In the Gaza Strip, IDF troops violently disperse 2 separate groups of Palestinian protesters, injuring 3 with live ammunition nr. the Erez border crossing and 4 nr. Shuja‘iya. Separately, Israeli soldiers fire live ammunition at Palestinian farmers approaching the border fence nr. Khan Yunis, causing no injuries. Meanwhile, the Gaza power plant shuts down, having exhausted its fuel reserves. Scheduled power outages increase from 12 to 18 hours a day, on average, with all electricity consumed having been purchased from Israel and Egypt. Meanwhile, Hamas prevents 37 children orphaned during OPE from attending a 1-week publicity tour to Israel and the West Bank sponsored by an Israeli nongovernmental organization, saying that the trip’s goal was normalization. In the West Bank, an 8-year-old Palestinian from Nabi Salih is moderately injured when a leftover Israeli sound bomb explodes in his hand. IDF troops raid a school in a village s. of Bethlehem. Later, Israeli forces raze agricultural land in a village s. of Nablus, then set up earth mounds in the area in preparation for military exercises. The IDF also conducts house searches and arrest raids nr. Nablus, Jenin, and Ramallah, as well as Askar r.c. and Jenin r.c.; patrols nr. Tulkarm, Hebron, Jenin, and Jericho. An Israeli settler hits a 7-year-old Palestinian boy with his car, moderately injuring him, before fleeing the area s. of Hebron. Senior Hamas official Abu Marzuq criticizes the Palestinian leadership for amending the proposed UNSC res. without consulting Hamas. Meanwhile, U.S. Secy. of State Kerry calls PA Pres. Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. The IDF drops flyers over Khan Yunis warning residents to stay away fr. the 300-m. no-go zone. IDF troops manning the observation towers on the Israeli side of the Erez crossing fire warning shots at Palestinians and international activists marching toward the border to protest Israel’s imposition of a no-go zone; no casualties are reported. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. The IDF makes an air strike on a police post in Khan Yunis, killing 7 Hamas-affiliated policemen, wounding 1; makes an incursion into al-Shuka, searching homes, exchanging fire with local gunmen, killing 2 armed Palestinians, arresting 40 Palestinians; fires across the border toward Palestinian homes and agricultural areas in al-Qarara, damaging several homes but causing no injuries; sends armored vehicles, bulldozers into the Erez industrial zone to level land. Palestinians fire 8 rockets fr. Gaza into Israel, hitting a factory and a home, injuring 4 Israelis. In the West Bank, the IDF conducts major arrest raids, house searches in Hebron (detaining 30 Palestinians, including 3 journalists) in connection with the 2/4 bombing; also conducts arrest raids, house searches in and around East Jerusalem, nr. Ramallah, and in Nablus, Nur al-Shams r.c. nr. Tulkarm, Qabatya, Silwad. PA teachers and health workers begin a 2-day strike to protest new PA restrictions on obtaining government services such as ID cards, birth certificates. In Gaza City, unidentified assailants blow up the jeep of a mbr. of the Hamas-affiliated internal security service, damaging 2 other vehicles but causing no injuries. For unclear reasons, IDF soldiers at the Erez crossing fire on 700 Palestinians returning from the Hajj in coordination with Israel and the PA, killing 1 Palestinian woman, wounding at least 1. Meanwhile, Palestinian pilgrims who left Gaza under a deal brokered by Hamas (see 12/5) begin to return via Egypt, where Egypt, under pressure fr. Israel, bars their passage through the Rafah crossing, saying they must go via the Israeli-controlled Kerem Shalom crossing; the pilgrims refuse, believing they would be arrested for their Hamas connections. Meanwhile, the IDF fires on Hamas mbrs. laying a roadside bomb nr. the s. Gaza border fence, killing 1 Hamas mbr., wounding a bystander. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. Hamas mbrs. fire 3 mortars fr. Rafah toward the IDF post at Kerem Shalom; the IDF responds with heavy gunfire; no injuries are reported. In the West Bank, the IDF patrols in Tulkarm; conducts arrest raids, house searches in and around Hebron (including arresting a 10-yr.