus late at night, arresting 4 Palestinians and sparking minor clashes (there are no serious injuries); arrests 11 Palestinians and issues 1 arrest summons during further raids in and around Bethlehem and Hebron; and patrols in Hebron and nr. Qalqilya during the day. In East Jerusalem, Israeli Nature and Parks Authority forces demolish 6 graves in Bab al-Rahma Cemetery nr. the Old City. They claim the graves were built on “confiscated land” belonging to the authority. For the 2d time in 3 days, a Hamas fighter is killed in a tunnel collapse e. of Khan Yunis. Hamas later says he was working in the tunnel when it collapsed. Earlier, unknown persons fire a rocket from Gaza into an open area in s. Israel, causing no major damage or injuries. The IAF then launches retaliatory air strikes on a military post e. of Bayt Hanun in Gaza. The shelling causes material damage but no injuries. Gaza City, Khan Yunis, Dayr al-Balah, and al-Bureij r.c.); 2 Palestinians are injured and 1 of their vehicles is confiscated. After reports of stone-throwing in Huwwara village nr. A small Salafi group fires a rocket from Gaza into Israel, which explodes in Sderot, causing no injuries and minor damage. Holding Hamas responsible, the IDF fires tank shells and launches at least 25 air strikes on Hamas military sites in Bayt Hanun, Khan Yunis, and Gaza City, causing substantial damage. After the air strikes, the Israeli press reports that Hamas sent a message via a 3d party pledging to try to deescalate tensions and to stop small armed groups from firing more rockets. Meanwhile, an Israeli jet crashes on its return trip from a sortie in Gaza, killing the pilot and injuring another Israeli airman. The IDF lifts its 3-day general closure of the West Bank overnight, allowing Palestinians in the West Bank and Gaza to use border crossings into Israel again. They also lift their 1.5 mo. closure of Kifl Haris village nr. Salfit. The village was closed after reports of stonethrowing in the area. Elsewhere in the West Bank, Israeli forces level 36 dunams (9 acres) of Palestinian land nr. Hebron, destroying numerous plum and olive trees. IDF troops arrest 17 Palestinians during late-night raids and house searches nr. Ramallah, Hebron, Tulkarm, and Bethlehem. In East Jerusalem, Israeli forces arrest 15 Palestinians during raids in Issawiyya and al-Tur. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. A delegation of ICC officials, including chief prosecutor Bensouda, arrives in Israel for a 5-day educational visit. They will meet with both Israeli and Palestinian officials. Bensouda is still conducting the preliminary examination into alleged war crimes that she initiated in 1/2015 at the Palestinians’ request. However, the ICC officials explicitly state that they are not in Israel to “engage in evidence collection in relation to any alleged crimes” or to “assess the adequacy of the respective legal systems to deal with crimes that fall within ICC jurisdiction." Israeli naval forces intercept the ship Zaytouna around 35 naut. mi. off the coast of Gaza and peacefully arrest its all-female crew of solidarity activists. The takeover and escort to the port of Ashdod are “uneventful,” according to the IDF. The women are then detained at Givon Prison ahead of their likely deportation. PLO secy.-gen. Saeb Erekat says, “We strongly condemn the Israeli aggression today against the international flotilla that attempted to break the illegal Israeli siege over 1.8 m. people in Gaza.” (EI, HA, MNA, NYT, WAFA 10/5)

IDF troops shoot and injure a Palestinian youth at a checkpoint nr. Qalqilya as she is walking home from school. The Israeli soldiers reportedly thought she was planning a stabbing attack (she will be released from detention on 9/22). Elsewhere in the West Bank, IDF troops raid the Bil‘in homes of several leaders in the activist groups that organize the Friday protests in the Ramallah-area village, confiscating a number of cell phones and computers. Late at night, 2 Israeli soldiers torch a Palestinian-owned lumber warehouse in Nablus, and IDF troops arrest 7 Palestinians during raids and house searches nr. Tulkarm, Jenin, Bethlehem, and Tubas. In East Jerusalem, Israeli forces continue targeting Shu‘fat r.c., arresting 5 Palestinians during raids in the camp and in Abu Dis. Along Gaza’s border, IDF troops open fire on Palestinian homes nr. Following a request from the public prosecutor’s office, the Palestinian High Court of Justice postpones until 10/3 its decision regarding the municipal elections that were initially set for 10/8. While in New York for the UN General Assembly (UNGA) meeting, Israeli PM Netanyahu meets with U.S. pres. Obama. They reportedly do not discuss the push for Israeli-Palestinian peace that the Obama admin. is rumored to be planning after the U.S. election in 11/2016. Netanyahu tells Obama he will always be welcome in Israel, and Obama responds, “We’ll set up a tee time.” (AFP, EI, NYT, REU, YA 9/21; HA 9/25)

