For a 9th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital. Attendance spikes today, as the protests coincide with weekly Friday protests against Israel’s occupation, separation wall, and settlements. Israeli forces violently disperse demonstrations across East Jerusalem, Halhul village near Hebron, 2 areas near Ramallah (outside the Beit El settlement and in Nabi Salih), Kafr Qaddum near Qalqilya, Bethlehem, Tubas, Tulkarm, Huwwara checkpoint near Nablus, and along Gaza’s border near Bayt Hanun, Khan Yunis, Jabaliya refugee camp, al-Bureij refugee camp, and Gaza City; 4 Palestinians are killed and approximately 150 are injured. (A video showing a 16-year-old Palestinian girl, Ahed Tamimi, shoving and slapping an Israeli soldier amid clashes in Nabi Salih near Ramallah, will go viral over the weekend. She will be arrested on 12/19). Israeli forces arrest 8 Palestinians and issue arrest summons to 2 during raids near Bethlehem and in East Jerusalem, and patrol near Tulkarm and Hebron. Separately, Palestinians throw stones at Israeli vehicles near Jerusalem, injuring 1 settler. The Israeli authorities announce that the Erez border crossing has reopened for Palestinians to enter and exit, but that the Kerem Shalom crossing is to remain closed indefinitely. Both were closed on 12/13. (TOI 12/15)

For a 7th day in a row, Palestinians across the oPt gather to protest U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital (attendance continues to steadily decline). Israeli forces violently disperse protestors in Hebron and 3 nearby villages (Dura, Bayt Umar, and Halhul), outside the Beit El settlement near Ramallah, Bethlehem, Tulkarm, Qalqilya, and along Gaza’s border near al-Bureij refugee camp, Bayt Hanun, Khan Yunis, and Rafah; at least 26 Palestinians are injured, including 1 journalist, and 5 are arrested. Meanwhile, IDF troops violently detain 2 Palestinian youths inside an ambulance in Halhul; arrest 3 Palestinians during late-night raids in Hebron and near Ramallah; and patrol in and around Hebron, Tulkarm, and Qalqilya. Israeli settlers throw stones at Palestinian students outside a school in Burin village near Nablus, sparking minor clashes; there are no serious injuries. In East Jerusalem, Israeli forces arrest 2 Palestinians during late-night raids in Issawiyya and Abu Dis. Unidentified parties fire 3 rockets from Gaza toward Israel in the evening; 2 are intercepted by the Iron Dome missile defense system and 1 falls in an open area, causing no damage or injuries. The IAF conducts air strikes on at least 5 Hamas sites across Gaza, causing damage but no injuries. The Israeli authorities announce that both the Erez and Kerem Shalom border crossings will be closed indefinitely as collective punishment for the week of rocket attacks emanating from Gaza. At an emergency meeting of the Organisation of Islamic Cooperation (OIC) in Istanbul, reps. of the 57 OIC members jointly declare East Jerusalem to be the capital of the State of Palestine and urge all countries to recognize Palestine. Addressing the attendees, PA pres. Abbas says that Israel’s violations and of international law free the Palestinians from prior commitments made in context of the peace process, threatens to abandon the PA’s security coordination with the IDF, and announces the Palestinians’ intention to go to the UNSC for full UN membership. In Gaza, a Hamas mbr. is killed in a tunnel collapse nr. Khan Yunis. Meanwhile, the Jerusalem Post reports that some Hamas mbrs. fear that Israel is responsible for the recent tunnel collapses. Meanwhile, Israeli forces arrest a Palestinian soccer player as he attempts to cross through the Erez border crossing. In the West Bank, Israeli forces arrest a Palestinian youth nr. Jericho after he allegedly stabs and lightly injures an Israeli officer; demolish a fuel station in a village nr. Jerusalem. They also patrol nr. Ramallah, Tulkarm, and Hebron. Israeli settlers smash the windshield of a Palestinian car nr. Nablus. In East Jerusalem, Israeli forces seal off Issawiyya for 3 hours after some police officers on patrol in the neighborhood come under gunfire. They also conduct raids in the neighborhood, sparking clashes with stone-throwing Palestinians; there are no injuries and 2 Palestinians are arrested. In Israel, around 300 residents of 2 bedouin villages slated for destruction—Atir and Umm al-Hiran—demonstrate in Beersheba, calling for the govt. to avert its plan to displace them and build a new Jewish Israeli town on their land. Stabbing and other small-scale attacks continue in Israel and Jerusalem. In East Jerusalem, 2 Palestinians attack a group of Jewish