They shoot and injure 2 Palestinians during minor clashes near Ramallah. Israeli border police arrest a Palestinian, allegedly for carrying a bomb into a courthouse near Bethlehem. The IDF arrests 5 more Palestinians during late-night raids in Qalqilya and near Salfit, Jenin, and Hebron; and patrols near Hebron and Tulkarm. More than 20 Israeli settlers enter a Palestinian school in Burin village near Nablus, sparking clashes with stone-throwing students; 2 students are injured and 2 Palestinian vehicles are damaged. The settlers claim that some students from Burin threw stones at their cars earlier in the day. In East Jerusalem, Israeli forces arrest 1 Palestinian during a raid in Issawiyya. In 4 separate incidents off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Bayt Lahiya and Jabaliya refugee camp, causing no damage or injuries (2 fishermen are arrested). PA FM al-Maliki says that the Palestinian leadership has decided to request, at a summit planned for 1/6 in Amman, the implementation of the Amman Summit resolutions of 1980, which stipulated a political and economic boycott of any country that moves its embassy in Israel to Jerusalem. He also says that the PA will lobby in countries where Israeli diplomats are pressing governments to move their embassies to Jerusalem, and that they will wait for a new composition of the UNSC before resubmitting their application for full membership at the UN. Approximately 1,000 Israeli settlers visit Joseph’s Tomb near Nablus overnight, sparking clashes between their IDF escort and stone-throwing Palestinians from nearby Balata refugee camp; 1 Palestinian is injured. Elsewhere in the West Bank, Palestinians steal and torch the car of 3 Israeli settlers in central Nablus, prompting the IDF to escort the settlers out of the city. IDF troops also arrest 4 Palestinians during late-night raids in and around Bethlehem, Ramallah, and Hebron; and patrol near Hebron and Salfit. PA FM al-Maliki says that the Trump administration is reconsidering its threat, 1st reported on 11/17, to shutter the PLO office in Washington, following the Palestinians’ refusal to comply with their demands. He says that in the meantime, the Palestinians have decided to freeze contacts with the U.S. “In practice, by closing the office they are freezing all meetings and we are making that official.” A State Dept. spokesperson responds, “In our view, communications are not frozen.” She says that Trump administration officials are in contact with Palestinian officials “about the status of that PLO office in Washington, as well as having conversations with them about our larger efforts on the part of a lasting and comprehensive peace process.” (HA, TOI 11/21)

Israeli forces punitively demolish a Palestinian home in Kafr ‘Aqab, n. of Jerusalem, sparking clashes with stone-throwing residents of the area; 1 Palestinian is killed and several are injured. The owner of the home was killed on 10/9 after participating in the drive-by shooting of a crowd of Israelis. Elsewhere in the West Bank, IDF troops conduct arrest raids in Balata r.c. nr. Nablus late at night, sparking clashes with stone-throwing Palestinians; 1 Israeli soldier and 1 Palestinian are injured. They also arrest 2 Palestinians during raids nr. Nablus and Salfit, assault and seriously injure a Palestinian at a checkpoint nr. Nablus, and patrol during the day nr. Hebron and Salfit. An Israeli settler driver attempts to ram 2 Palestinian youths nr. Hebron, causing no injuries. Following high-level contacts between the Israeli and Egyptian govts. and massive Israeli pressure against the draft UNSC res. Egypt circulated on 12/21, 2 Western diplomats say that the vote set for today has been postponed indefinitely. Later, 4 mbrs. of the UNSC—New Zealand, Venezuela, Malaysia, and Senegal—give Egypt an ultimatum. France’s FM Jean-Marc Ayrault announces that the peace conference initially set for 12/21 is now scheduled for 1/15/2017, adding that the summit will present conclusions to Israeli PM Netanyahu and PA pres. After the residents of the illegal Amona settlement outpost formally pledge to evacuate their homes peacefully, Israel’s High Court of Justice agrees to the govt.’s request for a 45-day postponement of its order for the outpost to be evacuated and demolished by 12/25. Off Gaza’s coast, Israeli naval forces open fire on 4 Palestinian fishing boats nr. Gaza City; they arrest 10 fishermen and confiscate 2 of their boats. In the West Bank, PA Security Forces (PASF) clash with unidentified gunmen in Kafr ‘Aqab village and Qalandia r.c. nr. Jerusalem, injuring 1 Palestinian youth in the crossfire. Meanwhile, Israeli forces close the entrances to Yatta with dirt mounds and rocks, further cracking down on the Hebron-area village in the wake of the 6/8 attack in Tel Aviv. The Jerusalem Municipality permits the construction of a 4-story residential building for Israeli settlers in Silwan. The municipality also pledges to “continue to build in all neighborhoods of the city.” (HA, JP, MNA, TOI 6/15)

Israel’s Knesset passes, 57–16, a so-called anti-terrorism law granting the state broad new powers to prosecute suspected “terrorism” cases. In Gaza, unknown gunmen attempt to assassinate a Fatah official in Gaza City, injuring 2 of his bodyguards. In the West Bank, Israeli forces conduct raids and searches in the “Gate of Jerusalem” protest tent camp in Abu Dis, sparking clashes with Palestinian and international activists who were building concrete rooms; 4 Palestinians and 1 international are detained; several activists are lightly injured with rubber-coated metal bullets, tear gas, and stun grenades. That night, Israel Defense Forces (IDF) troops return to the camp to demolish and evacuate it, but activists begin rebuilding as soon as the soldiers leave. The camp was first set up on 2/3 to protest the Israeli govt.’s plans to displace Palestinian bedouins in the E1 area. The IDF conducts house searches and raids in 1 village each nr. Israeli authorities approve the construction of a solid waste landfill on 520 dunams (1 acre equals about 4 dunams) of primarily Palestinian-owned land in East Jerusalem; around 120 Palestinian bedouins would be evicted from their homes. Clashes break out between stonethrowing Palestinian youth and Israeli soldiers at a checkpoint nr. Hebron; dozens of Palestinians suffer from tear gas inhalation. More clashes break out nr. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

