In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and vandalizing 2 others. Israeli forces shoot and kill 2 Palestinians, including a child, and injure 3 others in al-Jib. In East Jerusalem, Israeli forces shoot and kill a 12-year-old boy in Shu’fat refugee camp, seizing his body to withhold it from his family in order to dictate the size and location of the funeral as conditions for the return of the body. A video of the incident shows that the boy and his friends are playing with fireworks when he is killed by a sniper. Israeli national security minister Itamar Ben-Gvir praises the soldier who shot the child, saying he deserves an award. In Gaza, Israeli forces bomb Jabalia refugee camp, Dayr al-Balah, Gaza City, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, Rafah, and Khan Yunis, killing at least 72 people. Israeli forces also shoot and kill at least 9 people and injure 20 others waiting for aid at the Kuwait Roundabout in Gaza City. Off the coast of Gaza, Israeli naval forces shoot and kill 2 Palestinian fishermen west of Dayr al-Balah. In Lebanon, Israeli forces bomb Bint Jbeil and the Beqaa Valley, killing 2 people near Baalbek. Hezbollah forces attack Israeli forces in Zar’it, Barakat Risha, Hadab Yarin, and Jal al-Alam. More than 31,184 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 72,889 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 422 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 110 children. More than 4,665 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 247 Israeli soldiers have been killed and 1,475 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 134 trucks carrying aid enter Gaza. Haaretz reports that, based on testimonies from Israeli officials who have visited a medical facility for Palestinian captives from Gaza held at the Sde Teiman military base, the wounded Palestinians are shackled to their hospital beds and blindfolded 24 hours a day. There are no nurses at the facility and the Israeli soldiers refuse to feed the prisoners, so they are forced to drink liquid formula. (HA 3/12)

Israeli forces also shot and injured 1 Palestinian man trying to enter Israel for work by the separation barrier near Tulkarm. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles northwest of Rafah; no injuries were reported. The Israeli high court of justice denied a petition to reopen an investigation into the killing of 4 Palestinian children by Israeli forces in 2014. The justices said the petitioners did not point to sufficient flaws in the attorney general’s decision to close the investigation. Israeli prime minister Naftali Bennett spoke to U.S. president Joe Biden, who said he would be visiting Israel in the coming months. The 2 also discussed potential U.S. plans to delist the Iranian Revolutionary Guard from its list of terrorist organizations—a move Israel opposes—and violence in Jerusalem. In the West Bank, Israeli settlers raze a swath of Palestinian land to set up an illegal settlement outpost near Nablus. Also near Nablus, settlers also uproot 33 olive trees from a Palestinian grove and throw stones at Palestinian vehicles, causing no reported damage or injuries. Israeli forces demolish a Palestinian barn and uproot a number of nearby trees outside al-‘Arub refugee camp near Hebron. They also deliver stop-work orders to a Palestinian home under construction near Hebron. IDF troops arrest 10 Palestinians during late-night raids in and around Qalqilya, Ramallah, Salfit, Jenin, and Nablus; and patrol near Nablus and Hebron. PA president Mahmoud Abbas appoints senior Fatah official Mohammed Shtayyeh prime minister, replacing outgoing prime minister Rami Hamdallah. Abbas calls on Shtayyeh to form a new government that can work toward reuniting Gaza and the West Bank and prepare for a new round of elections. Meanwhile, PA finance minister Shukri Bishara announces that the PA will only be paying 50% of its civil servants’ salaries for 2/2019 due to budget constraints stemming from Israel’s decision to withhold a fraction of the tax revenues transferred monthly to the PA. Hours after the Israeli Air Force bombed several Hamas sites across Gaza, Israeli prime minister Benjamin Netanyahu says that Hamas should not expect Israel to abstain from a full-scale assault on Gaza because there is an Israeli election coming up on 4/9. “I suggest to Hamas—don’t count on it,” he adds. “We will do everything necessary to restore security and quiet to the area adjacent to the Gaza Strip and to the south in general.” (TOI 3/10)

In response to an Israeli television personality saying that Israel is a country for all its citizens, Israeli prime minister Netanyahu says that Israel is a state for Jews alone. “Israel is not a state of all its citizens. According to the Nation-State Law that we passed, Israel is the nation-state of the Jewish People—and them alone.” (HA 3/11)

Along Gaza’s border fence, Palestinians fly a number of incendiary kites and balloons into southern Israel, sparking 15 separate fires that cause moderate damage. The IAF retaliates with a drone strike near Rafah, causing damage. Separately, IDF troops violently disperse hundreds of Palestinians gathering along the border fence near Gaza City to continue the Great March of Return; 2 Palestinians are injured. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Rafah, causing no damage or injuries. In the West Bank, Israeli forces carry out the punitive demolition of the Jenin-area apartment of a Palestinian accused of carrying out a deadly car ramming attack on IDF troops on 3/16. The demolition sparks clashes between the IDF and stone-throwing residents of the area; 7 Palestinians are injured. IDF troops arrest 5 Palestinians during raids in Bayt Fajjar near Bethlehem, sparking clashes with stone-throwing residents (5 Palestinians are injured). They also patrol near Hebron and Tulkarm. Israeli settlers throw stones at a Palestinian woman at the entrance to Burqa village near Ramallah, causing minor injuries. An ailing Palestinian dies at the Erez border crossing. The Israeli authorities summoned him for an interview that could have led to him being granted a permit to travel to Israel for medical attention. The deceased submitted two previous applications for an interview, but both were rejected, with the Israeli authorities citing security concerns. (PCHR 6/21)

Egyptian security sources say that Egyptian president al-Sisi has decided to keep the Rafah border crossing open for another two months, until after the Muslim holiday Eid al-Adha in late 8/2018, for “humanitarian reasons.” The crossing has already been open for 1 month, far longer than any opening since 2014. U.S. ambassador to the UN Haley announces that the U.S. has formally withdrawn from the UNHRC, reiterating the Trump administration’s complaints about the council’s chronic anti-Israel bias. She says the move is “not a retreat” and that the Trump administration would still like to help reform the UNHRC. Israeli PM Netanyahu welcomes the move, condemning the “biased” and “hostile” UNHRC. After Netanyahu decides again to postpone the planned evacuation and demolition of 7 buildings in the Palestinian village of Susiya near Hebron, Israeli settlers accuse him of succumbing to U.S. pressure. “The Israeli government’s folly is indescribable,” one settler leader says, pointing to the upcoming visit from U.S. president Trump’s son-in-law Kushner and U.S. special representative Greenblatt.