-old boy, heavily damaging 1 home), nr. Jenin. Jewish settlers throw stones, bottles at Palestinian cars traveling a main road linking Hebron and Bethlehem, damaging 1 car; the IDF observes but does not intervene. Hamas-affiliated police raid an area of Bayt Hanun to arrest a wanted Fatah mbr., fire in the air to disperse angry residents who confront them, wounding 2 (see 12/28). A similar confrontation takes place in Khan Yunis, with heavy fire but no injuries reported. Suspected Fatah mbrs. fire on a police patrol in Rafah, causing no injuries. The IDF makes an air strike targeting armed Palestinians nr. Khan Yunis, causing no reported injuries; levels land inside the Gaza border nr. the Erez crossing. In the West Bank, the IDF bulldozes a Palestinian road and barn in al-Walaja nr. the separation wall outside Bethlehem; raids, searches a secondary school in Azun nr. Qalqilya when staff is present but classes are not in session; conducts arrest raids, house searches in and around Jenin and Nablus, in Abu Dis nr. Jerusalem, and nr. Bethlehem. During the day, the new PA policing unit in Nablus, deployed by Palestinian Authority (PA) PM Mahmud Abbas on 11/2 to enhance security in keeping with the road map, makes major arrest raids into ‘Ayn Bayt al-Ma’ r.c. Abbas swears in a 12-mbr. emergency cabinet; issues a presidential decree suspending article 79 of the Basic Law allowing the PC to vote out the government by a no-confidence vote and requiring PC approval for all ministerial appointments. The cabinet comprises mostly independent technocrats, except for veteran Fatah mbr. ‘Abd al-Raziq Yahiya, named interior minister to control the PA security branches. Hamas rejects Abbas’s actions as illegal. Both Hamas and Abbas stress, however, that Gaza and the West Bank must continue to be considered a single administrative and political unit as laid out in the 1993 Oslo Accord, rejecting Israel’s appeal to the U.S. that they officially be “delinked.” In Gaza, some 1,000 Fatah loyalists encamp at the Erez crossing, requesting transit to the West Bank, afraid to leave the corridor for fear of reprisals. In Khan Yunis, residents report Hamas mbrs. going door to door collecting unauthorized weapons. The Army of Islam releases a video rejecting Hamas demands to release BBC reporter Johnston, threatening to kill him if Hamas goes after the group. In overnight raids, the IDF, Shin Bet arrest 33 senior Hamas or Hamas-affiliated political figures across the West Bank (Jenin, Nablus, Qalqilya, Salfit, Tulkarm), including PA Education M Nasir al-Sha‘ir, PA State M Wasfi Kabaha, at least 3 PC mbrs., 5 mayors, a number of heads of educational and charitable associations. The IDF also makes at least 7 air strikes on Gaza, targeting at least 3 ESF positions in Gaza City, Khan Yunis, Rafah, injuring at least 2 ESF mbrs. and 13 bystanders; a guard house outside Haniyeh’s Shati‘ r.c. home, causing no casualties; the home of a PRC mbr. in Jabaliya r.c., hitting an adjacent home instead, wounding 2 Palestinians; an alleged weapons factory in Rafah, wounding 5 bystanders; a Hamas post in Dayr al-Balah, causing no injuries; and a money exchange in Gaza City. The IDF also fires on a group of Palestinians on the Bayt Lahiya shore, wounding 1 Palestinian fisherman. Palestinians fire 2 mortars at the IDF post at Erez (causing no injuries, but light damage that will slow processing of trucks going through the crossing) and at least 12 rockets fr. Gaza toward Israel (only 5 land inside Israel, causing light damage but no injuries). In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c., Jenin (also searching the offices of the PA Waqf Min., confiscating documents) and nr. Qalqilya, Tulkarm. A Palestinian woman dies of injuries received in a 5/17 IDF air strike on Gaza City. A Hamas mbr. dies of wounds received in clashes with Fatah on 5/13. The IDF continues bulldozing operations in Bayt Hanun, also firing on residential areas, partially