Hours after Israeli PM Netanyahu announced the new ruling coalition on 5/6, Jerusalem municipal authorities approve construction of 900 new homes in the Ramat Shlomo neighborhood of East Jerusalem. U.S. State Dept. spokesperson Jeff Rathke says that the Obama admin. is “disappointed” and “concerned” with the announcement. The White House, however, releases a statement congratulating Netanyahu on forming a new govt. The U.S. Senate passes the Iran Nuclear Agreement Review Act by a vote of 98–1. The bill, which will allow Congress to review and either approve or disapprove of any final agreement made between the P5+1 and Iran, now goes to the House for consideration. Hamas in Gaza releases a statement criticizing the PASF’s arrest of over 100 Hamas affiliates in the past 2 weeks, including 40 on 3/8. Led by Sen. Tom Cotton (R-AR), 47 Republican senators sign and release an open letter to the leaders of Iran. It says that they will consider any agreement the Obama admin. signs with the P5+1 in their negotiations with Iran to be merely an executive agreement, and that such an agreement could be revoked or modified in the future. Meanwhile, IAEA officials arrive in Tehran for talks on Iran’s nuclear program, specifically the results of the IAEA’s recent (2/19) report on Iran’s compliance with the JPOA, which governs its negotiations with the P5+1. In Israel, the major non-Zionist parties— Hadash, Balad, Ta’al, and Ra’am—announce that they have agreed to run on a joint list in the 3/17 election. Israeli PM Netanyahu presents fin. min. and leader of the Yesh Atid party Lapid with 5 conditions to meet to stay in the ruling coalition, which include supporting Netanyahu’s “nation-state” bill and continued construction in Jerusalem. In East Jerusalem, a mentally disabled Palestinian woman is detained and taken to the Russian compound detention center for questioning during a court hearing for her daughter, who was arrested for defending her mother from Israeli security forces on 11/25. Senior Hamas official Musa Abu Marzuq criticizes the UN’s Gaza reconstruction mechanism, saying that its architect, UN Special Coordinator Robert Serry, did not reach out to confer with Hamas and that the group rejects the mechanism. Abu Marzuq also describes the mechanism as a way for PA Pres. Abbas to sidestep Hamas. (MEMO 11/26)

Israeli interior minister Gilad Erdan cancels the residency of the widow of 1 of the 2 Palestinians who attacked a West Jerusalem synagogue on 11/18, effectively deporting her and her 3 children back to the West Bank. In the Gaza Strip, the IDF continues its assault with strikes on around 53 targets, killing 12 Palestinians and injuring dozens more. Also, IDF troops stationed nr. the border shell areas across the fence with artillery in 2 incidents. The armed Palestinian groups launch over 120 projectiles into Israel; of which, 102 land in open areas, 4 in urban areas, and 16 are intercepted by Iron Dome batteries. Also, Israeli authorities reopen the Erez border crossing, after closing it on 8/24. In the West Bank, a Palestinian teenager dies from injuries sustained in clashes with IDF troops on 8/15. The IDF conducts house searches and raids in 2 neighborhoods in Ramallah, Tulkarm r.c., and 1 suburb of Tulkarm, arresting 4. During the day, IDF troops conduct patrols in al-Fawar r.c., Hebron, and 1 village nr. Hebron; establish mobile checkpoints in 1 village nr. Hebron and 2 villages nr. Ramallah. In a village nr. Salfit, PA security forces detain 3 armed Israeli settlers and turn them over to IDF troops. Israeli and Palestinian negotiators return to Cairo and reports appear in the press of a potential breakthrough. Senior Islamic Jihad officials Khalid al-Batsh and Ziad Nakhleh are quoted saying they believe an agreement will be made within hours. Lebanon-based Hamas official Usama Hamdan says “there has been positive and fast progress.” An anonymous Palestinian official says that the Palestinian delegation would accept the new Egyptian proposal that would open the crossings into Gaza for aid and construction material, and defer disputed points to further negotiations to be held in 1 mo. Notably, Egypt requires the Rafah crossing to be negotiated with the Palestinians directly, separate from the indirect negotiations with the Israelis. In closed meetings at the UN headquarters in New York, U.S. diplomats present principles for a UNSC res. that would call for a cease-fire in Gaza and conduct meetings with their German, French, and British counterparts, as well as Jordanians, in the hope of reconciling the 3 different proposals. The U.S. has sent Israel and Egypt a draft of the principles in the past 2 days. The Jordanian draft includes an international monitoring mechanism and the other 2 do not. (JP, REU 8/25)

