Israeli forces also violently dispersed a protest in Bayt Dajan, injuring 44 Palestinians with tear gas. Meanwhile, Israeli forces shut down the main road between Nablus and Jenin. Israeli forces also delivered a demolition order for a house in Umm al-Rihan. 1 Palestinian minor was arrested during a house raid in Beit Fajjar. In East Jerusalem, Israeli forces shot and injured 1 Palestinian using a rubber-coated bullet during a raid in Isawiya; others suffered tear-gas related injuries. Elsewhere, Israeli forces violently dispersed Palestinians protesting the Israeli eviction plans against the Salem family in Sheikh Jarrah; 1 minor was arrested and several Palestinian flags were confiscated. In Gaza, Israeli forces opened fire at Palestinian shepherds east of al-Bureij; no injuries were reported. B’Tselem reported that 2021 saw the most killing of Palestinians since 2014. According to B’Tselem, 319 Palestinians were killed by Israeli forces and Israeli settlers. 9 Israelis were killed by Palestinians. The human rights organization also said 2021 saw the most demolitions of Palestinian homes in 5 years. 295 residential structures were demolished, displacing 895 Palestinians, including 463 minors. In the West Bank, 1 Israeli settler was shot and killed and 2 others wounded when 10 shots were fired at their car at the Homesh settlement outpost near Nablus. Israel’s public security minister Omer Bar-Lev called it “Palestinian terror,” despite not having identified a perpetrator. Israeli settlers threw stones at Palestinian-owned vehicles traveling near Jenin, causing damage. Israeli settlers also made roadblocks and threw stones at Palestinian vehicles in the Hebron area. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Huwwara and Nablus. Israeli forces physically assaulted 4 Palestinians, including 1 minor, in Hebron. Israeli forces also demolished 2 houses under construction in Jericho. Elsewhere, Israeli forces confiscated 1 tractor and 1 digger in Masafer Yatta. The PA health ministry said that it had identified 3 cases of the highly infectious strain of the COVID-19 virus, the Omicron variant. The 3 were said to have returned to the West Bank from abroad before testing positive. 1 of 3 Palestinians in the West Bank are fully vaccinated against the COVID-19 virus, and less than 140,000 have received a booster shot. Israel indicted a Palestinian taxi driver for having driven a Palestinian man from Qalqilya to the Damascus Gate plaza, before the man allegedly stabbed an Israeli and was subsequently executed by Israeli forces. The taxi driver is charged with negligence for not realizing that the man would commit an act of violence. (HA 12/16)

2 Palestinian men—1 a resident of Jaffa and 1 from Gaza—were charged with spying on behalf of Hamas by gathering information about the Iron Dome system and taking photos of Israeli soldiers in Ashkelon. (HA, MEMO 12/16)

In Syria, the Syrian military said Israeli missiles fired from the Israeli-occupied Golan Heights had killed 1 Syrian soldier and caused damage in the south of the country. The Syrian military said its air defense system had intercepted most of the Israeli missiles. (AP 12/15; REU 12/16)

Israel’s environmental protection ministry said it had blocked a plan to allow oil tankers unloading crude oil from the UAE in the port of Eilat, which had been negotiated as part of the 2 countries’ normalization agreement. The plan would have seen the crude oil transferred from Eilat to Europe via the Mediterranean Sea. (REU 12/16)

The Times of Israel reported that the U.S. had shelved its plans to reopen a consulate to Palestinians in Jerusalem. ToI also said the Palestinian affairs unit at the U.S. embassy to Israel had begun reporting directly to the U.S. state department, rather than reporting to the U.S. ambassador to Israel, as had been the case since the Trump administration merged the consulate in Jerusalem with the U.S. embassy as part of its move from Tel Aviv. The American Israel Public Affairs Committee announced it is launching 2 political action committees, which will allow the lobby organization to spend unlimited funds on political campaigns in the U.S. without having to report its spending to the U.S. government. (HA 12/17)

