A new round of P5+1 talks get underway, with Iranian negotiators presenting a plan to break the deadlock. Following the day’s discussions, no parties to the talks reveal any details of the proposal. However, the Iranians’ presentation was followed by what was subsequently described by EU spokesperson Michael Mann as the 1st detailed technical talks of their kind. U.S. State Dept. spokesperson Jen Psaki echoed these cautiously optimistic comments, saying there was enough information “to have technical discussions.” Israel’s security cabinet, meanwhile, releases a statement warning the P5+1 group against any partial agreement with Tehran and urging them not to prematurely ease sanctions. In the Gaza Strip, the IDF conducts 2 brief incursions nr. Khan Yunis, in both cases levelling land before withdrawing. Salfit, Qalqilya, and Jerusalem and in Tulkarm and Jenin at night; patrols in 3 villages nr. Jenin in the morning, 1 village nr. Hebron in the afternoon, and 2 villages nr. Jericho at night. U.S. Secy. of State John Kerry reveals a $4 billion plan to boost the Palestinian economy, speaking at the World Economic Forum at the Dead Sea in Jordan (see document D1 in JPS 169 for more). Kerry also urges Israelis and Palestinians to reach a political agreement, saying that a failure to do so would mean living with “a permanent intifada.” Israeli pres. Shimon Peres and PA Pres. Mahmoud Abbas both address the gathering, with Abbas using his speech to refuse any solution involving “temporary borders.” (HA, JP, REU 5/26)

There are reports of rockets fired from s. Lebanon into n. Israel, yet this is subsequently denied by the IDF, whose soldiers also fail to find any impact site or evidence of a projectile landing in Israeli territory. Meanwhile, 2 rockets are fired into a Shi‘i district of Beirut, in an apparent response to Hizballah chief Hassan Nasrallah’s promise to keep fighting in Syria alongside Asad. Arab League chief Nabil al-‘Arabi urges Hizballah to withdraw from its role in Syria, saying that to continue would threaten Lebanon’s internal unity. (AP, HA, REU 5/26; ToI 5/27; JP 5/28)

Israeli PM Benjamin Netanyahu signs a coalition agreement with Tzipi Livni’s Hatnua party, under which Livni will become Justice Minister as well as heading the government’s negotiations team with the Palestinians. (HA, ToI 2/20)

Palestinians hold demonstrations in the West Bank, as an estimated 800 Palestinian prisoners declare a one-day fast in solidarity with long-term hunger striking prisoners being held as administrative detainees. Some 200 protesters clash with Israeli soldiers in the northern West Bank city, Hawara, causing no serious injuries. Meanwhile, UN Secy.- Gen. Ban Ki-moon expresses concern at the ongoing Palestinian hunger strike, saying that ‘‘those detained should be charged and face trial with judicial guarantees in accordance with international standards, or be promptly released. In the West Bank, the IDF patrols in 1 village each nr. Jenin and nr. Tulkarm in the morning, and in 1 village nr. Hebron in the afternoon; conducts house searches and arrest raids in Tulkarm, al-‘Arub r.c. nr. Hebron, 1 village nr. Hebron, Aida r.c. and al-Dheisha r.c. in Bethlehem at night. The Israeli navy arrests 2 Palestinian fishermen off the coast of the Gaza Strip, nr. Bayt Lahiya. The IDF also conducts 2 incursions into the Gaza Strip, nr. Jabaliya and nr. Head of the PA’s borders and crossing department Nathmi Muhanna announces that the European Union will fund expansion of the Kerem Shalom crossing into Gaza in order to increase its capacity to 500 truckloads per day (up from its current 300). Muhanna also says that Israel has informed his department of their intention to allow entry of new empty domestic gas cylinders into the Gaza Strip, as well as new fuel trucks, and the installation of a new phone and Internet line from Israel to the Gaza Strip. Meanwhile, Yousef Rizka, adviser to Hamas PM Ismail Haniyeh, says that the Egyptian authorities are flooding smuggling tunnels on the Rafah border with sewage water. (MNA 2/19)

