Hizballah commander Hassan al-Laqqis is shot and killed outside his home in Beirut by unknown assailants. Laqqis had fought in Syria’s civil war. A previously unknown group, Ahrar al-Sunna Baalbek Brigade, claimed responsibility for the assassination on Twitter, but the claim could not be verified. In a statement broadcast on al-Manar TV, Hizballah accuses Israel of being behind the killing. Israel’s Ministry of Foreign Affairs then issues a denial. (AFP, DS, REU 12/4)

Israeli television reports that construction of the 245-km (152-mi.) border fence between Israel and Egypt’s Sinai Peninsula has been completed, 3.5 years after work began. (JP 12/4)

Israel’s Environmental Affairs Minister Amir Peretz flies to Istanbul to attend a 4-day UN-sponsored conference on Mediterranean marine and coastal environment issues. He is the 1st Israeli cabinet minister to visit Turkey since the Mavi Marmara raid in 2010. (REU 12/4)

An anonymous official in Israeli PM Netanyahu’s office says that the govt. will not be proceeding with the preliminary planning procedures for 24,000 settlement homes, as previously indicated on the Housing Ministry’s website. Israeli TV reports that the PA directly appealed to U.S. Secy. of State Kerry about the matter, threatening to quit the negotiations if the tenders were not cancelled. Meanwhile, PA Pres. Abbas meets with opposition leader MK Isaac Herzog in Ramallah, and tells him he is keen to reach an agreement with Israel. In a statement released after the meeting, Herzog says, “We have a partner that is ready to go the distance for peace and take original, brave steps on core issues.” (HA, JP 12/1) 

Iranian pres. Ruhani says construction will soon start on a 2nd nuclear power plant, according to local media reports. Meanwhile, Iranian FM Zarif meets with his Kuwaiti counterpart Shaykh Sabah Khaled al-Sabah, on his 1st official visit to a Gulf Arab country. Following the meeting, Zarif says that the 6-mo. interim deal with the West is in the Gulf states’ interests. (AFP, JP 12/1)

Egyptian security forces violently disperse anti-govt. demonstrators in Cairo’s Tahrir Square, as the cmte. charged with amending the constitution approves changes to the text in the 2nd day of discussions. The new constitution give women and Christians “suitable representation” and also stipulates there must be elections, either parliamentary or presidential, within 90 days of the document’s adoption. The use of military tribunals for civilians is also scaled back, to be permitted only in cases of attacks on military personnel or property. However, the armed forces are given the exclusive right to name the defense minister for the next 2 presidential terms. The draft constitution is now handed over to Egyptian interim pres. In the West Bank, residents of Qusra village nr. Nablus defend their land from settlers uprooting seedlings. IDF troops intervene and open fire on the Palestinians with rubber-coated metal bullets, injuring 8. The IDF conducts house searches and arrest raids in 2 villages nr. French pres. Hollande meets with PA Pres. Mahmud Abbas in Ramallah and later with Israeli PM Benjamin Netanyahu in Jerusalem. In a joint press conference with Abbas, Hollande calls for a complete halt to Israeli settlement activity. In a speech to the Knesset in honor of the French leader’s visit, Netanyahu invites Abbas to address the Israeli parliament and to recognize Israel as a “Jewish state.” He also thanks Hollande for his opposition to a deal with Iran earlier in the month. Off the coast of the Gaza Strip nr. al-Waha, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries, but temporarily detaining 2. In the West Bank, the IDF conducts house searches and arrest raids in Jenin and 1 village nr. Bethlehem at night; patrols in Tulkarm in the morning, in 3 villages nr. The General Union of Palestinian Teachers launches a limited strike in the West Bank in protest at the failure of the Palestinian Authority (PA) to implement previous agreements. The union’s secy.-gen., Ahmad Sahwil, says the union is prepared to begin a full, open-ended strike should the PA not meet its demands. They had threatened a strike in early 9/2013, but called it off following an agreement with the PA on 9/5 to raise teachers’ salaries by 10%. (MNA 11/17)

Three days before the onset of the 2nd round of negotiations in Geneva over Iran’s nuclear program, French pres. François Hollande, along with a delegation of senior officials including FM Laurent Fabius, arrives in Tel Aviv for his 1st official visit to Israel and the o. t. since taking office. (HA 11/18)