Meta Platforms Inc., the owner of Facebook, WhatsApp, and Instagram, announced that it had suspended some 1,500 fake accounts used to spy on people. The accounts are linked to 6 companies, including the Israeli companies Black Cube, Cognyte, Cobwebs Technologies, and Bluehawk CI. AP reported that the state of Oregon was exploring ways to divest $233 million of its employee retirement fund from Novalpina Capital, which owns a majority share in the Israeli spyware company NSO Group. NSO Group was blacklisted by the U.S. government in November for assisting in human rights abuses. The Oregon decision follows criticism from Oregon senator Ron Wyden (D-OR), who has been vocal about U.S. sanctions on NSO Group for abuses related to its Pegasus spyware. (AP 12/15; AP 12/17)

Ukrainian ambassador to Israel Yevgen Korniychuk said that Ukraine recognizes Jerusalem as the capital of Israel during a speech at an event marking 30 years of relations between the 2 countries. Ambassador Korniychuk also said that he is seeking to open a branch of the Ukrainian embassy to Israel in Jerusalem. Israeli media speculated that Ukrainian president Volodymyr Zelensky will open the embassy branch during a scheduled visit to Israel in 2022. (ALM, HA 12/17)

In the West Bank, Israeli forces shot and killed 1 Palestinian man and injured 3 others during a late-night raid in Nablus, Israel claimed that explosives had been thrown at the Israeli forces as they raided the city; no Israeli was injured during the raid; the PA condemned the killing. 23 Palestinians were arrested, including 1 at the Allenby Bridge and 22 during raids in Beitunia, Bayt Liqya, Ramallah, al-Bireh, al-Eizariya, Hebron, al-Arroub refugee camp, Qarawat Bani Hassan, Bidya, Ras al-Ain, Jamma‘in, and Qalqilya. In East Jerusalem, the Israeli municipality began razing land seized from 4 Palestinian families in Sheikh Jarrah, which served as a parking lot and car wash in preparation for construction of a settler park. 5 Palestinians were arrested during late-night raids in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Beit Lahiya; no injuries were reported. In Gaza, Israeli forces made incursions and leveled land in the northern part of Gaza near the Gaza fence. Haaretz reported that the Custodian General’s unit in the Israeli Justice Ministry is exploring plans to build 5 Jewish settlements in East Jerusalem: 1 in Sheikh Jarrah, 1 near the Damascus Gate, 1 in Sur Baher, 1 in Bayt Hanina, and 2 in Bayt Safafa. The Custodian General manages private property claimed by Israel to have unknown owners. Most of the properties managed by the Custodian General are in East Jerusalem. (HA, MEE 12/13)

The patriarchs and heads of local churches of Jerusalem released a statement warning that Israeli government is failing to protect the Christian community in Jerusalem from physical attacks by “radical groups” and groups trying to displace the Christian community from Jerusalem by acquiring “strategic property . . . using underhanded dealings and intimidation tactics to evict residents from their homes.” (TOI 12/19; BBC, HA, MEE 12/21)

Israel’s public security minister Omer Bar-Lev told Undersecretary Victoria Nuland that he views settler violence “severely” and is taking action against it. Public Security Minister Bar-Lev’s comments drew the ire of Israeli politicians in his coalition and further right, who said that there is no issue with Israeli settler violence toward Palestinians. In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

In the West Bank, Israeli settlers from the evacuated Homesh settlement outpost attacked 3 Palestinian farmers working their lands near Burqa with stones, sticks, and physical assault. Israeli settlers also threw stones at Palestinian vehicles driving on the Jenin-Nablus road, damaging 4 cars. Elsewhere, Israeli settlers set fire to Palestinian-owned olive trees in al-Shuyukh, damaging 50. Israeli forces violently dispersed Palestinians during a raid in Nablus, injuring 1 with live ammunition and others with tear gas. Israeli forces also demolished an agricultural structure in Yatta and uprooted 250 olive trees in al-Ras. 3 Palestinians were arrested during raids in Bethlehem and Yatta. In East Jerusalem, 85 Israeli settlers toured the Haram al-Sharif compound. 4 Palestinians were arrested during a raid in Isawiya. The Israeli state prosecutor’s office urged the Jerusalem district court to uphold a ban barring Palestinian applicants for family reunification, despite the law having expired in July. The state prosecutor’s office said that the expiration of the ban is only temporary. (HA 11/15)