Israeli security officials visit Cairo for the second time in a week to discuss the Gaza cease-fire with their Egyptian counterparts. An unnamed Hamas official says that the talks are focused on ‘‘humanitarian issues,’’ not politics. (MNA 2/19)

Israeli PM Benjamin Netanyahu meets with Yesh Atid leader Yair Lapid to have the 1st discussions about forming a coalition. Lapid reportedly sets 2 conditions for joining a governing coalition: (1) a universal draft bill (see Quarterly Update in JPS 165) and (2) the resumption of peace talks with the Palestinians. Meanwhile, Yisrael Beiteinu leader Avigdor Lieberman says that domestic issues will be the priority of the next government. (HA, YA, JP 1/24)

Secy.-gen. of the PLO Executive Comm. Yasir ‘Abid Rabbuh says that Pres. Abbas wants to meet and talk with centrist mbrs. of the new Knesset in coming weeks, including newcomers such as Yair Lapid. (YA 1/24)

Nominated U.S. secy. of state John Kerry tells his Senate confirmation hearing that he intends to invest effort in the Israeli-Palestinian peace process and hopes that the Israeli election can help restart talks. (JP 1/24)

Israeli naval vessels open fire on Palestinian fishermen off the Gaza coast nr. al-Waha, causing no injuries. In the West Bank, the IDF demolishes 4 homes in 2 communities in the n. Jordan Valley; conducts house searches and arrest raids in 1 village nr. Salfit at night. The IDF also patrols in 3 villages nr. Jenin, 2 each nr. Jericho and Ramallah, and 1 nr. Tulkarm in the morning; in Tulkarm and 1 village nr. Qalqilya in the afternoon; and in ‘Ayn al-Sultan r.c. nr. Jericho, 2 villages each nr. Jenin and Qalqilya, and 1 village each nr. The International Federation of Journalists condemns a week of arrests of journalists by Hamas security forces in the Gaza Strip, and calls for the release of 6 detained media workers. (MNA 1/24)

Israeli security agency Shin Bet announces that for the 1st year since 1973, there were no Israeli casualties from a Palestinian attack in the West Bank. The report covering 2012 says that there was an uptick in so-called popular terror in the West Bank, referring to stone-throwing and Molotov cocktails. The report notes that 10 Israelis were killed in security-related incidents during 2012, and that more than 2,500 rockets and mortar shells were fired from the Gaza Strip into Israel. However, Shin Bet reports that since Operation Pillar of Defense in November 2012, no rockets have been fired. The report also records that 8 rockets were fired at Israel from Egypt’s Sinai Peninsula, and that there were 11 attempts to fire anti-aircraft weaponry at IDF planes, up from just 1 effort in 2011. UN special rapporteur on human rights and counterterrorism Ben Emmerson announces that the UN is launching an inquiry into the impact on civilians of drone strikes that will focus on 5 locations, including the Palestinian territories. The other 4 are Afghanistan, Pakistan, Somalia, and Yemen. (BBC 1/24)

Arab League chief Nabil al-Arabi says that a ‘‘new approach’’ to the IsraeliPalestinian conflict is needed, following talks with the pres. of the European Council Herman Van Rompuy. Arabi says that the focus should be ending Israel’s occupation, ‘‘not signing temporary agreements.’’ Meanwhile, Jordan’s King Abdallah tells an AIPAC delegation that the failure to revive peace talks between Israel and the Palestinians is adding to regional tensions. UN secy.- gen. Ban Ki-moon also renews his criticism of Israel’s plans for settlement construction in the E1 area nr. Jerusalem and calls for the proposed construction to be rescinded. In Gaza, the IDF shoots a Palestinian farmer in the head nr. Bayt Lahiya, killing him; the Israeli army denies involvement. The IDF makes a brief incursion into Gaza e. of Khan Yunis in what the IDF described as ‘‘routine activity.’’ The IDF later reports finding a tunnel leading from the Gaza Strip into Israel. In the West Bank, the IDF demolishes a number of structures in 3 locations s. of Hebron, including a family home and shacks used for agricultural work. The IDF also patrols in 1 village nr. PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote. In meetings with Quartet envoy Tony Blair and the U.S. and French consuls, PLO chief negotiator Saeb Erakat says the UN bid does not contradict the two-state solution. (AP, REU 11/8; JP, MNA 11/9)

