Abbas swears in a 12-mbr. emergency cabinet; issues a presidential decree suspending article 79 of the Basic Law allowing the PC to vote out the government by a no-confidence vote and requiring PC approval for all ministerial appointments. The cabinet comprises mostly independent technocrats, except for veteran Fatah mbr. ‘Abd al-Raziq Yahiya, named interior minister to control the PA security branches. Hamas rejects Abbas’s actions as illegal. Both Hamas and Abbas stress, however, that Gaza and the West Bank must continue to be considered a single administrative and political unit as laid out in the 1993 Oslo Accord, rejecting Israel’s appeal to the U.S. that they officially be “delinked.” In Gaza, some 1,000 Fatah loyalists encamp at the Erez crossing, requesting transit to the West Bank, afraid to leave the corridor for fear of reprisals. In Khan Yunis, residents report Hamas mbrs. going door to door collecting unauthorized weapons. The Army of Islam releases a video rejecting Hamas demands to release BBC reporter Johnston, threatening to kill him if Hamas goes after the group. In overnight raids, the IDF, Shin Bet arrest 33 senior Hamas or Hamas-affiliated political figures across the West Bank (Jenin, Nablus, Qalqilya, Salfit, Tulkarm), including PA Education M Nasir al-Sha‘ir, PA State M Wasfi Kabaha, at least 3 PC mbrs., 5 mayors, a number of heads of educational and charitable associations. The IDF also makes at least 7 air strikes on Gaza, targeting at least 3 ESF positions in Gaza City, Khan Yunis, Rafah, injuring at least 2 ESF mbrs. and 13 bystanders; a guard house outside Haniyeh’s Shati‘ r.c. home, causing no casualties; the home of a PRC mbr. in Jabaliya r.c., hitting an adjacent home instead, wounding 2 Palestinians; an alleged weapons factory in Rafah, wounding 5 bystanders; a Hamas post in Dayr al-Balah, causing no injuries; and a money exchange in Gaza City. The IDF also fires on a group of Palestinians on the Bayt Lahiya shore, wounding 1 Palestinian fisherman. Palestinians fire 2 mortars at the IDF post at Erez (causing no injuries, but light damage that will slow processing of trucks going through the crossing) and at least 12 rockets fr. Gaza toward Israel (only 5 land inside Israel, causing light damage but no injuries). In the West Bank, the IDF conducts arrest raids, house searches in Balata r.c., Jenin (also searching the offices of the PA Waqf Min., confiscating documents) and nr. Qalqilya, Tulkarm. The IDF fires 3 missiles at a rocket launching site nr. Khan Yunis, causing no damage or injuries; fires a missile at the main Rafah–Khan Yunis road, creating large crater; fatally shoots a PRC mbr. laying a roadside bomb nr. Erez crossing; fatally shoots 1 Palestinian, wounds a 2d who attempts to sneak into Israel fr. Bayt Lahiya to find work; fires on, wounds a mentally handicapped Palestinian who strays close to the Israeli border nr. Khan Yunis; fires on residential areas of Kafr al-Labad nr. In response to the AMB–Islamic Jihad drive-by shooting on 12/16, the IDF closes some 50 roads in Hebron with sand barriers, blocks the main northern and southern entrances to Hebron with cement barriers. Nablus, injuring 5; conducts arrest raids, house searches nr. Dayr al-Balah, Hebron, Jenin, Nablus, Ramallah, Tulkarm; continues bulldozing operations in Bayt Hanun, demolishing 2 Palestinian homes; starts bulldozing Palestinian agricultural land for construction of a new road fr. To calm protests in Gaza, Arafat named Brig. Gen. ‘Abd al-Raziq al-Majayda as head of public security for the West Bank and Gaza, making him Musa Arafat’s superior. The AMB, National and Islamic Higher Coordinating Comm. for the Intifada (NIHC) say the change is insufficient, only true reforms and halt to corruption will improve conditions in Gaza. Unidentified Palestinians detonate a roadside bomb outside Erez crossing as a U.S. emb. convoy (carrying the cultural attache, en route to interview Fulbright scholarship candidates) passes, destroying 1 of 4 armored cars, killing 3 U.S. security officers, wounding 1 U.S. diplomat; the convoy passes along a route and at a time a CIA detail involved in monitoring road map progress usually passes through the area, despite mos. of warnings fr. the PA of the dangers of routine movements, conspicuous bodyguards. AMB, Hamas, Islamic Jihad, the Popular Resistance Comms. (PRC) deny responsibility, though a phone call to the press claims the attack on the PRCs’ behalf. After this 1st successful targeted attack against Americans by Palestinians, the U.S. for the 1st time discloses that in 6/03 a roadside bomb went off nr. a CIA vehicle in Gaza, causing damage but no injuries. An Islamic Jihad suicide bomber detonates a device on a street in Tel Aviv, wounding at least 18 Israelis, 3 of them critically. 1 Palestinian dies of injuries received earlier. In Gaza, the IDF reports that Hamas fired locally made Qassam-1 rockets at Erez crossing, causing no injuries. In retaliation, the IDF launches F-16 air strikes on PA security targets in Gaza City and Tulkarm, injuring at least 7 Palestinians. The IDF also shells residential areas of Khan Yunis; bulldozes 600 m² of Palestinian land in Khan Yunis; conducts arrest raids in Nablus. In Ramallah, 1,000s of Palestinians rally in support of Arafat. The IDF pulls out of Tira neighborhood in Ramallah, which it reoccupied on 1/17.
