Israeli forces punitively demolish the Ramallah-area home of the Palestinian who killed an Israeli settler and injured 2 others in an alleged stabbing attack in the nearby Adam settlement on 7/26. The demolition sparks minor clashes with Palestinian residents of Kobar village, where the home is located; no injuries are reported. Elsewhere in the West Bank, hundreds of Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and Palestinian residents of the area. Amid the clashes, IDF troops open fire on Palestinians in a vehicle allegedly speeding towards their position; 5 Palestinians are injured (2 seriously). IDF raids near Ramallah spark additional clashes; 1 Palestinian is injured and a Palestinian journalist is arrested. IDF troops arrest 17 more Palestinians, assault and injure 1, and issue 1 arrest summons during late-night raids in and around Ramallah, Jenin, Bethlehem, Hebron, Nablus; and patrol near Hebron and Tulkarm. The Jerusalem District Court rules that the Mitzpeh Kramim settlement outpost in the West Bank can be retroactively authorized, setting a precedent that could allow for the authorization of other illegal outposts that were established “in good faith” and with government support. Israel’s Civil Administration previously stated that it approved the construction of the outpost in 1999 based on erroneous mapping of the area. Israeli NGO Peace Now responds, “It is absurd to attribute ‘good faith’ to the settlers of an illegal outpost whose homes were built illegally and without permits on private Palestinians land, because of a ‘mistake’ made by the authorities in allocating the land.” (HA, YA 8/29)

With Egypt-mediated negotiations in Cairo ongoing, Hamas releases a statement affirming that there is a “national consensus” among the Palestinians in favor of a long-term cease-fire agreement with Israel and criticizing PA president Mahmoud Abbas for undermining the indirect talks toward a deal. Meanwhile, there are reports that both the talks on a long-term cease-fire with Israel and on the Palestinian reconciliation process have stalled. (JP, TOI 8/28)

The IDF claims that the men were launching incendiary kites and balloons into Israel. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya, causing no damage or injuries. In the West Bank, IDF troops conduct raids in al-Am‘ari refugee camp near Ramallah, sparking minor clashes with stone-throwing residents; 6 Palestinians are injured. They also arrest 10 Palestinians during raids near Bethlehem, Tulkarm, Qalqilya, and Jenin; and patrol near Hebron. Israeli forces confiscate a vehicle from a Palestinian construction site near Nablus. Along Gaza’s border fence, Israeli forces open fire on Palestinians allegedly preparing to fly an incendiary kite across the fence into Israel; there are no reported injuries. The UN General Assembly adopts a Palestinian-backed resolution condemning Israel’s use of “excessive force” in quelling the recent protests in Gaza, with 120 votes in favor, 8 opposed, and 45 abstentions. Before the vote, U.S. ambassador to the UN Haley proposes an amendment condemning Hamas for its rocket fire and alleged diversion of humanitarian resources into its security apparatus, but she fails to obtain enough support. Following the protest in Ramallah on 6/10, the PA temporarily bans public demonstrations “in order to make it easier for citizens to conduct their normal lives [around the upcoming Eid al-Fitr holiday],” according to a PA statement. “It is prohibited to grant permits to organize marches or to establish gatherings that would disrupt the movement of citizens and disturb them.” The move is widely seen as a means of quelling opposition to PA president Abbas. Recent protests have focused on his role in the ongoing humanitarian crisis in Gaza. Following the announcement, PA security forces violently disperse Palestinians gathering in central Ramallah for another demonstration; there are no serious injuries. (EI, TOI 6/13)

Israeli firefighters extinguish 17 small fires along Gaza’s border fence, reportedly sparked by incendiary kites flown across the fence. The Israeli police say they found one kite with a bomb attached to it in a residential area. Separately, IDF troops open fire on Palestinian farmland near Gaza City, causing no damage or injuries. In the West Bank, more than 1,500 Palestinians gather in Ramallah to call on PA president Abbas to lift his punitive sanctions on Gaza. IDF troops arrest 8 Palestinians during raids in and around Bethlehem, Salfit, Jenin, Hebron, and Qalqilya; and patrol near Hebron and Nablus. The IDF announces that it destroyed a Hamas-built tunnel last week. It was reportedly constructed several meters into the Mediterranean for the purpose of allowing Hamas fighters to enter Israel from the sea. “They tried to make it possible to covertly move from land to sea in order to perpetrate attacks inside Israel,” a senior IAF officer says. “We have known about this tunnel for a few months and decided that this was the right time for us to destroy it.” (HA, JP, TOI, YA 6/10)

