Elsewhere, Israeli settlers stole 35 olive tree saplings near Azmut. Israeli forces razed Palestinian-owned land in Burin. Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work by the separation barrier near Tulkarm. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. The Israeli high court of justice denied a petition to reopen an investigation into the killing of 4 Palestinian children by Israeli forces in 2014. The justices said the petitioners did not point to sufficient flaws in the attorney general’s decision to close the investigation. Israeli prime minister Naftali Bennett spoke to U.S. president Joe Biden, who said he would be visiting Israel in the coming months. The 2 also discussed potential U.S. plans to delist the Iranian Revolutionary Guard from its list of terrorist organizations—a move Israel opposes—and violence in Jerusalem. In the West Bank, some 60 Israeli settlers from the Yitzhar settlement threw stones at Palestinians harvesting olives in Burin. Israeli settlers from the Telem settlement also uprooted and vandalized some 100 olive seedlings in Tarqumiyah. Israeli forces razed land near al-Lubban ash-Sharqiya, leading to a confrontation with Palestinians protesting the attack on their land; 1 was physically assaulted and 4 were injured by rubber-coated bullets. Israeli forces also razed land in al-Zawiya for the 2d day in a row and demolished 2 residential buildings in al-Zanbah. 8 Palestinians were arrested during raids in Tell, Zabbuba, al-Fara‘a refugee camp, and Aida refugee camp. In East Jerusalem, Israeli settlers attacked Palestinians in the Old City. 3 Palestinians were arrested, including 2 during a raid in Isawiya and 1 at the Haram al-Sharif compound. Haaretz reported that the Israeli military did not refer an incident to the Israeli police where an Israeli settler took an assault rifle from an Israeli soldier and shot at Palestinians on 6/26. The Israeli military said it had referred the case to the Israeli police, but the police denies it ever received notice of the incident. Palestinian eyewitnesses said that the Israeli soldier gave the settler the gun for him to shoot with. The Israeli military also refused to respond to Haaretz’s enquiry about an incident in May where a masked Israeli soldier shot and killed 1 Palestinian in ‘Urif. The soldier in question was also a settler and was not on duty when he shot and killed the Palestinian man, wearing only a face covering and army pants. (HA 10/7)

At Americans for Peace Now’s annual gala, Democratic senator Bernie Sanders (D-VT) said that he and Senate majority leader Chuck Schumer (D-NY) are working to significantly increase the U.S. humanitarian aid to Gaza as the Senate is working on a bill to give Israel $1 billion in military aid, allegedly to replenish the Iron Dome missile defense system arsenal. Senator Sanders said giving Israel $1 billion in military aid without addressing the suffering of the people in Gaza “would be wrong and unconscionable.” Sanders explicitly called for the U.S. to condition its military aid to Israel, saying that “[i]t is totally appropriate for the United States to say what that aid may and may not be used for.” Sanders also said that he is unimpressed by the policies of Israeli prime minister Naftali Bennett, saying that Bennett is pursuing the same policies as Benjamin Netanyahu when it comes to occupied Palestinian territories. Sanders called the current Israeli policy “a one-state reality in which one people enjoy perpetual political dominance over another.” (HA, MEMO 10/8)

Along Gaza’s border, IDF troops open fire on Palestinian farmlands near Rafah and Khan Yunis, causing no damage. They also arrest 2 Palestinians attempting to cross into Israel near Jabaliya refugee camp. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (1 fisherman is arrested and his boat is confiscated). In the West Bank, Israeli settlers raze a swath of Palestinian land to set up an illegal settlement outpost near Nablus. Also near Nablus, settlers also uproot 33 olive trees from a Palestinian grove and throw stones at Palestinian vehicles, causing no reported damage or injuries. Israeli forces demolish a Palestinian barn and uproot a number of nearby trees outside al-‘Arub refugee camp near Hebron. They also deliver stop-work orders to a Palestinian home under construction near Hebron. IDF troops arrest 10 Palestinians during late-night raids in and around Qalqilya, Ramallah, Salfit, Jenin, and Nablus; and patrol near Nablus and Hebron. In East Jerusalem, dozens of right-wing Jewish activists tour Haram al-Sharif in the morning. Israeli forces arrest 1 Palestinian during raids in the Old City. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens. According to the Nation-State Law that we passed, Israel is the nation-state of the Jewish People—and them alone.” (HA 3/11)

Along Gaza’s border fence, Palestinians fly a number of incendiary kites and balloons into southern Israel, sparking 15 separate fires that cause moderate damage. The IAF retaliates with a drone strike near Rafah, causing damage. Separately, IDF troops violently disperse hundreds of Palestinians gathering along the border fence near Gaza City to continue the Great March of Return; 2 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin-area apartment of a Palestinian accused of carrying out a deadly car ramming attack on IDF troops on 3/16. The demolition sparks clashes between the IDF and stone-throwing residents of the area; 7 Palestinians are injured. IDF troops arrest 5 Palestinians during raids in Bayt Fajjar near Bethlehem, sparking clashes with stone-throwing residents (5 Palestinians are injured). They also patrol near Hebron and Tulkarm. Israeli settlers throw stones at a Palestinian woman at the entrance to Burqa village near Ramallah, causing minor injuries. In East Jerusalem, right-wing Jewish activists verbally assault Muslim worshippers at Haram al-Sharif, sparking a minor confrontation involving the Islamic Waqf and Israeli police; there are no injuries.
