PA foreign minister Riyad al-Maliki says that he plans to initiate an application for the State of Palestine to obtain full membership at the UN during his next visit to New York City in 1/2019. The application, if accepted by the UN Security Council, would see Palestine’s status upgraded from non-member observer state. Later, Israel’s Ambassador to the UN Danny Danon says that Israel and the U.S. are already working together to “stop the [new Palestinian] initiative.” (JP, WAFA 12/26; TOI 12/27)

PA security forces seal off the entrances to the Palestinian Legislative Council building in Ramallah, preventing Hamas officials from holding a planned press conference. A PA official says that although Hamas claims they were attempting to hold a press conference, their true intention was to open a session of the PLC in protest of the 12/22 announcement of a new round of PLC elections. The High Planning Committee of Israel’s Civil Administration meets for a 2d day to discuss proposals to expand Israel’s West Bank settlements. Between today and yesterday, they have advanced plans for 2,191 new residences in various settlements, 3 new industrial zones, and the retroactive authorization of 2 illegal settlement outposts. Separately, Israel’s Civil Administration announces plans to put together a new proposal for as many as 2,500 new settler residences at the site of the Givat Eitam outpost near Bethlehem, which is within the municipal boundaries of the Efrat settlement, but not contiguous to any of that settlement’s buildings. According to the Israeli NGO Peace Now, an expanded Givat Eitam would “block Bethlehem from the south, and prevent any development in the only direction that has not yet been blocked by settlements.” (HA, PCN, TOI 12/26)

Haaretz reports that Israeli prime minister Benjamin Netanyahu has asked the IDF to declare an end to Operation Northern Shield, but to continue detecting and demolishing the cross-border tunnels allegedly built by Hezbollah. Some senior defense sources say that Netanyahu no longer has a political reason for a formal operation in the north now that he is running for re-election. Meanwhile, the IDF announces that it has uncovered and demolished a 5th cross-border tunnel and the Knesset votes to dissolve itself, officially triggering snap elections. Hundreds of Palestinians gather along Gaza’s border fence near Jabaliya refugee camp to continue the Great March of Return and to cheer on a number of Palestinian fishing boats sailing in a symbolic challenge of the Israeli blockade. IDF troops and Israeli naval forces violently disperse the demonstrations, as well as similar protests along the border fence near Khan Yunis and Gaza City; at least 25 Palestinians are injured. In the West Bank, IDF troops violently disperse Palestinians gathering outside Ofer Prison to demonstrate in support of the Palestinians imprisoned inside; there are no serious injuries reported. IDF troops also arrest 2 Palestinians during raids in Jenin and Tulkarm; and patrol near Hebron, Nablus, Jenin, and Qalqilya. The heads of the parties in Israel’s ruling coalition announce their decision to dissolve the current Knesset and hold early elections on 4/9/19. Israeli prime minister Benjamin Netanyahu says that the decision was unanimous and that he intends to bring new parties into the current coalition after the elections. Netanyahu reportedly made his decision to push for early elections on 12/22 after consulting with his lawyers and top aides about a variety of issues, including several stalled legislative initiatives and the percolating corruption case against him. Netanyahu also says that the IDF has asserted control over the northern border and that this is the “perfect” time for early elections. Later, the ruling coalition agrees with the opposition to suspend work on all legislation that they don’t agree on until the Knesset is dissolved. In the West Bank, Israeli settlers attempt to set a Palestinian vehicle on fire and throw rocks at Palestinian homes in Urif village near Nablus, causing minor damage. After some Palestinian residents confront the settlers, IDF troops enter the village, sparking clashes with stone-throwing residents; 8 Palestinians are injured. Separately, IDF troops arrest a Palestinian at Qalandia checkpoint when she is found with a knife on her person; arrest 6 Palestinians during further raids near Bethlehem, Hebron, and Qalqilya; and patrol near Hebron, Tulkarm, and Salfit. In East Jerusalem, Israeli forces demolish a Palestinian mobile home in Qalandia refugee camp near Jerusalem. Education Minister Naftali Bennett and Justice Minister Ayelet Shaked, both of the Jewish Home Party, announce that they intend to remain in Prime Minister Netanyahu’s ruling coalition and that they are dropping their demand for Bennett to take over the Defense Ministry. “There’s no apocalypse on the way. Haaretz reports that Israel’s Population and Immigration Authority last week increased by 1,500 the number of permits awarded to West Bank Palestinians hoping to work as dishwashers and cleaners in Israeli restaurants, bars, and cafes. The increase is reportedly designed to ease the strain on restaurant owners who are struggling to find enough low-cost labor. Before this increase, approximately 30,000 West Bank Palestinians were permitted to come into Israel to work such jobs. (HA 11/19)