The IDF continues its assault on the Gaza Strip attacking over 30 targets with aircraft, tanks, and naval vessels, killing 17 Palestinians. Palestinians fire some 30 rockets into s. Egyptian and Palestinian officials reportedly reach a new draft cease-fire agreement to present to Israel, which stipulates that the PA would take control of the Rafah crossing. Anonymous Israeli officials tell the media that their negotiators will not return to Cairo “as long as the shooting goes on.” Senior Hamas official Abu Marzuq says that the Palestinian delegation will leave Cairo on 8/10 unless Israel agrees to return to Egyptian-mediated negotiations. Egypt allows Hajj pilgrims from the Gaza Strip to exit through the Rafah border crossing, and around 100 Palestinians are permitted to return to Gaza from the Egyptian side. Meanwhile, Egypt’s Maj.-Gen. Ahmad Ibrahim says that the military has demolished 1,055 smuggling tunnels under the border with Gaza since 1/2011, with 794 of them destroyed in 2013. (MNA 10/5)

As many as 35 unidentified gunmen attack an Egyptian checkpoint near the Rafah border, fatally shooting 16 Egyptian security officers and wounding 3. Some of the assailants then steal 2 armored personnel carriers, which they pack with explosives and drive toward Kerem Shalom commercial crossing, where the borders of Egypt, Israel, and Gaza meet. The IDF calls in an air strike on the vehicles as they breach the border, killing at least 3 assailants. No group takes responsibility. Egypt seals the Rafah border crossing into Gaza as a precaution. Israel shuts the Israeli-Egypt side of Kerem Shalom and halts fuel shipments to Gaza through the Israel-Gaza side, but otherwise continues to allow limited imports of goods from Israel to Gaza. Hamas authorities in Gaza deny any Palestinian involvement, call the attack ‘‘terrorism,’’ and close smuggling tunnels from their side as well, stating that ‘‘Palestinian resistance factions are committed to fighting only against the Israeli occupation, and they launch their operations only from the Palestinian territories.’’ (MNA, NYT, WP 8/6; NYT 8/7)

The PA cancels plans to host a meeting in Ramallah of foreign envoys representing the Non-Aligned Movement to express solidarity with the Palestinians, stating that Israel has refused to grant entry permits to the representatives of Algeria, Bangladesh, Cuba, Indonesia, and Malaysia on the grounds that their countries do not recognize the State of Israel. The PA reportedly (NYT 8/6) intended to announce plans to revive its UN statehood effort at the opening of the next UNGA session in 9/2012. On the anniversary of the Nakba, 1,000s of Palestinians fr. the West Bank, Gaza, Jordan, Lebanon, and Syria stage marches (mostly nonviolent, though some stone throwing) toward the Israeli border. In Lebanon, though troops, riot police, and UNIFIL soldiers deploy to prevent marchers fr. reaching the border, a large group succeeds in reaching the border fence nr. Hizballah-controlled Maroun al-Ras village, where they throw stones at IDF troops. IDF troops open fire into Lebanon, leaving 10 Palestinians dead and at least 112 wounded. Palestinians refugees marching fr. Syria knock down the border fence into the Golan Heights, enter the Druze village of Majdal Shams, and rally in the village square, erecting Palestinian flags. IDF troops open fire to drive them back across the border, killing 4 Palestinians and wounding around 200. On the border with Jordan, Jordanian troops fired tear gas and scuffle with some 800 Palestinians, preventing them fr. reaching the border, leaving 14 demonstrators and 3 police officers lightly injured. In Egypt, govt. forces reinforce their border, preventing some 250 Palestinians fr. marching to the Rafah crossing. In Cairo, riot police fire tear gas, disperse protesters converging on the Israeli embassy, injuring around 120. On the Gaza border, IDF troops fire live ammunition and artillery at Gazans marching toward the border, wounding at least 125. In the West Bank, IDF troops fire tear gas, rubber-coated steel bullets to disperse around 1,000 stone-throwing Palestinians marching toward the Qalandia crossing (injuring 10s) and violently beat scores of Palestinians marching fr. Palestinian-controlled area A toward Israeli security-controlled area B in Hebron (injuring 10s). A large peaceful rally commemorating the Nakba is held in Ramallah. Numerous smaller and protests clashes are also reported in the West Bank and East Jerusalem; rights groups say some 185 Palestinians have been injured in these clashes over the past 3 days, 153 of them in Jerusalem. Netanyahu accuses the demonstrators of “incitement” and challenging “the very existence of Israel.” Other Israeli officials accuse Iran and Syria of instigating the Palestinians, noting that Syrian security did nothing to prevent Palestinians fr. approaching the border. Unrelated to the “March to Palestine,” IDF troops fired across the border into Gaza, killing a Palestinian who allegedly was planting an explosive device. Inside Israel, an Israeli Palestinian drives his truck into several cars, a bus, and pedestrians in Tel Aviv, killing 1 Israeli and injuring 17 in what Israeli police say was a deliberate terrorist attack; the driver, who is arrested, strongly denies deliberately harming anyone, saying he lost control of his vehicle when a tire blew. The IDF also patrols in 2 village nr. Qalqilya (arresting 1 Palestinian teenager for throwing stones) and 2 nr. Tulkarm; sends undercover units into Nur al-Shams r.c. nr. Tulkarm late at night, surrounding and raiding a house and arresting 1 Palestinian; conducts other late-night arrest raids, house searches in and around al-‘Arub r.c. and Hebron, and nr. Salfit. Jewish settlers fr. Kiryat Arba settlement in Hebron throw 4 Molotov cocktails at a nearby Palestinian home, causing minor damage. Israel resumes transferring VAT taxes to the PA (see 5/1), having received PA assurances that none of the money would be accessible to Hamas under the new Fatah-Hamas unity deal, but warning that it would reconsider suspending transfers if Hamas was allowed to join a PA govt. (NYT 5/16; PCHR 5/19; OCHA 5/20)