The Israeli military carries out an air strike nr. Khan Yunis, killing 1 armed Palestinian, wounding another. PRC mbrs. fire a Grad rocket that lands nr. Beersheba, causing no injuries. Unidentified Palestinians fire another 2 rockets into Israel late at night, causing no injuries. A smuggling tunnel under the Rafah border collapses, killing 3 Palestinians. An estimated 160 Palestinians have died in the tunnels since 2006. In the West Bank, the IDF arrests the secy.-gen. of the Palestinian parliament, Mahmud al-Ramahi, at the Huwwara checkpoint nr. Early in the morning, the IDF drops leaflets from helicopters over n. Gaza border areas nr. Bayt Lahiya warning that the IDF will use deadly force against anyone approaching the border fence. Late at night, IDF troops on the s. Gaza border fire on residential areas of Khan Yunis, damaging a house but causing no injuries. On the Rafah border, 1 Palestinian is killed and 2 are injured in a smuggling tunnel collapse. In the West Bank, Israel’s Shin Bet arrests 13 Palestinians fr. al-Am’ari r.c. (including 2 Palestinian Red Crescent Society employees, the goalie of Palestine’s Olympic soccer team, and a senior PA intelligence officer) for plotting a series of attacks on IDF soldiers nr. Ramallah, claiming that the prominent mbrs. of the group intended to use their status to perpetrate attacks. The IDF seals off a plot of land in the al-Ja’wana area Bayt Furik village (nr. Nablus), confiscating 6 tents and 2 water tanks belonging to local Palestinians; patrols in 3 villages nr. Ramallah (synchronized) and 1 nr. Qalqilya in the morning; patrols in 3 villages nr. Jenin, Qalqilya, and Ramallah in the afternoon; and conducts late-night patrols in 1 village nr. Tulkarm. The IDF also conducts late-night arrest raids, house searches in Qalqilya and nr. Nablus. The IDF issues an eviction order to several Jewish settler families who moved into a house in Hebron, near the al-Ibrahimi Mosque/Tomb of the Patriarchs, several days ago that they claim to have purchased fr. the Palestinian owner (who claims the deeds were forged). The IDF cites the settlers for failing to secure the proper permits from the Israeli military to reside in the West Bank, calling their presence “a risk to public order,” and ordering them to vacate the building by 3:00 p.m. local time on 4/3. (NYT 4/4, 4/5)