Israelis on an Israeli bus in Jabal Mukabir, killing 2 and injuring at least 10 (a 3d Israeli will succumb to injuries sustained in the attack on 10/27). Israeli police shoot the 2 Palestinians, killing 1 and seriously injuring the other. In West Jerusalem, a Palestinian driver rams an Israeli pedestrian, then gets out of his car and stabs 5 other Israelis (1 Israeli will succumb to his injuries later in the day). Israeli police shoot and critically injure the Palestinian before arresting him (the Palestinian succumbs to his injuries later in the day). In Israel, Israeli police shoot and seriously injure a Palestinian after he stabs and moderately injures an Israeli in Ra’anana, n. of Tel Aviv. Later, a Palestinian stabs and injures 4 Israelis in the same city. Several Jewish Israelis assault and detain him as he attempts to flee, including 1 Israeli driver who rams the man with his vehicle. An Israeli man attacks a Palestinian citizen of Israel in Netanya, lightly injuring him. In Kiryat Ata nr. Haifa, a Jewish Israeli stabs and moderately injures another Jewish Israeli, mistakenly identifying him as a Palestinian. Following the morning’s attacks, Israel’s security cabinet meets and decides not to return the bodies of Palestinians shot and killed by Israeli forces after carrying out attacks on Israeli citizens. Instead of returning the bodies to their families, they will bury them secretly. The cabinet also decides to revoke the residency status of Palestinian attackers, bar any homes punitively demolished from being rebuilt, and allow the police to “impose a closure on, or to surround, centers of friction and incitement in Jerusalem, in accordance with security considerations”. For the 5th day in a row, IDF troops open fire on hundreds of Palestinians protesting along Gaza’s border fence e. of al-Bureij r.c. and nr. the Erez border crossing, injuring 51. They also disperse and drive back around 30 Palestinians who cross the s. border. The Israeli authorities close the Erez crossing shortly after the clashes. Later, Palestinians open fire on Israeli forces patrolling along the border fence e. of Khan Yunis, causing no damage. Off the coast, Israeli naval forces open fire on Palestinian fishing boats nr. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians protesting and throwing stones throughout the region, killing 1 Palestinian in Bethlehem and injuring at least 33. Israeli forces raid the Jenin home of the Palestinian who allegedly stabbed and injured an Israeli soldier in Afula on 10/8, preparing for a possible punitive demolition. The IDF also conducts raids and house searches nr. Hebron, Nablus, and Tulkarm, arresting 13 Palestinians. Israeli settlers throw stones at Palestinian drivers nr. Nablus and nr. Hebron, injuring 1 Palestinian in the former and sparking minor clashes in the latter. Israeli settlers also assault and moderately injure a Palestinian youth outside a settlement e. of Jerusalem; assault 4 Palestinian farmers working nr. Ramallah. In Israel, many schools, public institutions, and businesses in predominantly Palestinian cities go on strike, and around 20,000 Palestinian citizens of Israel and solidarity activists march through Sakhnin protesting the recent Israeli restrictions at Haram al-Sharif and violations in the oPt. (HA, JP, MNA, TOI, WAFA, YA 10/13; EI, HA 10/14; PCHR 10/15; PCHR 10/22)

Three errant mortar shells launched from Syria land in the Israeli-occupied Golan Heights, causing no damage or injuries. In response, the IDF fires artillery shells at 2 Syrian army targets nr. the border, causing damage. (HA, JP, TOI 10/13)

Retaliating for the 10/31 UNESCO vote, Netanyahu suspends the transfer of VAT taxes Israel collects on the PA’s behalf and orders accelerated construction of 2,000 settlement housing units in East Jerusalem’s Har Homa settlement and the nearby West Bank settlements Efrat and Ma’ale Adumim, calling it Israel’s “right and obligation” to build in Jerusalem. Meanwhile, Palestinian IP addresses and Palestinian phone networks in the West Bank and Gaza come under “multiple attacks” by computer hackers originating from many countries; the PA says the attacks appeared linked to the UNESCO vote and it believes they were “organized by a state” [i.e., Israel]. The IDF drops flyers over Khan Yunis warning residents to stay away fr. the 300-m. no-go zone. IDF troops manning the observation towers on the Israeli side of the Erez crossing fire warning shots at Palestinians and international activists marching toward the border to protest Israel’s imposition of a no-go zone; no casualties are reported. In the