Along Gaza’s border, 10 Palestinians cut through the border fence near Rafah and set fire to an IDF post. They then return to Gaza. Israeli tanks shell a Hamas observation post in the area, causing no major damage or injuries. Late at night, the Israeli Air Force (IAF) conducts air strikes on Gaza City’s port and an allegedly Hamas-built tunnel east of the city; 2 boats are damaged and there are no major injuries. Meanwhile, IDF troops open fire on the Great March of Return tent camp near Khan Yunis, injuring 1 Palestinian. PA FM Riyad al-Maliki submits a formal request to the International Criminal Court (ICC) for an investigation into Israeli settlement policies in the West Bank and East Jerusalem, which he calls “grave crime[s].” In response, ICC prosecutor Fatou Bensouda says that her office’s preliminary examination of alleged war crimes committed in the occupied Palestinian territories (oPt), which began on 1/16/15, has seen “important progress.” (JP, MNA, NYT, TOI, WAFA, YA 5/22)

Today, Great March of Return demonstrations see tens of thousands of Palestinians in Gaza gathering along the border fence to commemorate the 70th anniversary of the Nakba, to protest the opening of the U.S. embassy in Jerusalem today, and to call for the Palestinian refugees’ right to return to their homes. IDF troops violently disperse demonstrations near Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Jabaliya refugee camp; 58 Palestinians are killed, including 3 who allegedly attempted to plant an explosive along the border near Rafah, and more than 1,300 are injured. Hours after Israeli troops open fire on peaceful Palestinian protesters along the border fence in Gaza, senior U.S. and Israeli officials gather for a ribbon-cutting ceremony at the new U.S. embassy in Jerusalem. In a recorded video, U.S. president Trump celebrates the opening and says the U.S. “remains fully committed to facilitating a lasting peace agreement” between Israel and the Palestinians. Outside the ceremony, Israeli police violently disperse approximately 200 protesters, including Joint List MKs Ahmad Tibi, Dov Khenin, Jamal Zahalka, Yousef Jabareen, and Masud Ganaim; 12 Palestinians are arrested. In the evening, the Palestinian leadership convenes in Ramallah to discuss the opening of the U.S. embassy in Jerusalem and the violence in Gaza. PA president Abbas calls the new U.S. embassy in Jerusalem a “settlement outpost” and reiterates that he has no plans to engage in any U.S.-mediated peace talks “in any way, shape, or form.” The assembled officials decide to file a war crimes complaint against Israel to the International Criminal Court (ICC) at The Hague over settlement construction in the West Bank. The South African government recalls its ambassador to Israel and Turkey recalls its ambassadors from Israel and the U.S. in protest of the killings in Gaza today. “The victims were taking part in peaceful protests against the provocative inauguration of the U.S. Embassy in Jerusalem,” a South African statement reads. Meanwhile, the U.S. blocks the UNSC from adopting a Kuwait-backed statement condemning the deadly violence in Gaza and calling for an “independent and transparent investigation” into Israel’s actions. The Palestinian National Council (PNC), the legislative wing of the Palestine Liberation Organization (PLO), convenes in Ramallah for its first regular session since 1996. Some factions boycotted the meetings. Over the next 4 days, they are set to elect new members to the PLO Executive Committee and other top PLO positions. In the evening, PA president Abbas gives a speech calling for the PNC to adopt the initiative he presented at the UNSC in 2/2018, and reiterates his commitment to ending the division with Hamas. At the start of a PA cabinet meeting in Ramallah, PA president Abbas accuses Hamas of perpetrating the 3/13 assassination attempt on PA PM Hamdallah and threatens further punitive restrictions on Gaza. Hamas later responds in a statement: “[Abbas] is paving the way for chaos which will facilitate the approval of President Trump’s plan and Israel’s plans. We condemn these irresponsible statements by the PA chairman, who has already been trying for a while to subdue our people in Gaza in this difficult and dangerous moment in history.” In the same speech, Abbas criticizes the Trump administration’s peace efforts, specifically calling out U.S. ambassador to Israel Friedman. “Son of a dog,” he says of Freidman. “You are a settler and your family are settlers.” Friedman later responds, “Is that anti-Semitism or political discourse? Palestinian Authority (PA) president Mahmoud Abbas addresses the United Nations