In the West Bank, Israel issued demolition orders for 4 residential structures south of Hebron and 5 homes in the Ramallah area as punitive demolitions against alleged Palestinian attackers. Israeli forces violently dispersed a protest against the U.S. administration’s peace plan in Qalqilya, leading to tear-gas related injuries. 7 Palestinians were arrested during raids in and around Halhul, Ramallah, Salfit, and Anata. Israeli settlers severely beat 1 Palestinian doctor visiting patients near Bethlehem. In East Jerusalem, 3 Palestinians were arrested during late-night raids in and around Silwan and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen west of Bayt Lahiya; no injuries were reported. Israeli prime minister Benjamin Netanyahu announced that Israel will expand 2 settlements, Har Homa and Givat Hamatos, in East Jerusalem with 2,200 and 3,000 housing units respectively. Prime Minister Netanyahu also said that Israel would apply sovereignty to al-Ibrahimi Mosque. The PA called Netanyahu’s announcement part of “a systematic destruction of the two-state solution.” (HA, NYT, WAFA 2/20; JP 2/23)

Israel and the PA ended its trade dispute, allowing Palestinian goods to exit the West Bank and Israeli agricultural products to enter the West Bank market. Israel started banning Palestinian goods to the Israeli market on 2/2 and later expanded the ban of export from the West Bank altogether. (HA, WAFA, WAFA 2/20)

Overnight in the West Bank, IDF troops assault the Hebron-area home of a Palestinian, allegedly a mbr. of PIJ involved in the killing of an Israeli on 7/1. After declaring the village a closed military zone, they cut the Internet and electricity, fire anti-tank missiles and other artillery at his 3-story residential building for 7 hours, and eventually demolish it, killing the man and injuring a 2d Palestinian. The operation sparks clashes with stone-throwing Palestinians in the area; 5 Palestinians are injured and 3 are arrested. (BBC, MNA, WAFA 7/27; PCHR 8/4)

After the major IDF operation nr. Hebron overnight, the PA announces that the IDF has agreed to begin lifting its general closure of Hebron and the surrounding district, which it put in place in the wake of a Palestinian’s shooting of a settler on 7/1. Tension remains high in Hebron, as the IDF patrols the region throughout the day. (JP 7/27)

Elsewhere in the West Bank, IDF troops arrest 11 Palestinians during late-night raids in Nablus and nr. Bethlehem. In East Jerusalem, Israeli police arrest 2 mbrs. of the Islamic Waqf after they allegedly assault 2 Israeli archaeologists at Haram al-Sharif, and arrest 2 Palestinians during raids in Silwan. Off Gaza’s coast, Israeli naval forces confront a Palestinian fishing party late at night, damaging 1 boat and arresting 5 Palestinians. Meanwhile, a Gazan succumbs to injuries sustained in a confrontation with Israeli forces on 11/23/2001. In Israel, Israeli forces demolish several structures in the bedouin village of al-Araqib for the 101st time since 6/2010. The demolitions spark minor clashes, and several Palestinians are arrested. Israeli NGO Peace Now announces that the Israeli govt. has opened tenders for the construction of 323 housing units in Israeli settlements nr. Jerusalem, including 89 in Gilo, 36 in Neve Ya’acov, 68 in Pisgat Ze’ev, and 130 in Har Homa. Meanwhile, the Israeli Knesset’s Ministerial Comm. for Legislation gives preliminary approval to a bill that would make some West Bank settlements eligible for special tax breaks in connection with the severity of their security situation. In the Gaza Strip, Israeli forces shoot and kill 1 Palestinian mbr. of Hamas’s military wing and injure 2 others in a cross-border firefight nr. Khan Yunis. The Palestinian fighters shoot and severely injure an Israeli soldier during the exchange. In the West Bank, a Palestinian man is found dead in Jericho with several stab wounds. Clashes break out between stonethrowing Palestinian youth and Israeli soldiers at a checkpoint nr. Hebron; dozens of Palestinians suffer from tear gas inhalation. More clashes break out nr. Hebron and Nablus, where 2 Palestinians are moderately injured. Israeli forces demolish 400 m of stone walls in a village nr. Nablus and 2 agricultural buildings nr. Hebron. IDF troops arrest 4 Palestinians at a checkpoint nr. Jenin; conduct house searches and arrest raids in and around Nablus and Hebron, as well as nr. Ramallah. Israeli settlers enter Salfit to perform religious rites, and settlers separately open fire on PA police officers nearby. Israeli settlers attack a Palestinian construction worker in Hebron, lightly injuring him. PA security forces conduct raids across the West Bank and detain 14 mbrs. of Hamas. In East Jerusalem, Israeli authorities return the bodies of the 2 Palestinians who were killed after attacking a synagogue in West Jerusalem on 11/18. Israel punitively held the bodies for over a mo. Israeli security forces clash with stone-throwing Palestinians in Issawiyya, and 1 Palestinian child is injured with a rubber-coated metal bullet. Israeli forces conduct arrest raids in Issawiyya, Sur al-Bahir, and al-Tur, where they also demolish 2 residential structures and a barn. The World Bank transfers $31.6 m. to the PA via the Palestinian Reform and Development Plan Trust Fund. The money was donated by Australia, the UK, and Norway and will fund, among other things, emergency needs in Gaza. (WAFA 12/24; MNA 12/25)