U.S. officials spend the day trying to broker a compromise with Israel that will guarantee that direct talks will continue. Despite U.S. appeals, Netanyahu allows the freeze to expire at midnight local time (6:00 p.m. EDT). Abbas agrees not to follow through on threats to halt direct talks immediately to give U.S. diplomacy more time to work, but says he plans to consult with Fatah and PLO leaders, as well as the Arab League regarding how to move forward. (At his request, an Arab League session is set for 10/4, essentially leaving a week to resolve the freeze issue; the date is later changed to 10/6.) Even before the freeze ends, Israel’s Dep. PM Silvan Shalom lays the cornerstone for construction of a new yeshiva at a ceremony in Beit Romano settlement in Hebron attended by settlement leaders and right-wing Knesset members. Likud party mbrs. and 1,000s of settlers bussed in from around the West Bank attend a rally in neighboring Revava settlement to count down the end of the moratorium. In nearby Kiryat Netafim settlement, Jewish settlers hold a groundbreaking ceremony for construction of a new day-care center. Dozens of armed Jewish settlers from Ma’on settlement nr. Hebron guarded by IDF soldiers escort bulldozers to a nearby site where they begin laying the foundations for new homes at nearby Havat Maon outpost. Meanwhile, timed with the lifting of the settlement freeze, 9 Jewish activists depart Cyprus on a catamaran, hoping to break the blockade of Gaza to deliver a token shipment of medicine and water purification equipment. In the West Bank, unidentified Palestinian gunmen fire on 2 Jewish settler vehicles driving nr. Hebron, moderately wounding 1 Jewish settler; no group takes responsibility. The IDF sends troops into Azun village nr. Qalqilya to patrol streets, set up checkpoints, and check Palestinian IDs, arresting 1 Palestinian; seals an entrance to Marda village nr. Salfit; conducts late-night patrols in Jenin town and r.c., making no arrests; conducts late-night arrest raids, house searches nr. Jenin and Nablus. In Gaza, IDF troops on the s. Gaza border e. of Khan Yunis fire warning shots at Palestinians conducting a nonviolent protest march to the border fence to protest Israel’s imposition of a buffer zone, seriously wounding 1. As the quarter opens, Israel has eased (as of 6/2010) its blockade on Gaza, replacing the blanket ban on imports with two lists of prohibited and regulated items, allowing in more (and more varied) food items, construction materials, and commercial goods, but keeping imports only slightly above subsistence and continuing to bar exports. The Israel Defense Forces (IDF) enforces a 300-meter-deep no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off the immediate Bayt Lahiya (northern) and Rafah (southern) coasts, and 3 nautical miles elsewhere—placing 17% of Gaza’s total landmass, including 35% of its viable agricultural areas, and 85% of the maritime areas allocated under the Oslo accords off-limits to Palestinians. In the West Bank, Israel’s easing of restrictions on Palestinian movement between major population centers (which began in summer 2009) continues, and IDF operations are relatively few. Today, IDF troops on the s. Gaza border e. of Khan Yunis fire on a group of Islamic Jihad mbrs. burying explosive devices nr. the border fence, killing 1 Islamic Jihad mbr.; the Palestinians return fire, lightly wounding 1 IDF soldier. Hrs. later, unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in al-‘Arub refugee camp (r.c.) and 2 villages nr. Hebron. Jewish settlers fr. Shvut Rachel nr. Nablus uproot 100 nearby Palestinian olive trees. Israel’s Housing Min. approves construction of a new settler-only bypass road to link Ma’ale Adumim settlement e. of Jerusalem with the new E1 settlement area in East Jerusalem; explaining the decision, the Housing Min. states that “the decision to freeze construction in [West Bank settlements] does not include services for existing structures.” (JP, YA 8/16; NYT 8/17; PCHR 8/19; OCHA 8/20)

In a 45-min. phone conversation, U.S. secy. of state Hillary Clinton sharply rebukes Netanyahu for the 3/9 Ramat Shlomo construction approval, demanding that Israel prove its desire to seek peace by revoking the plans, stating that the U.S. viewed his apology for the timing of the announcement alone as inadequate. She lists several additional steps the U.S. expects Israel to take to support the peace process and warns of consequences if Israel does not comply; no details are made public (State Dept. press release 3/12; WP 3/13; HA 3/15)