Security Council (UNSC) in New York City, proposing a new peace plan based on past agreements and calling for an international peace conference to be held in mid-2018. He says that the outcomes of the conference must include international acceptance of Palestinian statehood, consensus on a 2-state solution based on the pre-1967 armistice lines, the establishment of a multilateral mechanism to facilitate negotiations on all final status issues, and a timeline for implementation. IDF troops conduct a series of raids near Jenin, searching for the Palestinian who allegedly planned the 1/9 killing of an Israeli settler. After searching for hours, they surround a building in al-Yamun village where the man, Ahmad Nasser Jarrar, is hiding. When he does not surrender, they begin to demolish the building. According to the Israeli press, Jarrar is armed with a rifle and a bag of explosives when he eventually emerges. The Israeli soldiers then open fire, killing him and sparking clashes with residents of the area; there are no serious injuries. Meanwhile, IDF troops conduct raids in and around Nablus, searching for the Palestinian citizen of Israel responsible for the 2/5 killing of an Israeli settler. A raid in central Nablus sparks major clashes with stone-throwing residents of the area; 19 Palestinians are injured, including 1 fatally (he succumbs to his injuries hours later). Following the PLO Executive Committee decision on 2/3, the PA forms a committee to explore ways the Palestinians could disengage from Israel. One proposal would have the PA adopt the Jordanian dinar as a replacement for the Israeli shekel. Meanwhile, PA pres. Abbas says, “Our hands are extended for peace through negotiations,” insisting that the Palestinians are still interested in a peace agreement with Israel, just not with the U.S. as its main broker. In response to U.S. pres. Trump’s 12/6 recognition of Jerusalem as Israel’s capital, the Palestinian delegation at the UN files a formal complaint, requesting that the UN Security Council (UNSC) work toward reversing Trump’s decision. Senior PA official Jibril Rajoub says that U.S. VP Mike Pence, who is set to visit Israel and the oPt later this month, is “unwelcome in Palestine.” He says the Palestinians “will not welcome Trump’s deputy in the [oPt].” The response from the international community is near-universal condemnation, with few exceptions. Israeli PM Netanyahu says that some countries have reached out to discuss similar recognitions of Jerusalem. “I have no doubt than when the U.S. embassy will move there, and even before that, many embassies will relocate to Jerusalem,” he adds. After a cabinet meeting in Ramallah, the PA calls on all of its former civil servants in Gaza (who stopped working when Hamas took power in 6/2007), to return to their posts, thereby jeopardizing the future of tens of thousands of employees of the Hamas-run government. The PA had agreed to pay the current employees of the Hamas-run government through 2/2018. In a statement, the cabinet stresses that “the empowerment of the government in the Gaza Strip [. . .] is a necessary first step and the cornerstone for moving to resolve the rest of the issues.” Hamas, which has called for the issue to be resolved in a way that preserves the rights of its government’s employees, criticizes the announcement as a “violation” of past agreements. PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. Israeli PM Netanyahu’s office announces that the security cabinet has decided to set a series of conditions concerning the 10/12 Palestinian national reconciliation agreement for the Palestinians to meet before the Israeli government would consent to any “political” talks with a new Palestinian consensus government. They include Hamas recognizing Israel, ceasing all so-called terrorist activity, disarming fighters, dismantling its military infrastructure and bureaucracy in the West Bank, severing ties with Iran, returning to Israel the remains of the 2 IDF soldiers and the Israeli civilians allegedly being held in Gaza, and relinquishing security control of Gaza to the PA. A senior Israeli official says that the cabinet also authorized PM Netanyahu to impose punitive sanctions on the PA, including deductions from the monthly transfers of tax revenues Israel collects on the Palestinians’ behalf. The IDF announces that the border crossings in and out of the West Bank and Gaza will be closed from midnight on 9/29 until midnight on 9/30, as Israel marks Yom Kippur. In an unusual addendum to the closure, the IDF says that Palestinian workers will be barred from entering Israel’s settlements in the West Bank on 9/30.