At quarter’s end, fierce fighting is ongoing in Libya and NATO intervention continues. Rebel-held areas increasingly report shortages of food and medical supplies. No reliable figures on casualties are available since independent media access and communications are extremely difficult. Deaths are thought to be well into the 1,000s and perhaps as high as 10,000. (WP 5/16; REU 6/9)

After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). Egypt opens its side of the Rafah crossing to allow select Palestinian pilgrims to exit Gaza to perform the Hajj, but Hamas officials bar their exit because they were chosen by the PA in the West Bank without consultation with Hamas authorities in Gaza; Hamas has provided Saudi Arabia with its own proposed list of pilgrims fr. Gaza, but Saudi Arabia, supporting PA PM Mahmud Abbas, refuses to grant them entry permits, so Egypt has barred their transit. For the 1st time since 1973, no Gazans will be able to perform the Hajj. The IDF conducts late-night arrest raids, house searches nr. Jenin; conducts synchronized, late-night house searches in village nr. Nablus, with no arrests reported. Throughtout the day, Jewish settlers continue (see 11/27, 11/28) to attack Palestinians and their property in Hebron; 1 Palestinian teenager is shot in the shoulder by an IDF soldier, 12 other Palestinians (including 2 children) and a B’Tselem field worker documenting the violence are beaten and injured by settlers wielding iron bars; 20 Palestinian homes are damaged. For unclear reasons, IDF soldiers at the Erez crossing fire on 700 Palestinians returning from the Hajj in coordination with Israel and the PA, killing 1 Palestinian woman, wounding at least 1. Meanwhile, Palestinian pilgrims who left Gaza under a deal brokered by Hamas (see 12/5) begin to return via Egypt, where Egypt, under pressure fr. Israel, bars their passage through the Rafah crossing, saying they must go via the Israeli-controlled Kerem Shalom crossing; the pilgrims refuse, believing they would be arrested for their Hamas connections. Meanwhile, the IDF fires on Hamas mbrs. laying a roadside bomb nr. the s. Gaza border fence, killing 1 Hamas mbr., wounding a bystander. The Israeli navy fires on Palestinian fishing boats off the Rafah coast, forcing them to return to shore. Hamas mbrs. fire 3 mortars fr. Rafah toward the IDF post at Kerem Shalom; the IDF responds with heavy gunfire; no injuries are reported. In the West Bank, the IDF patrols in Tulkarm; conducts arrest raids, house searches in and around Hebron (including arresting a 10-yr.-old boy, heavily damaging 1 home), nr. Jenin. Jewish settlers throw stones, bottles at Palestinian cars traveling a main road linking Hebron and Bethlehem, damaging 1 car; the IDF observes but does not intervene. Hamas-affiliated police raid an area of Bayt Hanun to arrest a wanted Fatah mbr., fire in the air to disperse angry residents who confront them, wounding 2 (see 12/28). Jewish settlers accompanied by IDF soldiers set up tents, raise an Israeli flag on a plot of Palestinian land along Road 60 northeast of Hebron; Israeli police remove them. In Gaza City, unidentified assailants detonate a bomb outside the former PA National Security Forces headquarters, now controlled by Hamas, causing damage but no injuries. Armed PRC mbrs. raid, vandalize, steal equipment fr. a Fatah office in al-Bureij r.c. Armed PRC mbrs. whose salaries have been cut off by Abbas’s government raid a youth center in al-Maghazi r.c., fire in the air, demand reinstatement of their salaries; Hamas-affiliated police convince them to leave. Israel releases 429 Palestinian prisoners (overwhelmingly Fatah, but including some mbrs. of the Democratic Front for the Liberation of Palestine and the PFLP; around 20 are fr. Gaza) as a gesture to Abbas. Israel also allows 150 Palestinian pilgrims to leave Gaza through the Rafah crossing for the Hajj. The IDF conducts arrest raids in Wadi al-Silqa nr. Dayr al-Balah, shooting and wounding 1 Palestinian. In the West Bank, the IDF conducts arrest raids, house searches in Tubas and nr. Hebron, Nablus, Ramallah. In an agmt. reached between Hamas and Egypt, apparently without Israeli knowledge, 85 Palestinians fr. Hamas, Islamic Jihad, and the PRCs stranded in Egypt since the Gaza border was closed on 6/12 are transported in Egyptian busses to the Rafah crossing and allowed entry into Gaza before dawn. The 80 include 2 Reform and Change legislators, a number of suspected Hamas and Islamic Jihad militants, and Palestinian civilians with suspected ties to Hamas whom the PA did not grant permission to return to Gaza with the 6,000 Palestinians allowed reentry last quarter (see Chronology in JPS 145). In Gaza, the IDF sends troops into areas e. of Jabaliya r.c., exchanging fire with Palestinian gunmen who confront them, killing 2 armed Palestinians. In the West Bank, the IDF conducts arrest raids, house searches in and around Nablus and nr. Bethlehem, Jenin. Some 500 Jewish settlers occupy a hill overlooking Road 60 nr. Hebron, barring Palestinian farmers fr. reaching their land. Jewish settlers also occupy sites nr. al-Nabi Yunis Junction in Hebron and nr. Efrat settlement (nr. Bethlehem), declare formation of 2 new unauthorized settlement outposts. (OCHA 10/3; PCHR 10/4)