It was reported that Israel’s defense minister Benny Gantz had asked the U.S. to pressure European and Arab countries to increase their aid to the PA, fearing that the PA might financially collapse soon. The request was reportedly made ahead of the Ad Hoc Liaison Committee on 11/17. (HA 11/15)

In the West Bank, Israeli settlers vandalized dozens of olive trees and stole harvesting equipment and olives in Salem. Israeli settlers also stole olive harvesting equipment in Yatma. Elsewhere, Israeli settlers set fire to agricultural lands near Burqa, causing damage to olive trees. Israeli forces prevented Palestinians from harvesting olive crops in the seam zone near Qalqilya. Israeli forces also demolished 1 house under construction in Sika, displacing 7 people; Israeli forces fired tear gas at Palestinians protesting the demolition. Elsewhere, Israeli forces arrested 1 Palestinian woman, accusing her of attempting to stab a soldier near Beit Surik. 7 Palestinians were arrested, including 6 during late-night raids in al-Bireh, Turmus Ayya, Beit Fajjar, al-Tira, and Qabatiya; 1 was arrested at a checkpoint near Nablus. In Israel, 1 Palestinian Israeli man was shot dead in Ba’ana, marking the 100th member of the Palestinian Israeli community to be killed in what is described as intra-communal violence in 2021. Some Palestinians in Israel have complained that Israeli police are uninterested in solving murders in the community. The issue is said to be addressed in the upcoming Israeli budget negotiations as more money will be allocated to policing in Palestinian towns and cities. The Israeli police solve 71% of murders in the Jewish community, but only 23% within the Palestinian communities in Israel. 83 of the 100 Palestinians killed had died in cases that involved firearms. Israel revoked the East Jerusalem residency rights from a 36-year-old Palestinian man who had lived in the city his entire life. Israel claimed that the man, an attorney for Addameer, failed to show allegiance to Israel. The man had spent 7 years in Israeli prison. (WAFA 10/18; MDW, MEE 10/19)

PA prime minister Mohammed Shtayyeh called on the UN to send monitors to the West Bank to help prevent Israeli settler attacks, as the frequency of the attacks on Palestinians has been rising in recent months. Swedish foreign minister Ann Linde visited Israel in an effort to mend ties between the 2 countries, which have been cold since Sweden recognized the State of Palestine in 2014. Foreign Minister Linde met with Israel’s foreign minister Yair Lapid and president Isaac Herzog. Israel conveyed to Linde’s predecessor Margot Wallström that she was not welcome in Israel after she pointed out that Israel was committing extrajudicial killings in 2016. (AP 10/18; HA 10/21)

Israeli settlers also stole olive harvests from a Palestinian farmer near the Rachelim settlement. Israeli forces delivered demolition notices for 3 agricultural structures, 2 houses, and 1 house under construction in Huwwara and confiscated a caravan east of Yatta. Israeli forces also razed tracts of agricultural land near al-Zawiya and Sabastia. 9 Palestinians were arrested, including 7 during late-night raids in Beit Fajjar, Bayt Awa, Beit Sahour, Yatta, Bani Na‘im, and Nablus; 1 was arrested by undercover forces in Jenin and 1 at a checkpoint near al-Ibrahimi Mosque. In East Jerusalem, Israeli settlers from the Elad settler organization seized 1 Palestinian family’s apartment in Silwan, while Israeli forces assaulted the Palestinian owners trying to enter their property. 7 Palestinian minors were arrested during late-night raids in Isawiya. In Gaza, 10,477 applications to work in Israel were submitted at the local chamber of commerce in Jabalia refugee camp. Many of the applications were from Palestinian laborers, but the 7,000 available work permits were earmarked for merchants. According to Israeli officials, the decision to earmark the permits for merchants was made at the request of Hamas. According to Hamas, there are 300,000 Palestinians in Gaza actively trying to find work. (HA 10/7; ALM 10/8)

