Israel reseals crossings into Gaza, citing continued Palestinian mortar and rocket fire. Palestinian rocket fire immediately falls to near zero. The IDF sends tanks into s. Gaza to disable roadside bombs planted along the border, trading fire with Palestinian gunmen, causing no reported injuries. The Israeli navy intercepts and confiscates 3 Palestinian fishing boats carrying fishermen and international peace activists, detaining passengers and crew (all are released on 11/19). Egyptian security forces demolish 20 smuggling tunnels on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Issawiyya nr. East Jerusalem; conducts late-night arrest raids, house searches in and around Nablus, in Ramallah, and nr. Bethlehem and Salfit. Jewish settlers fr. Hamas’s Gaza security chiefSiyam meets with heads of the various Gaza factions to discuss ways of reacting to IDF actions in the West Bank while respecting the Gaza cease-fire. Islamic Jihad pledges to coordinate its responses with Hamas. In the West Bank, the IDF makes an unusual daytime raid into Bayt Umar village nr. Hebron, setting up road blocks, checking IDs, raiding and searching homes, firing on stone-throwing youths who confront troops, killing a 16-yr.-old Palestinian boy, arresting 1 Palestinian; conducts late-night arrest raids, house searches in and around Nablus and Ramallah, nr. Bethlehem and Jenin, and outside East Jerusalem. Jewish settlers fr. Halamish nr. Ramallah burn a Palestinian olive tree. Nr. Jabaliya r.c., unidentified assailants detonate a bomb outside a fmr. In Gaza, the IDF makes an air strike on an empty car in Jabaliya r.c. owned by a member of Hamas’s Izzeddin al-Qassam Brigades (IQB) in an apparent assassination attempt, destroying the car, damaging surrounding homes, causing no reported injuries; sends tanks, troops into areas southeast of Gaza City to bulldozes 200 d. of olive groves. IDF troops on the n. Gaza border shell an alleged rocket-launching site w. of Bayt Lahiya in n. Gaza, injuring 2 Palestinian children (ages 4, 17) and damaging a house. IDF troops on the s. Gaza border direct heavy machine gun fire towards residential areas of Abasan, wounding 1 Palestinian inside his home. The Israeli navy fires on Palestinian fishing boats off the n. Gaza coast, causing no reported injuries. In the West Bank, the IDF raids, searches a store in Yatta nr. Hebron, arresting the owner and confiscating a computer; chases and detains 17 Palestinian children who throw stones at an IDF post outside al-Arub r.c. nr. Lebanese political figures holding national unity talks in Doha formally announce that they have reached a comprehensive agmt. ending their 18-mo. political standoff and paving the way for Gen. Michel Suleiman’s election as pres, including agmts. on redistricting Beirut, an electoral law, and allotment of cabinet seats that will give Hizballah veto power over major decisions. The IDF makes an air strike on a workshop in Rafah, assassinating Islamic Jihad’s al-Quds Brigade leader ‘Awad al-Qiq (whom the IDF attempted to assassinate on 10/5/07), injuring 2 Islamic Jihad mbrs., 2 children; sends tanks, bulldozers into Juhur al-Dik to level land. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore, causing no damage or injuries. In the West Bank, the IDF patrols in, fires on residential areas in Fahama and Yabad nr. Jenin; imposes a curfew on Kafr Haris nr. Salfit to allow Jewish settlers to conduct ceremonies at a religious site in the village; conducts late-night arrest raids, house searches in al-Aza r.c. nr. Bethlehem, Jenin town and r.c. In East Jerusalem, scores of Israeli Jewish teenagers gather at the Pisgat Ze’ev mall, summoned by an instant message to their cell phones urging those “with Jewish blood” to meet up to form a mob to attack local Israeli Arabs who allegedly “hang in our area” and “whistle at the girls, curse, threaten little kids”; the mob beats and stabs 2 Palestinian teenagers, seriously injuring them; around 20 teenagers take part in the beating, while 80–100 others watch; police arrest and charge 11. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. In response, the IDF shells an Islamic Jihad site nr. al-Qarara, killing 3 Islamic Jihad mbrs.; makes an air strike on an Islamic Jihad rocketlaunching site nr. Dayr al-Balah, killing 1 Islamic Jihad mbr. A 5th Islamic Jihad mbr. is killed when a rocket he is preparing to fire into Israel explodes prematurely. The IDF also bulldozes land inside the Gaza border fence e. of al-Qarara. The Israeli navy fires on Palestinian fishermen off the Rafah coast, heavily damaging 1 boat, causing no injuries. Palestinians fire 7 rockets fr. Gaza into Israel, damaging 2 houses, lightly injuring 1 Israeli. Egypt begins replacing some stretches of barbed wire along the Rafah border with a 10-ft.-high stone and concrete wall.