The IDF makes a day-long incursion 200 m into Gaza e. of Jabaliya, later moving s. toward Gaza City, to level land along the border fence to clear lines of sight. IDF troops on the n. Gaza border nr. Bayt Hanun fire on Palestinians scavenging construction materials from destroyed buildings, forcing them to flee, causing no injuries. Late in the evening, the IDF makes air strikes on a suspected weapons lab in Khan Yunis in retaliation for Palestinian rocket fire on 3/11, causing no reported injuries; Israeli naval vessels fire on a Palestinian fishing boat off the Bayt Lahiya coast, forcing it to return to shore. Israel, fearing serious Palestinian protests after Friday prayers over the 3/9 Ramat Shlomo construction approval, imposes a general closure on the West Bank through 3/16 and deploys extra units of riot police around Jerusalem; no violence is reported. In an effort to halt weekly Palestinian protests against the separation wall, the IDF issues a military order declaring Bil‘in and Ni‘lin closed military zones on Fridays until 8/17. Today the order is ignored: Palestinian, Israeli, and international activists stage a nonviolent march to the separation wall in Bil‘in and a protest against the wall in Ni‘lin, where some of them throw stones at IDF troops. In both cases, IDF troops fire rubber-coated steel bullets, stun grenades, tear gas (injuring 2 Palestinians in Bil‘in; arresting 1 Palestinian, 1 Israeli in Ni‘lin). The IDF also fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists staging a nonviolent protest against settlement expansion nr. Dayr Nizam/al-Nabi Salih (injuring 18); fires stun grenades and beats Palestinian and international activists demonstrating against the separation wall in al-Ma‘sara village s. of Bethlehem (injuring 2 Palestinians). Jewish settlers fr. Eli nr. Nablus uproot 40 Palestinian olive trees in nearby Qaryut village. (YA 3/12; OCHA, PCHR 3/18)

In Washington, Livni and Rice sign the MOU on curbing arms smuggling, aimed at facilitating Israel’s acceptance of the EgyptHamas cease-fire offer (see 1/15). Anonymous Israeli military officials state that OCL is “in its final act.”

Combat notes: Early in the day, the IDF pulls back to the outskirts of Gaza City (with reports indicating that Tal al-Hawa has been devastated), but fighting intensifies again in the evening. Intensified IDF ground operations under cover of air strikes and heavy shelling are reported on the outskirts of Khan Yunis. The IDF reports hitting more than 50 targets during the day, including 15 rocket-launching sites, 13 groups of armed men, 4 suspected weapons depots, 2 smuggling tunnels, at least 1 mosque, Hamas’s Asda’ media center outside Khan Yunis (previously hit on 12/27). Air strike target areas include Bani Suhayla, Bayt Lahiya, alBureij r.c., the al-Fukhari area, Gaza City (al-Shuja‘iyya, Tal al-Hawa; al-Tuffah), Izbat ‘Abid Rabbuh, Jabaliya town and r.c., Khan Yunis (white phosphorous suspected), alNasser (n. of Rafah), Rafah, the al-Satar al-Gharbi area (nr. Khan Yunis), and the alTannour area (e. of Rafah). Artillery and tank fire are reported in Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah (white phosphorous suspected), Gaza City (city center and al-Sudaniyya, al-Zaytun), Jabaliya town, Khan Yunis, al-Qarara, al-Shuka, Twam, Wadi alSilqa (white phosphorous suspected). Naval bombardments center on open areas w. of Khan Yunis and in the al-Mawasi area, and in s. Rafah. Ground engagements are reported in Bayt Hanun, Bayt Lahiya, the al-Fukhari area and nearby Ma’an, Gaza City, al-Mughraqa, al-Zahra’. At least 3 ambulances are hit trying to evacuate the dead and wounded in clashes in central Gaza nr. Shuhada junction and in al-Mughraqa.

In a highly publicized incident, IDF tank shells hit a Gaza City home, killing 4 young girls (3 sisters, 1 cousin). Father of the 3 sisters, Izzeddin Abu al-Aish, a prominent Gazan doctor who appears regularly as a commentator on Israeli TV, phones ITV channel 10’s live broadcast to beg for medical assistance for his injured family, reports that his daughters are dead. In addition, an IDF air strike targets a home receiving condolence visits in Gaza City’s al-Shuja‘iyya neighborhood, killing 10 Palestinians, wounding 7. Another air strike on a home in al-Bureij r.c. kills a mother and her 5 children, ages 7–15. Gazan medical officials put the Palestinian toll at 1,140 dead, more than 5,100 wounded (470 in serious condition).