Israeli authorities approve the construction of 380 new residences in the East Jerusalem neighborhoods of Har Homa and Ramot, as well as a separate plan for 1,850 residences in Arnona. (AFP, HA, IMEMC, WAFA 12/24)

Fourteen of 15 mbrs. of the UNSC make statements condemning Israel’s settlement construction plans, while the U.S. vows to veto any resolution on the issue. Four separate statements are made by the 8 council mbrs. from the Non-Aligned Movement, the 4 European mbrs., as well as Russia and China. Meanwhile, the Jerusalem District Planning and Building Comm. approves the creation of a new Jewish settlement, Givat Hamatos, in the s. of East Jerusalem, not far from Har Homa. In addition, Israel’s Defense Ministry advances plans to build 523 homes in Giva’ot settlement in the Gush Etzion bloc, though this plan is long-standing and unrelated to the recent high-profile construction announcements tied to the Palestinian bid at the UN. The IDF announces that it will issue permits to around 500 Christian Palestinians from the Gaza Strip to visit Bethlehem for Christmas. In the West Bank, the IDF conducts house searches and arrest raids in Jenin, Nur Shams r.c. nr. Tulkarm, 1 village each nr. Hebron and Jenin, and 2 villages nr. Nablus. (JP 12/19; PCHR 12/20)

Palestinian government employees begin a 2-day general strike to protest a delay in the payment of their wages due to Israel’s withholding of around $100 m. customs revenue. Around 50,000 workers take part in the strike. Meanwhile, Palestine Monetary Authority chief Jihad al-Wazir says that Palestinian banks will lend the PA $100 m., set to be repaid when the Arab League delivers its promised financial safety net. Israel’s Central Elections Comm. votes to disqualify MK Haneen Zoabi, from Balad party, from running in the forthcoming elections, a decision based largely on her participation in the 2010 Gaza flotilla. (HA 12/19)