demolishing a Palestinian home. During the day, the IDF also raids the Shaykh Ajlin neighborhood of Gaza City, occupying 1 Palestinian home as an observation post, demolishing a 4-story commercial building, bulldozing 100 dunams of land; bulldozes a Palestinian home, a bird farm, 12 dunams of land in Rafah; demolishes a Palestinian home in Bayt Laqia; fires on residential areas of Khan Yunis, wounding a staff member inside a local hospital with several live bullets; conducts arrest raids, house searches in al-Arub r.c., Bayt Laqia, Jenin, Tubas. Late in the evening, the IDF sends troops, military vehicles, helicopters into Rafah, shelling residential areas, blowing up 3 Palestinian homes; occupies a Palestinian home in Dayr al-Balah. Palestinians report that the IDF is currently issuing permits for up to 2,800 Palestinians/day to enter Israel through Erez, but that only around 1,500 qualified Palestinians/day are able to reach the crossing because of other IDF restrictions on Palestinian travel. Palestinians hold rallies across Gaza in solidarity with Bayt Hanun residents, denounce PA inaction to halt the IDF siege that began on 6/28; protesters, armed AMB mbrs. block the Erez Crossing to prevent PA Social Affairs M Intisar al-Wazir, Education M Na‘im Abu al-Hummus fr. entering Gaza fr. the West Bank to take part in the rallies. In a massive predawn operation, the IDF sends tanks, troops into Gaza City fr. 3 directions, firing heavy machine guns, demolishing the Palestine Broadcasting Center, taking Palestinian TV and radio off the air. IDF helicopters strike the PA military intelligence, military police, Force 17 buildings in the city. The IDF also sends bulldozers into enter Brazil r.c., killing 6 Palestinians; dispatches F-16s to bomb a PA security building in Khan Yunis, helicopters shell a Force 17 building in al-Bireh, naval vessels shell a PA naval police station in Bayt Lahia. Nr. Jerusalem, a Palestinian fires on an IDF post, injuring 2 IDF soldiers before being shot dead. A 8th Palestinian is fatally shot at an IDF checkpoint for "acting suspiciously"; an Israeli Arab is killed in an incident elsewhere. The PSF arrests 3 senior PFLP mbrs. suspected of involvement in the 10/01 assassination of Israel's Tourism M Rehavam Ze'evi. Israel, which had made the arrests a condition of easing Arafat's confinement, says the PA must also arrest anyone behind the Karine A arms shipment, Arafat must achieve complete quiet before Israel will allow him to leave his Ramallah compound. In a TV address, Sharon urges Israelis to stiffen their resolve but does not offer a vision for how to achieve a cease-fire or durable peace; announces plans to create buffer zones to impose "security separation" between Israeli and Palestinian territory; demands the "complete demilitarization" of the PA areas as a "prelude" to a final settlement; denounces "expressions of disobedience" such as the IDF conscientious objection petition, which he says "encourage terrorist organizations." At a UN Security Council (UNSC) emergency session in New York, UN Secy-Gen. Kofi Annan warns that the Israeli-Palestinian conflict is "sliding toward a full-fledged war"; says that the Mitchell and Tenet plans have clearly not succeeded, that an active international effort and "new thinking" are necessary. The Israeli, U.S. reps. strongly reject anything other than U.S. mediation. (NYT 2/22)

An Islamic Jihad suicide bomber detonates a device on a street in Tel Aviv, wounding at least 18 Israelis, 3 of them critically. 1 Palestinian dies of injuries received earlier. In Gaza, the IDF reports that Hamas fired locally made Qassam-1 rockets at Erez crossing, causing no injuries. In retaliation, the IDF launches F-16 air strikes on PA security targets in Gaza City and Tulkarm, injuring at least 7 Palestinians. The IDF also shells residential areas of Khan Yunis; bulldozes 600 m² of Palestinian land in Khan Yunis; conducts arrest raids in Nablus. In Ramallah, 1,000s of Palestinians rally in support of Arafat. The IDF pulls out of Tira neighborhood in Ramallah, which it reoccupied on 1/17.