UNRWA commissioner general Pierre Krähenbühl tells reporters that the agency’s budget shortfall, which was created by U.S. president Trump’s decision to slash U.S. aid to UNRWA earlier this year, has been cut to $21 million, following another round of pledges from the EU and several Gulf countries. The deficit was reportedly $64 million as recently as last week. “This is a very encouraging result at the end of a lot of work,” Krähenbühl says. (AFP, TOI 11/19)

Airbnb, a U.S.-based home-share company with listings all over the world, announces that it is removing all 200-some of its listings in Israel’s West Bank settlements. “We concluded that we should remove listings in Israeli settlements in the occupied West Bank that are at the core of the dispute between Israelis and Palestinians,” a statement from the company reads. In response, Israel’s Tourism Minister Yariv Levin instructs his deputies to restrict the company’s operations across Israel. Strategic Affairs Minister Gilad Erdan calls on the settler-hosts who used Airbnb to sue the company using Israel’s anti-boycott law. “National conflicts exist throughout the world,” he argues. “Airbnb will need to explain why they chose a racist political stance against some Israeli citizens.” (EI, HA, JP, YA, YA 11/19; AJ, BBC, CNN 11/20)

Marking the second major BDS victory of the day, the Canadian Federation of Students, Canada’s largest and oldest students’ association, endorses the BDS movement and condemns the “ongoing occupation of Palestine.” Marking the third, the Quakers in Britain Church, a group 17,000 strong, announces that it is divesting from companies that profit from the Israeli occupation. “This includes companies—whichever country they are based in—involved for example in the illegal exploitation of natural resources in occupied Palestine, and the construction and servicing of the separation barrier and Israeli settlements,” a senior church official explains. At a press conference in Tel Aviv, Israeli prime minister Benjamin Netanyahu announces that he is taking on the position of defense minister following Avigdor Lieberman’s resignation on 11/14. A U.S. State Department official says that the Trump administration is considering retaliatory measures against the Palestinians following PA president Abbas’s “premature” and “counterproductive” decision to sign accession documents for 11 international treaties and conventions on 11/15. “The U.S. continues to make clear, both with the parties and with international partners, that the only realistic path forward is through direct negotiations aimed at achieving a comprehensive and lasting peace,” the official says. “We are currently reviewing possible consequences of the Palestinians’ recent actions.” (TOI, USSD 11/18)

Following a divestment campaign led by Palestinian solidarity activists, a spokesperson for Leeds University tells the school’s student newspaper that the university has divested from Airbus, United Technologies, and Keyence Corporation. The holdings reportedly comprised $1.2 million. The activists called for the university to divest from HSBC as well, but the $1.7 million investment Leeds holds in HSBC reportedly remains unchanged. The spokesperson says that the investment in HSBC does not represent a “direct investment” in an “armament company,” but that the university is in ongoing talks to learn more. “This is a massive success,” says the head of the Leeds Palestine Solidarity Group. Israeli naval forces fire warning shots at the boats, forcing them to turn back to shore, and IDF troops along the border fence open fire on the other protesters; 1 Palestinian is killed and 34 are injured, including 3 paramedics. The PLO Central Council (PCC) convenes for a 2d day of meetings in Ramallah and reaches a non-binding decision to suspend all PLO and PA agreements with Israel, including those that govern the PA’s security coordination with the IDF, until the Israeli government recognizes the State of Palestine. Senior Israeli security officials speculate that the uptick in violence along Gaza’s border fence this weekend stemmed from a power struggle in Gaza between PIJ and Hamas over the ongoing Great March of Return and the potential benefits to come from a cease-fire agreement with Israel. Separately, a senior Israeli political source says that Prime Minister Benjamin Netanyahu is focused on the ongoing negotiations on a cease-fire, rather than preparations for another assault on Gaza. “We can reoccupy Gaza and remove Hamas from power, but there are no volunteers to take Gaza off our hands,” the source says. “If there was someone willing to take responsibility for the strip, we would have taken over it tomorrow.” (HA, YA 10/29)