A judge at the Jerusalem magistrate’s court ruled that Jewish worshippers are allowed to pray in silence at the Haram al-Sharif compound, drawing condemnation from the PA, Hamas, Turkey, and Jordan. The Israeli high court of justice ordered the Israeli government to explain why it is allowing Israeli settlers to work 1,000 dunams (247 acres) of Palestinian-owned land in the Jordan Valley. The land was declared a closed military zone in 1969 and its Palestinian owners have been barred from entering it since then. The court also ordered the state to explain why Palestinians have not been allowed to work the land. The case was opened after 20 of the Palestinian owners petitioned to have the closed military zone designation rescinded in 2018. (HA 10/6; MEMO 10/11)

Israeli media reported that Israeli security officials met with Egyptian mediators in Cairo to discuss expanding the ceasefire between Israel and Hamas, and to discuss a prisoner exchange between the 2 parties. (MEE 10/6)

The Israeli spyware company NSO Group said it had ended its contract with the UAE after a British court ruled that the emir of Dubai Sheikh Mohammed bin Rashid Al Maktoum used the Pegasus spyware to track his former spouse Princess Haya bint al-Hussein. (AP, HA 10/6; MEMO 10/7)

Axios reported that the U.S. Biden administration has been pressuring the Israeli government to show restraints on expanding Israeli settlements in the West Bank. Israeli prime minister Naftali Bennett is said to have bragged to settler leaders that he had denied President Biden’s request when the 2 spoke on 8/27. (AX 10/6)

In the West Bank, Israeli settlers with military escort toured Joseph’s Tomb in Nablus; 5 Palestinians were injured by rubber-coated bullets and others by tear gas as Israeli forces violently dispersed Palestinians protesting the incursion. Israeli forces shot and killed 1 41-year-old Palestinian plumber who was returning home from work near Beita; the Israeli military said it would investigate why the man was killed as Israeli forces initially reported that he was advancing toward Israeli soldiers with an iron bar. Israeli forces subsequently injured 1 with live ammunition, 19 with rubber-coated bullets, and 72 with tear gas as they violently dispersed Palestinians protesting the killing of the man. Israeli forces also violently dispersed a protest in ‘Ain al-Hilweh against the creation of a settlement outpost, injuring 4 with pepper spray, and 1 was arrested. 3 others were arrested during late-night raids in Beit Fajjar and Jenin. In East Jerusalem, 1 Palestinian started demolishing part of his house in al-Tur. 3 Palestinians were arrested in the Old City and Sheikh Jarrah. The AP reported that PA president Mahmoud Abbas had fired the director of Ramallah’s national library Ehab Bseiso on 6/27 because of Bseiso’s criticism of the killing of Nizar Banat by PA forces on 6/24. PA forces also shut the office of J-Media in Ramallah. The director of J-Media Alaa al-Rimawi was previously arrested by PA forces after he gave a sermon at Banat’s funeral. The Jerusalem Post reported that the Israeli government will not evict Palestinians living in Sheikh Jarrah for the time being if the high court of justice rules the evictions permissible on 8/2. According to a government official, the government is concerned about the optics given the international campaign and general opposition to the forced expulsions of Palestinians from East Jerusalem and the potential for causing a situation akin to the escalation of tensions between Gaza and Israel in May. The Knesset approved an amendment to the Basic Law of Government allowing the 2 government leaders Naftali Bennett and Yair Lapid to rotate the prime minister position amongst them during the government’s 4-year term. (HA 7/28)

Iranian officials claimed that Iran had arrested members of a Mossad cell and seized weapons it had stored to allegedly use against Iranian forces during protests over water shortages in Iran. (ALM, HA 7/27; MEMO 7/28)

The U.S. arms company Lockheed Martin and the Israeli Rafael Advanced Defense Systems announced an agreement in principle to develop a laser air defense system to combat rockets. (JP 7/27; ALM 7/28)