Israel closes the Rafah border to prevent Haniyeh fr. returning to Gaza, alleging that Haniyeh’s delegation intended to bring in some $30 m. in cash donations collected during his 16-day regional tour. In response, 10s of Hamas mbrs. raid the Rafah crossing, exchanging fire with expelling Presidential Guard mbrs. guarding the post, occupying the transit hall on the Palestinian side of the border, later trading fire with Egyptian border police, leaving 15 Palestinians (mostly Hamas mbrs.) injured. Late in the evening, Israel allows Haniyeh to cross Rafah without the money, which is escorted to the Arab League by 2 Hamas officials under an arrangement brokered by Egyptian intelligence chief Omar Sulayman. Suspected Fatah mbrs. fire on Haniyeh’s convoy as it crosses into Gaza in an apparent assassination attempt, killing Haniyeh’s bodyguard, wounding his son and a political adviser, more than 10 other Palestinians; Hamas accuses fmr. PA security chief and powerful Fatah PC mbr. Muhammad Dahlan of orchestrating the attack; Dahlan denies responsibility. Separately in Gaza, PA security forces arrest PRC mbr. Hisham Mukhaymar for participation in the 12/11 shooting death of intelligence official Balusha’s children, sparking an exchange of gunfire btwn. PRC mbrs. and PA security forces. PRC mbrs. later kidnap a PA security officer, saying he would not be released until Mukhaymar is freed. In the West Bank, suspected Fatah gunmen fire on a rally in Balata r.c. marking Hamas’s 19th anniversary, leaving 4 Hamas supporters wounded. In Gaza, the IDF allows EU monitors to open the Rafah crossing in both directions for a day for the 1st time since 8/11. Some 30 Palestinian journalists protest in Gaza City against the 8/14 kidnapping of 2 Fox News journalists, demanding their immediate release; Islamic Jihad also denounces the unknown kidnappers for having “silenced the voice of freedom and justice.” In the West Bank, the IDF makes a predawn raid on the Ramallah home of Palestinian Authority (PA) Dep. PM and Education M Nasir al-Sha‘ir (Hamas affiliated), arresting him without charge; patrols in al-Til nr. Nablus, firing on stone-throwing youths who confront them, wounding 4; conducts arrest raids, house searches in Jericho and nr. Bethlehem, Qalqilya, Ramallah; raids an Islamist charity nr. Hebron, confiscating a computer and some files, vandalizing the offices. In an action the UN deems the 1st violation of the 8/14 truce, the IDF stages an overnight helicopter raid on Budai nr. Baalbek, sending 2 helicopters to drop 2 Humvees and more than 100 IDF Sayaret Matkal commandos dressed in Lebanese army uniforms to raid the village, under the cover of sonic booms fr. Israeli warplanes, in an apparent attempt to assassinate or capture senior Hizballah leader Shaykh Muhammad Yazbek, a Budai resident, or to free 2 captured IDF soldiers; the unit attempts to run a Hizballah checkpoint outside the village but Hizballah mbrs. engage them, forcing a retreat, killing 1 IDF soldier, wounding 2. Sidon, a Lebanese army base in the Biqa‘ Valley, 2 homes nr.