The International Court of Justice (ICJ) announces that it has received a complaint from the State of Palestine against the U.S. regarding the move of the U.S. embassy in Israel to Jerusalem earlier this year. Following a petition from the American Civil Liberties Union, a federal court in Arizona blocks implementation of the state’s 2016 anti-BDS law, which requires that state contractors certify that they don’t participate in any boycotts of Israel. District Judge Diane Humetewa writes, “A restriction of one’s ability to participate in collective calls to oppose Israel unquestionably burdens the protected expression of companies wishing to engage in such a boycott.” (EI, HA 9/28)

PA president Mahmoud Abbas addresses the UN General Assembly in New York City, calling on the Trump administration to reverse its recognition of Jerusalem as Israel’s capital, reinstate aid to UNRWA, and oppose Israel’s settlement enterprise. “It is ironic that the [Trump] administration still talks about what they call the ‘Deal of the Century,’” he says. “But what is left for this administration to give to the Palestinian people?" He also calls on Hamas to implement their 12/7/17 reconciliation agreement and give up control of Gaza to the PA. In response, Hamas releases a statement calling Abbas’s speech a “declaration of failure” on the stalled Palestinian reconciliation process. Jordan’s Foreign Minister Ayman Safadi says that Germany, Sweden, the EU, Japan, and Turkey, as well as a number of other countries, collectively pledged $118 million to UNRWA at a meeting on the sidelines of the UN General Assembly in New York City this week. Meanwhile, the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, meets in New York to discuss an proposed humanitarian aid package for Gaza. After meeting with Rwandan president Paul Kagame, Israeli prime minister Benjamin Netanyahu announces that Israel and Rwanda will soon open embassies in each other’s countries. Netanyahu also says Kagame wants to start a direct flight between Kigali and Tel Aviv. (TOI 9/29)

A Hamas spokesperson denies that the Egyptian-mediated talks on a long-term cease-fire with Israel and a reconciliation agreement with Fatah have stalled. “The efforts of our Egyptian brothers continue,” he says. “We in Hamas are responsive to these ongoing efforts.” (AFP, TOI 9/25)

The World Bank reports that Gaza’s economy is in “free fall,” having contracted by 6% in the first quarter of 2018. World Bank officials are planning to present the report to the Ad Hoc Liaison Committee, the main policy-level fundraising body for the Palestinians, at its meeting in New York City on the sidelines of the UN General Assembly on 9/27. PLO secretary-general Erakat says that the Palestinians are considering a reduction in their political, economic, and security relations with Israel in response to the new Israeli law allowing for deductions to the monthly transfers of tax revenues to the PA. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. Concluding 2 days of talks in Cairo, representatives of Palestinian factions, including Hamas and Fatah, reaffirm the 10/12 reconciliation agreement (see JPS 47 [2]), emphasize the need for the PA to take control of Gaza, and call for a new round of elections for the PA presidency, the Palestinian Legislative Council, and the Palestinian National Council by the end of 2018. Trump Jared Kushner, apparently implementing the Palestinians’ threat, reported on 11/21, to cut off communication with the U.S. in response to the Trump administration’s threat to close the PLO office in Washington. Israeli PM Netanyahu’s office announces that the security cabinet has decided to set a series of conditions concerning the 10/12 Palestinian national reconciliation agreement for the Palestinians to meet before the Israeli government would consent to any “political” talks with a new Palestinian consensus government. They include Hamas recognizing Israel, ceasing all so-called terrorist activity, disarming fighters, dismantling its military infrastructure and bureaucracy in the West Bank, severing ties with Iran, returning to Israel the remains of the 2 IDF soldiers and the Israeli civilians allegedly being held in Gaza, and relinquishing security control of Gaza to the PA. A senior Israeli official says that the cabinet also authorized PM Netanyahu to impose punitive sanctions on the PA, including deductions from the monthly transfers of tax revenues Israel collects on the Palestinians’ behalf. Shortly after the statement is released, PA pres. Abbas’s spokesperson says that the Israeli government will not be allowed to stand in the way of Palestinian reconciliation. (HA, YA 10/17)