In the West Bank, IDF troops arrest a Palestinian at Checkpoint 300 nr. Bethlehem when he is found to be carrying a knife, arrest 5 Palestinians and issue 1 arrest summons during raids nr. Salfit, Hebron, and Bethlehem; and patrol nr. Hebron and Nablus. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. In East Jerusalem, a right-wing Jewish activist prays at Haram al-Sharif, sparking a heated confrontation between his Israeli police escort and Muslim worshippers in the area. In the West Bank, the IDF allows Palestinians in 3 villages nr. Nablus to reopen roads leading to their villages after a week of closures. The Israeli authorities closed the villages on 9/4 in response to reports of stonethrowing in the area. Meanwhile, Israeli forces reopen the entrance to a junction nr. Hebron, after keeping it sealed for nearly a year. IDF troops arrest 1 Palestinian during late-night raids nr. Ramallah. In East Jerusalem, around 50 Israeli settlers escorted and guarded by 30 Israeli intelligence officers tour Haram al-Sharif. Israeli forces arrest 4 Palestinians during raids in Silwan and Issawiyya. Israel’s High Court of Justice upholds the 7/30/2015 law allowing Israeli authorities to force-feed hunger-striking Palestinian prisoners if the atty. gen., a district court pres., and a doctor agree that the hunger strike is causing irreparable health damage or threatening the prisoner’s life (see JPS 45 [1]). In the West Bank, IDF troops discover and dismantle a small explosive device in Bethlehem. They also shoot and injure a Palestinian while he and a companion are walking along a road nr. Silwad village. It’s unclear why the soldiers opened fire and what exactly the 2 Palestinians were doing at the time, but 1 is injured and both are arrested. The IDF arrests 7 Palestinians during late-night raids nr. Qalqilya and Hebron; and patrols nr. Salfit and Hebron during the day. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats nr. Khan Yunis; there are no injuries reported. Israel’s Public Security Minister Erdan and Interior Minister Aryeh Deri meet and agree to form an anti-Boycott, Divestment and Sanctions (BDS) task force that will “expel” from and “ban the entry of” BDS activists in Israel. Rather than pushing for new legislation, they will instead focus on gathering intelligence to buttress calls for deportation. It’s unclear if the task force will focus only on foreign visitors, or on Palestinians and Israelis as well. (HA, JP, MNA, TOI 8/7; IMEMC 8/8)

Israeli forces raid Yatta village nr. Hebron late at night and carry out the punitive demolition orders for the homes of the 2 Palestinians who shot and killed 4 Israelis in Tel Aviv on 6/8. In accordance with a court order, 1 of the homes is only partially destroyed. The IDF temporarily closes the major Beit El checkpoint nr. Ramallah after soldiers find a suspicious object nearby; arrests 1 Palestinian during a late-night raid nr. Hebron, and patrols nr. Hebron throughout the day. IDF troops briefly clash with Palestinians participating in a sit-in in solidarity with Palestinian prisoners in Ramallah, detaining 1 temporarily and causing no serious injuries. In East Jerusalem, Israeli police detain 4 Islamic Waqf employees doing minor repair work at Haram al-Sharif while a group of Jewish settlers tour the sanctuary. The Waqf employees are accused of doing repairs without permission from the Israel Antiquities Authority. Meanwhile, Israeli forces demolish a Palestinian home in Bayt Hanina for the 6th time since 1995, when the family first started seeking a permit for the newly built structure, and also demolish 3 livestock structures in al-Nabi Samuel. They also arrest 1 Palestinian during a late-night raid in Qatanna. Along Gaza’s border, Israeli forces conduct a limited incursion to level land nr. Khan Yunis. U.S. and Israeli officials conclude a 3-day round of negotiations on a new military aid agreement. They reportedly settle all remaining discrepancies, except for gaps on some technical issues. A U.S. official says, “We’ve made progress and closed many of the remaining gaps,” adding, “We hope soon to be able to reach final agreement”. (HA, JP 8/4)

The Israeli press reports that Israel’s Defense Ministry has issued tenders for the construction of an underground wall to encircle Gaza. The wall is being designed to deter Hamas’s tunneling efforts. Construction is set to start in 10/2016. (TOI, YA 8/3)

In the West Bank, IDF troops shoot and injure a Palestinian man and arrest 2 others on a raid in Dahaysha r.c. nr. Bethlehem overnight, and arrest a youth outside a settlement nr. Bethlehem for allegedly planning a stabbing attack in the evening. They also arrest 5 Palestinians during raids and house searches nr. Jenin, Tulkarm, Hebron, Bethlehem, and Ramallah, sparking minor clashes nr. Ramallah (there are no serious injuries). Meanwhile, Israeli forces level a 150-m fence in al-Aghwar. Mekorot, Israel’s national water company, justifies the demolition by citing plans for new pipes to supply a nearby settlement. Late at night in East Jerusalem, Israeli forces demolish a car showroom and 2 stores in Sur al-Bahir, and arrest 4 Palestinians during raids in Shu‘fat r.c. Along Gaza’s border, IDF troops open fire on Palestinian farmlands nr. Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. There is a flurry of IDF activity in the Hebron region today, mostly related to the ongoing Israeli investigation into the killing of an Israeli settler on 7/1. IDF troops arrest 17 Palestinians during raids nr. the city, including 11 allegedly involved in the 7/1 killing. Elsewhere in the West Bank, IDF troops shoot and kill a Palestinian man at a checkpoint nr. Nablus after he allegedly attempts to charge at and stab them. No Israelis are injured. Separately, they shoot and injure a Palestinian attempting to enter Jerusalem for work. IDF troops conduct raids and house searches in and around Qalqilya, Bethlehem, Jenin, and Nablus, arresting 9 Palestinians and issuing arrest summons to 1; and patrol nr. The Israeli press reports that the mayor of Yatta village, along with several human rights organizations, has submitted a petition to Israel’s High Court of Justice to lift the IDF’s closure of Yatta, which was imposed in the wake of the 6/8 attack in Tel Aviv. The petition states that all entry and exit from the village has been prohibited since 7/2, when the closure was re-enforced. The mayor reportedly complained to the IDF, which responded that the closure will continue because it is a “military-security need” and that it is “part of the effort to prevent further attackers from leaving the area.” (HA 7/24)

The Israeli press reports that the Jerusalem Municipality’s Local Planning and Construction Comm. presented plans for 770 settler housing units between the Gilo settlement and Bayt Jala late last week. The Israeli authorities previously approved 1,200 units in the area, and the reports today appear to cover the same development. Israel’s Knesset passes the so-called NGO bill into law, 57–48, following a 6-hour debate in which opponents of the bill cited numerous international reports criticizing the bill’s chilling effect on freedoms of speech.