Palestinians fire 22 rockets and 5 mortars into Israel. Areas hit include Ashdod and Kiryat Gat (where at least 3 Israelis are injured, 1 seriously).

The IDF does not immediately take action.

Palestinian-only road around Ma’ale Adumim settlement, linking Jericho and Bethlehem and bypassing Jerusalem, to create “transportational contiguity” btwn. Palestinian communities that would otherwise be cut off by the separation wall; critics note that 56 acres of privately owned Palestinian land and 352 acres of “state land” have been appropriated for the construction, which will also allow for the expansion and linkage of Ma’ale Adumim, Mishor Adumim, and Kedar settlements. The IDF tightens restrictions on Palestinian movement inside Gaza, declares the n. West Bank a closed military zone in preparation for disengagement; begins going door to door in the Gaza settlements, asking residents to leave within 48 hrs. In Aley Sinai, 56 of 59 families who had agreed to leave rescind their decision, vowing to resist evacuation until the Israeli government finds permanent living solutions for the community as a whole; the government had promised them space together in an Ashkelon hotel, but only today learned that not enough space was available. During the day, some 1,000 right-wing settlers in various locations in s. Gaza simultaneously begin marching toward Gush Katif to block troops, but are prevented fr. reaching the settlement bloc by IDF troops and border police. Other settler youths slash the tires of several army jeeps, spray liquid soap on windshields to limit visibility, spread nails on roads to delay convoys of movers. Jewish settlers fr. Neve Dekalim vandalize, attempt to set fire to several Palestinian homes in al-Mawasi. In Gan Or, local settlers who want the IDF’s help to evacuate scuffle with settler youths blocking soldiers fr. entering the settlement. In the West Bank, the last residents of Ganim (est. 1983, pop. 172) and Qadim (est. 1983, pop. 169) evacuate voluntarily by evening, while settlers in the other 2 West Bank settlement slated for removal, the hard-line enclaves of Homesh (est. 1980, pop. 228) and Sanur (est. 1982, pop. 105), refuse to accept their notices. Ma’ariv 3/18 reports that that the financial officer of the Greek Orthodox Church, Nikolaos Papadimas, who has power of attorney for Greek Orthodox Patriarch Irineos, recently signed a secret deal, without Irineos’s permission, to sell the church’s Omar Bin Khattab Square property in the Old City of Jerusalem to Jewish investors fr. abroad and then fled the country with his family, depositing $1.5 m. in a Tel Aviv bank account. The square is a valuable commercial area inside the Jaffa Gate, where 3 prominent Palestinian hotels and a number of shops are located. The IDF continues bulldozing operations in Bayt Hanun, also firing on residential areas, partially demolishing a Palestinian home. During the day, the IDF also raids the Shaykh Ajlin neighborhood of Gaza City, occupying 1 Palestinian home as an observation post, demolishing a 4-story commercial building, bulldozing 100 dunams of land; bulldozes a Palestinian home, a bird farm, 12 dunams of land in Rafah; demolishes a Palestinian home in Bayt Laqia; fires on residential areas of Khan Yunis, wounding a staff member inside a local hospital with several live bullets; conducts arrest raids, house searches in al-Arub r.c., Bayt Laqia, Jenin, Tubas. Late in the evening, the IDF sends troops, military vehicles, helicopters into Rafah, shelling residential areas, blowing up 3 Palestinian homes; occupies a Palestinian home in Dayr al-Balah. Palestinians report that the IDF is currently issuing permits for up to 2,800 Palestinians/day to enter Israel through Erez, but that only around 1,500 qualified Palestinians/day are able to reach the crossing because of other IDF restrictions on Palestinian travel.