Palestinian pres. Mahmud Abbas offers to take in Palestinian refugees fleeing from fighting in Syria, and UN secy.-gen. Ban Ki-moon calls on Israel to facilitate their entry. Meanwhile, the UN launches its biggest aid appeal to date for Syria, estimating that it needs $1.5 b. to cope with a ‘‘dramatically deteriorating humanitarian situation.’’ Meanwhile, the Security Council passes a U.S.-and-Russian-drafted resolution on extending the peacekeeping mission in the demilitarized zone between Syria and Israel. In the West Bank, the IDF patrols in 2 villages nr. Tulkarm (firing tear gas at stone-throwing Palestinians in one case) in the morning, in 1 village nr. Tulkarm and 1 village nr. Hebron, and in Hebron and 1 village nr. Tulkarm; conducts house searches and arrest raids in 1 village nr. Hebron, ‘Ayn Bayt al-Ma’ refugee camp (r.c.), 1 village nr. Nablus, and 1 village in Jenin. Israeli and Palestinian officials confirm that discussions are underway for a high-level meeting between Israeli PM Netanyahu and PA PM Salam al-Fayyad after Passover ends on 4/13. Fayyad plans to hand Netanyahu a letter from Abbas, which in its current draft includes Palestinian conditions for a return to negotiations (including Israel halting settlement expansion and accepting 1967 lines the basis for talks) and an enumeration of Israeli actions that the Palestinians find counterproductive to peace. Israeli security forces evict Jewish settler families fr. a house in Hebron that they occupied ca. 4/2/12. Meanwhile, Netanyahu calls on Israel’s atty. gen. to “find a solution” for the unauthorized outpost of Ulpana (which he terms a neighborhood of Beit El settlement) in Hebron that an Israeli court ordered demolished by 5/1/12. He also says that he plans to convene a meeting with DM Barak to seek the permits retroactively to legalize 3 other unauthorized settlement outposts (Bruchin, Rachelim, and Sansanna). Israel allows a small shipment of diesel fuel for Gaza’s power plant allowing 1 turbine to restart for the 1st time since 3/25/12, but rolling blackouts remain up to 16 hrs./day across the Strip. IDF troops on the n. Gaza border fire into the abandoned Erez industrial zone late at night, causing no reported injuries. In the West Bank, the IDF patrols in 1 village nr. Overnight in Gaza, the IDF sends troops, bulldozers into Bani Suhayla nr. Khan Yunis, bulldozing 125 d. of agricultural land, several greenhouses, 1 Palestinian home before withdrawing in the morning; during the operation, troops fire a tank shell at armed Palestinians approaching the area (wounding 3) and detain 11 Palestinians (including 1 child) for questioning. In the West Bank, the IDF conducts arrest raids, house searches in Bethlehem, Qabatya, and nr. Hebron. In East Jerusalem, Israeli police and intelligence officers break up a memorial service for the late Palestinian political figure Faisal Husseini, declaring it an illegal political gathering, arresting 4 Palestinians. A Jewish settler deliberately drives into a flock of Palestinian sheep nr. Hebron, killing 3 sheep, injuring 2. The Israeli Housing Min. says it is moving ahead with previously announced plans to build 884 new Jewish settler housing units in East Jerusalem’s Pisgat Ze’ev (763 units) and Har Homa (121 units) settlements. Meanwhile, in Bayt Furik, angry Palestinians demonstrate, throw stones at a Palestinian Authority (PA) police station in Nablus, denouncing the PA’s recent confiscation of 86 unlicensed and stolen vehicles, injuring 3 policemen; the PA police fire live ammunition and percussion grenades at the protesters and beat several, injuring 8 Palestinians and causing an elderly Palestinian woman to have a fatal heart attack. In Gaza’s al-Maghazi r.c., unidentified gunmen fire on a group of Hamas mbrs., who return heavy fire; no injuries are reported. The PA deploys a new 500-mbr. policing unit in Tulkarm, similar to the recently deployed Nablus unit (see Quarterly Update in JPS 146), as part of Abbas’s efforts to expand security control in the West Bank in keeping with the road map. The new unit immediately erects checkpoints around Tulkarm to search for unlicensed guns, stolen vehicles. The Israeli Housing Min. issues bids for construction of 307 new housing units in the Jewish settlement of Har Homa in East Jerusalem that would complete a ring of settlements around Jerusalem, making the division of Jerusalem all but impossible. PA senior negotiator Saeb Erakat sends an urgent message to Rice asking her to intervene to halt the settlement expansion, arguing that it is illegal and undermines efforts made at Annapolis. The UN reports that most public gas stations in Gaza are now closed because of Israeli fuel restrictions. In the West Bank, the IDF conducts arrest raids, house searches in Jenin r.c. and nr. In Gaza, the IDF continues operations in al-Maghazi r.c., engaging in heavy clashes with local gunmen, killing 4 armed Palestinians and 1 bystander, wounding at least 32 (in addition, 1 Palestinian child wounded in al-Maghazi on 7/19 dies of her injuries); drops leaflets across Gaza warning that “anyone who has . . . an arsenal, ammunition, or weapons in their house must destroy them or will face dangerous consequences.” The IDF also continues to shell n. and s. Gaza to prevent rocket fire; makes air strikes on 2 groups of Palestinians allegedly laying roadside bombs (no injuries are reported); fires warning shots fr. gunboats to keep Palestinian fishermen fr. going out to sea. Palestinians fire at least 1 rocket fr. Gaza into Israel, lightly wounding 1 Israeli. In the West Bank, the IDF continues major operations in Nablus, surrounding the local PA headquarters where a number of wanted Palestinians have taken refuge since fighting began on 7/19; 15 give themselves up during the day, but 10 remain inside, as IDF tanks shell the building and bulldozers begin to demolish the structure, troops fire on stone-throwing Palestinians who confront them (wounding 5). Also in Nablus, some 4,000 Palestinians demonstrate in support of Hizballah. The IDF also conducts arrest raids, house searches nr. Hebron; clears Palestinian trees nr. Har Homa settlement. Israel warns Lebanese s. of the Litani River that they have 24 hrs. to evacuate to the north. The IDF increases pinpoint ground operations in s. Lebanon, engaging in fierce clashes with Hizballah, leaving at least 2 IDF soldiers, 2 Hizballah mbrs. dead and 6 IDF soldiers injured; sends tanks, bulldozers across the n. border to destroy tunnels, bunkers, posts used by Hizballah (Hizballah claims to destroy 2 tanks; the IDF does not comment); continues air and artillery strikes on 150 targets across Lebanon, including Baalbek, Hermel, and al-Khiyam (destroying the infamous jail there, formerly run by Israel’s proxy, the South Lebanon Army). Late in the evening, 2 IDF helicopters collide over n. Israel nr. the Lebanese border, killing at least 4 IDF soldiers. Hizballah fires some 40 rockets at n. Israel, hitting Carmiel, Kiryat Shimona, Safad, Tiberias; there are no reported injuries. Syria reports that more than 140,000 people have crossed over fr. Lebanon since the violence began. Some 10,000 foreigners are evacuated by sea fr. Beirut and Tyre (including some 2,250 Americans and many Southeast Asian laborers evacuated by the Indian navy); UNIFIL evacuates its post at Naqura. Early this morning, Arafat, Peres wrap up talks, and Barak announces that the sides have agreed to try again to implement the 10/17 Sharm al-Shaykh arrangements. The Israeli cabinet suspends punitive attacks on Palestinian targets. Differences quickly arise, however, over plans for Arafat, Barak to issue statements on ending the violence. As the sides discuss how to resolve their differences, 2 Islamic Jihad activists detonated a car bomb in West Jerusalem, killing 2 Israelis, wounding 9.