evening, unidentified Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts late-night arrest raids, house searches in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus and nr. Jenin; conducts late-night patrols in Jenin. The Israeli Comm. against House Demolitions (ICHAD) submits a report to the UN special rapporteurs on Palestine that concludes that Israeli policies in East Jerusalem (e.g., restricting building permits, demolitions, revoking permanent residency status) are forcing Palestinians to flee in what may constitute a war crime. In the West Bank, the IDF rearrests senior Hamas official Hassan Yousef in Ramallah for having links to a “terrorist” organization; Yousef was 1st arrested in 2005, was released on 8/4/11 as part of a mass release to ease prison overcrowding. The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. The IDF makes an air strike targeting armed Palestinians nr. Khan Yunis, causing no reported injuries; levels land inside the Gaza border nr. the Erez crossing. In the West Bank, the IDF bulldozes a Palestinian road and barn in al-Walaja nr. the separation wall outside Bethlehem; raids, searches a secondary school in Azun nr. Qalqilya when staff is present but classes are not in session; conducts arrest raids, house searches in and around Jenin and Nablus, in Abu Dis nr. Jerusalem, and nr. Bethlehem. During the day, the new PA policing unit in Nablus, deployed by Palestinian Authority (PA) PM Mahmud Abbas on 11/2 to enhance security in keeping with the road map, makes major arrest raids into ‘Ayn Bayt al-Ma’ r.c. Overnight and during the day, the IDF continues to expand its presence in n. Gaza, entering populated areas for the 1st time since disengagement, meeting strong resistance fr. Palestinians, who use RPGs, rifles, roadside bombs and fire 8 rockets toward Israel (only 4 land inside Israel, causing no damage or injuries). The IDF uses air strikes, artillery, tanks, and gunfire as well as bulldozes fields, roads, and open areas to widen the n. Gaza buffer zone; the clashes, mostly concentrated in Bayt Lahiya but also in s. Gaza, leave at least 24 Palestinians (many reportedly Hamas mbrs., but also including at least 2 children), 1 IDF soldier (hit by friendly fire) dead and wound some 80 Palestinians (nearly a third of them children), 1 IDF soldier. The IDF also bulldozes areas around Khan Yunis, demolishing 3 Palestinian homes; opens Erez and Qarni crossings for several hrs. for the movement of international aid workers, humanitarian goods. Palestinian gunmen also fire on an al-Jazeera TV car in Bayt Hanun, believing it to be an IDF undercover unit, wounding the driver, 1 journalist. In the West Bank, the IDF sends undercover units into a memorial service in Jenin r.c. for an AMB mbr. killed on 7/5, attempts to assassinate the AMB’s n. West Bank cmdr. Zakariya Zubaydi and local Islamic Jihad leader Mahmud al-Sadi, fatally shooting 2 Palestinian teenagers, wounding 18; Sadi, Zubaydi escape. The IDF also raids an Islamic charity nr. The IDF fatally shoots a 17-yr.-old Palestinian boy throwing stones at troops in Balata r.c.; fires on residential areas of Khan Yunis, wounding 2 Palestinian girls (ages 3 and 12) in their homes; fires on stone-throwing Palestinians nr. Nablus, injuring 5; conducts arrest raids, house searches nr. Dayr al-Balah, Hebron, Jenin, Nablus, Ramallah, Tulkarm; continues bulldozing operations in Bayt Hanun, demolishing 2 Palestinian homes; starts bulldozing Palestinian agricultural land for construction of a new road fr. To calm protests in Gaza, Arafat named Brig. Gen. ‘Abd al-Raziq al-Majayda as head of public security for the West Bank and Gaza, making him Musa Arafat’s superior. The AMB, National and Islamic Higher Coordinating Comm. for the Intifada (NIHC) say the change is insufficient, only true reforms and halt to corruption will improve conditions in Gaza. The IDF assassinates Hamas leader Rantisi, firing 2 missiles at his car as he drives through Gaza City, also killing his bodyguards Akram Nassar and Ahmad Ghurra, wounding 4 bystanders. 10,000s of Palestinians throughout the West Bank, Gaza take to the streets to protest. Hamas vows retaliation, says it has appointed Rantisi’s replacement but will not identify him for security reasons. (Senior spokesman Mahmud Zahar, senior political leader Ismail Haniyeh are considered the likely successors.) The IDF strike comes hrs. after a Palestinian suicide bomber detonates a device inside the Erez Industrial Zone in Gaza, killing an Israeli border policeman, injuring 3; the AMB, Hamas claim joint responsibility. IDF undercover units raid Hebron and capture, beat, arrest an Arab Bank employee.