In a meeting with the Palestinian leadership, PA pres. Abbas says that he has begun drafting a resolution to submit to the UNSC that would elevate Palestine to full UN membership. “As you know, we submitted this request in 2011, but it was rejected for various reasons. God willing, these reasons are now removed because we are very much interested in becoming a full member of the United Nations.” It was previously reported, on 9/20, that Abbas agreed to delay efforts to join international fora to give time for U.S. pres. Trump’s peace initiative to develop. In his 3d report to the UNSC since the passage of Resolution 2334 denouncing Israel’s settlements in 12/2016, UN Special Coordinator Nickolay Mladenov says that Israel is not adhering to the resolution, noting that Israeli officials continue to use “provocative rhetoric” about the settlements, and that settlement growth has actually accelerated since the resolution passed. In its latest effort to pressure Hamas into giving up control of the region, the PA sends 6,145 of its employees in Gaza into early retirement. A PA spokesperson says that the move and any “previous procedures and any possible future procedures in this regard” are only temporary, and that the PA cabinet has agreed to roll back all of them if Hamas “retracted” its moves against the PA. The PA cabinet approves the formation of the National Team for the Demarcation of Palestine’s Maritime Border to work with neighboring countries to clarify Palestine’s maritime borders. In 2015, Palestine became a mbr. of the UN Convention on the Law of the Sea. (WAFA 7/4)

The UN Educational, Scientific and Cultural Organization’s (UNESCO) World Heritage Comm. passes a Palestinian-backed res. retaining the Old City of Jerusalem on the comm.’s List of World Heritage in Danger and condemning “the failure of the Israeli occupying authorities to cease the persistent excavations, tunneling, works, projects, and other illegal practices in East Jerusalem, particularly in and around the Old City of Jerusalem”. In East Jerusalem, Israeli forces briefly lock down Haram al-Sharif after an unidentified assailant throws a stone at Jewish settlers touring the sanctuary; 4 Palestinians are arrested and banned from Haram al-Sharif for various lengths of time in connection with the incident. Israel’s security cabinet approves a 40% reduction in the transfer of electricity to Gaza, acquiescing to the PA’s 4/27 request (see JPS 46 [4]). The security cabinet also discusses a proposal to build an artificial island off Gaza’s coast to host a port to facilitate economic growth and alleviate the region’s humanitarian crisis. The Israeli Knesset’s Ministerial Comm. for Legislation approves a bill to deduct from Israel’s monthly transfers of tax revenues to the PA a sum equal to the amount the PA pays to Palestinians convicted of serious crimes against Israelis and their families. The bill is modeled after similar legislation introduced in the U.S. Congress in 2/2017 (see H.R. 1164 of 2/16/2017 and S. 474 of 2/28/2017 at congressionalmonitor.org, as well as H.R. 1164 of 2/16/2017). PA PM Rami Hamdallah meets with Israeli finance min. Moshe Kahlon in Ramallah, and agree to expand the PA’s authority in certain Israeli-controlled areas of the West Bank. A PA spokesperson says that they also agreed to the “cessation of home demolitions under the pretext of not being licensed” and to increasing the openings of the Allenby Bridge border crossing (a full schedule will be announced on 6/1). The agreements, designed to facilitate Palestinian economic growth and freedom of movement, come in the context of U.S. pres. Trump’s push for a resumption of peace talks.