An unnamed Israeli official confirms that the govt. will press ahead with plans to build in the so-called settlement blocs and East Jerusalem, claiming that such construction is in accordance with agreements reached as talks recommended. Meanwhile, the Financial Times reports that the PA has sent letters to 50 countries urging them to clamp down on companies doing business with West Bank settlements, citing an unnamed Palestinian official. The White House hosts a meeting of Senate cmte. leaders’ aides as part of a drive to get new sanctions targeting Iran delayed. At the same time, dep. national security adviser to Pres. Obama Ben Rhodes tells a conference in Washington that the U.S. will not be easing sanctions until Tehran takes “concrete steps.” (REU 10/24)

U.S. Secy. of State Kerry says that IsraeliPalestinian talks are intensifying with “core issues . . . on the table.” He makes the remarks in a joint press conference with Qatari FM Khaled al-Attiyah after meeting with Arab League officialsin Paris. It is also announced that Qatar has agreed to provide $150 million in debt relief to the PA. Kerry praises what he calls the Arab League’s “remarkable commitment” to advancing the peace process. Syrian pres. al-Asad says that “the factors are not yet in place” for an international peace conference known as “Geneva 2” intended to secure a political transition and settlement to the civil war. Asad, talking to Lebanese television, questions what groups will be present and their claims to be legitimate reps. of the Syrian people. Meanwhile, chief of the OPCW Sigrid Kaag says in Damascus that the Syrian govt. has thus far “fully cooperated” in the destruction of its chemical weapons arsenal. (AFP 10/21–22)

In the West Bank, Israeli troops shoot dead a Palestinian bulldozer driver who smashed through the gate of an army base in between Jerusalem and Ramallah. PA Pres. Abbas’s spokesperson Nabil Abu Rudayna says that the Palestinians reject any Israeli plan to retain a security presence on any part of the West Bank or East Jerusalem in the event of an agreement to establish a Palestinian state. Abu Rudayna specifies that this is applicable to the Jordan Valley. (JP 10/17)

Syrian dep. PM Qadri Jamil says that an international conference known as “Geneva 2” is planned for 11/23–24, but this is denied by UN Peace Envoy Lakhdar Brahimi who says that no date has yet been set. (REU 10/17)

An unnamed Obama administration official says that the U.S. is contemplating an easing of sanctions through unfreezing funds if Tehran takes specific steps to curb its nuclear program. Another anonymous Western official says that the conversations were the most candid and detailed they had seen in 2 years. (NYT, REU 10/17)

Separately, Israeli police ban 10 Palestinians from attending prayers at al-Aqsa mosque when Jewish extremists plan to visit the compound. Police also arrest Shaykh Raed Salah, leader of the n. Palestinian and Israeli negotiators meet for a 5th round of peace talks in Jerusalem. PA FM Riyad al-Maliki tells the media that Abbas is seeking to arrange a meeting with U.S. Secy. of State John Kerry to express doubts about the nature of the talks and dissatisfaction at U.S. envoy Martin Indyk’s limited participation thus far. Meanwhile, Arab League Secy.-Gen. spokesperson Nassif Hetti tells reporters that an Arab ministerial delegation will meet Kerry in Rome on Sunday to discuss the peace process. (AFP, JP, MNA 9/3)

The U.S. Senate Foreign Relations Cmte. reaches an agreement on a draft authorization for the use of military force against the Syrian govt., with conditions narrower than those requested by Pres. Obama. The draft sets a 60-day time limit on any U.S. action with a conditional single 30-day extension possible. There is also a provision banning the use of ground forces. Speaking to the cmte., Defense Secy. Chuck Hagel says that the pres.’s national security team is now convinced that taking military action against the Asad regime targets would be the right course of action. Hagel also reveals that Obama approved plans in 1/2013 to give lethal aid to Syrian rebels, the 1st time such a decision has been made public. Meanwhile, pro-Israel Jewish community groups such as the American Israel Public Affairs Cmte. (AIPAC) and the Conference of Presidents of Major American Jewish Organizations back the administration’s call for a strike on Syria, following a conference call with Obama’s security advisers. Palestinian pres. Mahmud Abbas says that he wants to return to direct talks with the Israelis as soon as possible, speaking at a news conference in Ramallah with Maldivian pres. Mohammed Waheed Hassan. However, senior PA officials Hussein al-Sheikh, minister for civilian affairs, and chief negotiator Saeb Erakat warn that failure to recommence negotiations will mean Palestinians returning to international bodies to prosecute Israel, or even dismantling the PA itself. An anonymous senior Israeli official is quoted in Ha’Aretz as saying that Abbas has given U.S. Secy. of State John Kerry 2 more weeks to formulate a specific proposal. In Washington, U.S. Secy. of State John Kerry and VP Joe Biden meet with senior Arab officials including the Bahraini, Egyptian, Jordanian and Qatari FMs, and representatives from the PA, Arab League, Lebanon, and Saudi Arabia for talks on the peace process. Qatari PM Shaykh Hamad Bin Jassem al-Thani, speaking on behalf of the Arab League delegation, cites the possibility of a border agreement that includes mutually agree and minor land swaps between the Israelis and the Palestinians. Kerry affirms the importance of the 2002 Arab Peace Initiative that promised full normalization for Israel’s complete withdrawal from the occupied territories (including the Golan). (AP, REU 29/4)