The Human Rights Watch (HRW) released an investigation into Israel’s Operation Guardian of the Walls from May, in which the organization found that Israel committed war crimes. The investigation focused on 3 specific Israeli attacks against Palestinian civilians in which 62 were killed, the majority children. The HRW concluded that there were no military targets at or near the attacked areas, despite Israeli claims. HRW also concluded that Israel used U.S.-made munitions in at least 2 of the 3 attacks it investigated. Israeli settlers also toured Joseph’s Tomb in Nablus, leading to a confrontation between the settlers’ military escort and Palestinians; Israeli forces shot at 1 Palestinian-owned vehicle, which subsequently overturned, leaving the driver injured. Israeli forces also uprooted 200 olive trees in Bayt Dajan in preparation for paving a settler road. Palestinians protested against the PA in Ramallah; 21 protesters were reported arrested by PA security forces. 7 Palestinians were arrested by Israeli forces during late-night raids in and around Zababdeh, Arrabah, Beita, al-Arroub refugee camp, and al-Twana. A Palestinian citizen of Israel appealed to the Israeli supreme court to be released from administrative detention. The man has been held without charge or trial since 5/17. 14 others are held in administrative detention in Israel, including 2 Palestinian citizens of Israel and 12 Palestinian residents of East Jerusalem. There are more than 500 Palestinians from the West Bank held in administrative detention by Israel. (HA 7/5)

The New York Times released a visual investigation of the killing of 44 Palestinians in Gaza by the Israeli military on 5/16. The investigation showed how the Israeli military used U.S.-manufactured munitions to strike civilian targets in the Rimal area of Gaza City. The investigation also said that Israel’s claim that it had sought to bomb an underground military facility in the heavily populated area was unsubstantiated and that Israel made no effort to warn the Palestinians living in the area that it would attack the alleged underground military facility. Netanyahu said that Israel would have a “very powerful response” if Hamas breaks the ceasefire. During a meeting with President Abbas in Ramallah, Blinken announced that the U.S. would reopen the consulate general in West Jerusalem, servicing Palestinians. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. A Spokesperson for the U.S. national security advisor said chief of Palestinian affairs at the U.S. embassy in Israel George Noll had delivered a letter from U.S. president Joe Biden to PA president Mahmoud Abbas. The Arab League secretary-general Ahmed Aboul Gheit said Israel was responsible for the escalation between Hamas and Israel, stating that “Israeli violations in Jerusalem . . . is what led to the ignition of the situation in this dangerous way.” Secretary-general Gheit’s comments came after a meeting of Arab League foreign secretaries discussing the situation. Haaretz reported that Palestinian and Egyptian sources said that talks to end the escalation between Hamas and Israel had ended due to opposition from Islamic Jihad and Israel. After speculation of whether the PA would cancel the upcoming Palestinian elections, citing Israel’s unwillingness to allow Palestinians in East Jerusalem to partake, Hamas said that it opposes postponing elections while calling East Jerusalem “a red line.” Hamas cited the Oslo Accords as a legal argument for why Palestinians in East Jerusalem should be allowed to partake. According to unnamed PA sources, PA president Mahmoud Abbas should already have made the decision to postpone the elections. Under the Joint Comprehensive Plan of Action (JCPOA) agreement, Iran is only allowed to enrich uranium to 3.67 percent purity. Israel said that its rejection is based on its belief that the ICC does not have jurisdiction over the occupied territory, since it argues that the PA is not a state and Israel is not a party to the ICC. Haaretz reported that the Israeli Jerusalem municipality had asked the court for local affairs to reactivate demolition orders against 70 structures in al-Bustan, which would displace 1,500 Palestinians. The Israeli municipality wants to place a tourism park named The King’s Garden where the 70 structures are located, but plans for the structure demolitions have been suspended during the negotiations between residents and the municipality. 60,000 COVID-19 vaccines provided by the WHO COVAX program to the PA arrived in Israel. 40,000 will be shipped to the West Bank and 20,000 to Gaza. Many EU countries have suspended using the AstraZeneca vaccines after 1 otherwise healthy Danish woman died and 3 Norwegian health workers were in severe condition from blood clots after receiving the vaccine. ICC chief prosecutor Fatou Bensouda announced that the ICC will start a formal investigation into war crimes committed in the West Bank, including East Jerusalem, and Gaza.