In the West Bank, IDF troops violently disperse Palestinian, Israeli, and international protesters at weekly demonstrations against Israel’s separation wall, settlements, and occupation, as well as the recent death of a senior PA official on 12/10 nr. Ramallah, Nablus, Hebron, and 1 village nearby (Bayt Umar), and 1 village nr. Qalqilya (Kafr Qaddum). Two Palestinians are hit by tear gas canisters in Bil‘in and 7 are shot with rubbercoated metal bullets elsewhere. Meanwhile, a Palestinian man throws vinegar at a family of 5 Israeli settlers nr. Bethlehem, lightly injuring all of them. (The Israeli press 1st reported the story as an acid attack.) Another Israeli settler hits the Palestinian man with his car and shoots him in the leg, moderately injuring him. Shin Bet officers arrive soon after to detain the Palestinian man. U.S. Secy. of State Kerry phones Russian FM Sergey Lavrov and PA Pres. Abbas separately to discuss the French and Palestinian draft UNSC res. Kerry pressures Abbas not to end security coordination with Israel in response to the 12/10 death of senior PA official Ziad Abu Ein. A Palestinian hits and critically injures an Israeli settler with his car nr. Nablus. The IDF closes the nearby Hawara and Zatara checkpoints while they search for the driver. Israeli PM Netanyahu presents fin. min. and leader of the Yesh Atid party Lapid with 5 conditions to meet to stay in the ruling coalition, which include supporting Netanyahu’s “nation-state” bill and continued construction in Jerusalem. Lapid rejects the terms. Earlier in the day, Netanyahu had warned if harmony within his ruling coalition was not preserved, he would hold new elections, 2 years ahead of schedule. In the West Bank, an Israeli bus driver runs over 2 Palestinians at al-Jalama checkpoint in Jenin, killing 1 and injuring the other. It has not been determined if the collision was intentional or accidental. IDF troops detain a Palestinian at a military checkpoint e. of Jerusalem, arrest 2 in Hebron, and arrest 1 at a checkpoint e. of Nablus. The IDF conducts raids and house searches in al-Fawar r.c. and nr. Ramallah, arresting 5, including a Hamas official; patrols nr. Hebron and Jenin. In East Jerusalem, Israeli security officers shoot tear gas canisters at 2 Palestinian men, moderately injuring them; arrest a young woman after she tries to stop the soldiers from physically assaulting her disabled mother. Later in al-Tur, Israeli security forces violently disperse Palestinians gathered for a funeral, injuring 1 with a rubber-coated metal bullet. Additional clashes break out in Silwan. Israeli fin. min. Yair Lapid blocks the transfer of NIS 70 m. (around $17.8 m.) to fund the relocation of an army base in the Beit El settlement, which was ordered by DM Moshe Ya’alon and PM Netanyahu. In the Gaza Strip, IDF troopsstationed along the border arrest 2 Palestinians attempting to enter Israel. In the West Bank, IDF troops enter e. Nablus on a raid and clash with Palestinians, injuring 3 with live ammunition and tear gas. IDF troops enter an area e. of Yatta nr. Hebron and seize a tractor and 4 water tanks; demolish several mobile homes in a village e. of Ramallah; deliver stop-work notes to several construction sites nr. Jericho and demolition notices for 6 wells in Qusra village in the n. West Bank, where Israeli settlers later attack Palestinian property; 2 of the settlers are detained. Separately, around 100 settlers from Adi Ad gather nr. al-Mughir village, but IDF troops intervene before they can attack the residents. Philip Hammond in London, U.S. Secy. of State Kerry travels to Paris for meetings with French FM Laurent Fabius and Saudi FM Saud al-Faisal, then to Vienna to join the P5+1 negotiating team ahead of the 11/24 deadline. Meanwhile, the head of the International Atomic Energy Agency (IAEA), Yukiya Amano, calls on Iran to increase its cooperation with the agency, saying that the govt. has not been transparent about some aspects of its research. In the West Bank, Palestinians gather nr. ‘Askar refugee camp (r.c.) to throw stones at Israeli military vehicles, sparking clashes with the IDF that leave 1 Palestinian injured. IDF troops deliver demolition orders to 5 Palestinian families n. of Qalqilya and temporarily seal all entrances to ‘Azun village e. of Qalqilya; patrol nr. Bethlehem and Hebron. Late at night, a Palestinian bus driver is found hanged in his bus in West Jerusalem. Israeli authorities allege suicide, but the man’s family believes that Israeli settlers killed him in retaliation for the earlier stabbing. An Islamic Jihad suicide bomber fr. Kefar Rai (btwn. Jenin and Tulkarm) detonates a device outside a shopping mall in Netanya, killing 5 Israelis, wounding 31 (4 seriously). Islamic Jihad says the attack is retaliation for the IDF’s 10/24 assassination of 2 of its leaders. The IDF immediately imposes closures on the West Bank and shuts pedestrian crossings in Gaza (keeping the Qarni crossing open for goods); announces that it is preparing for a wide-scale retaliation operation in northern Gaza and will step up assassinations and arrest campaigns in the West Bank, with DM Mofaz stating that the IDF had “decided to operate in a much broader, much deeper and more intensive manner against the Islamic Jihad infrastructure” and would make an effort to keep fr. drawing Hamas into the fighting.