Unidentified Palestinians fire 1 rocket from Gaza into Israel, causing no damage or injuries. In response to recent rocket fire (see also 4/27), Israel closes the Kerem Shalom commercial crossing, further restricts movement through the Erez crossing to ‘‘humanitarian cases,’’ though it cancels visits for Gazan families of Palestinians jailed in Israel (VIPs were the only others allowed to cross Gaza). Palestinian prisoner and administrative detainee Samer al-Issawi agrees to end his hunger strike—which has lasted for more than 8 months and inspired widespread Palestinian protest in solidarity—in exchange for an early release. Al-Ahram cites Palestinian government sources claiming that Palestinian pres. Mahmud Abbas has asked Turkish PM Recep Tayyip Erdogan that Turkey play a more prominent role in the drive for national reconciliation between Fatah and Hamas. (HA 4/22)

U.S. Defense Secy. Chuck Hagel announces an arms deal with Israel at a press conference in Tel Aviv alongside Israeli DM Moshe Ya’alon. The sale includes V-22 Osprey helicopter-plane aircraft, refueling tankers, advanced radars for fighter jets, and advanced missiles that target air defenses. During their remarks, Ya’alon tacitly confirms that Israel was responsible for a 1/30 air strike on an army convoy in Syria, saying that Israel has already acted to stop weapons falling into Hizballah’s hands: ‘‘When they crossed this red line, we acted.’’ (AFP, JP 4/22)

The Arab League approves a Qatari proposal to set up a $1 billion fund for East Jerusalem to ‘‘maintain the Arab and Islamic character of the city and reinforce the steadfastness of its people.’’ Saudi Arabia’s Islamic Development Bank will manage the fund. The Israeli government condemns the decision. At the same meeting, Qatari emir Hamad bin Khalifa al-Thani calls for a minisummit on Palestinian national reconciliation to be held in Cairo as soon as possible, remarked welcomed by both the PA and Hamas. PM Salam Fayyad presents a draft budget for the PA of $3.9 billion, with $1.4 billion having to come from foreign aid. The government debates the proposed budget. (MNA 3/26)

The UN Special Coordinator for the Middle East Peace Process Robert Serry warns that ‘‘the two-state solution is now on life support’’ and that 2013 is a ‘‘critical year.’’ Meanwhile, U.S. Secy. of State John Kerry says that Pres. The al-Aqsa Martyrs Brigade (AMB) claims responsibility for a single rocket fired into Israel from the Gaza Strip, which causes no casualties or damage. The group says the rocket is in retaliation for the death of Arafat Jaradat in Israeli detention. Israel responds by closing the Erez and Kerem Shalon crossings. In the West Bank, the IDF patrols in and around Hebron and al-Fawar r.c. during the day, causing no serious injuries. The IDF also conducts house searches and arrest raids in 1 village nr. U.S. columnist Jeffrey Goldberg reports that U.S. pres. Obama has repeatedly stated in private conversations regarding Israeli settlement expansion in the wake of the Palestinians’ UN bid that ‘‘Israel doesn’t know what its own best interests are.’’ Anonymous sources close to PM Netanyahu respond that the Israeli leader will continue to resist international pressure. Unidentified Israeli officials tell the Jerusalem Post that unofficial, informal talks under EU auspices are taking place between Israeli and Palestinian academics and former political and military leaders. Palestinian PM Salam Fayyad says that the PA is on the verge of bankruptcy, but that he is not afraid of popular protests against the PA similar to those that took place in 9/2012 (see Quarterly Update in JPS 166).
